Abstract

Cases that occur in Kuansing RegencyMiningin general are Type C mining that is still illegal or not licensed resulting in the exploitation of natural sand and gravel resources by business entities or individuals who do not have permits. The study of local political economy discusses how the local government is able to produce policies on licensing and local tax distribution to mining businesses so that it can become one of the localgovernment revenue. The method in this study is to use literature research and research resources using the study of documents, media and legal products. The results of this study show that the Local Political Economy can develop depending on the results of policies made by the Local Government, for example in mining tax policy and licensing startegi designed as well as the synergy of government and business in the form of kuantan singingi regency government, but in practice there are still many illegal mining and do not have permits, due to the lack of firmness of the Local Government so that people feel free to do mining without having to get permission.

Abstract

Lopek Bugi Desa Palung Raya, District Kampar is a home-based traditional food business. In running a business requires self-leadership that requires a willing attitude to accept change. Spread the list of businesses in 2018 as many as 24 businesses with 140 owners and workers. The sampling technique was conducted random sampling of 44 samples by collecting data using questionnaires. The results showed that the Lieliefors L Linearity Test calculated (0.0167) < L tables (0.0974) and sig (p-value) = 200 > 0.05 or Y estimate errors over normal randomized error X or H0 count received. Heteroskedastisity tests observed that residual points were around random horizontal lines (Almost positive and negative inters intervals). Thus, it can be concluded narratively that the assumption of mean error equals 0 is met. Hypothesized testing in linieraitas test Can be concluded that, there is a linear relationship between X and Y because the level of significance of α = 0.05 then H0 is accepted because sig 0.850 > 0.05. Test f states that, It is known that f count= 20,205 and f table= 4.07, meaning f count> f table means significant between variables selfleadership affects Entrepreneurial Attitudes. While in the t test, the correlation between independent selfleadership variables (X) affects entrepreneurial attitudes (Y). This indicates that the higher self-leadership will lead to increased Entrepreneurial Attitudes. Thus this hypothesis states that Self-Leadership has a significant effect on entrepreneurial attitudes in small businesses traditional food "Lopek Bugi" In The Village Trough Raya District Mines Kampar District acceptable.

Abstract

Government policy in order to assist the task of the Kelurahan / Desa to improve service and population administration, the government has issued a Rukun Tetangga policy as an extension of the Kelurahan / Desa. Based on the policies that have been issued by the government, for this reason, researchers make an approach and offer to these policies by evaluating existing policies. This study aims to identify and analyze the evaluation of the implementation of the duties of the head of the Rukun Tetangga in helping the village head of Sungai Asam, Karimun Regency and also to identify and analyze the obstacles to the implementation of the duties of the Head of the Rukun Tetangga in Assisting the Task Implementation of the Head of the Rukun Tetangga in Helping the Task of the Village Head. Abstract

Women's Empowerment, Community and Family Planning Agency in the field of Community Economic Business Development is responsible for implementing the Village Economic Business Program, which is one of the empowerment programs that aims to improve the economy of the community. To develop the Kelurahan Economic Business program, the BPPM - KB is responsible for providing training, counseling and supervision of the implementers in each kelurahan. The problem is that not all kelurahan have succeeded in developing revolving funds and the number of bad loans so that the funds to be channeled back to the community are insufficient so that the community cannot borrow for their business. This is due to the lack of responsibility of the Women's Empowerment, Community and Family Planning Agency in the field of Community Economic Business development in carrying out their duties. This study aims to analyze the performance of women's and family-planning empowerment agencies in implementing community empowerment programs in the city of Pekanbaru (Study of Village Economic Enterprises). Data analysis was carried out qualitatively with data source triangulation techniques with stages of reduction, presentation and withdrawal and verification of data. The results showed that the performance of the Women's Empowerment Agency, Community and Family Planning was not maximal, training, counseling, direction and supervision activities were supposed to be carried out for all kelurahan but were not fulfilled, while the inhibiting factors of performance were the lack of employees who would go to each kelurahan in the city of Pekanbaru.

Abstract

This research is motivated by the problem of slum settlements, which are settlements that are not suitable for habitation due to building irregularities, high building density, and the quality of buildings and facilities and infrastructure that do not meet the requirements. Slum Monitoring and Control is a process to ensure that an area with a high population density has been implemented properly or not. The implementation of Regional Regulation number 1 of 2018 concerning the prevention and quality improvement of slum housing and slum settlements organized by the Housing and Settlement Service of Karimun Regency is not good, the socialization carried out by the Service has not been optimal. The purpose of this research is to find out how the implementation of regional regulation number 1 of 2018 concerning the prevention and quality improvement of slum housing and slum settlements in Kambing Island, Sei Village. Lakam Barat, Karimun District, Karimun Regency. The research method used is descriptive qualitative. The data source used is primary data through interviews with two informants at the Housing and Settlement Area Office of Karimun Regency and two informants from the Kambing Island community, while secondary data is in the form of documents available at the Housing and Settlement Services Office. The data collection techniques used were interviews, questionnaires and observations. And data analysis techniques using a rating scale. This study uses Marrile S. Grindle's theory that the success of policy implementation is largely determined by the policy content (content policy) and the policy environment (context policy). Thus as a whole it can be seen that the implementation of PERDA No. 1 of 2018 concerning the Prevention and Quality Improvement of Slum Housing and Slum Settlements on Kambing Island, Karimun Regency received a total score of 250 in the "Less Good" category. The implementation of this regional regulation has not been maximally carried out. The influence in the community has not been fully implemented. The role of the Agency is related to the ineffective supervision and control carried out.

Abstract

Village Consultative Agency is a government order that serves as discussing and agreeing on the Draft Village Regulation with the Village Head, Accommodating and channeling the aspirations of the village community, and supervising the performance of the Village Head. Bpd's commitment to the village government certainly gives great hope to the villagers for the realization of a clean, strong and good village government. The presence of BPD can at least provide a balance of power at the level of village government. The purpose of this research is to find out and analyze how the implementation of the role of the Village Consultative Agency Jang Moro District Karimun Regency, and to know and analyze what obstacles faced in displaying the Role of the Village Consultative Agency Jang Moro District Karimun in responding to the aspirations of the community. In this study the authors used qualitative research types and used descriptive methods. Descriptive method is research that tries to give the best possible picture of an individual, circumstance, or group. The results of research on the role of BPD in the implementation of accommodating and channeling the aspirations of the villagers jang district Moro Karimun district from the answers of informants related to social structures in its implementation has not followed the existing rules in the Regulation of the Minister of Home Affairs No. 110 of 2016 on village consultative bodies have not been carried out properly, and in this case the role of BPD can not be felt by the community. This can be seen from the results of the interview above as a whole the role of BPD in accommodating and channeling the aspirations of the community has not had a good impact on development in Teluk Jang Village. Such as the lack of road access development that has been delivered by the community.

Abstract

This research is backgrounded by one of the people with social welfare problems in homeless and beggars whose one factor is poverty, social services karimun district through social service regulations make policy a program in dealing with social welfare problems. This study aims to find out more about the implementation of government program policies in addressing social welfare problems in homeless and beggars and to know the factors that influence the implementation of government program policies in dealing with social welfare problems in homeless and beggars in karimun district. Data collection techniques used are unstructured interviews and Field Observation and Documentation. Data sources are obtained by using secondary and primary data. Data analysis used in this research is qualitative data analysis method. From the results of this study obtained an idea that the overall Implementation of Social Service Program Policy on People with social welfare problems in Homeless and Beggars in Karimun Regency, namely: Transmission, Clarity, Consistency, Human Resources, Budget resources, Equipment Resources, Authority Resources, Bureaucratic Appointments, Incentives, Standard operational procedure (SOP), Fragmentation, then from the indicators can be known that the implementation of social service program policy towards people with social welfare problems in homeless and beggars in Karimun Regency has been running well in accordance with the results of research from interviews with 5 key informants as a source of data selected deliberately (purposive sampling) namely, Head of social rehabilitation, Head of social rehabilitation section of people with disabilities and social tuna, Social problems rehabilitation analyst, Satpol PP, Bum and beggars. Supporting factors that influence the implementation of the program policy karimun Social Service Communication, Resources, Disposition, Bureaucratic Structure.

Abstract

DKI Jakarta as a central business unit (CBD) is a city center located in the middle of the city which is the center of social, economic, cultural and political life and is a zone with a high degree of accessibility and mobility in a city. The fundamental effort that must be made by the DKI Government in overcoming the congestion problem is to shift the mindset of the public using private vehicles to public transportation. One of the policies whose implementation has received criticism and opposition from the public is the policy of increasing parking rates. This policy, which is implemented through an increase in parking rates, is planned to be charged Rp. 50 thousand per hour, potentially causing opposition from the public. The policy of increasing parking rates in the DKI Jakarta area as a solution to solving congestion problems in DKI Jakarta was born from the results of the analysis of three approaches, namely empirical, evaluative, and normative. The Regional Regulation regarding Parking Rate Increase in the DKI area is actually a policy set in order to encourage private vehicle drivers to switch (shifting) to public / mass transportation, because with expensive parking rates it is expected that private vehicle drivers will be reluctant to drive privately. The expected result is the volume of private car use which is the main cause of congestion in DKI Jakarta. The policy of the DKI Jakarta Government through the stipulation of Regional Regulations on Increasing Parking Rates in the DKI Jakarta area was born through a three-approach process, namely: empirical, evaluative, and normative approaches so that the policy analysis cycle before policy determination has been carried out comprehensively. Approach processes: empirical, evaluative, and normative that have been carried out in the analysis before the birth of this policy should be synergized again by conducting an analysis after the enactment of this policy with an independent body outside the government bureaucracy, so as to obtain a win win solution in overcoming problems that may arise later. days and can accommodate the interests of local government and society

Abstract

Village-Owned Enterprises increasingly grow and develop, especially after the enactment of Law No. 6 of 2014 concerning Villages. From the large number of Village-Owned Enterprises that have been formed, there are those who have succeeded in running their business, and there are also those that have been running in place or failing. The purpose of this study was to determine the driving factors for forming and supporting the success of Lancang Kuning Village, Amanah Sejahtera and Paris Mandiri Village Enterprises. The research method used in this research is qualitative research with a descriptive approach. Data collection techniques carried out by observation, in-depth interviews and documentation. Determination of informants is done purposively. Data were analyzed by data reduction, display / presentation of data, and drawing conclusions. As a result of the research, the institutions of Lancang Kuning Village Owned Enterprises, Amanah Sejahtera and Paris Mandiri were formed due to the intervention of the Riau Provincial Government through the Village Empowerment Program (PPD), Village Owned Enterprises received strong political and legal protection through Law Number 6 Year 2014 About the Village. The supporting factors for success are natural capital, financial resources, human resources and social capital. Besides that, it is also supported by the leadership factor of the innovative village head - progressive, the manager of the Village Owned Enterprises who have the harmony, innovative and creative, the mindset (maindset) to move forward.

Abstract

The growth rate of vehicles in Jakarta, motorcycles are vehicles with the highest growth rate compared to other vehicles, so that in order to overcome the level of congestion it is necessary to have a policy that regulates the flow of these two-wheeled vehicles. In 2014, the Governor of DKI Jakarta issued Regulation of the Governor of DKI Jakarta Number 195 of 2014 concerning Restrictions on Motorcycle Traffic, which among other things contained rules for prohibiting motorcycles from crossing at MH Thamrin-Medan Merdeka Barat aimed at reducing congestion, pollution and accident rates. However, this policy was finally revoked by the Supreme Court through decision number 57 P/HUM/2017 which was published on November 21, 2017. The case example can be reviewed through analysis based on public policy theory to determine the impact of the policy using 3 (three) theories, namely: analysis based on public policy theory, analysis based on policy systems and analysis based on the main forms of public policy analysis which concluded that the Policy for the Prohibition of Motorcycles Crossing on Jalan MH Thamrin-Medan Merdeka Barat arose as a result of congestion levels and high accident rates as a result of The number of motorcycles is increasing every year. The problem that arises in this policy is that the benefits of this policy are not evenly distributed, meaning that not all people feel benefited from this policy, especially motorcycle riders who feel very disadvantaged due to the implementation of this policy.
