The Indonesia Journal of Business Administration(IJBA) is a business journal that bridges the gap between business research and practice, evaluating and reporting on new research to help readers identify and understand significant trends in their fields. The IJBA seeks to publish papers relating to business, broadly defined. It publishes articles that address both theoretical and practical issues in the broad areas of Business Strategy and Marketing, People and Knowledge Management, Entrepreneurship and Technology Management, Decision Making and Strategic Negotiation, Operation and Performance Management, and Business Risk and Finance.Contributing academicians and researchers are encouraged to address a variety of concerns relating to all areas of business. We also encourage students to use an interdisciplinary approach to analyzing a topic, which often yields interesting and novel papers. The published articles provide valuable insight into matters of broad intellectual and practical concern to academicians and business professionals. The Journalis published three times a year: in April, July and October. The journal is mainly an outlet of MBA ITB students to publish their final project works, although it also accepts articles written by students at masters level from other institutions. A published paper is an honor that will be unambiguously beneficial for professional and academic careers, especially for those who want to attend graduate/professional schools. This means that papers written in relations to Accounting, Economics, Finance, Marketing, Management, Operations Management, Information Systems, Business Law, Corporate Ethics, and Public Policy all qualify for submission. Information on the journal format can be found in the journal's website. The number of pages must be at 10 pages. Abstract

Abstract - On 2016, central government enacted a new mechanisms in Specific Allocation Fund (SAF) Policy that encourages policy complexity and existence issue, such as a delay in determining of technical guidelines. The role of MEMR on SAF policy according to Regulation of Ministry of Energy and Mineral Resources No 3/2016, states that MEMR as a Technical Ministry plays a role in monitoring and evaluation. The regulation also oblige beneficiary provinces to submit their progress reports quarterly. In fact, there are many provinces did not submit their report to MEMR. Surely this is against the rules and indicates the existence problem in monitoring and implementation process progress. The research uses qualitative approach, where the data collected in survey methods by collecting participant answer questioned administers through interviews and questionnaires. The answer from participants will describe the responses given. The question will be constructed and written properly to get reliable and valid survey. Author construct interview and design questionnaire so that participants are clear and easy to comprehend. The examine of validity data without using statistical tests, and conducted to find the meaning of research findings. Author uses triangulation to test validity data.The result showed that (1) Monitoring and Evaluation of Specific Allocation Funds on Small Scale Energy Sector is conducted by comparing the conformity of work plan with SAF's activities direction as well as conformity implementation; (2) Several causes of monitoring and evaluation problem, due to: Inexistence of standard instruction on the process of monitoring and evaluation at MEMR, Data planning have not been managed well, the regulation issue, and the absence of strict sanction; (3) Obstacles in the implementation of Specific Allocation Fund on Energy Sector Policy, include: bureaucracy, resource, communication, and disposition. Abstract

Abstract -- On these couple years, eyebrow embroidery becomes trends on Indonesian celebrity. People start to follow the trends. Eyebrow embroidery starts easier to be accepted. Nowadays, female office workers get more concern about appearance. They also need time efficiency. X-Thrill Salon has consideration that female office workers become a great potential market for eyebrow embroidery. The purpose of this thesis is to study the consumer behavior on eyebrow embroidery service with Jakarta female office worker as target market for X-Thrill Salon. The marketing concept states that, to be successful, a company must understand the needs of specific groups of consumers such as target markets and then satisfy these needs more effectively than the competitor. The satisfaction of consumer needs is delivered in the form of marketing mix. Marketers who have a thorough understanding of the consumer decision-making process are likely to design products or services, establish prices, select distribution outlets, and design promotional message that will favorably influence consumer purchase decisions. Abstract

Abstract. The development of national automotive industry especially in four-wheeled vehicle in the era of business adult. The stability of economic growth, increasing in urbanization, goverment policy that encouraged the production of low-emssion cars are some of the factors that underlying it. Unfortunately, not a local automotive company that dominate this industry, but the automotive company from Sakura’s country. However, through the passing emission test by Esemka Rajawali and Bima that are produced by national vocational schools students, give a new hope and colour in the competition of national automotive industry. PT. Manufaktur as the official local automotive company that producing Esemka cars is expected to compete with Japan automotive companies that has already long dominated the national automotive industry. As the newcomer in the national automotive industry, PT. Manufaktur facing the heavy competition. Some of the challenges such as: lack of public’s confidence for local products, the quality of technology, human resources and the capital owned still far compared to competitors. Fishbone diagram conclude that the main problem of company is losing in competition. Therefore, to deal with this situation, company needs to apply the right strategies in order to survive and compete in this industry. The study focus on designing the strategy formulation and its implementation that will be used by company. The method used in this study is Strategic Management. Starting from analyzing the external (opportunities and threats) through general analysis, five porter forces and competitior analysis and internal (weaknesses and strengths) environment through resource and capabilities analysis, and later called as situation analysis. Then, conducted the strategic factor analysis summary (SFAS) and make the alternative strategies using TOWS analysis. The next step is reviewing on mission and objective which are based on SFAS and TOWS analysis. The resulted of alternative strategies then formulated on a corporate level, business level and functional level. After that, the final stage is executing or implementation stage, which is a step to apply and implement the strategies accordance with the pattern of time that has been determined, how are the details of its activity and which divisions are responsible for that strategy.The result is, PT. Manufaktur need to make efficiency or retrenchment strategy for its every business units and captive to government. Cost leadership strategy and strategy alliance become a guideline for business level. In functional level, some strategies that should be done such as: the construction of a new bigger plant, issued a new variants (Low Cost Green Car, Low Multi Purposes Vehicle and Gas-Fuelled cars type), loan strategy for the funding of new plant, promoting company’s brand, optimize the broad networking and others.Keywords: Automotive industry, Esemka cars, Fishbone, Strategic Management

Abstract. In high business competition today, human capital is a major asset for the company to drive other assets and provide a guaranty to be able to perform on the top level in a relative long period. Nevertheless, in order to get the benefit of human capital asset, these asset need to be managed in a proper way and in line with company’s strategy. Pertamina – MOR (Marketing Operation Region) V is facing extraordinary business challenges. Carry out duties as the company's main revenue driver in decreasing oil prices recently, Pertamina MOR - V is expected to boast organizational performance and optimize all of its capitals, especially human capital. This study aims to elaborate how the implementation of human capital management, which drivers of human capital management that have significant impact on organizational performance, and determine the most appropriate intervention programs for those drivers. The research approach used in this study is a quantitative approach that starts from an online survey sent to the respondents including all employees of Pertamina - MOR V. After the survey data collected, statistical analysis applied and followed by a focused groups discussion to encounter and obtain a clear understanding of the measurement findings emerged from the data questionnaire. Keywords: human capital management, organizational performance, and organizational competitiveness.

Abstract

Abstract - In a global perspective, every year Airline industries are still growing, aircraft manufacturers deliver more and more aircraft to their customer. From our Directorate General of Civil Aviation (DGCA), until 2015, there were at least 1.448 aircrafts that operate in Indonesia, 121 AOC (Aircraft Operation Certificate) Holder that consisting of scheduled airlines, scheduled cargo airlines, un-scheduled airlines, un-scheduled cargo airlines, and non-profit airlines. There are also 33 MRO (maintenance repair organization) that support all aircraft that not only operate here but also from overseas market. PT SPARES was founded in October 2014 with the main objective is to provide drone inspection service and consumable spare part for aviation industries in Indonesia but now its main selling point is aircraft consumable spare part services for airlines. The Objective of this thesis is to analyse the possibility of PT SPARES to expand their business in order to survive and to provide a recommendation regarding the new Business Model if expansion is feasible. Researcher is proposing to open logistics service to the customer with utilizing the third-party logistics model to minimized the investment. In PT SPARES, there is 7 key challenge parameter that can affect PT SPARES for expanding their line of business. The 7 key parameter are Government Policy on Export & Import Industry – Economic Policy Package VIII, Government Policy in Aviation Industry – Deregulation of Airline Tariff, Aviation Condition – Growth of Aircraft in Indonesia, Logistic Transport Condition – Interconnecting and creating new connection between cities, Skilled employee – There is needed a new skilled employee in the aviation & logistics, Market Share – Take on niche market and a need of Government support in Export & Import – Improvement of Export & Import system. Based on these findings, we found that they need to prepare how to handle related challenges in order to survive in logistics industries and proposed new Business Canvas Model with the new value proposition, Good government connection, Efficient customs brokerage, Efficient logistics service, and One-stop spare-parts solution. With the new value proposition, the operation of the PT SPARES will be change to accommodate it. There are also several implementations plans that we propose, in short-term, medium-term and long-term plan that hopefully can be a guidance for PT SPARES to achieve the sustainability and maintain and deliver customer expectation and satisfactory.Keywords: Airline, Aviation, Logistics, Spare Parts, Business Strategy, Value Preposition, Risk Management, Sustainability.

Abstract - PT Telekomunikasi Selular (Telkomsel) is the largest telecommunication operator in Indonesia and gets ranked 7th in the world in which its customers are 196.3 million and reaches 100% of all regions in Indonesia. In the telecommunication industry, the last few years are difficult times for all telecommunication operators since technology and customer’s behaviour have changed. The business of telecommunication company has shifted away from SMS and voice services to data service. Telkomsel is aware that the transformation from all lines must be performed to follow the change, from traditional telecommunication company to the digital business-oriented company. IT Infrastructure Management division as one of the units in the organization of Telkomsel attempts to articulate the grand design of digital transformation in a plan of IT Infrastructure transformation model to adjust to the need of digital business. This research aims to plan the decision-making model in selecting a proper IT Infrastructure transformation model for IT Infrastructure Management division. This research used the Analytical Hierarchy Process (AHP) method in which a problem is compiled in a systematic hierarchy. Data were taken with qualitative and quantitative methods through interview and questionnaire. As the output from a series of AHP processes conducted in this research, it can be concluded that this AHP method is highly effective to be used for supporting decision-making process in selecting a proper transformation model to answer the readiness of IT Infrastructure Management in supporting the need of business in the digital world.Keywords: multi-criteria decision making, Analytical Hierarchy Process, IT Infrastructure, Telecommunication, Model Transformation

Abstract

Abstract. PT. NIBIA is a vertically integrated coal mining company. The company was established in 1999 as a logging company before eventually switched their business line to coal in 2005. Since then the company continued to expand and made their mark in both domestic and international coal market. The resume of PT. NIBIA is highlighted with the possession of the stellar long term coal supply contract with PT. PLN. PT. NIBIA secured the long term contract in 2007 and started their supply in 2009. As the coal market secured by the long term contract, PT. Nibia began massive expansion by acquiring 13 mines in Jambi province and logistics transportation to ensure the readiness of both coal reserves and logistics to fulfill their supply obligation to PT. PLN. In 2012, coal industry started to deteriorate and the descend has continued until today. The significant decline in coal price has hit the PT. NIBIA profit margin. The company situation worsen by the operational issues surrounding the coal quality and delivery of the coal to its customer, PT. PLN. PT. NIBIA experience negative cashflow and has drained their working capital. As a result, PT. Nibia has forcefully ceased their operation and unable to service their debts. The purpose of this thesis is to review the business of PT. NIBIA and to provide the alternative solutions to address their business issues. The Porter's 5 Forces and SWOT analysis were utilized to analyze both internal and external factors affecting PT. NIBIA performance. Based on the business analysis, there are alternative solutions to address PT. Nibia issues namely, (i) self-insolvency proceeding (ii) new investor (iii) financial restructuring and operation overhaul. The author believes these solution could address the company issues.In this case, financial restructuring and operation overhaul have been concluded as the best suitable solution to address company issues while also protect the stakeholder's values. Keywords: Financial Restructuring, Operation Overhaul, Stakeholder's Value

Abstract

Abstract - PT Karunia Food is a company which engages in in-flight catering to support catering and logistic supplies for a national airline. For the logistic supplies, PT Karunia Food must prepare various kinds of inventories, such as monouse, multiuse, dry goods, and beverages. The logistics that have been arranged to trolleys or containers will be transferred to the assembly line and will be uplifted to the aircraft. The business process will be continued after the aircraft landing because the multiuse inventory will be offloaded from the aircraft and transferred back to each setup area. The absence of recording the items that offload from the aircraft caused a lot of loss and breakage items which generate an increase in inventory cost. To reduce it, PT Karunia Food will implement barcoding system to control the inventory items that the company have. With this system, the items that will be uplifted and offload after aircraft landed could be counted, so the items that already consumed can be calculated properly for the procurement planning. For the implementation of barcoding system, PT Karunia Food implements first on beverage and dry goods setup area. In this area, there are six setup processes of items needed for the aircraft, which are beverages, dry goods, mineral water, amenities, paper cups, and miscellaneous. But, for the implementation, there is a problem with the insufficiency of the area to do the barcoding process, so the barcoding system cannot be implemented. The research methodology used in this research is using qualitative method through the author’s observation and interview to find the root cause of does not have space to implement barcoding system. The interviewee are the head, administration officer, and staff that involves in the setup area. After interview, the author analyzes using the fishbone diagram and found that there are four root causes that make the company does not have enough space to implement barcoding system in the beverage and dry goods setup area, which are unclear flow process, does not have SOP (Standard Operating Procedure), unclear distribution of task, and unclear layout. The proposed solutions are making the new flow processes, making SOP, making clear job description, and making a new layout. Flow process analysis is being used to make the new flow processes. The first solution that the company has to applied is making the new flow processes first to make a process which have a proper flow which will be used for next solution, which is making a new layout. After those two solutions are done, the next solution is making SOP for each process and making a clear job description for the manpower. Keywords: Setup Area, Flow Process, Re-Layout, Fishbone Diagram

Abstract

Abstract - PT. Eka Nusa Kreasindo is a company engaged in the field of house developer and contractors headquartered in South Jakarta. The focus of the discussion on this journal is Villa Aster Residence. Villa Aster Residence is a housing project with a land area of 27.228m2 which consists of 186 units of houses and 6 units of kiosk. Sales of property, especially housing, experienced a phase of up and down. PT. Eka Nusa Kreasindo is currently experiencing a decline in sales in the period of July 2017 to February 2018. The decline in sales can be caused by many things; from the sluggish purchasing power to the spread of information on online media and offline media that less than the maximum. Dealing with problems faced by PT. Eka Nusa Kreasindo, the authors perform in-depth analysis using Porter 5 Forces and Customer Journey Analysis as a form of external analysis and Business Model Canvas and SWOT as a form of internal analysis. Based on the results of the analysis, the author then creates a new marketing strategy proposal that involves analysis of Porter Generic Strategies and conclude that the company is better focused on low cost strategy. Customer Journey Map analysis results in the company should make a new marketing strategy and corporate strategy which focused on consumers. At last, on Business Canvas Model analysis, the company should make an adjustment by doing integration in marketing activities both on cost plans and implementation of marketing activities.Keyword: business strategy, real estate business, customer journey map
