Abstract

The purpose of this research is to find out The implementation of the Acquisition Duty of Rights on Land and Buildings (BPHTB) policy serves as an essential fiscal instrument in increasing the locally generated revenue (PAD) of Palembang City. This study aims to analyze the implementation of the BPHTB policy based on Regional Regulation Number 4 of 2023 using the Thomas B. Smith implementation model, which consists of four variables: idealized policy, target group, implementing organization, and environmental factors. The research employed a qualitative approach with data collected through in-depth interviews, observation, documentation, and triangulation to ensure the validity and reliability of findings. The results indicate that Palembang City has established a strong regulatory foundation and clear Standard Operating Procedures (SOPs) to support the acceleration of BPHTB services. However, the implementation still faces several challenges, including digital system disruptions, inconsistencies in taxpayer-submitted data, a high verification workload, and dependence on specific officials for document authorization. On the taxpayers’ side, low administrative and digital literacy, the tendency to report transaction values below market price, and limited understanding of BPHTB requirements often hinder the service process. From the implementing organization’s perspective, variations in staff competence, suboptimal internal coordination, and inconsistent service responses remain significant obstacles. Meanwhile, environmental factors such as fluctuations in property market prices, the economic capacity of taxpayers, and coordination with PPAT, the National Land Agency (BPN), and banking institutions also influence the effectiveness of implementation.This study concludes that the success of BPHTB policy implementation is strongly determined by the synergy between a solid regulatory framework, technological readiness, human resource quality, data accuracy, and the level of taxpayer participation and compliance. Therefore, the study recommends strengthening digital governance, enhancing the capacity of public officials, optimizing inter-agency coordination, and improving socialization strategies for taxpayers to enhance the overall effectiveness of BPHTB implementation in Palembang City.

Abstract

This study aims to analyze the integration of Bayani, Burhani, and Irfani epistemologies in the reconstruction of the Islamic Religious Education (PAI) curriculum to make it more relevant to the needs of the 21st century. The Bayani approach, which has been dominant in the curriculum, is considered unable to meet the demands of critical thinking and spiritual strengthening in a balanced manner. The research method uses a literature study by examining classical and contemporary works that discuss Islamic epistemology and its implementation in education. The results show that the three epistemologies have complementary characteristics: Bayani as a normative foundation, Burhani as a strengthener of rationality, and Irfani as a shaper of spiritual depth. The discussion emphasizes the need for integration of the three so that the PAI curriculum produces a holistic, contextual, and character-oriented learning process. In conclusion, curriculum reconstruction based on epistemological integration can improve the quality of PAI learning and shape students who are critical, religious, and adaptive to current developments.

Abstract

This study aims to analyze the effect of competence and work motivation on employee performance at the Secretariat of Buru Regency. Employee performance is a crucial factor in supporting the effectiveness of local government administration, requiring proper human resource management. This research employs a quantitative approach using a survey method. Data were collected through questionnaires distributed to employees of the Buru Regency Secretariat as research respondents. Data analysis was conducted using multiple linear regression to examine the partial and simultaneous effects of competence and work motivation on employee performance. The findings indicate that competence has a strong influence on employee performance, as adequate knowledge, skills, and work attitudes enable employees to perform their duties more effectively. In addition, work motivation contributes to improved performance by encouraging commitment and work enthusiasm. Overall, competence and work motivation complement each other in enhancing employee performance. Therefore, strengthening employee competence and increasing work motivation should be prioritized in human resource management at the Secretariat of Buru Regency to improve organizational performance.

Abstract

This study examines the implementation of regional development policies in Kairatu District, West Seram Regency, aligned with Asta Cita principles, evidence-based approaches, and local potential. The findings indicate that Asta Cita has been integrated into regional planning documents and translated into district programs through participatory mechanisms. Evidence-based policy implementation relies on statistical data, sectoral reports, and village-level data to ensure alignment with community needs. Local potential, particularly in agriculture, fisheries, and plantations, serves as the foundation for contextual and relevant development policies. Program implementation is supported by performance indicators and the role of district officials as mediators between regency policies and local conditions. Success is driven by governmental commitment, community participation, and institutional synergy, while constraints include limited budgets, infrastructure, human resource capacity, and social participation. The study recommends strengthening officials’ capacity, improving data quality, upgrading infrastructure, and expanding community involvement to achieve more effective and sustainable development.

Abstract

Anxiety in young adult/university students remains elevated and affects academic functioning and well-being. This study evaluated the effectiveness of Mindfulness Walking in reduction anxiety and compared outcomes across two delivery settings (rural vs urban). The hypothesis proposed that anxiety decreases after the intervention and differs between settings. Participants were 17 university students aged 18-25 years in Yogyakarta (rural n=9; urban n=8). Data were collected using the Beck Anxiety Inventory before and after six sessions of Minfulness Walking (30 minutes per session). Analyses comprised assumption checks (Shapiro-Wilk; Levene) and a significant post-intervention difference between groups (F=4.843; p=0.045); adjusted means were lower in the urban group (21.3) than in the rural group (31.5), with Cohen’s d=1.07 indicating a large practical effect. These findings indicate that Mindfulness Walking effectively reduces anxiety in students, with stronger effectiveness observed in the urban setting.

Abstract

Religious tolerance education had been a fundamental issue in pluralistic societies, particularly in Indonesia, which is characterized by religious, cultural, and ethnic diversity. This article aimed to examine the concept of religious tolerance education based on the Qur’an and Hadith through a literature review approach. The study analyzed Qur’anic verses and the Hadith of the Prophet Muhammad that were relevant to the values of tolerance, moderation, and respect for differences in belief. The method employed was library research by analyzing primary sources in the form of the Qur’an and Hadith, as well as secondary sources consisting of relevant scholarly books and academic journal articles. The findings indicated that the Qur’an and Hadith explicitly and implicitly emphasized the principles of religious freedom, the prohibition of coercion in belief, justice, dialogue, and mutual respect among followers of different religions. Religious tolerance education grounded in these values was found to have the potential to strengthen religious moderation and to prevent extremist attitudes in social life. The study concluded that integrating the values of religious tolerance into Islamic education constituted a strategic necessity for building a harmonious and civilized society.

Abstract

The Free Nutritious Food Program (Program Makan Bergizi Gratis or MBG) as a government policy encountered significant challenges since September 2025, triggering intense public scrutiny and media coverage. This study analyzes how MetroTV News.com constructs reality regarding MBG through news framing processes. Using a constructivist qualitative approach, the research involved a population of 214 MetroTV News.com articles with a purposive sample of 10 representative articles from September 2025. Data were collected through content analysis, in-depth interviews with four key informants, and documentary observation. Analysis technique employed Robert N. Entman's framing model across three stages: data reduction, data display, and conclusion drawing based on the Miles and Huberman approach. The study found that MetroTV News.com consistently frames MBG as a fundamental national investment with positive framing strategy during initial reporting, transformation to technical incident framing when crisis emerged, and adoption of a collaborative paradigm with government. Research findings reveal significant gap between media framing and field reality complexity involving infrastructure limitations, human resources constraints, and systemic challenges. The study confirms that mass media plays a crucial role in constructing public policy reality according to institutional ideology and interests, not merely delivering objective information to the public.

Abstract

This study aims to examine the effect of Brand Familiarity and Perceived Quality on Brand Credibility. A quantitative descriptive approach was employed, using purposive sampling as the sampling technique. The respondents in this study were dentists who use the Solventum brand. The data used were primary data collected from 207 respondents domiciled in Medan City. Data collection was conducted through the distribution of questionnaires using Google Forms on July 12, 2025. Data analysis was performed using the Statistical Package for the Social Sciences (SPSS) with the assistance of IBM SPSS Statistics version 27.0.1. The results indicate that Brand Familiarity does not have a significant effect on Brand Credibility, therefore the first hypothesis is not supported. Meanwhile, Perceived Quality has a significant effect on Brand Credibility, supporting the second hypothesis of this study.

Abstract

The purpose of this study is to examine the influence of brand reputation on brand performance with a case study of the AQUA brand. This study contributes to the development of literature in the field of brand management, particularly focusing on the relationship between brand reputation and brand performance in the context of Bottled Drinking Water. This study uses a quantitative descriptive method with a purposive sampling technique. Respondents involved in this study are customers who use the AQUA brand. The data used are primary data obtained through a questionnaire created with Google Form with a total of 124 respondents in the Greater Jakarta area. The data analysis technique uses Partial Least Square with the SmartPLS analysis tool version 4.1.0.0. The results of the study indicate that Brand Reputation has a positive and significant influence on Brand Performance. This study provides practical directions for AQUA brand managers to place reputation as the main focus of marketing and operational strategies. Efforts to strengthen reputation need to be carried out through various approaches such as product quality consistency, transparent marketing communications, consumer involvement in sustainability programs, and rapid responses to public issues. Strengthening reputation can also be achieved through a value-based differentiation strategy, so that AQUA is perceived not only as a consumer product but as a brand that prioritizes health, environmental sustainability, and social responsibility.

Abstract

National curriculum policies in Indonesia are designed to ensure educational quality standards; however, their uniform and centralized implementation often overlooks the social, cultural, and geographical contexts of communities, particularly in remote areas. This condition results in formal curricula that are less relevant and do not fully address the learning needs of local communities. Nonformal education has emerged as an alternative space that enables the development of more flexible and contextual curricula. This article aims to critically and descriptively examine the concept of alternative curricula in nonformal education in remote areas through a qualitative literature review, integrating the Taba Curriculum Development Model as an analytical framework. Research data were obtained from key reference books, national and international journal articles, and education policy documents. Data analysis was conducted using qualitative thematic analysis with a descriptive–interpretative and critical approach. The findings indicate that alternative curricula in nonformal education emphasize flexibility, local relevance, community participation, and empowerment-oriented learning. The integration of the Taba Model demonstrates that curriculum development based on local needs can be carried out in a systematic and reflective manner. This study underscores that alternative curricula function not only as a pedagogical solution but also as a theoretical critique of national curriculum policies that have not yet fully ensured educational equity for communities in remote areas.
