Abstract

Forest fires are a recurring issue every year in various countries, especially in those with extensive forests like Indonesia. An initial step in fire prevention is detecting the potential occurrence of fires, which can be achieved by utilizing satellite data, such as MODIS data. In this study, clustering or grouping of MODIS data in Indonesia for the years 2021 and 2022 was conducted using the CLARA algorithm due to its robustness against outliers and efficiency in handling large datasets. The application of clustering with the CLARA algorithm on both datasets resulted in two clusters, and the evaluation using the Silhouette Coefficient yielded values of 0.89 and 0.88 for both years. The analysis revealed that both clusters in both datasets exhibited similar characteristics. In the data for the years 2021 and 2022, the first cluster displayed a moderate to high potential for fire, while the second cluster indicated a low potential for fire. The results of this study can be used as a reference for authorities to identify the level of forest/land fire potential from observed hotspots in Indonesia, thus enabling early prevention measures such as early extinguishment to prevent further spread of the fire.

Abstract

Equal distribution is essential to deploying fiber optics in various sub-districts to achieve internet speeds of up to 100 Mbps by the government's target. However, the distribution of fiber optic infrastructure is not evenly distributed; it is only concentrated in big cities. This policy paper aims to find alternative fiber optic development methods from a legal and institutional perspective. So, it can be a recommendation for the Ministry of Communication and Information, especially for the Director General of Post and Information Technology, to make future policies for developing fiber optic networks where no network is available. The method used is a normative law study of the current legal bases and institutional forms to provide fiber optic infrastructure. The results show that the Central Government and Local Government can assist in implementing telecommunications by providing passive infrastructure, in this case, optical fiber, poles, and towers. In this case, the relevant stakeholders are the Ministry of Communication and Information, Local Government, Telecommunication Operators, and State-Owned Enterprises. Based on the assessment of study alternatives, the policy options that can be selected to implement the sub-district fiber optic development program are assigned to state-owned enterprises to build fiber optic infrastructure in the district where the infrastructure is unavailable.

Abstract

Health, as a human right, requires fair, equitable, and quality services for the entire community. The Indonesian government is committed to improving health by providing facilities, including hospitals. The Health Law emphasizes the right of every individual to access safe and affordable health care. Hospitals play a strategic role in improving public health, but have evolved into "business" institutions with a more focused approach. Modern healthcare requires a new paradigm, with hospitals actively engaged in marketing communication and promotion. Integrated Marketing Communication (IMC) becomes a crucial approach to achieving promotional goals and enhancing the hospital's publicity. Patient visit data at RS Efarina Etaham Berastagi for the period 2019-2021 shows fluctuations influenced by factors such as the COVID-19 pandemic. This study proposes the implementation of IMC at RS Efarina Etaham Berastagi, considering the characteristics of internal and external informants. The research method used is qualitative descriptive, combining in-depth interviews, observations, and secondary data analysis. The results indicate that RS Efarina Etaham Berastagi has implemented some elements of IMC, but there are still internal and external challenges to overcome. By strengthening IMC strategies, it is expected that RS Efarina Etaham Berastagi can be more effective in reaching the community, building a positive image, and increasing the number of inpatient visits. This research provides insights for hospital management and stakeholders to optimize marketing strategies to achieve better public health goals.

Abstract

A work environment that continues to change and develop gives rise to various conflicts, both between individuals and between organizational units. Therefore, the role of conflict management in dealing with conflict is crucial to ensure balance and productivity in the workplace. This research aims to investigate how strategies can be applied to build harmony in a dynamic work environment. This research uses a qualitative approach with descriptive methods. The research results show that the implementation of conflict management strategies, such as interpersonal skills training, preventive policies, and mediation mechanisms, has a positive impact in creating harmony in a dynamic work environment. Employees and managers who have received conflict management training demonstrate increased ability to manage conflict, which contributes to increased productivity and team well-being. In addition, preventive policies and transparency in decision making help identify and resolve potential conflicts before they escalate, creating an environment that is proactive in dealing with conflict dynamics. These results confirm that a holistic approach to conflict management can have a positive impact on the entire organization, forming a work culture that is balanced between dynamics and harmony.

Abstract

The Lighting is very much needed in various areas of life today, both for individuals and the living environment. Considering that roads are places that we always pass, this requires lighting in various sectors, including steep roads that must be equipped with maximum lighting. We often know that many accidents occur, one of which is caused by the lack of lighting on the side of the road. Seeing this and considering technological developments, an intelligent system based on Arduino UNO was created which was able to overcome this problem. With Arduino UNO, LDR Light Sensor, and IR Sensor, this intelligent system is able to turn on the lights automatically for road users, thus this tool will be able to reduce the problem of accidents that often occur on the road, and is also able to provide a sense of security and comfort for drivers.
