Jurnal Pertahanan & Bela Negara adalah merupakan wadah para dosen, peneliti, dan mahasiswa untuk meningkatkan kualifikasi dan kompetensi akademik, sekaligus perwujudan kontribusi intelektual terhadap perkembangan keilmuan di bidang Pertahanan dan Bela Negara melalui tulisan ilmiah baik berupa kajian maupun hasil penelitian. Jurnal Pertahanan & Bela Negara diterbitkan setiap tiga bulan sekali dalam setahun, yakni bulan April, Agustus dan Desember. Abstract

The discourse on the transfer of the capital city of Jakarta has been conducted intensively lately, especially after the five-year flood hit Jakarta in January 2013. Consideration to use variety of scientific approaches have been expressed by various experts of regional development or urban planning in order to provide input where actual capital city should be moved. Defense aspect is actually one of important aspect to be considered in regards of transfers of the state capital. One of the defense branches of the specifics that need careful attention is the geography of defense. Since the Roman times to present the geography of defense is considered as a fortification or defense and even as central of gravity,although all regions of the country has been controlled. However, if the capital has not been occupied and controlled by the enemy, then the enemy could not be said to have mastered. To that end, the capital need to get treatment as a fortress that must qualify and meet variety of indicators from the perspective of defense. Thus, the discourse of the transfer of the capital need an indicator of the State Capital from the perspective of defense. Therefore, the transfer of the state capital has included sharing scientific considerations, including geography of defense. Keywords: Capital City, Transfers of Capital, Defense, Geography of Defense.

Abstract

Abstrak – Data merupakan unsur terpenting dalam setiap penelitian dan pendekatan ilmiah. Metodologi sains data digunakan untuk memilah, memilih dan mempersiapkan sejumlah data untuk diproses dan dianalisis. Teknologi big data mampu mengumpulkan data dengan sangat banyak dari berbagai sumber dengan tujuan untuk mendapatkan informasi dengan visualisasi tren atau menyingkapkan pengetahuan dari suatu peristiwa yang terjadi baik dimasa lalu, sekarang, maupun akan datang dengan kecepatan pemrosesan data sangat tinggi. Analisis prediktif memberikan wawasan analisis lebih dalam dan kemunculan machine learning membawa analisis data ke tingkat yang lebih tinggi dengan bantuan teknologi kecerdasan buatan dalam tahap pemrosesan data mentah. Analisis prediktif dan machine learning menghasilkan laporan berbentuk visual untuk pengambil keputusan dan pemangku kepentingan. Berkenaan dengan keamanan siber, big data menjanjikan kesempatan dalam rangka untuk mencegah dan mendeteksi setiap serangan canggih siber dengan memanfaatkan data keamanan internal dan eksternal.Kata Kunci: analisis prediktif, big data, intelijen, keamanan siber, sains dataAbstract – Data are the prominent elements in scientific researches and approaches. Data Science methodology is used to select and to prepare enormous numbers of data for further processing and analysing. Big Data technology collects vast amount of data from many sources in order to exploit the information and to visualise trend or to discover a certain phenomenon in the past, present, or in the future at high speed processing capability. Predictive analytics provides in-depth analytical insights and the emerging of machine learning brings the data analytics to a higher level by processing raw data with artificial intelligence technology. Predictive analytics and machine learning produce visual reports for decision makers and stake-holders. Regarding cyberspace security, big data promises the opportunities in order to prevent and to detect any advanced cyber-attacks by using internal and external security data.Keywords: big data, cyber security, data science, intelligence, predictive analytics

Abstract

Despite the fact that Indonesia is not one of the claimant states, China’s provocation through its fishing boats escorted by Chinese Coast Guard has been violating Indonesia Exclusive Economic Zone on South China Sea (SCS) which intersects with Nine Dashed Line (NDL). Up to this day, the synergy among Indonesian maritime power instruments to defend Indonesia’s sovereign rights is still weak, thus the problem identified in this research is how the instrument of power authorized in Indonesia’s maritime domain synergizes to face China’s claim over SCS. Synergy analysis is seen from three aspects: perspective, policy, and Rules Of Engangement (ROE) applied to operational. This research uses qualitative method to further explore the research question, with Soft System Methodology technique to approach the problems through comparison between system of thought and real world in a structured manner, as well as supported by NVivo to execute the process of data triangulation. Research results show that Indonesia’s maritime power instrument have not a harmonious perspective on NDL yet. This study also shows that policy created by policy makers and strategic derivatives created by strategy makers of the Government of the Republic of Indonesia have not been in harmony, thus appropriate ROE at operational level to face China's provocation on the SCS has not been formulated by adjusting authority with instrument capability. Overall, the study found that the synergy of Indonesia’s maritime power instruments is not yet reliable to deal with China’s Claims over the territory of Indonesia in the SCS.Keywords: Synergy, Maritime Power Instruments, Nine Dashed Line, South China Sea, Sovereign Rights

Abstract

Abstrak – Tulisan ini membahas mengenai bentuk penyelenggaraan diplomasi pertahanan serta analisanya dalam upaya untuk memasukkan segmen Tanjung Datu sebagai Outstanding Boundary Problem Indonesia-Malaysia. Hal ini didasarkan atas status Tanjung Datu yang ambigu akibat perbedaan penafsiran Memorandum of Understanding (MOU) 1978 oleh pihak internal pemerintah Indonesia. Perundingan untuk memasukkan segmen Tanjung Datu sebagai OBP terjadi pada tahun 2001. Usaha melobi pihak Malaysia untuk memasukkan Tanjung Datu sebagai OBP dilakukan secara intensif oleh para delegasi sampai akhirnya Indonesia menerima keputusan pihak Malaysia untuk tidak lagi mempermasalahkan Tanjung Datu. Studi ini dilakukan dengan menggunakan pendekatan kualitatif. Data dikumpulkan melalui wawancara dengan enam informan yang meliputi praktisi dan pakar di bidang terkait. Data juga diperoleh dari berbagai literatur. Temuan studi ini berupa subjek diplomasi pertahanan Indonesia dalam upaya memasukkan segmen Tanjung Datu sebagai OBP Indonesia-Malaysia yaitu Pankorwilnas, Direktorat Topografi Angkatan Darat, Kementerian Pertahanan, Kementerian Dalam Negeri dan JUPEM. Sedangkan objek diplomasi pertahanan Indonesia dalam upaya memasukkan segmen Tanjung Datu sebagai OBP Indonesia-Malaysia adalah berupa tujuan Indonesia yakni sebagai implementasi kepentingan nasional dalam meraih kedaulatan teritorialnya serta hal itu termasuk dalam lingkup pertahanan.Kata Kunci : diplomasi pertahanan, teori pembentukan perbatasan darat, kedaulatan teritorial, segmen tanjung datu, outstanding boundary problems Abstract – This study discusses on implementation of Indonesia’s defense diplomacy and its analysis in effort to obtain Tanjung Datu segment as Outstanding Boundary Problem Indonesia-Malaysia. This is based on the status of Tanjung Datu as Outstanding Boundary Problem was ambiguous due the different interpretations of Memorandum of Understanding (MOU) 1976 and 1978 by Government of Indonesia. The negotiation to obtain Tanjung Datu segment as Outstanding Boundary Problem Indonesia-Malaysia in 2001. Indonesia attempt to lobby Malaysian to attach Tanjung Datu as OBP and its intensively conducted by Indonesian delegates until finally, Indonesia accepted Malaysia’s decision that Tanjung Datu is not part of the OBP. The research method was qualitative approach in which data collection technique was conducted through interviews with six informants including practitioners and experts in related fields. This study showed that the subjects of Indonesian defense diplomacy in efforts to obtain Tanjung Datu segment as OBP Indonesia-Malaysia are Pankorwilnas, Directorate of Army Topography, Ministry of Defense, Ministry of Home Affairs and JUPEM. While the object of Indonesian defense diplomacy in the efforts to obtain Tanjung Datu segment as OBP Indonesia-Malaysia are the implementation of Indonesian national interest to achieve territorial sovereignty and it was also part of defense.Keywords: defense diplomacy, bounday making theory, territorial sovereignty, tanjung datu segment, outstanding boundary problems

Abstract

In achieving and securing national interests, diplomacy always plays significant role. In its implementation, the state uses all of its nationally available resources including military, economy, politics, intelligence and any other resources available. The use of military as an instrument in diplomacy is inevitable. The general consensus is that negotiation forms a core component of diplomacy. Winning in negotiation, therefore, can be likened to winning in diplomacy. In order to gain leverage during negotiations, gaining a better bargaining position is an important requirement and this strongly relies on a nation’s power of which one of the key components is the military. In this regard, the military power cannot be separated from state diplomacy. This research is designed to understand the role of Indonesia's defense diplomacy in achieving national interests. The objectives of this research are: First, to analyze the role of Indonesian defense diplomacy in achieving national interests and how to optimize it, and secondly, to analyze the factors that influence this role. This research employs qualitative method. All data is obtained through observation, interviews and literature studies. Data analysis is carried out simultaneously with data collection when the researcher is in the field. The research location is at Jakarta City. We can draw two conclusions from the result of the research: 1) The role of defense diplomacy in achieving national interests has not been optimal and its achievements are still limited to defense issues only; 2) Factors influencing the role of defense diplomacy include the capacity and capability of Indonesian Armed Forces (TNI), cooperation between agencies, and formulation of diplomacy strategy.Keywords: Defense diplomacy, diplomacy strategy

Abstract

Abstract – Indonesia’s sea is approximately 2/3 wider than the mainland, with very strategic geographical posisition located at the cross point of Indian and Pacific Oceans. This geographical posisition serves as strategic route for shipping, with every shipment from the west to east and the opposite will sail through the Indonesian sea. This can be both opportunity or challenge, depending on how Indonesia will manage it. If the State did not manage it well, it will increase the maritime security threats, such as IUU fishing, smuggling, and piracy. These threats may seriously disrupt the marine economics development, given the limited number of armaments and personnel of marine law enforcement agencies. Therefore, the capacity of fishermen in assisting marine law enforcement agencies to prevent the maritime security threat is inevitable. This study uses descriptive qualitative method. There are two types of data sources, primary and secondary data sources. Primary sources is obtained through interview with stakeholders and fishermen organization, while secondary data source is obtained by literature study. The role of fishermen in assisting maritime law enforcement agencies, in this case PSDKP KKP and Navy, to prevent maritime security threats is prescribed role or recommended role. The prescribed role is shown by the community group program established by PSDKP and Coastal Development in Rural area which is established by the Navy. Abstract

Masyarakat menjadi salah satu sumber potensial untuk membangun kekompakan, kekuatan maupun kekukuhan bagi bangsa Indonesia. Akan tetapi, membangun kondisi soliditas bangsa Indonesia di tengah arus globalisasi saat ini memiliki banyak tantangan. Salah satunya dengan upaya mengkondisikan masyarakat yang bersatu dalam menjaga soliditas bangsa. Metode penelitian pada kajian ini menggunakan studi literatur dan observasi penelitian penulis sebelumnya. Hasilnya adalah analisis peranan soliditas masyarakat dalam swakelola energi terbarukan menuju kemandirian energi pendukung kekuatan pertahanan Negara, melalui penerapan dasar swakelola energi mencakup: (1) kesadaran pentingnya soliditas warga dalam swakelola energi terbarukan melalui partisipasi masyarakat yang solid dalam suatu komunitas sehingga menjaga kesoliditasan bangsa bukan hanya imbauan yang bersifat normatif, namun perlu ada regulasi yang jelas tentang keterlibatan aktif masyarakat dalam mendukung program pencapaian bauran energi terbarukan 23% pada Tahun 2025; (2) masyarakat menjadi penggerak kesoliditasan swakelola energi yang berhasil memfasilitasi masyarakat lainnya dalam menyediakan energi secara mandiri serta ikut menggerakkan tumbuhnya ekonomi kerakyatan mendukung pertahanan negara.Kata Kunci: energi, soliditas masyarakat, swakelola

Abstract

Perkembangan teknologi pertahanan di negara-negara maju pada abad ke-21 ini menunjukkan percepatan yang sangat tinggi, begitu pula dengan tingkat ancaman terhadap sebuah negara yang semakin meningkat. Untuk itu, Indonesia perlu melakukan pembangunan dan pengembangan teknologi pertahanan untuk mampu menangkal ancaman yang muncul. Pengembangan teknologi pertahanan untuk mencapai kemandirian pertahanan negara dapat dilakukan melalui mekanisme kebijakan ofset. Tulisan ini akan membahas tentang kebijakan ofset dalam membangun kemandirian pertahanan negara. Masukan yang diberikan dalam tulisan ini nantinya dapat digunakan untuk menuju kemandirian pertahanan Indonesia, yang dilakukan melalui pengembangan kebijakan ofset. Kata Kunci: kebijakan ofset, teknologi pertahanan, industri pertahanan, dan kemandirian

Abstract

This article is the result of institutional research, which aims to develop a model of internalization of state defense soft skills for FISIP students of UPN "Veteran" Yogyakarta who can graduate with state defense character. In this article, several stages were carried out, namely, the first stage in formulating the state defense soft skills derived from the basic values of state defense. The next stage is to arrange the forms of activities carried out starting to be accepted as new students until students being graduated. The activities consist of curricular, co-curricular and extra-curricular activities. The final stage is to arrange the stages of internalization of state defense soft skills based on the forms of the activities. The internalization stage begins with the stages of introduction, awareness, reinforcement, actualization and further strengthening. This third stage is a model of internalization of integrated and sustainable state defense soft skills.Keywords: internalization, soft skills, state defense, integrated, sustainable

Abstract

Kejadian terorisme di Indonesia, terutama di sepanjang 2013, telah mengalami penurunan yang signifikan. Bahkan, hampir tidak ada kejadian teror yang signifikan selama periode waktu ini. Namun, ini tidak berarti bahwa serangan teroris telah berakhir, melainkan diperlukan peningkatan kesadaran karena kegiatan teroris ternyata masih berlangsung, meskipun tersembunyi. Hasil studi perilaku terorisme dengan mengunakan pendekatan sejarah kejadiannya menunjukkan bahwa kegiatan teroris di Indonesia selama periode 2000-an telah mengalami situasi naik turun dan perubahan corak, utamanya dalam bidang pengorganisasian maupun cara perekrutan kadernya, sehingga masyarakat dan para pemangku kepentingan tidak boleh berpuas diri dan lebih meningkatkan upaya kesadaran, pencegahan dan penanggulanganya. Kata Kunci: terorisme, aksi terorisme, Jamaah Islamiyah, penanggulangan terorisme
