Abstract

This research aims to find out the innovation of state civil apparatus in improving public service performance. Innovation in public services will be largely determined by a tradition that applies in an agency, building creativity, besides that the available space is often an obstacle to the creation of innovation ideas that are launched. This then becomes the focus of this research, namely innovation in improving the performance of public services. The idea of innovation is based on the slow service and the number of patients who lose their health cards, the limited number of patients who get services, namely 20 to 30 people a day. With the duration of medical record services previously 15 minutes after the innovation is not enough 5 minutes because the patient only mentions the house number. With administrative services until 15.00. This research was conducted at Patimpeng Health Centre, Bone Regency, which focuses on resource support, reward and punishment systems, organisational environment, budget support and personal based organisation as well as institutional strengthening in supporting the blessing innovations launched at Patimpeng Health Centre, Bone Regency. The research method used in this research is qualitative descriptive. The data collection process is interviews and documentation, and observation then the data obtained is reduced, coding the data to sort out the data in accordance with the indicators in the study and then drawing conclusions based on interview data, observation and documentation. The number of respondents in this study were 5 people consisting of puskesmas officers, the community and also the leadership of the Bone Regency health office. The results of this study found that the innovations carried out are still constrained by human resource support, budget limitations and also the understanding of the community regarding the new service system so that institutional strengthening still needs to be improved for the sustainability of these blessed innovations.

Abstract

This research examines the effectiveness of population management information system policies in issuing Resident Identity Cards (KTP) in Moteng Village, Brang Rea District, West Sumbawa Regency. Utilizing qualitative methods, including interviews and observations, the study evaluates policy execution and service quality during KTP issuance. Despite encountered challenges, policy implementation has notably improved KTP issuance efficiency and effectiveness at the village level. However, some residents still lack KTPs due to insufficient understanding of required documentation and procedures. Nevertheless, village authorities are actively striving for optimal service provision to maximize KTP ownership. Clear information dissemination has led to increased community engagement in the KTP application process, reflecting a solid grasp of procedural requirements. Consistency in policy implementation underscores village authorities' commitment to providing satisfactory services. The Moteng Village Office benefits from a supportive staff, predominantly with secondary education qualifications, perceived by the community as proficient in delivering exemplary service. Despite challenges, including limited community understanding and participation, the provision of specialized facilities positively contributes to KTP issuance services. Overall, the study emphasizes the importance of clear communication, consistent policy implementation, and resource allocation in enhancing population administration services and streamlining KTP issuance processes in Moteng Village.

Abstract

This research aims to evaluate PAMSIMAS program activities in Purwosari II Village. The method used is qualitative with descriptive research type. Data sources come from several sources, namely, primary data sources, namely the results of interviews with 10 informants and observations; second, secondary data taken from collecting documents, news, books, research reports, and articles. The results of PAMSIMAS research in Purwosari II Village seen from the criteria of equity, responsiveness and accuracy are quite good. Meanwhile, the criteria for effectiveness, efficiency and adequacy are still not good. The inhibiting factors in evaluating PAMSIMAS in Purwosari II Village are the socio-economic conditions of the community, lack of socialization about PAMSIMAS to the community, and PAMSIMAS raw materials using river water. The suggestions in this research are (1) For people who have economic problems, it is hoped that the village government can use village funds to help by eliminating payment of half the installation costs so that poor people can also enjoy the PAMSIMAS flow; (2) Socialization or dissemination of information about PAMSIMAS is being intensified again, both through electronic media and other means. Home visits must also be carried out evenly so that people who have not been touched or do not know and understand PAMSIMAS will know and understand better; (3) In the future, we hope that the village and PAMSIMAS managers will provide a water source for PAMSIMAS other than river water, for example from wells. The condition of the river water is uncertain and has acid levels and a taste that is too bland, making PAMSIMAS water unfit for drinking.

Abstract

Recent studies in both developed and developing societies have established a connection between socio-cultural background and child upbringing. While socio-cultural activity is an important factor in a child’s upbringing, there is a dearth of research about how socio-cultural factors hinder child development. This study employs the sociocultural theory of learning to review how the socio-cultural practices of the Fulani people impact the schooling of Fulani children in Nigeria. The Fulani people of Nigeria own over 90 percent of about 15.3 million heads of cattle. It is noted that beef production from Fulani’s cattle farm constitutes a significant portion of the animal protein consumed by the people of Nigeria. However, despite Fulani’s prowess in cattle rearing, which contributes significantly to the economy of Nigeria, their children are highly disadvantaged when it comes to access to qualitative education. The researcher searched through the Directory of Open Access Journals (DOAJ) for literature published between 2014 to 2024 using keywords like cultural influence, sociocultural learning theory, and the schooling of Fulani children. While the study employs the content analysis method to review the existing literature, the question that this presentation seeks to answer is: Why are the children of Fulani people disadvantaged educationally? What does this tell us, the community engagement advocates, about community culture/socio-economic activities, and children’s schooling? How can we organize community engagement and development to support socio-cultural re-engineering efforts?

Abstract

The role of institutions in shaping societal systems and responding to complex global challenges has gained increased attention in recent decades. Institutions have functioned to shape the development and sustainability of society. Nevertheless, numerous institutionally-led challenges that restrict and alter sustainability and development across various aspects of society have also emerged. While institutional importance is widespread, their relationship with development is debated and contested. Through a systematic review approach, this paper explores the concept of institutions to understand whether they matter for development and examine their relevance within economic, policy, and environmental structures. The study indicates that indeed institutions play a significant role in accelerating economic, policy, and environmental growth across space and time. It demonstrates how it drives policy cycles, fosters economic progress, and shapes environmental transition. The study reveals that institutions create order, facilitate innovation, drive market transactions, and environmental security by mitigating conflicts, enforcing regulations, enhancing cooperation, ensuring the distribution of resources, and promoting sustainable ecological guidelines. However, complexities in their functions, structures, and adaptation exist, which can stimulate instabilities, stagnation, and decline in societal progression. Achieving enhanced institutional capacity toward societal development and progress thus requires unwavering political commitment, innovative actions, and coordinated decision-making.

Abstract

This research is conducted to assess the impact of educational attainment, age, and husband's income on the labor participation of married women in the processing industry sector within Pelalawan Regency. Additionally, the study aims to identify the most influential variable among these factors on the work participation of married women in the same sector and region. The research employed purposive sampling, with a total of 64 respondents, and conducted data analysis using multiple linear regression, assisted by the Eviews 10 software program. The findings indicate that collectively, the level of education, age, and husband's income level have a statistically significant impact on the work participation of married women in the processing industry sector in Pelalawan Regency. On an individual basis, the level of education (X1) exhibits a significant and positive influence on married women's work participation, while age (X2) has a significant and negative effect on their work participation. Similarly, the level of husband's income (X3) significantly and negatively affects the work participation of married women. Among these three independent variables, the level of education emerges as the most dominant factor influencing the work participation of married women in the processing industry sector in Pelalawan Regency. The cumulative effect (R2) of these three variables on the dependent variable accounts for 63%, leaving the remaining 37% influenced by other unexamined variables in this study.

Abstract

The Politics of Empowering the Community in village development in the Sayan District is crucial in enhancing active citizen participation in the policy-making process, decision-making, and implementation of village development programs. Political participation in the Sayan District can take the form of direct participation through village meetings, participation through representative mechanisms, as well as participation through collective action and advocacy. Strong political participation can reinforce the independence of the village in managing natural, social, and economic resources in the Sayan District. Through political participation, residents can voice their interests and aspirations, making policies and village development programs more responsive to the needs and expectations of the residents. Additionally, political participation can also improve accountability and transparency in village financial management and the development of village infrastructure in the Sayan District. However, there are challenges in promoting political participation in villages in the Sayan District, such as the lack of awareness among the community about the importance of political participation, limited access to information, and the insufficient skills and capacities of the community in managing village resources. Therefore, efforts are needed to strengthen community political participation in the Sayan District, including enhancing political literacy, developing inclusive participation mechanisms, and empowering village communities in sustainable resource management

Abstract

This research aims to find out and describe the implementation of Pro-Bebaya program in Gunung Lingai Urban Village in particular in neighbourhood 10 and neighbourhood 22 regions. This research focuses on the forms of activities of Pro-Bebaya which have been targeted in the Mayor's Regulations Number 11 Year 2022 Chapter IV Forms of Activities Article 12 Paragraph 2 namely, procurement, development, then maintenance of public facilities and goods as well as empowerment of the community that covers the fields of infrastructure, economy, social culture, health, education, and youth. Then it also focused on the supportive and inhibitory factors of the implementation of the programme. The authors on this study use a qualitative approach to the type of descriptive research. The data collection technique used is purposive sampling. The results of this study show that the implementation of Pro-Bebaya in the Gunung Lingai area dedicated to neighbourhood 10 and neighbourhood 22 in the first year since the launch of the program has been implemented and in accordance with the mandate of the Pro-bebaya itself. However, there is each one area of the six Pro-Bebaya fields not proposed nor implemented in the area of neighbourhood 10 and neighbourhood 22. For the region of neighbourhood 10, not proposing and not implementing activities in the economic field, while neighbourhood 22 does not propose and do not implement activity in the field of youth, then there are three supporting factors and four inhibiting factors in the implementation of Pro-bebaya in the Gunung Lingai Urban Village of the Penang River district of Samarinda City.

Abstract

The SAMSAT Martapura Regional Revenue Service Unit has carried out a service innovation program in the form of Warung SAMSORELAM as a solution to solving public problems in the form of public demands that there is not enough time to pay motor vehicle tax during working hours. The aim of this research is to determine Warung SAMSORELAM Service Innovation, as well as supporting and inhibiting factors for Warung SAMSORELAM Service Innovation. A descriptive qualitative approach was employed as the research methodology in this study. The research focus is based on innovation theory according to Rogers with indicators namely relative advantage, compatibility, complexity, triability and observability. The results of the research show that Warung SAMSORELAM's service innovation for motor vehicle tax payments has gone well. Relative advantage can be seen from the time the service is carried out outside working hours. Compatibility is seen only in the form of mobile Samsat cars and there are no café facilities. Complexity shows that there is no complexity in the implementation process. Triability can be seen from the positive response from the community. Observability can be seen from the ease of observing both the procedures and service mechanisms which are not complicated and the requirements are easy for the community to fulfill. The supporting factors for Warung SAMSORELAM's service innovation are strategic location and additional service time outside working hours. Meanwhile, the inhibiting factors for Warung SAMSORELAM's service innovation are that the network can be disrupted and the facilities are inadequate.

Abstract

ABSTRAK Adapun tujuan dalam penelitian ini untuk mengetahui bagaimana Implementasi Program Pengurangan Risiko Bencana Oleh BPBD Kabupaten Pasaman. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif dengan menggunakan Teori Implementasi Kebijakan oleh Van Meter Van Horn. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, kesimpulan dan verifikasi. Hasil penelitian yang ditemukan bahwa implementasi program pengurangan risiko bencana oleh BPBD Kabupaten Pasaman belum diimplementasikan secara optimal. Hal ini dapat dilihat dari masih terdapatnya permasalahan dalam proses pelaksanaan kegiatan dari implementasi program pengurangan risiko bencana seperti kurangnya sumber daya aparatur yang dimiliki oleh pihak BPBD Kabupaten Pasaman dalam merealisasikan atau melaksanakan program pengurangan risiko bencana yang dilakukan oleh BPBD Kabupaten Pasaman. Selain itu kurangnya anggaran yang dimiliki dalam proses implementasi program pengurangan risiko bencana juga menjadi hambatan dalam pelaksanaan program ini dimana hal ini menyebabkan program dan kegiatan tidak berjalan sesuai semestinya. Seharusnya dalam proses pelaksanaanya, pihak Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Pasaman harus memberikan pelatihan dan pembekalan pengetahuan tentang penanggulangan bencana terhadap masyarakat tidak dapat diselenggarakan secara optimal.
