Abstract

According to Law Number 1 of 2013 concerning Microfinance Institutions in article 5, it discusses all activities that collect and distribute funds must be incorporated, be PT or Cooperative. Until now there are still many Microfinance Institutions (LKM) that do not yet have a legal entity such as receiving UEK-SP Raimba Sekampung. This can trigger the risk of bad credit and also default, so that it can hamper the development of the LKM in achieving its goals. This study describes the opportunities and weaknesses and opportunities in the UEK-SP Kelurahan Rimba Sekampung. In addition, this study also describes the direction of the UEK-SP of Kelurahan Rimba Sekampung based on Law no. 1 of 2013. This research is a descriptive study with data collection techniques in the form of interviews and questionnaires. The selection of informants uses a purposive technique. Analysis of technical data used is qualitative and quantitative using SWOT. The results showed that the UEK-SP of Kelurahan Rimba Sekampung was in Quadrant 1 of the SWOT Diagram which could be interpreted that the UEK-SP of Kelurahan Rimba Sekampung could carry out Growth Strategies related to strengths greater than existing and Opportunities greater than needed. In other words, UEK-SP of Kelurahan Rimba Sekampung is designed to be developed into an LKM with clear legality.

Abstract

This study aims to determine the extent of applicants satisfaction and services quality in the process recruitment civil state apparatus using the CAT system in the district government lingga. Research variables used Reliability, Tangibles, Responsivines, Assurance and Empathy this research is quantitative research, while qualitative research only as supporting data. Population and sample in this research is the applicants pass and do not pass the selection CASN recruitment process. Sampling technique used in determining the individual sample is Cluster Sampling (Area Sampling). The technique of collecting data using questionnaires and interviews. Data analysis technique used is the calculation of Customer Satisfaction Index (CSI) and Importance Performance Analysis (IPA). Based on the calculation CSI obtained a score of 82,45% or at the level very satisfied, on the Cartesian diagram IPA there are two indicators in quadrant I, 7 in quadrant II, 11 in quadrant III and 1 in quadrant IV.

Abstract

Many factors can affect a person's performance, one of which is Education and training (Diklat). Training is a learning process in an organization that leads to changes in employee attitudes and behavior in order to meet expectations of work qualifications and demands for organizational development both internal and external. Among the types of education and training according to Government Regulation No. 14 of 1994 concerning Education and Training of Civil Servants, the author intends to examine leadership education and training that are classified in technical education and training. The main objective of this research is to find out and analyze the influence of leadership education and training on the performance of the apparatus in the government of Rokan Hulu Regency. This study examines the effect of Leadership Education and Training by using indicators of Training Implementation, Training Costs, Training Participants and Training Facilities on Apparatus Performance with indicators of Service Quality, Communication, Speed, Ability, and Initiatives. This type of research used in this study is this research using an associative explanatory approach (explanatory associate research) which seeks to explain the causal relationship between variables (associative) through hypothesis testing. The research method used is quantitative that aims to obtain evidence of a causal relationship or influence of the research variables. The total sample population in this study was 94 people with 2 people as key informants with census techniques for sampling, the type of data used was primary data collected by questionnaire and interview techniques while secondary data was collected by observation and documentation techniques. The data analysis technique used is the validity test, reliability test, normality test, simple linear regression test and partial test (T test). based on analysis techniques Based on the value that tcount is 10,587 at ttable with df = 92 and a significant level of 5% or 0.05 obtained 0.1707. Because tcount (10,587)> ttable (0.1707) then Ho is rejected and Ha is accepted, meaning that the variable Education and Training Leadership (X) has a significant influence on the Performance of the State Civil Apparatus (Y).

Abstract

Regional autonomy is an authority granted by the central government to the lower level governments, namely the Provinces, Regencies / Cities to manage their own households. The purpose of this study was to determine the implementation of regional autonomy towards community development in Indragiri Hulu Regency. The usefulness of this research should be of theoretical, practical and academic benefit, of course. This type of research uses qualitative and quantitative research types that are descriptive based on the information the author obtained, through primary data and secondary data, with respondents totaling 200 people. The technique of analyzing the data the authors conducted a qualitative analysis that would be carried out through primary, secondary, and library sources. The analysis will use a descriptive approach. The results showed that the implementation of regional autonomy carried out by the Government of the Indragiri Hulu Regency in the category did not go well. But on the other hand, the deliberation of the development plan (Musrenbang) through the Regional Work Unit (SKPD) in the category is not running well with the policy of the City / Regency Government only prioritizing the local government and the central government. In addition, the effect of implementation on community development is not well categorized in the development of basic facilities, infrastructure.

Abstract

The description of poverty in Riau Province, there are several regions with high poverty rates, including Meranti Islands District (33.85%) and Pelalawan (11.15%). The preparation of the Riau Provincial Regional Action Plan is a form of commitment to accelerate development and priority development programs in Riau Province which have not been previously achieved in the MDGs marked by the issuance of Governor Regulation No. 33 of 2018 dated 5 June 2018 concerning RAD TPB / SDGs in 2017-2019 . This research is a literature study, participatory and inclusive approach is the principle of implementing SDGs carried out in each stage of the regional action plan of Riau province. The integration of the RPJMD and RAD in Riau Province is the focus of acceleration in achieving the SDGs goals by synchronizing the SDGs objectives with the objectives of the Riau RPJMD. The SDGs' priorities are based on how big the problems are in the regions, the SDGs-related agenda refers to the national plan, the approach used by local governments that the idea of development is a support for regional development priorities in line with the vision and mission of the regional head. In addition, synchronization and acceleration of the implementation of SDGs need to be built in institutions including structures, coordination and communication mechanisms, information sharing, monitoring and evaluation.

Abstract

This study aims to find out and analyze the Professionalism of Employee Work at the Office of Kapur IX Sub-District, Fifty City District. The work professionalism assessment indicators used include competence, effectiveness, efficiency, and responsibility. This type of research is descriptive quantitative survey, which prioritizes questionnaires as a tool for collecting data and data collected with this tool and then becomes the main raw material for analyzing empirical conditions and objectivity of the existence of objectives at the study site. The population and samples in this study were 40 people. The types and data collection techniques used consisted of, primary data collected using questionnaire list techniques and interviews and secondary data collected using observation techniques. While the data analysis technique used is to use a frequency table tool. Based on this analysis technique the researcher assessed and concluded that the Analysis of Employee Work Professionalism at the Office of the Capur IX District of Fifty City District was categorized quite well. The inhibiting factor is the absence of CCTV installed in the Kapur IX sub-district office, so supervision of the professionalism of employees is not optimal. Then some employees often delay during recess. In addition, the services provided by employees in the Kapur IX sub-district office are always slow and not on time.

Abstract

Governments have an obligation to make the arrangement and control of the coastal areas as mentioned in the Act - Act No. 1 of 2014 About the Management of Coastal and Island - Small Island in Article 17 paragraph (4), which permits the location can not be given to the core area in the conservation area, sea lanes, the port area and the public beach. Then described in Law - Law No. 1 of 2014 About the Management of Coastal and Island - Small Island, namely monitoring, utilization, control, planning. Nor has the district head in this case must be able to supervise, utilize, control, and planning for development of existing dikawasannya seashores. Riau Island Province is one of the provinces in Indonesia with thousands of islands. One is that many districts Moro coastal areas so that the sub-district should be able to reduce the number of existing development dikecamatan Moro seashores. Berdaarkan where such rules are found to be indicators of control, utilization, control and planning. But in practice there are still many problems that can be seen in the field, namely the construction of the District Moro seashores are still many and such left alone, and if camat in this case as a sub-district leader was silent and no enforcement does. The purpose of this study was to mengetaui extent of camat role in the discipline of existing buildings on the seashores have been implemented or not. The focus of this research is the Moro East Village and Village Pauh, with quantitative methods. Where after conducting the research and data processing and analysis found the conclusion that the role of district head in the discipline construction of houses on the seashores in the district Moro is in the category of "less Acting", because the Head is not doing demolition on the building located on the seashores dikecamatan Moro it is because camat not do monitoring, utilization, control, and planning on coastal areas in the district Moro Karimun Regency of Riau Islands province.

Abstract

In a government organization, the combination of the role of government and the elements of the creation of good governance must complement each other, meaning that all practices of the role of the leader and the leadership system must complement each other. This means that all practices of the leadership role must be supported by transparency, participation, responsiveness, accountability and the rule of law, so that good governance leadership can be realized. Camat as the ruler of the sub-district government seeks to further enhance his role. so that the implementation of public services in accordance with the wishes of the community. The purpose of this study was to determine the role of the Camat in Achieving Good Governance in the Buru District Office. Data collection techniques in this study were observation, questionnaire and interview techniques. Respondents in this study amounted to 28 people consisting of sub-district office employees. Then the data analysis techniques that the authors use in the study are descriptive qualitative, namely analyzing that seeks to provide detailed descriptions based on the reality encountered in the field then the data are grouped and presented in the form of descriptions or tables then conclusions and suggestions are drawn. The result is that the Head of Buru District is considered capable of carrying out his role as a leader in making decisions, in building teams, and in providing motivation for his subordinates. The role of the Buru District Head in realizing good governance is transparency, participation, responsiveness, accountability and rule of law. Based on this research shows that both in participation, transparency, responsiveness, accountability, and rule of law, the Buru District Head has been able to realize the principles of Good Governance even though there are still only a few shortcomings. Human resources in the organization have a very big role to create better governance, especially in the Buru District office.

Abstract

In the era of digitalization, every government agency is expected to be able to solve community problems quickly and be technology-based in facing the era of the industrial revolution 4.0. The government is not only required to provide conventional system services, but also to provide technology-based or electronic services. Then the creation of collaboration between employees and technology while serving the community. The research objective was to see the influence of public services on community satisfaction and the influence of e-service quality on community satisfaction in the Jambi City Government in the digitalization era. This research uses descriptive quantitative research. In this technical research, the data used a questionnaire method given to respondents who stated statements related to the object of research, namely public services, electronic service quality and community satisfaction. In this sampling research using purposive sampling technique. Purposive sampling is a sampling technique with considerations that meet the criteria.. The number of samples in this study were 60 people. Measurement using a Likert scale variable. The technique of testing the instrument for validity and reliability. Data analysis techniques used the help of the SPSS 21.0 application. The results showed that there was a significant positive effect of public services on community satisfaction, there was a significant positive effect on the e-services quality on community satisfaction, and there was a significant positive effect of public services and e-services quality on community satisfaction together with the Jambi City government.

Abstract

CSR is a commitment of business people to continue to act ethically, operate legally and contribute to economic growth, along with improving the quality of life of employees and their families as well as improving the quality of local communities and communities in the business environment within the company's business environment. PT Pertamina RU II Dumai is one company that continuously carries out CSR activities with various target groups in the community. One of the beneficiaries of PT Pertamina RU II Dumai's CSR program is the Tuna Fishermen Group with the Fishermen Community Empowerment Program (Minapolitan Village Development Pilot Project). This study is to measure community satisfaction with the CSR program that has been carried out so that concrete steps can be found to increase the benefits of program implementation. The population of this research is the Tuna Fishermen Group with 11 members. The sampling technique is the Census. The data method used a questionnaire and observation. Data analysis refers to Permen PAN and RB No. 14 of 2017. From the analysis conducted, it was obtained that the IKM value was 3.25 with the IKM value converted to 81.25 which could be interpreted as “Good” for the Performance Quality Program.
