Abstract

The house (place to live) is one aspect of social welfare that must be fulfilled. Because the house is the main need for human life apart from clothing and food, where humans can shelter, maintain and also improve the quality of their life. The house not only has strategic value for the lives of its residents. This strategic value is reflected in the position of the house as a center of activity in carrying out its functions, especially the function of educating children and developing family members. Based on this, every family always strives to have a house that is livable, even though objectively not all families can afford it. make his wishes come true. This is caused by various factors, especially family economic factors due to poverty. Recipients of RTLH rehabilitation assistance are MBR/or poor people who meet the following requirements: Indonesian citizens who are married. Own or control land based on legal rights, not disputed land and in accordance with regional spatial planning Do not yet own a house or own and occupy the only house in an uninhabitable condition 4.Have never received RTLH rehabilitation assistance or government assistance for housing programs Earn the maximum income equal to the UMR of Madiun Regency Willing to be self-sufficient. Abstract

The Family Hope Program (PKH) is a conditional social assistance program launched in 2007 to help poor and vulnerable families overcome poverty in Indonesia. Recipients must be registered in the Integrated Social Welfare Data (DTKS). The purpose of this study is to show how the Family Hope Program Policy was implemented in Bandung City by using communication, resources, disposition, and bureaucratic structure to address poverty issues. This study employs the literature review approach and previous research that is undoubtedly relevant to the debate of the implementation of the Family Hope Program Policy in Bandung City. The data were then evaluated using Edward III's (1980) implementation model, which revealed four elements that influence policy execution: communication, resources, disposition, and bureaucratic structure. The results showed that the Bandung City Family Hope Program policy is being implemented effectively. However, there are still hurdles, such as delivery of impediments from the regional coordinator to the center or the social ministry. Because there is no proof of reporting, it solely communicates via digital messaging. Furthermore, the obstacles arise from the usage of suboptimal social benefit cards. The lack of PKH professionals is perceived to be unequal in task distribution. Furthermore, there are insufficient infrastructure facilities to support the operation of the PHK companion.

Abstract

This journal discusses Action Collaboration in the vision of housing for Low-Income Communities (MBR). With limited access to affordable housing, Low-Income Communities often have difficulty finding suitable housing. Therefore, a policy network strategy is needed to overcome these problems and improve the welfare of Low-Income Communities (MBR). Efforts are needed to realize livable, healthy, and safe housing, which is supported by infrastructure, facilities, and public works that support quality improvement and educate development. Meanwhile, the local government issued a special housing policy related to the vision of housing for Low-Income Communities (MBR). It is necessary to have a common view of settlement by the Low-Income Community (MBR), based on the preferences of the Low-Income Community (MBR) settlement and adjustments to the settlement policy applied, especially with regard to the safety and comfort of the people living in the settlement. The development of low-income housing is not in accordance with the scale of the policy network that includes the role of the community itself. The role of the community itself is not directly involved, their aspirations and complaints are currently only channeled through Non-Governmental Organizations (NGOs), so they tend to be less active. Political networks lack functioning mechanisms, and the lack of regular meetings between actors puts little emphasis on cooperation, making it difficult for actions to optimally utilize existing information channels.
