Abstract

Peningkatan keterampilan penggunaan teknologi dan informasi di SMA Muhammadiyah 1 Palembang bertujuan untuk mengatasi keterbatasan siswa dalam memanfaatkan teknologi secara produktif dan etis. Menghadapi beberapa tantangan dalam penggunaan teknologi dan informasi, di antaranya kurangnya pemahaman siswa tentang penggunaan teknologi untuk tujuan produktif, keterbatasan keterampilan dasar seperti pengolahan data, presentasi, dan desain grafis, serta penggunaan teknologi yang lebih sering untuk hiburan daripada pembelajaran dan minimnya edukasi terkait etika dan tanggung jawab dalam penggunaan teknologi. Kegiatan ini dirancang untuk memberikan pemahaman tentang pentingnya teknologi dalam pembelajaran dan pengembangan diri, melatih keterampilan praktis seperti pengolahan data, presentasi, desain grafis dan mengedukasi siswa terkait etika penggunaan teknologi. Melalui metode seminar, Focus Group Discussion (FGD) dan evaluasi, kegiatan pengabdian berhasil memberikan peningkatan kompetensi siswa dalam pemanfaaatan teknologi, guru dan siswa bekerja sama dalam mencapai tujuan akademik sekolah, serta menjadi individu yang bertanggung jawab dalam penggunaan teknologi.

Abstract

Reformasi 1998 menjadi tonggak penting dalam memperkuat tata kelola pemerintahan di Indonesia, termasuk melalui pembentukan Ombudsman Republik Indonesia (ORI) sebagai lembaga independen pengawas pelayanan publik. Peraturan Ombudsman Nomor 26 Tahun 2017 mengatur tata cara penerimaan, pemeriksaan, dan penyelesaian laporan maladministrasi. Namun, implementasinya di tingkat daerah, khususnya di Perwakilan Ombudsman Provinsi Sumatera Selatan, menghadapi berbagai kendala. Penelitian ini bertujuan menganalisis implementasi peraturan tersebut dengan menyoroti tingkat kepatuhan administratif, kelancaran fungsi rutin, serta dampaknya terhadap pelayanan publik. Metode penelitian yang digunakan adalah kualitatif deskriptif, melalui wawancara dengan aparat Ombudsman dan pelapor masyarakat, serta analisis dokumen pendukung. Hasil penelitian menunjukkan bahwa meskipun prosedur penerimaan, pemeriksaan, dan penyelesaian laporan telah sesuai regulasi, pelaksanaannya sering melebihi batas waktu ideal akibat keterbatasan sumber daya manusia, anggaran, serta kurangnya respons dari instansi terlapor. Kondisi ini berdampak pada efektivitas penyelesaian laporan, meski masyarakat tetap menilai kehadiran Ombudsman positif sebagai saluran pengaduan publik. Penelitian ini merekomendasikan penguatan kelembagaan melalui penambahan personel, digitalisasi sistem kerja, serta penguatan regulasi yang memberikan sanksi lebih tegas bagi instansi yang tidak kooperatif.

Abstract

This research stems from the increasing demands of citizens for higher-quality public services at the sub-district level, with Sukarami Sub-district in Palembang City functioning as the primary provider of administrative and licensing services. This research underlines the significance of examining the impact of service quality dimensions, including tangibility, reliability, responsiveness, assurance, and empathy, on citizen satisfaction. The main objective is to analyze the extent to which each dimension contributes to overall satisfaction. The research adopted a quantitative approach through a survey design. A five-point Likert scale instrument was employed to gather information from 100 respondents who were chosen through the use of stratified random sampling. The results were analyzed descriptively and supported by instrument reliability testing. The results indicate that citizen satisfaction is categorized as moderate, with a mean score of 3.26. Among the service quality dimensions, responsiveness scored the lowest (2.86), whereas tangibility received a higher score (3.07), reflecting differences in citizens’ perceptions of service provision. The relatively low reliability coefficient suggests that further refinement of the measurement instrument is required. Theoretically, the study reinforces the public service quality model in the local governance context. Practically, it provides recommendations for improving responsiveness and reliability through staff capacity building, streamlined procedures, and the adoption of digital services to enhance sustainable citizen satisfaction.

Abstract

This study explores the advancement of excellent public service in Palembang City through a Systematic Literature Review (SLR) of 36 articles published between 2020 and 2024. The review employed the PRISMA framework to ensure transparency and rigor, while bibliometric analysis was conducted using VOSviewer 1.6.20 to map thematic structures. The findings reveal four dominant clusters shaping the discourse: (1) digital transformation in public service, (2) citizen trust and satisfaction, (3) bureaucratic reform and service innovation, and (4) participatory governance and collaborative networks. These dimensions highlight that excellent public service is not merely about efficiency, but also requires inclusivity, transparency, and institutional adaptability. This study contributes to the theoretical development of public administration by synthesizing emerging trends in digital and participatory governance, while offering practical implications for local governments in designing responsive and citizen-centered services.

Abstract

Occupational Health and Safety (OHS) accountability has increasingly become a cornerstone of sustainable labor governance, particularly in developing regions where informal and part-time employment structures dominate. In Indonesia, despite an extensive regulatory framework including Law No. 1 of 1970 on Occupational Safety and Government Regulation No. 50 of 2012 on OHS Management Systems (SMK3) implementation remains inconsistent, with accountability mechanisms still weak at both institutional and behavioral levels. This study aims to formulate a strategic framework to enhance OHS accountability in Musi Banyuasin Regency, South Sumatra, as a representative industrial area facing rapid employment transformation. Using a mixed-method design, the research integrates quantitative labor market data (2020–2024) with qualitative interviews involving key government, industry, and labor stakeholders. Quantitative findings reveal persistent gender disparities in employment and a high share of part-time labor, indicating fragility in OHS compliance and risk management. Qualitative analysis identifies fragmented inter-agency coordination, limited safety literacy, and underdeveloped digital reporting mechanisms. The study proposes a collaborative governance- based model emphasizing digitalized reporting, inter-institutional data integration, and community-centered safety literacy enhancement. This model extends the theoretical discourse on accountability by bridging the gap between regulatory compliance and moral responsibility. The findings contribute to the literature on safety governance by conceptualizing accountability as a multidimensional construct that intertwines institutional transparency, behavioral commitment, and procedural enforcement. Practically, the paper provides a roadmap for strengthening OHS accountability through policy innovation and technology adoption, aligning local governance reform with the broader Sustainable Development Goals (SDG 8.8) on safe and secure working environments.

Abstract

Digital transformation in public administration has become a global imperative to enhance efficiency, transparency, and citizen participation in governance. This study explores how digital transformation and co-production contribute to multidimensional public value creation through a systematic literature review of 35 peer-reviewed articles published between 2020 and 2024. Following the PRISMA 2020 protocol, the research systematically identified, screened, and analyzed relevant studies indexed in Scopus, Web of Science, and ScienceDirect. The analysis, visualized using VOSviewer version 1.6.20, identified four primary public value dimensions: administrative efficiency, citizen engagement, social equity, and economic optimization. Co-production emerges as a crucial mechanism linking digital transformation to these outcomes, though institutional capacity, digital literacy, and governance culture strongly moderate the results. The study highlights that sustainable digital transformation in public administration requires not only technological innovation but also active citizen participation and adaptive governance structures. Theoretically, this work reinforces the Public Value Management framework, while practically, it offers insights for policymakers to design inclusive, transparent, and citizen-centered digital service reforms.

Abstract

This study examines the relationship between coproduction and social inclusion in public service delivery through a Systematic Literature Review of 36 articles published between 2020 and 2024. The analysis employed thematic and bibliometric techniques using VOSviewer. The findings reveal that coproduction practices tend to be exclusive and have not optimally engaged marginalized groups. Effective inclusion requires deliberative institutional design and the active role of public administrators as facilitators. This study contributes to strengthening a justice-based coproduction model and promotes more participatory and equitable public service reform.

Abstract

Program pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas Badan Usaha Milik Desa (BUMDes) Ulak Kerbau Baru dalam mengoptimalkan potensi sumber daya ekonomi lokal melalui pendekatan pendampingan partisipatif. BUMDes sebagai pilar ekonomi desa memiliki peran strategis dalam mendorong pertumbuhan ekonomi berbasis sumber daya lokal; namun, pelaksanaannya di Desa Ulak Kerbau Baru masih menghadapi sejumlah kendala pada aspek produksi, manajemen usaha, dan pemasaran. Identifikasi kebutuhan menunjukkan perlunya penguatan teknologi produksi berupa mesin jahit, peningkatan keterampilan menjahit, pemahaman manajemen keuangan berbasis aplikasi digital, serta strategi pemasaran modern melalui digital marketing. Program ini menawarkan solusi melalui rangkaian pelatihan dan pendampingan yang meliputi pemanfaatan teknologi mesin jahit, pelatihan keterampilan menjahit, pembuatan laporan keuangan menggunakan aplikasi Buku Kas, serta optimalisasi pemasaran digital melalui platform TikTok, Instagram, Facebook, dan Twitter, termasuk pembuatan video konten promosi. Metode pelaksanaan mencakup tahapan sosialisasi, pelatihan, praktik, pendampingan, evaluasi, hingga penerapan teknologi secara langsung pada mitra. Implementasi ini diharapkan dapat meningkatkan kapasitas produksi BUMDes, menghasilkan pengelolaan keuangan yang lebih akuntabel, serta memperluas jangkauan pemasaran produk

Abstract

Purpose: This study aims to support the government of Ulak Kerbau Baru Village in modernizing the preparation of its Medium-Term Village Development Plan (RPJMDes) through Big Data technology to enhance participatory, transparent, and evidence-based planning. Methodology/approach: The program took place in Ulak Kerbau Baru Village, Tanjung Raja District, Ogan Ilir Regency. Activities included training, technical assistance, and digital community surveys. The tools used were laptops and Android smartphones, while the main software comprised Google Forms, Google Data Studio, QGIS 3.28 Firenze, Microsoft Excel 2021, SPSS 26, and NVivo 12 Plus. Results/findings: The initiative improved the digital data management skills of village officials and increased community participation, with 215 respondents engaging in online surveys. A data-driven RPJMDes was produced, supported by thematic maps and interactive dashboards. NVivo analysis revealed five dominant community priorities: road infrastructure, agriculture, digitalization, education, and health. Conclusions: Integrating Big Data into village planning enhances transparency, accountability, and evidence-based governance. The approach also fosters stronger community engagement and provides a replicable model for other villages with similar characteristics. Limitations: The study was limited by inadequate internet infrastructure and its focus on a single village, which restricts broader generalization. Contributions: This research advances participatory governance and rural planning by demonstrating practical Big Data applications at the village level, offering a model for policymakers and local governments to strengthen data-driven decision-making in rural contexts.
