This journal contains scientific articles that have never been previously published, either as a research result, applied research or scientific articles relating to International Security (both traditional and non-traditional issues) Studies, Peace and Conflict Resolution, Strategic Studies, War Studies, Terrorism Studies, Development, and Security Nexus and Regional Security. Information about writing guidelines and electronic upload procedures are available in the menu of publication guideline. All articles are included through a peer-review process. Issuance of the journal is twice a year, every June and December without processing fees.

Abstract

Kerjasama bilateral Indonesia dan Papua Nugini sudah lama terjalin dalam berbagai bidang ketika hubungan diplomatik kedua negara dimulai di mana saat ini Pemerintah Indonesia melalui Kementerian Luar Negeri berupaya untuk membangun hubungan kerjasama yang lebih erat khususnya di bidang perdagangan pada sektor pertanian. Kerjasama ini merupakan salah satu upaya pemerintah Indonesia dalam mendorong terciptanya pembangunan sektor pertanian di Indonesia mengingat potensi SDA dan SDM di Indonesia yang sangat memadai namun masih kurang dalam pemanfaatannya. Penelitian ini bertujuan untuk mengetahui upaya yang dilakukan dalam rangka untuk memaksimalkan perdagangan dan bagaimana perkembangan perdagangan antara Indonesia dan Papua Nugini. Perkembangan perdagangan antara Indonesia dan Papua Nugini dari Tahun 2019 hingga 2021 terus mengalami perkembangan yang positif di bidang pertanian sehingga kerja sama perdagangan akan terus dilakukan untuk bisa memenuhi kebutuhan kedua negara. Upaya yang dilakukan oleh pemerintah Indonesia dalam memaksimalkan perdagangan dengan Papua Nugini yaitu dengan meningkatkan akses pasar, mengembangkan investasi, dan memperkuat peran diplomasi pertanian.

Abstract

The pattern of relations between nations and increasingly complex foreign policies have also encouraged the development of transnational crime. These developments require countries around the world to have universally recognized legal instruments based on international practice within the framework of implementing national law and promoting international security to combat and eliminate transnational crime. One legal instrument that is universally recognized is the extradition treaty, which in this case will be studied regarding its form of implementation in the Southeast Asia region. This research uses qualitative methods to explain the implementation of the extradition treaty in dealing with transnational crimes in the Southeast Asia region. The concept of multilateral cooperation is used to analyze this study. The research results show several ASEAN efforts in dealing with transnational crimes such as drug trafficking, human trafficking and terrorism crimes through various multilateral cooperation related to handling these crimes. The author concludes that these various efforts have not been achieved optimally considering that ASEAN has the principle of non-intervention so that regional cooperation regarding transnational crime cannot be fully implemented. The author also sees that economic factors influence whether transnational crime cases are large or not considering that these crimes are committed mostly because of economic factors.

Abstract

Human trafficking cases in Thailand have been around since the 1970s. Even though it has been more than three decades, cases of human trafficking in Thailand are still being found. Human trafficking is a real issue that Thailand faces every year. This study specifically discusses the efforts taken by the Thai Government in dealing with human trafficking. Human trafficking is one of the focuses in the concept of human security. The efforts made are in the form of collaboration with various sectors in the scope of the Multi Track Diplomacy concept. This research belongs to the type of qualitative research with literature study data collection techniques. Literature study due to lack of access to direct data collection, so the data used in this study is secondary data in the form of documents and publications available on the internet. After conducting the research process, the results found showed that the Thai Government carried out six of the nine lines of Multi-track Diplomacy. The six lines of cooperation synergize with each other and produce concrete actions in the Thai Government's efforts to deal with human trafficking. The cooperation carried out by the Thai Government with various related parties later became evidence of the government's seriousness in resolving this issue. The aftermath of this seriousness is in the form of 2 positions from Thailand to a Tier position in resolving the issue of human trafficking. However, the Thai government still makes the issue of human trafficking a national priority.

Abstract

Indonesian migrant workers (IMW) make a significant impact not only for themselves, but also for their families, and country’s economy. The top destinations for PMI include Malaysia, Saudi Arabia, Hong Kong, Taiwan, and Singapore, where they find employment in various sectors. However, Indonesia is entering a demographic bonus era, characterized by a large proportion of the population being in the working-age group. This demographic shift presents opportunities for economic growth, job creation, and increased productivity if effectively managed. Meanwhile, the rise of ageing population in several developed countries open more opportunities for PMI. Using a mixed-methods approach, with push full migration, population trend and aging population analysis, this study aims to analyze the evolving trends in PMI profiles and reassess their position in the international labor market. The study highlights the importance of understanding the changing patterns and identifying Indonesia's current positioning to devise effective strategies for PMI. The study findings indicate that the characteristics of PMI have become more diverse and cannot be represented only by one single profile. Based on the analysis, Indonesia has the potential to unlock its workforce potential, drive economic growth, and establish mutually beneficial partnerships by capitalizing on the demographic bonus. Strategic leveraging of this advantage and optimizing opportunities in the international labor market can facilitate Indonesia's economic development while prioritizing the well-being of its migrant workers.

Abstract

This study aims to provide information and understanding about civil-military relations in Guinea both before the military coup and after the military coup in 2021, as well as how the transition to democracy is in Guinea. This study uses the concept of Transitional Democracy and Pretorianism theory, namely the type of praetorian Arbitrator Army as proposed by Purlmutter and praetorian supervisors as proposed by Nordilinger. The military intervened in civilian affairs temporarily and formed a transitional government and consolidated democracy before being returned to civilians. The result of this study is that bad civil-military relations in the Alpha Conde government and the amendment changes that allowed Alpha Conde to serve as president for the third term became the trigger for the military coup, this military coup was led by colonel Mamady Doumbouya. After the military coup, civil-military relations did not experience significant changes for the better, where the military government committed many violations of democracy and human rights and the military government was unable to fulfill its promise to form a more inclusive government and better elections than before.

Abstract

The Russia-Ukraine conflict has raised concerns among the Nordic countries bordering Russia such as Finland, Sweden, Denmark, Iceland, and Norway. Russia’s military invasion in Ukraine and its military aggressiveness in the region threatens regional stability and security of the Nordic countries. As one of the Nordic countries, Finland responded to Russian aggressiveness by joining the North Atlantic Treaty Organization (NATO) to counteract Russia’s security threats in the region. Finnish membership in NATO was rejected by Turkiye as one of the NATO membership veto holders. However, Turkiye changed its defence policy by supporting Finnish membership in NATO. This study aims to analyze the role of reputation in influencing Turkiye’s defence policy change to support Finnish membership in NATO. Using an analytical descriptive research method accompanied by Jonathan Mercer’s reputation theory, this study proposes the main argument that Turkiye’s defence policy change in favor of Finnish membership in NATO was influenced by Turkiye’s reputation factor as a reliable NATO strategic ally. Turkiye endeavours to maintain this reputation as NATO allies are skeptical of Turkish commitment to uphold NATO’s values and principles. Turkish support for Finnish membership in NATO confirms Turkish commitment to NATO enlargement in order to create regional stability and security in Europe.

Abstract

This article aims to analyze the role of Greenpeace Indonesia in saving the Grime Nawa Valley from deforestation in Papua. Although President Joko Widodo and several government agencies have revoked PNM LLC, to date, the impact of the operations of PNM LLC, namely deforestation in the Grime Nawa Valley, is still unresolved. This was known by Greenpeace Indonesia because the organization did not ignore its observations and discovered through satellite imagery that PT. PNM is still operating. This issue becomes the focal point of this article to analyze thoroughly. This research uses the concept of NGOs and deforestation with descriptive qualitative research methods. The usage of Greenpeace Indonesia, under the concept of NGO, will help reveal the roles it carries, namely advocacy, monitoring, facilitator and consultation. It is hoped that Greenpeace Indonesia and the community can stop PNM LLC’s business by carrying out its role. The research results show that Greenpeace Indonesia has carried out its role with various results, some of which are in its advocacy role, Greenpeace Indonesia carried out a campaign to save the Grime Nawa Valley. The role of monitoring is to go to the field to see the impacts caused. The role of the facilitator is to organize the traditional community of the Grime Nawa Valley. The final role of consultation is to open the door to discussion regarding problems in the Grime Nawa Valley. After fulfilling its roles, Greenpeace Indonesia successfully reduced the impact of PNM LLC’s operations in the Grime Nawa Valley

Abstract

This research aims to analyze the formation of AUKUS as a new defense pact as the United States' response to China's unilateral claim of sovereignty in the South China Sea. The lack of presence of the United States, which for the last few decades has been too busy with its military operations in the Middle East region, has given China more freedom to carry out aggressive maneuvers in the Asia Pacific region which has then created an imbalance of power due to China's military strength being far superior to that of the alliance countries. United States in Asia such as the Philippines and Australia. In this research, a qualitative approach was used which aims to understand the phenomenon of events experienced by the subject through descriptions. Furthermore, this research uses the Balance of Power Theory and the Concept of Detterence as analytical tools to understand the material raised in this research. The results of this research show that AUKUS was formed due to the decline of the United States in various sectors which coincided with the rise of China as a new superpower. It is hoped that the selection of Australia and the UK in this collaboration will provide additional support to pressure China in the South China Sea through short-term and long-term programs.

Abstract

This study aims to analyze the policy of providing United States military assistance to Ukraine during the 2022 Russian invasion. The policy of the United States deciding to provide military assistance to Ukraine to help Ukraine resist the Russian invasion drew reactions from the international community as well as from Russia itself. This study aims to analyze this in the context of: exploring the types of assistance, the reasons & objectives behind policy making, and their implications for the relationship between the United States and Russia. This study will use the Rational Actor Model Theory to analyze the reasons behind the policy of granting military to Ukraine by the United States which has considered all available viewpoints, alternatives, and solutions so as to achieve the highest objectives of the policy. In looking at the goals to be achieved by the United States in policy making, the concept of national interest will provide insight into what the United States’ intended goals behind their policy of providing military assistance to Ukraine. The results indicate that the given aid is an investment whose benefits outweighs its costs, as well as the United States justifying their aid provision to Ukraine under defense, ideological and economic interests

Abstract

Studi ini menganalisis kebijakan luar negeri negara-negara anggota USMCA (United States-Mexico-Canada Agreement) dengan fokus pada perubahan dari NAFTA (North American Free Trade Agreement) ke USMCA. USMCA adalah sebuah perjanjian perdagangan multilateral yang menggantikan NAFTA dan melibatkan Amerika Serikat, Meksiko, dan Kanada. Analisis ini bertujuan untuk memahami perubahan kebijakan luar negeri yang terkait dengan perjanjian ini dan bagaimana perubahan tersebut mempengaruhi hubungan antarnegara dan perdagangan di kawasan Amerika Utara. Studi ini mengidentifikasi perubahan utama dalam USMCA dibandingkan dengan NAFTA, termasuk dalam hal ketentuan perdagangan, hukum lingkungan, hak kekayaan intelektual, sektor pertanian, dan industri otomotif. Analisis ini juga mengkaji reaksi dan respon dari masing-masing negara anggota terhadap perubahan ini. Hasil analisis ini memberikan pemahaman yang lebih dalam tentang perubahan kebijakan luar negeri negara-negara anggota USMCA dan dampaknya pada perdagangan dan hubungan antarnegara di Amerika Utara.
