Abstract

This study carries out a retrospective analysis of the central elements of Dutertismo—Rodrigo Duterte's brand of populism during his presidency in the Philippines from 2016 to 2022. Utilizing Paul Taggart's framework to analyze relevant literature, the paper discusses how Duterte leveraged populism to consolidate power, framing entities like the Liberal Party, the media, the Roman Catholic Church, and drug users as adversaries of the State. It highlights Duterte's responses to international scrutiny from bodies like the International Criminal Court and human rights organizations, which he accused of infringing on Philippine sovereignty. The research further explores Duterte’s portrayal of the drug issue as a national crisis, his manipulation of public opinion through surveys and social media, and his implementation of vague policies and agenda. Additionally, the paper analyzes the chameleonic nature of Duterte’s politics, evidenced by his alliances with traditionally liberal institutions such as the Philippine National Police and the Armed Forces, along with his interactions with the Communist Left. This analysis offers a deeper understanding how Duterte's leadership style has shaped the country's political dynamics and how it resonates with or differs from other populist movements globally.

Abstract

Structuring traditional markets is an important step to improve infrastructure, governance, and the market environment to make it more orderly, safe, clean, and comfortable for traders and buyers. However, efforts to organise traditional markets in Serang City are still not optimal. One of the markets that needs restructuring is Karangantu Market, which is rundown, narrow, with minimal facilities and poorly maintained. The purpose of this research is to explain the Strategy for Structuring Traditional Markets in the Department of Trade and Industry of Serang City (Case Study of Karangantu Traditional Market). This research uses the theory (Rangkuti, 2021), namely IFAS and EFAS matrix analysis and SWOT matrix analysis consisting of strengths, weaknesses, opportunities, and threats. The results showed that the structuring strategy carried out was not optimal and there was no selection of the right strategy to support the success of market structuring. Therefore, it is recommended that the Department of Trade and Industry of Serang City improve the basic facilities of Margaluyu Market as a relocation location, re-evaluate the relocation location based on accessibility and market potential, conduct integrated and firm supervision and arrangement of street vendors, and develop Karangantu Market into a clean, healthy, and environmentally friendly green market in order to increase the competitiveness of traditional markets

Abstract

This study aims to analyze the strategy of Collaborative Governance in the development of Bukit Tegal Malaka tourist attraction in Garut Regency, employing a qualitative descriptive method through interviews, observations, and document studies. Referring to the model of Ansell and Gash (2008), the findings indicate that tourism development is driven by active community participation, institutional support through Village Regulations, and initial synergy with the Village-Owned Enterprise (BUMDes). However, the implementation still faces challenges such as low tourism awareness, limited access to capital, and insufficient support from local government. Nevertheless, the community-based initiative has generated both economic and social benefits for local residents, suggesting that Collaborative Governance has the potential to serve as an effective model of tourism governance when supported by capacity building, regulatory reinforcement, and the active involvement of all stakeholders.

Abstract

This study examines the role of communication in the traditional leadership of the Yogyakarta Sultanate, focusing on the dimensions of power and social influence. The context of the study is Sultan Hamengku Buwono X's communication practices in maintaining symbolic and political legitimacy through cultural rituals, as well as the Sabda and Dawuh (Islamic Proclamation). A phenomenological approach and a critical paradigm were used in this study. Data were collected through in-depth interviews, direct observation, and document analysis, such as the Sabda and Dawuh Raja (Islamic Proclamation) column in print and electronic media. The findings indicate that: (1) traditional communication through customary rituals and direct Sabda serves as a powerful mechanism for legitimizing vertical power; (2) the communication structure within the palace is generally top-down; (3) there are elements of symbolic dialogue between the Sultan and the community, reflecting a traditional democratic communication style with low dominance and high sociability. Communication in the leadership of the Yogyakarta Sultanate serves a dual function: establishing symbolic and socio-cultural legitimacy; and simultaneously creating profound social influence through symbolism and inherited cultural values. This study suggests further exploration of the influence of modern digital communication and the role of the younger generation in developing traditional power dialogue in Yogyakarta.

Abstract

This study examines the subnational cooperation between West Java Province and Guangxi Zhuang Autonomous Region in the field of human resource development, particularly through a teacher training program in Nanning. Against the backdrop of globalization and decentralization, regional governments are increasingly pursuing international collaborations to meet local development needs. Through a qualitative descriptive method and secondary data analysis, this research explores how the Sister Province Memorandum of Understanding, renewed in 2023, facilitated a vocational teacher training program focused on electric vehicle technologies. The program provided participating teachers with both technical skills and industrial exposure, aligning West Java’s vocational education with global industry trends. Results indicate that the cooperation has contributed to curriculum renewal, improved pedagogical practices, and fostered institutional reforms in vocational schools. It also led to the formation of joint coordination mechanisms and strategic planning efforts to ensure sustainability. While the training initiative has shown concrete results, the study notes that long-term success depends on continuous evaluation, broader school participation, and stronger public-private linkages. This case highlights how paradiplomacy can serve as a strategic tool for addressing localized capacity gaps through international educational exchange. The West Java–Guangxi Zhuang partnership demonstrates that subnational actors are capable of designing and managing development-oriented foreign cooperation with measurable outcomes. It offers a model for other regions aiming to internationalize technical education and build resilient human capital through structured, inclusive, and policy-driven paradiplomatic efforts.

Abstract

This review examines faculty job satisfaction in Indian district and tehsil colleges, revealing significant disparities between these institutions. District colleges offer better infrastructure, salaries, and professional opportunities, resulting in higher faculty satisfaction. Tehsil colleges face challenges including poor facilities, professional isolation, and limited career advancement, leading to lower satisfaction levels. These differences reflect broader urban-rural inequalities in Indian society. The review analyzes factors affecting satisfaction including working conditions, administrative support, and work-life balance. Using sociological perspectives and Social Space theory, it demonstrates that satisfaction is shaped by structural forces beyond individual control. The study recommends policy interventions including salary parity, infrastructure improvement, democratized professional development, and administrative reforms. It emphasizes that improving faculty satisfaction is essential for educational quality and equity. The review calls for systemic changes that recognize and support faculty in all institutional contexts, particularly those serving marginalized communities in rural areas.

Abstract

New Public Management (NPM) is a model that applies business styles to the public sector with the aim of increasing effectiveness and efficiency. The implementation of NPM based on literature studies is most widely applied in developed countries. The adoption of NPM is demonstrated by the implementation of performance-based and measurable programs or work. Indonesia has also adopted the NPM model in several areas, although there are gaps in analysis. This is because there are still limited specific case studies that reflect the implementation of the NPM model in Indonesia. This research method uses systematic literature review. The primary data source was the Scopus database, where a search was conducted using the keywords "New Public Management" and "Indonesia" in the document titles. The search results identified 30 relevant documents. The findings of this study are that research related to new public management in Indonesia shows less significant developments. The ineffectiveness of NPM adoption in public sector bureaucratic reform causes this model to be underdeveloped in its research studies. The factors that cause it are the dominance of traditional bureaucratic practices, the lack of strategic management to implement business styles in the public sector, changes towards the adoption of NPM are not accompanied by changes in the bureaucratic culture of the government apparatus, rigid and inflexible management, rigid budgeting system, lack of competition and innovation as well as dominant culture and political characteristics.
