Abstract

This study aims to determine public services at the Rambah Hilir Sub-District Office, Rambah Hilir District, Rokan Hulu Regency. Indicators of public assessment include service requirements, service procedures, service times, service costs, service products, and complaint handling. Quantitative methods, namely prioritizing questionnaires as a data collection tool, and the data collected with this tool is then used as the main raw material to analyze the empirical conditions of the objective objectives of research objectives at meticulous locations. There are 5 populations and the sample in this study is employees / officers and the community totaling 70 people, the community is 50 people and the employees are 20 people, then the Camat, the Secretary of the Subdistrict, and the Head of Services as the sample interviewed. The technique used in this study is the incident sampling technique for all respondents. Types and data collection techniques consist of primary data collected by questionnaire and interview list techniques and secondary data using observation techniques. While the analysis techniques of the researchers were used with the help of frequency, based on this analysis the researchers concluded that public services at the Rambah Hilir Sub-District Office, Rambah Hilir Subdistrict, Rokan Hulu Regency were at a fairly good interval. Recommendations that need to be considered are mainly regarding procedures, requirements and service providers that must be improved again so that the community feels satisfied with the services provided.

Abstract

This study aims to determine and analyze the Implementation of Industrial Relations Duties and Job Conditions by the Department of Manpower and Transmigration in Tembilahan District (Case Study of Industrial Relations Dispute Resolution Through Mediation). Indicators for evaluating the implementation of tasks used include Industrial Relations Development, Industrial Relations Development, and Settlement of Industrial Relations Disputes Outside the Court. This type of research is a descriptive survey with quantitative analysis, which prioritizes the questionnaire list as a means of collecting data and data collected with this tool and then becomes the main raw material for analyzing empirical conditions and objectivity of the existence of objectives at the study site. The population and sample in this study were 20 people. The types and data collection techniques used consisted of, primary data collected using questionnaire list techniques and interviews and secondary data collected using observation techniques. While the data analysis technique used is to use a score technique. Based on this analysis technique, the researcher assessed and concluded the research was categorized as sufficiently implemented. The inhibiting factor is the lack of budget in fulfilling the needs of the mediation process, both in terms of mediator human resources needed, as well as in terms of facilities and infrastructures including supporting soundproof rooms and recorders. So that the work becomes less implemented with a maximum.

Abstract

This study aims to determine the influence of service quality and rules of regulation on user satisfaction at Soeman Hs Library. Assessment indicators used include the ability and attitude of librarians in serving, the facilities and atmosphere of the room, instructions and means of access, information access, regulations on opening hours, services, membership, the number of books that can be borrowed, length of time borrow, satisfaction, located in Soeman Hs Library department of libraries and archives the province of Riau. This research is descriptive survey that is prioritizing the questionnaire list as a collecting data and data collected with this tool and then used as the main raw material to analysing empirical conditions of objectivity at the meticulous location. There is one population group and the sample in this study is library members with a total sample of 100. Types and data collection technique used consist of primary data collected by questionnaire techniques and interview techniques and secondary data collected using observation technique and documentation technique. While analysis technique used is the validity test, reliability test, descriptive statistical analysis, inferential statistical analysis, classic assumption test, multiple linear regression analysis, f test and t test. The results of the analysis show that service quality has a significant effect on user satisfaction in the Soeman Hs Library. Rules and regulations have a significant effect on user satisfaction in the Soeman Hs Library. The contribution of influence of the quality of service and regulations on the satisfaction of users in the Soeman Hs Library is 0,674 while the remaining 0,336 is influenced by other variables such as promotion, communication and others.

Abstract

In a village a hamlet can be formed or what is called another name that is adjusted to the origin, customs, and socio-cultural values of the community. The formation of the hamlet is mentioned in Law Number 6 of 2014 concerning Villages Article 8 paragraph (4) says that in the village area a hamlet is formed or what is called by another name is adjusted to the origin, customs, and social values of the village community. The research method used is qualitative. The method used is qualitative with a descriptive approach. The results of this study will be published in accredited national journals and non-accredited national journals. In addition, the results of this study will be used as teaching materials in subjects that have relevance in the problems examined. The conclusion of this study is the role of the hamlet chief in assisting the village head in Kubang Jaya Village, Siak Hulu Sub-District, Kampar Regency, seen from the Task Indicator on the Measuring Scale Implemented. Furthermore, the role of the Hamlet Chief in assisting the Village Head in Kubang Jaya Village, Siak Hulu Subdistrict, Kampar Regency is seen from the Function Indicators on the Measuring Scale Implemented.

Abstract

The research objective is to analyze and explain the development of development areas in Indragiri Hilir Regency with an integrated contextual development strategy in the Plantation, Agriculture, Animal Husbandry, Fisheries, and Industrialization Processing into Animal / Fish Feed. The research methods used through field research strengthen each other's quantitative and qualitative approaches, namely survey research exploring primary and secondary data information sources, FGDs and joint community studies in the areas of production centers for plantations, agriculture, animal husbandry, fisheries and industrialization, as an effort to synergize production, post-processing harvest to market the product. Indragiri Hilir Regency has a potential of 45,040.8 tons per year of raw materials for the production of poultry feed, animal feed and fish feed. Integration and complementary development of all sectors of plantation, agriculture, animal husbandry, fishery and industrialization, upstream and downstreaming are integrated into an integrated development center with a strategic, integrated and holistic development management. After post-harvest, farmers are also expected to be able to carry out post-harvest businesses with advanced product packaging and processing processes, for example animal feed and fish feed, so that they are more economical and have added value.

Abstract

This research was conducted to find out the implementation of the Regional Innovation System Program (SIDa) at the Science Techno Park (STP) in Riau Province and to find out the inhibiting factors for the implementation of the Regional Innovation System Program (SIDa) in the Science Techno Park (STP) in Riau Province. Data collection techniques that the authors used in this study were observation, interview, and documentation techniques. Then the data analysis technique that the author uses in this study is descriptive quantitative. Based on the results of the research conducted by the author, the Implementation of the Regional Innovation System Program (SIDA) at the Sience Techno Park (STP) in Riau Province was sufficiently implemented. This shows that the Implementation of the Regional Innovation System Program (SIDA) at Sience Techno Park (STP) in Riau Province still needs improvement. There are several problems that hinder the Implementation of the Regional Innovation System Program (SIDA) at the Sience Techno Park (STP) in Riau Province, namely: 1) lack of experts to implement the program; 2) Not yet optimal participation of the community in the development of agriculture-based industrial clusters (Agro-industry); 3) weak community participation in increasing raw material production, so that the Sience Techno Park (STP) found it difficult to develop a network of innovation in fish, coconut and sago-based products.

Abstract

The implementation of village development is a form of implementation of the form of implementation of development programs in the form of multidimensional as a form of the implementation of the State's objectives in achieving the implementation of village development. It aims to make development policies truly strategic. The geographical shape of the area of Indonesia influences the development policies to be taken, as does the development of villages in conservation areas. Because it involves the regulation of conservation area regulations so that any form of development must be in accordance with the provisions of the Conservation Area Act. Batu Sanggan Village is a village located in the Bukit Rimbang Bukit Baling Conservation area. This is a special concern about the Analysis of Development Strategies that will be carried out, because basically the development carried out in general is not the same as development in other villages. Thus the need for a village development strategy that is analyzed in depth so that this is sought in analyzing what forms of development can be carried out in the conservation area, so that this is expected to realize an equitable and equitable development achievement. However this cannot be done optimally, in essence it concerns overlapping regulations regarding village development with conservation area regulations, so that the most very sad is that all forms of village planning and development are hampered due to the Batu Sanggan village problem which is located in the conservation area.

Abstract

This study aims to determine the level of objective of the Lingga Regency Population and Civil Registration Service Public Service (Service Study of Birth Certificate). Indicators for evaluating public services include, service procedures, time of completion, service costs, service products, facilities and facilities, competency of officers. Abstract

The purpose of the study was to analyze and explain the application of the principles of public service in the Field of Population Registration and Civil Registration Services Office of the Population and Civil Registry Office of the City of Pekanbaru. This research uses quantitative and qualitative approaches to strengthen one another. A quantitative approach to descriptive statistical analysis, with survey methods. In survey research, information was collected from 42 respondents using a questionnaire and the collection of relevant secondary data. The qualitative approach was carried out by interviewing 10 informants and observations involved to complement the quantitative approach. Overall implementation of the principles of public service in the Department of Population and Civil Registry Pekanbaru City is in the category of implemented or 36%, quite implemented or 45% and less implemented or 19%. Civil Registry Pekanbaru City, only one indicator of the principle of public service security that has been implemented well or 56%. This means that the management process feels safe, there are security guards, no fighting incidents have occurred, all applicant communities can take shelter from rain or heat because the office is quite large, it's just not comfortable because the service and waiting rooms feel cramped and noisy, while the products are legal and legal. Only one indicator of the principle of public service convenience is less well implemented or 39%. This means that public services at the Department of Population and Civil Registry of Pekanbaru City are lacking in comfort, the community feels that the service process is lacking in order, many people stand unable to sit, a bit chaotic, noisy noise and hot air temperature; office environment Not comfortable there is no green park and the office waiting room is narrow and not clean; The parking lot is narrow and cluttered, mostly using public roads; the toilets are less clean, the number of users is small, there are no prayer rooms for prayer rooms. The other eight principles of public service have been implemented quite well or 45%, namely: simplicity, clarity, time certainty, accuracy, responsibility, infrastructure, ease of access, and discipline. The indicator that is not well implemented is the principle of comfort. Therefore, in the future Pekanbaru City Population and Civil Registry Office should improve comfort in public services.

Abstract

Free Trade Zone and Free Port (KPBPB) is one of the National Strategic Areas in Riau Islands Province. The Affirmation of Karimun Regency to become KPBPB is elaborated in Government Regulation Number 40 of 2017 concerning Amendment to Government Regulation Number 48 of 2007 concerning KPBPB. The implementation of the KPBPB in Karimun Regency has been going on for almost 12 years, but the implementation encountered a variety of obstacles so that the implementation of the KPBPB has not been able to run effectively. The purpose of this research is to determine the implementation and the factors that influence the implementation of government regulation number 40 of 2017 concerning KPBPB in Karimun Regency, this research was carried out at BP Karimun's office. The type of research used was descriptive qualitative, and analyzed data using Interactive Model analysis techniques from miles huberman. Based on the results of the study it can be concluded that the analysis of the preparation of the implementation of Government Regulation number 40 of 2017 concerning changes to government regulation number 48 of 2007 concerning the KPBPB in Karimun Regency has been going well, judging by the factors of communication, resources, disposition, and bureaucratic structure. In addition its strategic location, however it is felt there are still a few deficiencies here and there including the still fat organizational structure of BP Karimun.
