Abstract

The rate of conversion of agricultural land to non-agricultural uses in Kaliwates District, Jember Regency, is increasing along with population growth, urbanization, and economic development—threatening the sustainability of local food security. This study aims to (1) analyze the suitability of Protected Rice Fields (LSD) with actual land use, (2) identify the factors causing land use conversion, and (3) formulate control strategies through LSD policies. The data used includes LSD maps, 2023 land use maps, population density data, LSD areas, and land production. The analysis method consists of spatial overlay to measure the level of land use suitability and multiple linear regression to test the influence of variables causing land use conversion. The results show that 73.44% of the LSD area is suitable for land use, while 26.57% is not. The variables of LSD area and land production have a significant effect on the tendency of land use conversion, while population density does not show a significant effect in the tested model. Based on these findings, a control strategy was formulated that includes evaluation of LSD policies, optimization of spatial planning, intensification of production on still productive land, economic incentives to maintain agricultural functions, synchronization of sectoral databases, and strengthening of cross-agency coordination. These findings are expected to be a reference for formulating more effective policies for maintaining sustainable food agricultural land in areas with high urbanization pressures. Laju alih fungsi lahan pertanian menjadi non-pertanian di Kecamatan Kaliwates, Kabupaten Jember, meningkat seiring pertumbuhan penduduk, urbanisasi, dan perkembangan ekonomi—mengancam keberlanjutan ketahanan pangan lokal. Penelitian ini bertujuan untuk (1) menganalisis kesesuaian Lahan Sawah yang Dilindungi (LSD) dengan penggunaan lahan aktual, (2) mengidentifikasi faktor penyebab alih fungsi lahan, dan (3) merumuskan strategi pengendalian melalui kebijakan LSD. Data yang digunakan meliputi peta LSD, peta penggunaan lahan tahun 2023, data kepadatan penduduk, luas LSD, dan produksi lahan. Metode analisis terdiri dari overlay spasial untuk mengukur tingkat kesesuaian penggunaan lahan dan regresi linier berganda untuk menguji pengaruh variabel penyebab alih fungsi. Hasil menunjukkan bahwa 73,44% luas LSD sesuai dengan penggunaan lahan, sedangkan 26,57% tidak sesuai. Variabel luas LSD dan produksi lahan berpengaruh signifikan terhadap kecenderungan alih fungsi lahan, sedangkan kepadatan penduduk tidak menunjukkan pengaruh yang signifikan dalam model yang diuji. Berdasarkan temuan tersebut dirumuskan strategi pengendalian yang mencakup evaluasi kebijakan LSD, optimalisasi tata ruang, intensifikasi produksi pada lahan yang masih produktif, insentif ekonomi untuk mempertahankan fungsi pertanian, sinkronisasi basis data sektoral, serta penguatan koordinasi lintas instansi.Temuan ini diharapkan menjadi acuan perumusan kebijakan yang lebih efektif dalam mempertahankan lahan pertanian pangan berkelanjutan di daerah dengan tekanan urbanisasi tinggi.

Abstract

Accurate data on agricultural parcel boundaries are essential to support efficient and equitable agrarian management. Conventional methods such as terrestrial surveys and manual digitization are often costly, time-consuming, and inconsistent. Advances in artificial intelligence-based segmentation models, particularly the Segment Anything Model for Geospatial (SAM-Geo), offer new opportunities to accelerate the automatic delineation of agricultural land parcels. This study aims to evaluate the performance of SAM-Geo in extracting agricultural parcel boundaries from 3.98 cm resolution orthophotos in Sumberrahayu Village, Moyudan Subdistrict, Sleman Regency, Yogyakarta Special Region, Indonesia. The research process includes orthophoto preprocessing, SAM-Geo implementation, mask filtering, and accuracy assessment using both area-based metrics (precision, recall, F1-score, and IoU) and boundary-based metrics (boundary precision, recall, and F1-score) with a 1 m buffer tolerance. The results indicate that SAM-Geo can produce highly precise boundary delineation in homogeneous areas, achieving F1-score and IoU values above 96%, while performance declines in heterogeneous areas due to complex land cover conditions. Overall, this study provides one of the first empirical evaluations of SAM-Geo in agricultural landscapes in Indonesia and highlights its potential as an effective approach for agricultural parcel boundary mapping. Ketersediaan data batas bidang tanah pertanian yang akurat menjadi prasyarat penting dalam mendukung pengelolaan agraria yang efisien dan berkeadilan. Metode konvensional seperti survei terestris dan digitasi manual seringkali memerlukan biaya tinggi, waktu lama, serta menghasilkan ketidakkonsistenan data. Perkembangan model segmentasi berbasis kecerdasan buatan, khususnya Segment Anything Model for Geospatial (SAM-Geo), membuka peluang baru untuk mempercepat delineasi batas bidang tanah pertanian secara otomatis. Penelitian ini bertujuan mengevaluasi kinerja SAM-Geo dalam mengekstraksi batas bidang pertanian dari ortofoto beresolusi 3,98 cm di Kalurahan Sumberrahayu, Kapanewon Moyudan, Kabupaten Sleman, D.I. Yogyakarta. Metode penelitian mencakup pra-pemrosesan ortofoto, penerapan SAM-Geo, mask filtering, serta evaluasi akurasi menggunakan metrik berbasis area (precision, recall, F1-score, and IoU) dan berbasis batas (boundary precision, recall, and F1-score) dengan toleransi buffer 1 m. Hasil penelitian menunjukkan SAM-Geo menghasilkan delineasi batas sangat presisi pada area homogen dengan F1-score dan IoU di atas 96%, sedangkan performa menurun pada area heterogen akibat kompleksitas tutupan lahan. Temuan ini menegaskan potensi SAM-Geo sebagai pendekatan efektif untuk pemetaan batas bidang pertanian di Indonesia.

Abstract

Land cover changes in Wonogiri Regency are closely related to increased urbanization and development in the Subosukowonosraten area, which has an impact on increasing the risk of disasters such as landslides and floods. This study aims to analyze the patterns and trends of land cover changes in 2019, 2022, and 2025 as a basis for evaluating the implementation of the Wonogiri Regency Spatial Plan (RTRW). A spatial quantitative method was used by classifying 10-meter-resolution Sentinel-2 imagery using the Random Forest algorithm through the Google Earth Engine platform. The results of the analysis show a decrease in natural/semi-natural vegetation cover and an increase in residential/mixed land areas, especially in Eromoko, Wonogiri, and Baturetno Districts. Natural/semi-natural vegetation cover decreased from 61.87% (2019) to 60.30% (2025), while residential/mixed buildings increased from 5.40% (2019) to 6.62% (2025). Other cultivated land tends to be stable. This finding indicates the need for regular evaluation of the implementation of the Spatial Planning (RTRW) and spatial use control interventions to reduce disaster risk and maintain the region's ecological function. This study provides multi-temporal empirical evidence based on Sentinel-2 imagery and the Random Forest algorithm in GEE to assess the suitability of the RTRW at the district level and identify priority locations for spatial planning policy revision and mitigation strategies. Perubahan tutupan lahan di Kabupaten Wonogiri menunjukkan keterkaitan erat dengan peningkatan urbanisasi dan pembangunan kawasan Subosukowonosraten, yang berdampak pada meningkatnya risiko bencana seperti longsor dan banjir. Penelitian ini bertujuan untuk menganalisis pola dan tren perubahan tutupan lahan pada tahun 2019, 2022, dan 2025 sebagai dasar evaluasi terhadap implementasi Rencana Tata Ruang Wilayah (RTRW) Kabupaten Wonogiri. Metode kuantitatif spasial digunakan dengan mengklasifikasikan citra Sentinel-2 beresolusi 10 meter menggunakan algoritma Random Forest melalui platform Google Earth Engine. Hasil analisis menunjukkan adanya penurunan tutupan vegetasi alami/semi-alami dan peningkatan luas lahan permukiman/campuran, terutama di Kecamatan Eromoko, Wonogiri, dan Baturetno. Tutupan vegetasi alami/semi-alami menurun dari 61,87% (2019) menjadi 60,30% (2025), sementara bangunan permukiman/campuran meningkat dari 5,40% (2019) menjadi 6,62% (2025). Lahan tanaman budidaya lainnya cenderung stabil. Temuan ini mengindikasikan perlunya evaluasi berkala terhadap pelaksanaan RTRW serta intervensi pengendalian pemanfaatan ruang guna mengurangi risiko bencana dan menjaga fungsi ekologis wilayah. Studi ini memberikan bukti empiris multi-temporal berbasis citra Sentinel-2 dan algoritma Random Forest di GEE untuk menilai kesesuaian RTRW di tingkat kabupaten, serta mengidentifikasi lokasi prioritas bagi revisi kebijakan tata ruang dan strategi mitigasi.

Abstract

The digital transformation of land services still faces challenges, such as weak file monitoring, lost documents, and the accumulation of backlogs among officers. This study aims to evaluate the SIAMEL (Electronic Media Transfer System) application for modernizing services and issuing electronic documents in the land sector. This study used a mixed-methods approach with primary and secondary data collection. Qualitative data were obtained through structured interviews, participant observation, and document studies, while quantitative data were collected through a questionnaire-based survey and SIAMEL application performance testing using Webpage Test. Analysis was conducted descriptively and experimentally to evaluate SIAMEL's effectiveness in improving the accuracy, efficiency, and transparency of land services. The results indicated that SIAMEL improves operational transparency and accountability through digital audit trails, real-time searches, and a backlog dashboard that generates objective metrics (work volume, average completion time, and backlog level per officer). Technical evidence supports operational feasibility through very fast server response (TTFB = 0.123 s), maintained interface stability (CLS/TBT ≈ 0), and high bandwidth efficiency (page weight decreased ≈ 98.9% on repeat view). In conclusion, SIAMEL has been proven to be effective in supporting the modernization of land services through document digitization. This study emphasizes the importance of adopting file monitoring systems in other government agencies as a strategic step in creating good public services. Keywords: File Monitoring, Performance, Media Transfer, Electronic Land Certificates   Transformasi digital layanan pertanahan masih menghadapi tantangan, seperti lemahnya pengawasan perjalanan berkas, kehilangan dokumen, dan akumulasi tunggakan berkas pekerjaan antar petugas. Penelitian ini bertujuan untuk mengevaluasi aplikasi SIAMEL (Sistem Alih Media Elektronik) untuk modernisasi layanan dan penerbitan dokumen elektronik di bidang pertanahan. Penelitian ini menggunakan mixed-methods dengan pengumpulan data primer dan sekunder. Data kualitatif diperoleh melalui wawancara terstruktur, observasi partisipatif, dan studi dokumen, sedangkan data kuantitatif dikumpulkan melalui survei berbasis kuesioner dan pengujian performa aplikasi SIAMEL menggunakan WebPageTest. Analisis dilakukan secara deskriptif dan eksperimental untuk mengevaluasi efektivitas SIAMEL dalam meningkatkan akurasi, efisiensi, dan transparansi layanan pertanahan. Hasil penelitian menunjukkan bahwa SIAMEL meningkatkan transparansi dan akuntabilitas operasional melalui audit-trail digital, pencarian real-time, serta dashboard klasemen tunggakan yang menghasilkan metrik objektif (volume kerja, waktu penyelesaian rata-rata, tingkat tunggakan per petugas). Bukti teknis mendukung kelayakan operasional melalui respons server sangat cepat (TTFB = 0,123 s), stabilitas antarmuka terjaga (CLS/TBT ≈ 0), dan efisiensi bandwidth tinggi (page weight turun ≈ 98,9% pada repeat view). Kesimpulannya, SIAMEL terbukti efektif mendukung modernisasi layanan pertanahan melalui digitalisasi dokumen. Penelitian ini menekankan pentingnya adopsi sistem pemantauan berkas di instansi pemerintah lain sebagai langkah strategis terciptanya pelayanan publik yang baik.
