Abstract

WHO publishes an interim guideline on the Rapid Hospital Readiness Checklist. Countries can use the guidelines to help determine hospital capacity in response to the COVID-19 pandemic and identify gaps and key areas that require development/investment actions to maintain hospital quality. This study is to analyze the readiness of hospitals in Indonesia from the results of filling out the Hospital Readiness Checklist uploaded on the mutufasyankes.kemkes.go.id application of the Indonesian Ministry of Health. This study used a quantitative approach by utilizing secondary data taken by researchers from the application. The Rapid Hospital Readiness Checklist consists of 12 components that can be measured as a percentage achievement of each component. Data collection from the mutufasyankes.kemkes.go.id application was obtained by a total of 618 hospitals from 3081 registered hospitals in Indonesia that filled and uploaded on the application until April 30, 2023. A total of 618 hospitals reported Hospital Readiness from 12 existing components, the average achievement per component of 618 hospitals was 88%. The 12th component (Infection Prevention and Control Component) has the highest percentage (94%) and the 10th component (Occupational Health, Mental Health and Psychosocial Support Component has the lowest percentage (77%). Looking at the average results of the profit web picture as a visual illustration of Hospital Readiness measurements in 618 hospitals in Indonesia, it is said that hospitals in Indonesia in terms of the Infection Prevention and Control component are said to be good and for the components of Occupational Health, Mental Health and Psychosocial Support from hospitals need to be followed up again. So that the condition of hospitals in Indonesia at the lowest component of Hospital Readiness during the pandemic can be said to be unprepared. Therefore, the results of Hospital Readiness measurements in Indonesia can be used to determine priority strategies for hospital management by maximizing the Hospital Occupational Health and Safety (K3RS) program so that healthy Indonesian health workers are realized.

Abstract

The Geneva Convention contains regulations that govern the conduct of war and the treatment of individuals affected by war. However, despite the existence of this regulation created to guide the conduct of hostilities and protect civilians in international and non-international armed conflict, there are still recorded cases of actions by state and non-state actors that run contrary to the dictates of the convention. Records show that in modern day conflict, indiscriminate attacks and the use of unauthorized weapons are still being launched against civilian population, recruitment of child soldiers in insurrections, the use of weapons with indiscriminate effects, genocide, among others. It is against this backdrop that this paper examined the Sudan conflict and the application of the Geneva Convention on the laws of war. From the findings, a wide range of violation of the dictate of the Geneva Convention in the Sudan conflict was observed. The paper concludes that while the Geneva Convention continues to be relevant today, its provisions are still violated in modern day conflict such as Syria, Yemen, and Myanmar. The international community must continue to uphold the principles of the convention and hold those who violate it accountable.

Abstract

This research was motivated by the phenomenon of high cases of corruption of regional heads in Riau province, the strong clientalism relationship and the lack of research on relations (linking) that links corruption with political clientalism with the perspective of political actors and actors themselves. This background has raised a research question, namely "How is the relationship (linking) of political corruption with political clientalism in Riau province in 2004-2015. With a qualitative approach and data collection through in-depth interviews, secondary data collection (documentary). This research has found research findings including; First. There is a close linking and relationship between clientalism and clientalism networks with the corrupt behavior of regional heads in Riau province. Second. Clientelism relationships and networks deliberately built by regional heads during the process of winning regional elections and after regional elections have resulted in the emergence of relationships patterned with elements of cultural aspects of "reciprocity and service" values between actors, brokers and clients' networks of candidates in the regions. In addition to campaign and party costs, clientelism relations between these figures also increase political financing for regional head candidates in Riau. Third. The clientelism network and political brokers used by regional heads in the winning and post-winning processes include; Regional elites, religious leaders, ethnic leaders, leaders of mass and youth organizations, bureaucratic officials, and business networks, where lately the political behavior of these political actors shows an increasingly materialistic and transactional tendency. This has the effect of encouraging/stimulating corruptive behavior among regional heads in Riau province, even corruptive behavior among brokers/actors of the clientalism network itself. Fourth. The existence of relations and influence of local and national entrepreneurs ("political cukong-cukong") in Riau as well as a network of clientelism of a national nature that strongly influences the election process and political processes in Riau.Fifth. The discovery of a form of "bureaucratic" clientalism in the process of winning regional heads who also involved corrupt behavior in Riau province.Sixth. The factor of Riau Province's high natural resource wealth has resulted in high political competition and economic resources are so "hard" among economic and political elites, so that political competition and relations tend to be transactional and pragmatic among the elite and Riau society itself.Seventh. There are still characteristics and values of Malay culture which are still partly feudal in the daily life of people in villages / regions, so that unconsciously "construct" a character of "Nrimo" / Pasrah" among ordinary people, so that it tends to be "not independence / not critical" to the ruler / patron so that the characteristics have made Riau a "fertile" area for regional heads to carry out corruptive actions.

Abstract

The conclusion of this study highlights the intricate interplay between religious and cultural aspects within Indonesian society, particularly in the context of Parit Baru village. The village's adherence to ancient customs like the Menjalang tradition and the Balimau Kasai Bathing tradition reflects a commitment to both religious values, primarily Islam, and the preservation of unique cultural practices. The Menjalang tradition, considered a silaturrahim practice, fosters family unity and forgiveness as a precursor to the holy month of Ramadan. Its alignment with Islamic teachings and emphasis on familial solidarity make it a meaningful practice. Similarly, the Balimau Kasai Bathing tradition, while not strictly obligatory according to Islamic teachings, maintains its significance in welcoming Ramadan. The tradition embodies the intersection of cultural heritage and religious observance, with the possibility of evolving into a Sunnah practice. This study underscores how local customs can harmonize with religious norms, enriching the diverse tapestry of Indonesian society while maintaining alignment with Islamic principles.

Abstract

One of the advantages of online journalism compared to conventional media is accessibility and speed in getting news. However, despite these advantages, online news portals are not automatically superior to conventional media in terms of the value of journalism products or news content. However, media ideology is very influential in the process of news construction, especially through the framing of news. No exception about the news of the drug case that is entangling a Two-Star Police General, Teddy Minahasa, of course, the media is interested in reporting the issue. The method used in this study includes framing analysis developed by Pan and Kosicky, while the approach used is qualitative. In this study, results were obtained that showed that the online tempo newspaper in reporting the tragedy was critical, informative and provocative. This indication can be seen from the results of the framing analysis carried out, namely the main framing of the news is that a Two-Star General is entangled in drugs is a controversial thing and certainly damages the institution of the National Police. With syntactic elements is the strengthening of framing by using unbalanced source quotes so that they are not neutral in reporting. As for the script element, strengthening and enriching the news paragraph related to the How element is carried out to minimize the why element in the news. For thematic elements, there are 3 major themes, namely: 1. A Two-Star General Dragged into a Drug Case 2. Chronology of occurrence of the case 3. Suppression of the negative image of the Indonesian National Police. In addition, the selection of sources as a closing news, to emphasize that the condition of the National Police organization is very bad, is used as a whip for the National Police institution to improve its organization. The last is the rhetorical element, in this element the use of newspaper covers and some graphics to emphasize the element of news that seems hyperbole and provocative and even seems negative. In addition, it can be concluded that the tempo tempo online newspaper according to its media ideology constructs reality through a framing process for the purpose of representing the negative image of the Indonesian National Police in a news story.

Abstract

Renewable energy is growing, one of which is by controlling solar energy. A solar power plant (PLTS) is a power generation system that utilizes solar energy to become electrical energy through photovoltaic modules, which are included in environmentally friendly energy so that it becomes a renewable, effective, more efficient, and reliable plant. The research designing the modeling of PLTS on a grid was carried out on the roof of a gas power plant (PLTG) which generated 164.47 MWh / year. Analyzing modeling in the addition of the Rooftop Solar System that enters the network can reduce exhaust emissions from the use of other equipment for four years with an average of PLN by 99.29%, PLTG #1 by 99.06 and PLTG #2 by 99.11%. The impact of the addition of the PLTS Rooftop on the quality of power entering the 3.3 kV network system is seen that the feeder 2-panel bus has improved to 97.82% of the voltage drop of 72.67% in line with the PLN 3 panel, the improvement is made by providing capacitors of 3x4Mvar. Feeder 3 improved to 97.61% of the voltage drop of 78.87%, in line with the PLN 4 panel. The improvement was carried out by providing a capacitor of 2x4Mvar. Panel feeder four was seen to have improved to 99.21% from an excess voltage of 109.23% in line with the generating equipment, and the improvement was made by reducing capacitors by 0.1 Mvar from the used 5x0.1 Mvar.
