Abstract

Agrotourism development in Cibodas Village represents a substantial shift in the use of agricultural and natural resources in the Tangkuban Perahu Mountains region of West Java. This town has focused on promoting agrotourism as a method for combining natural beauty with local agricultural potential, resulting in memorable tourism experiences while also helping the local community's economic viability. This development also prioritizes teaching and understanding of sustainable agriculture techniques, raising visitor awareness of the significance of environmental conservation and agricultural sustainability. The project aims to determine the process of creating educational agrotourism based on the potential of Cibodas village. This study employs a qualitative method, utilizing a case study methodology.

Abstract

Traditional markets are meeting locations for merchants and buyers, with direct seller-buyer interactions and, in most cases, a bargaining process. People will be quite satisfied with the existence of traditional marketplaces because they give many essential and daily commodities at lower prices. As a result, traditional markets must be developed more effectively. To improve tourist attention, adjustments or innovations are required. Traditional markets in Kuningan Regency are being developed in a variety of ways, including physical renovation, revitalization of traditional markets, market cleanliness and market environment activities, arrangement of places and grouping of types of merchandise, orderly administration, order, and security. The Traditional Market Development Policy is based on Kuningan Regency's Regional Regulation (PERDA) Number 11 of 2011, which governs the arrangement and development of shopping centers. Traditional Markets and Modern Shops (Kuningan Regency Government Office). Meanwhile, supportive variables include merchants who always follow market managers' instructions, the availability of cleaning workers, and positive backing from the Department of Industry and Trade. The goal of this research is to investigate and seek theoretical explanations to policy network principles, as well as to develop new policy network concepts. This research employs qualitative descriptive methodology and data collection approaches.

Abstract

Policy Network in Housing Development for Low-Income Communities (MBR) in Indonesia. This study is driven by the author's interest in policies that involve a variety of multi-sector actors, including the government, private housing developers, academics, the community, and the media. This study uses Frans Van Waarden's (1992) theory of policy network dimensions, which comprises players, functions, structures, institutionalization, rules of action, power relations, and actor tactics. The method utilized is descriptive with a qualitative focus. Data were gathered through a literature review and a field investigation (observations and interviews). The technique for determining informants is purposive sampling. The findings of this study show that the policy network in housing development for MBR in Indonesia does not yet meet the dimensions of a policy network, including the role of the community itself, which is not directly involved and tends to be less active because the community's aspirations and complaints are currently communicated only through NonGovernmental Organizations. (NGOs), there is no functioning mechanism integrated into the policy network, there is no regular schedule of meetings held amongst actors, therefore coordination is carried out more frequently via WhatsApp Group exclusively, and policy actors are not making the best use of existing information channels.

Abstract

In order to effectively address illicit gold mining in Kuantan Singingi Regency, the community and the government must work together. The application of this strategy using a collaborative visioning and network management approach is covered in this article. The primary focus is on how stakeholder analysis, coordinating tactics, and interactions help achieve shared objectives when combating illicit activity. The Kuantan Singingi Regency authorities acted decisively in response to the expansion of illegal gold mining in the region. All relevant stakeholders are involved in the execution of policies, which builds an efficient implementation network. Through in-depth study and thoughtful consideration of the practical actions done by local governments, this essay seeks to investigate these elements. The purpose of this essay is to provide readers a better understanding of how network management and cooperative visioning operate together to implement laws intended to stop illegal gold mining. This article is anticipated to offer theoretical and practical guidance and contributions in the field of public policy by outlining the stages, goals, and outcomes of implementation. This study employs a qualitative methodology to describe the three primary phases of Kuantan Singingi Regency policy implementation.

Abstract

A house, as a place of residence, is one of the essential needs for human life alongside clothing and food. It plays a crucial role in ensuring the well-being, safety, and quality of life of individuals. More than just shelter, a house serves as a strategic center for family activities, particularly in educating and nurturing family members. However, not all families are able to afford decent housing due to various challenges, especially economic limitations. To address this issue, the local government of Madiun Regency has implemented a housing rehabilitation assistance program for low-income households (MBR) that meet specific criteria, such as legal land ownership, unsuitable current housing conditions, and no previous aid received. The selection of recipients is based on the Integrated Social Welfare Data (DTKS) or recommendations from village heads forwarded to the Housing and Settlement Area Office. From 2018 to 2021, the program effectively improved 9,010 uninhabitable homes (RTLH), and it is expected to continue efficiently in the coming years.

Abstract

Artikel ini bertujuan untuk membahas pengaturan pajak dan retribusi daerah Pasca UU Nomor 1 Tahun 2022 tentang hubungan keuangan antara pemerintah pusat dan pemerintah daerah dengan menggunakan metode penelitian yuridis normatif. Hasil penelitian ini adalah Undang-Undang Nomor 1 Tahun 2022 tentang Hubungan Keuangan antara Pemerintah Pusat dan Pemerintah Daerah (UU HKPD) diharapkan dapat menjadi langkah awal dalam regulasi pajak dan retribusi daerah pasca UU HKPD. Regulasi ini memahami landasan perubahan regulasi terkait aspek tersebut serta memberikan lebih dalam tentang motivasi dan tujuan di balik penyesuaiannya. Hal ini bertujuan untuk meningkatkan otonomi dalam pemerintah daerah dianggap sebagai faktor dalam memperkuat akuntabilitas terutama dalam upaya meningkatkan pendapatan melalui pajak dan retribusi daerah. Maka, dengan adanya modifikasi regulasi mengenai pajak dan retribusi daerah sesuai dengan UU HKPD saat ini, diharapkan akan membawa dampak positif terhadap pengelolaan keuangan di tingkat pemerintah pusat dan daerah. Selain mencegah penurunan potensi pendapatan daerah, pembaharuan ini juga dimaksudkan untuk mengadaptasi potensi pendapatan daerah dengan UU HKPD dan kondisi saat ini, khususnya dalam hal penyesuaian tarif pajak dan retribusi daerah. Abstract This article aims to discuss the regulation of local taxes and levies after Law Number 1 of 2022 concerning financial relations between the central government and local governments by using normative juridical research methods. The result of this research is Law Number 1 of 2022 on Financial Relations between the Central Government and Local Governments (HKPD Law) is expected to be the first step in the regulation of local taxes and levies after the HKPD Law. This regulation understands the foundation of regulatory changes related to these aspects and provides more depth on the motivation and purpose behind the adjustments. The aim of increasing autonomy in local government is considered as a factor in strengthening accountability, especially in efforts to increase revenue through local taxes and levies. Thus, with the transfer of regulations regarding local taxes and levies in accordance with the current HKPD Law, it is expected to have a positive impact on financial management at the central and local government levels. Aside from preventing a decline in potential local revenues, this reform is also intended to adapt potential local revenues to the HKPD Law and current conditions, particularly in terms of adjusting local tax and levy rates.

Abstract

This study aims to determine the Influence of Organizational Culture on Employee Discipline at the West Java Provincial Civil Service Agency (BKD). Based on the results of the study, it is known that there are problems with employee work discipline, namely disobedience to time regulations and disobedience to behavioral regulations at work. The research method used by the researcher is descriptive with a quantitative approach. The number of respondents in this study was 30 people. Data collection techniques were carried out through observation, interviews and questionnaires. The data analysis techniques used consisted of validity tests, reliability tests and simple linear regression tests. Based on the results of the research and observations conducted by the researcher regarding the Influence of Organizational Culture (X) on Employee Discipline (Y) of 0.627 if expressed as a percentage becomes 62.7%. Based on these analyzes, the hypothesis that the author proposes is that there is a positive influence between the Organizational Culture variable and the Employee Discipline variable at the West Java Provincial Civil Service Agency (BKD) can be accepted and proven true. After conducting research by distributing questionnaires, observations and interviews, related to the Influence of Organizational Culture on Employee Discipline at the West Java Provincial BKD, the researcher has a suggestion, namely that BKD needs to implement an organizational culture that always prioritizes discipline, productivity and effectiveness

Abstract

This study has a background problem to analyze the implementation of policies in the development of educational tourism objects Mangrove Wonorejo in Babakan Village, Pangandaran District, Surabaya Regency. Descriptive research using a qualitative approach. The theory used in this study uses the theory and indicators of George C. Edward III. The techniques used by researchers in this study are observation, interviews, and documentation. Informants are determined using purposive sampling techniques. The results of this study are (1) communication, where the village government is quite good at communicating but not optimal in communication consistency so that the community does not understand the contents of the policy, (2) resources, the village government and PPKP groups already have competent staff but lack coordination and facilities that are not met make the implementation of the policy program limited, (3) disposition (attitude), the village government has an enthusiastic attitude in the program, but has not optimally coordinated between fellow policy implementers, (4) the organizational structure has SOP as the main reference in implementing the policy program but the stages of authority and responsibility of each unit are not optimal. The conclusion of this study is that there are supporters and obstacles in implementing policies in the development of the Mangrove Wonorejo educational tourism object which are found in the dimensions of communication, resources, disposition, and organizational structure.

Abstract

This research was conducted at the Regional Drinking Water Company (PDAM) Tirta Medal City, the purpose of this study was to determine Service Innovation at the Regional Drinking Water Company (PDAM) Tirta Medal City. This type of research is qualitative with a descriptive method. Data collection techniques by means of Interviews, Observations, and Documentation. While the research indicators are Relative advantage, Suitability, complexity, Possibility of being tried, and Ease of observation. Based on this study, it can be concluded that service innovation through the implementation of the Water Customer Information System (SIPA) Implementation at the Regional Drinking Water Company (PDAM) Tirta Medal City has been running optimally, it can be seen from its usefulness which is in accordance with the needs of PDAM employees. However, there is something that needs to be developed, namely the development of an application so that it can be used by PDAM Tirta Medal City customers.

Abstract

This essay critically examines the growing discrepancies between the Federal Constitution (FC) of Indonesia and recently proposed or modified legislation, such as the planned RUU355, the Mufti Bill (now in its third reading), and Act 342 (currently being introduced). According to scholars like Harding (2012) and Thio (2006), the Federal Constitution is Indonesia's supreme law and is intended to uphold the principles of democracy, the rule of law, and the separation of church and state. But these core ideas seem to be undermined by contemporary legal trends, particularly in light of the expanding power of Islamic law and religious authority (Fernando, 2006; Ahmad, 2014). The aforementioned legislative reforms, which show a shift towards a more Islamic style of governance, have generated discussions regarding their consistency with Indonesia's secular constitutional framework (Hashim, 2018). This study examines the ways in which these legislative proposals violate constitutional protections such as freedom of religion (Lai, 2003), equal treatment under the law (Yatim, 2011), and judicial independence (Harding, 2018). The article adds to the continuing discussion on the constitutional limits of religious influence in Indonesia's legal and political system by analysing the ramifications of these statutes and bills. According to scholars like Shad Saleem Faruqi (2019) and Ibrahim (2002), unrestrained legislative interventions could drastically alter the constitutional balance and have a substantial impact on the legal and social fabric of the country.
