Indonesian Journal of Peace and Security Studies (IJPSS) is published by the Department of International Relations, University of Mataram. IJPSS is a portal to publish academic research and as a means of updating the development of Peace and Security Studies. This journal contains scientific articles that have never been previously published, either as a research result, applied research or scientific articles relating to International Security (both traditional and non-traditional issues) Studies, Peace and Conflict Resolution, Strategic Studies, War Studies, Terrorism Studies, Development, and Security Nexus and Regional Security. Information about writing guidelines and electronic upload procedures are available in the menu of publication guideline. All articles are included through a peer-review process. Issuance of the journal is twice a year, every June and December without processing fees.

Abstract

Comfort Women refers to the practice of forced sexual services on thousands of women by Japanese soldiers during World War II. This issue has been a source of tension in relations between South Korea and Japan for several years. In this research, the concept of "predominant leader" is used as a lens for analyzing the role played by President Moon Jae-in in making various policies related to this issue. The method used is descriptive-qualitative with literature study techniques, and the data used is secondary data originating from books, journals, and official websites. This research includes an analysis of several of Moon Jae In's foreign policies towards Japan, such as efforts to register the history of comfort women at UNESCO, demands for compensation against Japanese companies, withdrawal from GSOMIA, and the dissolution of the Reconciliation and Healing Foundation. The results of this research illustrate the complexity of the comfort women issue, with emphasis on ‘goal-driven’ and ‘situationally responsive’ aspects when it comes to policies issued in his effort to seek justice for the victims

Abstract

Differences in identity, encompassing culture, language, and ethnicity, can trigger conflicts, as seen between Monjok and Karang Taliwang. Economic inequality generates dissatisfaction and injustice, further exacerbating ongoing conflicts. The researcher employed a qualitative approach with a descriptive method, utilizing two data sources: primary data obtained through direct interviews and secondary data gathered from literature reviews in various sources such as journals, online articles, and scholarly works related to the topic. Based on the research findings, differences in identity and economic inequality emerge as root causes of sustained conflict. Therefore, the researcher employed several approaches, including social conflict theory, social identity theory, and the concept of economic disparity, to explore these issues. The results indicate that comprehensive efforts from various stakeholders, especially policymakers, are needed for reconciliation, including promoting cross-cultural understanding, reducing economic inequality, implementing collaborative economic development programs, and building connections between conflicting groups.

Abstract

Penelitian ini bertujuan menganalisis strategi implementasi program kerja Destination Management Organization (DMO) Sembalun dalam mendukung pencapaian Sustainable Development Goals (SDGs) melalui pendekatan multidimensional. Berbeda dari model DMO konvensional yang lebih berorientasi pada promosi destinasi, DMO Sembalun menitikberatkan pada pengelolaan isu-isu struktural yang berkaitan langsung dengan keberlanjutan kawasan, seperti distribusi air lintas desa, pengelolaan sampah terpadu, dan penguatan usaha mikro kecil menengah (UMKM). Penelitian ini menggunakan pendekatan kualitatif dengan teknik wawancara mendalam, analisis dokumen, serta triangulasi data, dan mengelaborasi empat dimensi utam, yaitu ekonomi, sosial, lingkungan, dan kelembagaan dalam kerangka Destination Management Organization Concept, Tourism Management Model, dan Collaborative Governance Theory. Hasil penelitian menunjukkan bahwa DMO Sembalun berperan sebagai lembaga hibrida yang lahir dari inisiatif komunitas namun memperoleh legitimasi formal melalui SK Bupati Lombok Timur. Strategi implementasi yang ditempuh bersifat selektif, dengan fokus pada isu-isu prioritas yang belum ditangani pemerintah daerah, sehingga memberikan kontribusi nyata pada pencapaian beberapa SDGs. Temuan ini menegaskan bahwa keberhasilan implementasi program DMO tidak ditentukan oleh besarnya sumber daya finansial, melainkan oleh kemampuan mengelola legitimasi sosial dan formal, membangun kepercayaan, serta memfasilitasi kolaborasi multipihak. Secara akademis, penelitian ini memperluas wacana DMO dengan menekankan orientasi problem-solving dan relevansi modal sosial sebagai fondasi tata kelola pariwisata berkelanjutan.
