Abstract

Penelitian ini mengkaji Model Kemitraan Dalam Program Pembinaan Kemandirian Narapidana di Lembaga Pemasyarakatan Kelas IIA Tanjungpinang. Problematika penelitian ini menunjukkan terdapat ketidaksesuaian pelaksanaan pembinaan pada Peraturan Pemerintah Nomor 57 Tahun 1999 terkait kerjasama penyelenggaraan pembinaan sehingga masih minim kemitraan yang terjalin yang kemudian berdampak pada stagnasi produk sebagai hasil karya warga binaan. Adapun tujuan penelitian ini adalah untuk mengetahui bagaimana model kemitraan dalam program pembinaan kemandirian narapidana di Lembaga Pemasyarakatan Kelas IIA Tanjungpinang yang efektif dan optimal dalam memberdayakan warga binaan. Metode penelitian yang digunakan peneliti adalah metode kualitatif deskriptif dengan teknik dan alat pengumpulan data berupa dokumentasi, observasi, dan wawancara. Dalam hasil penelitian ditemukan ketidakjelasan dalam kemitraan yang sudah terjalin dikarenakan belum ada dokumen tertulis yang menyatukan dan mengikat pihak yang bermitra. Pada pelaksanaannya program pembinaan sudah dijalankan sesuai Standar Operasional Prosedur, akan tetapi minimnya faktor pendukung program menjadi hambatan pelaksanaan pembinaan kemandirian, namun masing-masing pihak yang bermitra saling melengkapi dan berkontribusi sehingga nilai manfaat dan tujuan pembinaan dapat dirasakan oleh warga binaan menjadi individu yang mandiri dalam memenuhi kelangsungan hidupnya dengan menghasilkan beberapa karya yang memiliki nilai ekonomis, namun memang hasil karya tersebut belum dapat di produksi secara kontinyu. Dapat disimpulkan dari model kemitraan yang sudah terjalin belum menunjukkan hasil yang efektif dan optimal. Untuk itu perlu adanya perbaikan kedepan dengan membuat landasan yang mengikat kedua pihak agar dapat dibuat program pembinaan keterampilan secara simulatif dan berkelanjutan.Kata Kunci: Model Kemitraan, Pembinaan Kemandirian, Warga Binaan Pemasyarakatan

Abstract

Bank is an institution that becomes a place or place to carry out various transactions related to finance. By collecting funds from the public in the form of savings and channeling these funds back to the community in the form of loans. Along with the development of technology and information, there is an evolution that leads to digital banking services. This service aims to improve the effectiveness of the Bank's operational activities and service quality to the public in general and customers in particular. For this reason, PT Bank Mandiri Sukabumi Area as a State-Owned Enterprise (BUMN) follows the policies set by the head office regarding digital transaction services by presenting an online application called Livin 'By Mandiri. The online application is expected to be able to provide online services effectively in transactions, so that problems that often occur such as service limits at service hours, long and long queues and other problems that arise can be resolved by using online services using Livin 'By Mandiri. Various kinds of features are presented to make it easier for people to make transactions without having to waste time and energy going directly to the bank. The whole community can use Livin' By independently anywhere and anytime without any time limit. However, not all people immediately want to use the Livin 'By Mandiri online service policy, there are some customers who do not know or do not understand how to use the online service application. The type of research used is descriptive research using a qualitative approach. Continuous education is needed so that all people can enjoy the convenience of online transactions using Livin By Mandiri

Abstract

The issuance of Regional Regulation No. 18 of 2011 concerning the Spatial Planning of the City of Bandung in 2011-2031, became a direction for the Bandung city government in carrying out spatial planning for the city of Bandung which is growing rapidly so that it has an impact on the emergence of various city problems that require solutions. BAPPELITBANG Bandung city as a regional apparatus is tasked with facilitating the development of infrastructure and regional areas which includes the planning, implementation and evaluation process of implementation. The purpose of this study was to determine the process of systematic evaluation of policies at BAPPELITBANG Bandung (study: Perda No.18 of 2011 concerning the RTRW of Bandung City in 2011-2031). The research method uses qualitative research with a case study approach. Data collection techniques in the form of observation, interviews, and documentation. The results of the study show that the implementation of this regional regulation is quite good, it can be seen from good planning and has been implemented, but there are also plans that have been implemented but still cannot solve the problems that exist in the city of Bandung, especially in infrastructure development and regional development so that revisions must be made in the city of Bandung. this regulation.

Abstract

ABSTRAK Pemerintah Kota Bekasi tidak luput dari pemberitaan media massa yang menyoroti kinerja pemerintah daerah. Sayangnya, telah terjadi pemberitaan yang dianggap keliru dan perlu segera di klarifikasi karena tidak sesuai dengan Kode Etik Jurnalistik. Bagian Humas Sekretariat Daerah Kota Bekasi selaku Pejabat Pengelola Informasi dan Dokumentasi (PPID) Utama Pemerintah Kota Bekasi melakukan pengelolaan isu publik dengan menyampaikan Hak Jawab dan Siaran Pers. Penelitian ini bertujuan untuk menjelaskan efektivitas komunikasi organisasi pada penyelesaian hak jawab berita di Bagian Hubungan Masyarakat Sekretariat Daerah Kota Bekasi. Kemudian penelitian ini menjelaskan faktor pendukung dan penghambat efektivitas komunikasi organisasi serta menjelaskan upaya yang dilakukan Bagian Humas Setda Kota Bekasi dalam menerapkan komunikasi organisasi. Metode kualitatif dengan pendekatan studi kasus telah digunakan dalam penelitian ini. Kami menggunakan wawancara, observasi, dan dokumentasi untuk menjawab tiga buah tujuan penelitian. Penelitian ini menemukan Efektivitas Komunikasi Organisasi pada Penyelesaian Hak Jawab Berita di Bagian Humas Setda Kota Bekasi berjalan dengan cukup efektif ditentukan oleh Iklim Komunikasi, Kepuasan Organisasi, Penyebaran Informasi, Beban Informasi, Ketepatan Pesan, dan Budaya Organisasi. Penelitian ini menyarankan agar Pemerintah Kota Bekasi untuk meningkatkan komunikasi organisasi dalam penyelesaian Hak Jawab Berita lebih efektif. Abstract

Penelitian ini menggambarkan Jaringan Sosial dalam Program Citarum Harum khususnya pada Pengelolaan Lingkungan DAS Citarum di Sektor 1 Situ Cisanti, tepatnya di Desa Tarumajaya, Kecamatan Kertasari, Kabupaten Bandung. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif. Sumber data dalam penelitian ini adalah stakeholder pengelolaan lingkungan DAS Citarum di Sektor 1 Situ Cisanti. Informan penelitian ditentukan dengan menggunakan teknik purposive, yaitu tokoh masyarakat, Komandan Sektor 1 Kodam III Siliwangi (TNI), Ketua Komisi Pengendalian Daya Rusak Air Citarum, Relawan Tim Citarum Harum, Kepala Bidang Ekonomi Bappeda Kabupaten Bandung sebagai orang-orang yang memiliki pengetahuan dan informasi terkait penelitian yang dilaksanakan. Data pada penelitian ini diperoleh melalui proses wawancara, observasi, studi dokumentasi dan literature review. Hasil penelitian menunjukan, bahwa stakeholder telah mampu memanfaatkan jaringan sosial yang dimiliki melalui berbagai kegiatan sehari-hari bersama dalam komunitas Masyarakat Desa Tarumajaya dimana lingkup Pengelolaan Lingkungan DAS Citarum berada. Melalui partisipasi kebersamaan dalam kegiatan tersebut semua saling mengenal dan mendukung satu sama lain pada satu tujuan yang sama. Jaringan sosial mampu memfasilitasi penyebaran informasi di antara aparatur, relawan dan masyarakat sedemikian rupa kerjasama mengusung program dapat mudah dibangun dan dilakukan. Paradigma jaringan sosial memiliki kunci relasi sosial sebagai unsur terpenting. Melalui relasi sosial antaraktor memiliki konten dan aliran dari konten tersebut jelas mengarah dari siapa kepada siapa. Selain itu, konten yang dimaksud berjalan stabil sehingga keberhasilan program dapat diwujudkan. Aktor individu dan aktor kelompok pada pengelolaan lingkungan DAS Citarum di Sektor 1 Situ Cisanti, meliputi aktor : tokoh masyarakat, TNI, LSM, relawan dan pemerintah. Sumber berharga aktor meliputi uang, waktu, tenaga dan pengetahuan, mekanisme pemberian sumber berharga para aktor digolongkan melalui sosialisasi, kerja bakti dan rapat koordinasi. Faktor pendorong yang dimiliki oleh para aktor didasarkan kesadaran pribadi dan instruksi aktor lainnya. Hubungan pertukaran antar aktor dari sumber berharga (uang, waktu, tenaga dan pengetahuan) juga para aktor mendapat timbal balik berupa perubahan perilaku, kepuasan pribadi dan apresiasi. Selain itu keuntungan yang diperoleh oleh para aktor adalah kondisi lingkungan di Sektor 1 Situ Cisanti lebih bersih dan tertata dibandingkan sebelum dilakukannya Pengelolaan Lingkungan DAS Citarum dengan keterlibatan berbagai aktor didalamnya. Struktur jaringan terlihat adanya kesamaan tujuan, keterikatan antar satu aktor dengan aktor lainnya. Keterikatan ini berupa hubungan kerjasama yang saling menguntungk

Abstract

This research has a problem background to analyze policy implementation in the development of the Bulaksetra mangrove educational tourist attraction in Babakan Village, Pangandaran District, Pangandaran Regency. Descriptive research uses a qualitative approach. The theory used in this research uses theories and indicators from George C. Edward III. The techniques used by researchers in this research are observation, interviews and documentation. Informants were determined using purposive sampling techniques. The results of this research are (1) communication, where the village government is quite good at communicating but not yet optimal in communication consistency so that the community does not understand the content of the policy, (2) resources, the village government and the PPKP group already have competent staff but lack coordination and Facilities that are not met make the implementation of policy programs limited, (3) disposition (attitude), the village government has an enthusiastic attitude towards the program, but has not yet optimally coordinated between fellow policy implementers, (4) the organizational structure has SOPs as the main reference in implementing policy program but the stages of authority and responsibility of each unit are not yet optimal. The conclusion of this research is that there are supporters and obstacles in implementing policies in developing Bulaksetra mangrove educational tourism objects which are found in the dimensions of communication, resources, disposition and organizational structure.

Abstract

The problem in this study is with the population administration services supplied by Paseh District, Bandung Regency. Where in the service process does it bring satisfaction to the community, and how does community satisfaction influence service quality in the field of population administration in Paseh District, Bandung Regency? This study seeks to define and analyse the quality of public services in the field of population administration in Paseh District, as well as to identify the factors that impede and support the implementation of public services in Paseh District, Bandung Regency. This study employs a qualitative descriptive research method. The data gathering methods used were observation, interviews, and documentation. To determine the quality of service in the field of population administration, apply Zeithaml et al.'s (1990: 19) service quality theory, which includes Tangible (tangible), Reliability (reliability), Responsiveness (responsiveness), Assurance (guarantee), and Emphaty (Empathy). This research's informants included the Head of the Government Section, the Secretary of the Subdistrict Head, employees, and the community. This research shows that the quality of services in the field of population administration in Paseh District, Bandung Regency is quite good but not yet optimal. This is caused by the existence of obstacles in the implementation of services that hinder the process of completing service products proposed by the community, and the incomplete facilities in the service rooms and the cleanliness of the room is not optimal, making people feel uncomfortable.

Abstract

This study aims to determine the implementation of tourism marketing and promotion policies at the Department of Tourism and Culture of West Bandung Regency. In this study using qualitative research methods with a case study approach. Data collection techniques in this study were carried out by observation, interviews and documentation. And the data analysis used is using memos, coding, transcripts and data categorization. Based on the research obtained, it can be seen that the Implementation of Tourism Marketing and Promotion Policies at the Tourism and Culture Office of West Bandung Regency aims to increase tourist visits to tourist destinations in West Bandung Regency. Tourism marketing and promotion policies have been implemented at the Tourism and Culture Office of West Bandung Regency and tourist destinations in West Bandung Regency but there are still shortcomings that cause the success of the Implementation of Tourism and Tourism Promotion Policies at the Tourism and Culture Office of West Bandung Regency.

Abstract

The purpose of this research was to determine Service Innovation at Tirta Siak Regional Drinking Water Company (PDAM) Pekanbaru City. This form of research uses qualitative and descriptive methodologies. Data collection methods include interviews, observations, and documentation. Meanwhile, the research indicators include relative benefit, appropriateness, intricacy, testability, and simplicity of observation. Based on this research, it is possible to conclude that service innovation through the implementation of the Clean Water Management Company Application (APPA) at the Regional Drinking Water Company (PDAM) Tirta Siak, Pekanbaru City, has been running optimally, as evidenced by its use, which is in line with the needs of PDAM employees. However, something needs to be produced, which is application development, so that it can be used by PDAM Tirta Siak clients.

Abstract

This research aims to determine the influence of organizational culture on employee discipline at IPDN Sumedang Regency. Based on the research results, it is known that there are problems with employee work discipline, namely disobeying time regulations and disobeying behavioral rules at work. The research method used by researchers is descriptive with a quantitative approach. The number of respondents in this study was 30 people. Data collection techniques were carried out through observation, interviews and questionnaires. The data analysis techniques used consist of validity tests, reliability tests and simple linear regression tests. Based on the results of research and observations made by researchers regarding the influence of organizational culture (X) on employee discipline (Y), it is 0.627 if the percentage is 62.7%. Based on these analyses, the hypothesis that the author proposes is that there is a positive influence between the Organizational Culture variable and the Employee Discipline variable at the Institute of Internal Government (IPDN) Sumedang Regency, which can be accepted and proven to be true. After conducting research by distributing questionnaires, observations and interviews, regarding the Influence of Organizational Culture on Employee Discipline at IPDN Sumedang Regency, the researcher has a suggestion, namely that IPDN needs to implement an organizational culture that always prioritizes discipline, productivity and effectiveness.
