Abstract

Correctional officers as one of the State Warden Apparatus (ASN) in carrying out their duties are expected to be expected to be professional and in accordance with the provisions of the applicable law. The formulation of the research problem is the behavior of the warden in coaching prisoners, and what are the obstacles in implementing coaching at the Class IIA Pekanbaru Penitentiary?. This type of research is a qualitative research that aims to build a preposition and explain the meaning behind the social reality that occurs. Observation, In-depth Interview and Documentation are the techniques used to collect data. Data were analyzed by data reduction. Data presentation and conclusion. The informants in this study were the Ministry of Law and Human Rights of Riau Province. the Correctional Institution and several inmates. The results of this study are differences in behavior in Correctional Institutions in carrying out basic and different tasks required, different willingness and ability and education possessed. But in general, the warden in carrying out the guidance is in accordance with the goals of the institution, although there are still some shortcomings. There are several advantages in the implementation of coaching, namely excess occupancy capacity, the coaching program cannot run effectively, and the lack of attention from the policy makers in handling the coaching carried out for the inmates.

Abstract

One of the roles of government agencies is to carry out public services. This includes the Samsat Dumai which is responsible for providing services in the management of the issuance of driving letters such as STNK and TNKB. In its implementation, this service has received a lot of public response, especially the comfort of the service room and the attitude of the apparatus in the service process which is considered less responsive. For this reason, this study seeks to describe people's perceptions about: Performance Theory used is the opinion of Berry and Parasuraman in Mu'ah and Masram (2014: 24) service quality can be seen through five things including: 1) tangible 2) reliability, 3) power responsive, 4) certainty, and 5) empathy. Data collection techniques are observation, questionnaires and interviews. The sample used was 120 people with the incidental sampling technique. Data analysis using descriptive statistics. From the results of the study, it was obtained that the responses of respondents about the community's perception of the quality of service were good with a total score obtained of 10,565 which was in the score range 10,200 - 12,599. Or when viewed by the percentage, there are 40, 23% of respondents who stated that the quality of Samsat services was categorized as Good

Abstract

The main duties and functions of DPRD are expressly contained in Law number 23 of 2014 concerning Regional Government, This task is spelled out in the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number. 80 of 2015 concerning the Formation of Regional Legal Products, article 163 paragraph (1) The dissemination of regional regulations that have been promulgated is carried out jointly by the regional government and the DPRD. The form of activities carried out is the Socialization of Riau provincial regulations in their constituency. Public policies that are made in the form of regional regulations are expected to meet the public needs of the community. For this reason, it requires the authority to make public policies, with the concept of decentralization, regional government can make public policies according to the needs of the local community, for this, the province of Riau. Regional regulations that have been passed together with the DPRD and the Provincial Government need to be conveyed to the public as a form of responsibility that the public needs submitted to the government have been made a legal basis for its implementation in the form of the Riau Provincial Regional Regulation. It is hoped that the socialization of regional regulations that is delivered is expected to be understood and beneficial to the community, therefore the form of political communication that is carried out must be in accordance with the people in the electoral district.

Abstract

The background of the problem in this study is that there is a discourse on the repatriation of ex-ISIS Indonesian citizens to Indonesia, causing differences of opinion among the Government over the polemic of the citizenship status of ex-ISIS Indonesian citizens. The purpose of this study was to determine the citizenship status of Indonesian Citizens (WNI) Ex ISIS Judging from Law Number 12 of 2006 concerning Citizenship of the Republic of Indonesia. This type of research is qualitative using a normative juridical approach. This research is a library research and data collection techniques are carried out by conducting research on library materials. The primary legal material collection technique that the author uses is by using a study of legislation that is still valid in Indonesia. While the collection of secondary legal materials is carried out by examining several reference sources related to the title of the study (books, journals, news on youtube). The results of the author's analysis state that based on the review of Law Number 12 of 2006, the citizenship status of Indonesian Citizens (WNI) ex ISIS does not automatically lose their citizenship.

Abstract

The purpose of this study was to analyze the implementation of services to manage building permits (IMB) in the Department of Investment and One Stop Services (DPMPSP) Bengkalis Regency. The method in this research uses quantitative descriptive research which means to describe and explain in depth the public services that are carried out. Technical data collection using observation, interviews, documentation and questionnaires. Based on the research findings, it can be concluded that the mechanism and procedures for implementing the services provided to the community have met the standard service procedures. The service period is fast and continues to be maximized by service officers and technical officers involved in issuing building permits. Service fees that are free of charge to license applicants and the payment system most applicants expect through ATMs. Service products that are considered to be very good and also require regular improvement, such as in the product of complaint services. Supporting facilities and infrastructures are deemed necessary for special attention so that the creation of maximum service, although at this time with existing facilities and infrastructure services are still carried out to the maximum. The competency of service officers is also maximized by providing soft skills and hard skills training, especially in building permit services.

Abstract

The implementation of the small industry development and development program can be successful and efficient if the small industry development program can provide great benefits to small industries, especially helping small industries solve their problems (such as: capital, use of technology, etc.) globalization development. The purpose of this study is to identify and analyze the implementation of small industry development by the Department of Industry and Trade in the handsome district of Pekanbaru City, and to determine the inhibiting factors in the implementation of small industry development. The method used in this study is a quantitative method. Questionnaire Observation, Interview and Documentation are techniques used to collect data. The results of this study are from the indicators of guidance, supervision, supervision, and information, it can be concluded that the implementation of small industry development by the Industry and Trade Office of Pekanbaru City (Study in the handsome district of Pekanbaru City) is "Good Enough" with a percentage of 34%-66%. This means that the guidance provided by the Department of Guidance, Guidance, and Training for small industry players in the city of Pekanbaru, especially in the handsome district of Pekanbaru City, has been running, but is not optimal because the coaching activity is carried out only once a year or it can be said not to. Routinely.

Abstract

Lake tourism Napangga is a tourist destination located in Kepenghuluan Tanjung Medan, Rokan Hilir Regency. The lake which has an area of ​​296 hectares is managed by BUMDES Cahaya Napangga which was formed directly by the Kepenghuluan Tanjung Medan government. In its management, the BUMDES has several problems, namely in planning only prioritizing big events, promotions that are still micro, insufficient budget, and there is a flood disaster that inundated almost all existing facilities. The purpose of this study is to determine the sustainable management of Lake Napangga tourism in Kepenghuluan Tanjung Medan, Rokan Hilir Regency, as well as the inhibiting factors and supporting factors of sustainable Lake Napangga tourism management in Kepenghuluan Tanjung Medan, Rokan Hilir Regency. The theoretical concept used in this research is the concept of Sustainable Tourism from Muller in Kusbandrijo 2018. The methods used by researchers in this study are qualitative, and researchers conduct interviews, observations, and documentation in carrying out data collection techniques. The results obtained in this study are that the management carried out by BUMDES Cahaya Napaangga has carried out the performance according to the indicators set by the researchers, but in some cases there are still obstacles experienced by BUMDES, so that the management carried out is still not fully optimal.

Abstract

Cases of malnutrition among children under five in Pekanbaru City still occur, because of the lack of knowledge of parents in caring for and monitoring the growth and development of children and ignorance of parents in providing nutrition to their toddlers. The purpose of this study was to analyze the implementation of the Kampung KB program in improving family welfare. The research method used in this research is quantitative descriptive, where data sources were obtained from interviews, questionnaires and documentation. Input of this activity is that the enthusiasm of Family Members towards BKB counseling activities is high and gets good responses, and there are a variety of activities carried out in an integrated manner, but sometimes not all family members and cadres can be present during the implementation of the activity, because it has its own busyness. Process of this activity, that BKB implementation has been routinely carried out. Recording and reporting of activities has also been carried out well, but in meetings / counseling conducted more focused on improving the quality and knowledge of cadres only. Output of this activity, is that the understanding of the people who take part in BKB counseling activities is more understanding about child development. However, the increase in the number of family members participating in the BKB outreach was not optimal.

Abstract

Sharia cooperatives are a form of sharia economic development in existing social developments. Cooperatives, especially sharia cooperatives, are synonymous with a populist economic system with a pattern of Islamic religious rules and mutual trust. Pekanbaru is the area with the highest number of sharia cooperatives compared to other areas in Riau Province. The research objective shows that the strategy for developing sharia cooperatives in the city of Pekanbaru and looking at the inhibiting factors for the strategy of Islamic cooperatives through strategies that have been carried out by the Department of Cooperatives and SMEs in the city of Pekanbaru This study uses the strategy theory of Richard Rumlet (2012) which uses 4 indicators, namely: 1). Consistency, 2). Conformity, 3). Excellence, and 4). Appropriateness. This study uses a qualitative method located in Pekanbaru City. In connection with the strategy carried out in the development of sharia cooperatives in Pekanbaru City carried out by the Pekanbaru City Cooperative and UMKM Office, it turns out that it is not serious in its realization, there are still no regulations governing cooperatives in the city of Pekanbaru and there is no strategy implemented to carry out conventional cooperative development strategies.

Abstract

This program is carried out to support the company's orientation which not only prioritizes material benefits, but also relationships. This study aims to find out the implementation of the corporate social responsibility program and the constraints experienced in the implementation of CSR PT KAI (Persero) Doap 6 Palembang. The population in this study were Pertamina equipment and CSR recipients, totaling 7 people. The sampling technique used in this research is descriptive with a qualitative approach. by taking agricultural equipment and CSR recipients as samples. Data processing in this study was carried out using a qualitative descriptive analysis. Direct observation of the object of research and interviews. The results of this study found that the implementation of CSR can boost the company's image by external relations PT PT KAI (Persero) Doap 6 Palembang and in line with public relations management. In this study, it can be concluded that the implementation of the CSR program carried out by PT. KAI (Persero) Daop 6 Palembang is varied and responsive, especially to respond to the needs of the community and the environment around the company. However, the implementation of this program is still in the realm of charity and service, not a manifestation of social investment.
