Abstract

This study aims to examine the implementation of public sector accountability in Public Service Agencies (BLU) in Indonesia. The research was conducted from 2016 to 2024 through a review of journals indexed by SINTA. This study uses a literature review approach. Based on the review, this study identified 15 accredited journals on the implementation of BLU indexed by SINTA. Financial management flexibility, including cash management, debt management, investment management, revenue, and expenditure management, is granted to entities applying the Regional Public Service Agency Financial Management Pattern (PPK-BLUD) in accordance with their characteristics. Effective financial management allows the entity to receive and use income directly without first depositing it into the regional treasury. In addition, BLUD entities are authorized to self-manage funds by retaining and using liquid funds for short-term investments. These two factors affect BLUD accounting and financial transactions, which are ultimately represented in the BLUD Financial Statements. Although some agencies still face challenges in optimally implementing BLU principles in financial management and reporting, the study results show that the application of BLU in various public sector institutions has increased the efficiency and flexibility of public services. Abstract

Every company needs quality human resources because human resources play a key rolein supporting the company's success and growth. Quality human resources are those whohave the skills, knowledge and experience necessary to carry out their duties andresponsibilities well. The locus of this research is the Tirta Intan Garut Regional PublicCompany for Drinking Water, which is one of the Garut Regency BUMDs. This research ismotivated by the still not optimal performance of company employees, which is thought to beinfluenced by inadequate competence and low work discipline. The research aims todetermine the influence of competency and work discipline on employee performance atPerumda Air Minum Tirta Intan Garut. The research uses descriptive and associativeapproaches. The sample used in this research was 87 respondents who were employees ofPerumda Air Minum Tirta Intan Garut. Primary data was collected using a questionnairefilled out by 87 employees of Perumda Air Minum Tirta Intan Garut. The data analysis usedis Partial Least Square-Structural Equation Modeling (PLS-SEM) version SmartPLS 3.2.9.The research results show that competence and work discipline have a positive andsignificant effect on employee performance

Abstract

This study aims to determine and discuss the development of research on the influence of Islamic financial literacy from 2020 to 2024 using scientific journals indexed by SINTA (Science and Technology Index) 1,2,3,4,5 and 6. The research method used in this study is the Literature review bibliography method. This study found the fact that the development of research on Islamic financial literacy is still not stable enough, as evidenced by the increase and decrease in each year which is less consistent. The method widely used by researchers in this research is the quantitative method. Most of the articles in this study were published in journals indexed by SINTA 4 and no related articles were found in journals indexed by SINTA 1. This study shows the development of Islamic financial literacy in Indonesia using the bibliographic analysis method, by comparing articles published in journals indexed 1,2,3,4,5 and 6 during the last five years, namely 2020-2024 which have never been studied by other researchers. Abstract

This study aims to describe the role of the government in empowering farmer groups in Kuta Baru Village, Tebing Tinggi Subdistrict, Serdang Bedagai Regency. The objective of this research is to understand the government's role in empowering farmer groups in Kuta Baru Village. The research adopts a qualitative approach with a descriptive method. Informants were selected using purposive sampling, and data were obtained through interviews with research informants and direct observation in Kuta Baru Village, Tebing Tinggi Subdistrict, Serdang Bedagai Regency. The data is supported by documentation evidence and relevant documents available at the Kuta Baru Village Office.The data analysis process in this study involves data reduction, data presentation, drawing conclusions, and verification. The findings indicate that the government’s role in empowering farmer groups in Kuta Baru Village is not yet optimal. This is due to a lack of government attention to the farmer groups, insufficient active involvement by the government to address the challenges faced by the groups—such as funding issues, agricultural facilities, and infrastructure and the uneven distribution of aid. Moreover, much of the aid, such as plant seeds, is unsuitable for plantin.

Abstract

Direct local elections, as a reform response, have driven regional head candidates in Gianyar Regency, Bali, to adopt various strategies to win the contest. The candidates use image politics by crafting cultural activities as part of their political art to build a positive image in all available spaces. The primary goal of these image-building efforts is to shape public opinion and gather support. This approach also serves as a means of communication, allowing candidates to address the aspirations of grassroots communities directly. This study employed qualitative research methods, starting with observation, document collection, online data searches, and in-depth interviews with informants. The research identified various forms of image politics used by regional head candidates in Gianyar during the reform era elections. These included community engagement activities like simakrama (gatherings with traditional communities), collective prayers at temples and subak (irrigation associations), free medical services, fishing events, and blood donation drives. These efforts aimed to build a positive public image and connect with voters directly.

Abstract

This study aims to describe the inhibiting factors in the collaboration between the Nagari government and the migrant community in the development of Nagari Sulit Air, Solok Regency. The objective is to identify the obstacles hindering this collaboration. The research adopts a qualitative approach with a descriptive method. Informants were selected using a purposive sampling technique, and data were collected through interviews with informants and direct observations in Nagari Sulit Air. The data are supported by documentation and other records available at the Nagari Sulit Air office. The data analysis process involved data reduction, data presentation, conclusion drawing, and verification. The study concludes that the factors impeding the collaboration include difficulties in land acquisition, economic conditions of the migrant community, the absence of a collaborative branding strategy, and differing opinions among stakeholders. Abstract

Abstract This study aims to identify and analyze the factors influencing coordination between the General Election Commission (KPU), the Sub-district Election Committees (PPK), and the Village Election Committees (PPS) in the implementation of elections in Padang Pariaman Regency. The research employs a qualitative method with a case study approach, involving in-depth interviews with members of the KPU, PPK, and PPS to obtain primary data on issues affecting coordination. The results reveal several obstacles in coordination, including inadequate supervision and periodic evaluation, a lack of intensive guidance and assistance during the election process, and limited human resources at the regional level, which hinder effective evaluations. Additionally, the lack of structured communication and coordination among the involved parties exacerbates the inefficiency of coordination. This study provides several recommendations, such as improving routine supervision and evaluations, increasing the number of supervisory personnel, and simplifying evaluation and reporting systems. By addressing these issues, it is expected that election implementation can proceed more effectively and smoothly, minimizing obstacles that may delay decision-making processes and coordination in the field.  Keywords: Implementation of Coordination, KPU, PPK and PPS, The 2024 Election

Abstract

Abstract This study analyzes women's involvement in ensuring family food security through climate change adaptation in the coastal areas of Padang City. Climate change significantly impacts food security, particularly for women who often play a frontline role in providing food for their families. Through urban farming practices, women can reduce their vulnerability to climate change by utilizing limited urban land to increase family food production.The study employs qualitative methods with a case study approach, including interviews, Focus Group Discussions (FGDs), and participatory observations to identify women's roles in climate change adaptation. The findings reveal that women's involvement in urban farming enhances family food security, strengthens the local economy, and improves community social networks. Urban farming training programs equip women with practical skills in sustainable agriculture, thereby reinforcing their roles in family food management. The study also emphasizes the importance of policies that integrate gender perspectives into climate change adaptation and food security strategies. Abstract

This study examines the construction of a strong national identity through the manifestation of Kebon Ayu tourism village. This research has the urgency that the existing local cultural wisdom can build a national identity. The people of Kebon Ayu Tourism Village have their own identity that distinguishes them from other areas. The method used is a qualitative approach with case studies. The data used are primary data and secondary data collected through observation, interviews, and documentation. The data analysis technique is carried out in several steps, namely data reduction, data display, and verification or drawing conclusions. The results of the study show that there is a history of the formation of the Kebon Ayu Tourism Village which is none other than the idea of the Village Head so that the community continues to carry out activities in the midst of a pandemic even though it does not get the consent of the villagers. The form of Kebon Ayu Village's identity in various tourist destination attractions consists of agro-tourism, cultural tourism, and culinary tourism. In developing tourism in Kebon Ayu Village, challenges and support have arisen, these challenges are a consistent attitude to maintain tourism, lack of community understanding, lack of capital and experience as well as the issue of waste and waterways. Meanwhile, the support provided includes active promotions on social media, maximum service from the Village Government, and cooperative relationships with various parties. The existence of Kebon Ayu Village tourism brings benefits from the economic aspects of the community that are getting better and as a place to preserve the local cultural wisdom of Kebon Ayu Village. Therefore, it can be concluded that through tourism Kebon Ayu Village can build the national identity of the Indonesian nation because it presents the existence of a noble culture that is the identity of the Indonesian nation.

Abstract

This study examines the role of the Office of Cooperatives, Micro, Small, and Medium Enterprises (Diskopukmtk) in Bukittinggi City in developing UMKM post-COVID-19. The research aims to analyze the supporting and inhibiting factors in empowering UMKM through various roles played by Diskopukmtk, such as facilitating funding, coaching, mentoring, and product marketing. The method used in this research is descriptive qualitative with a case study approach involving interviews with UMKM actors and related parties in Bukittinggi City.The findings reveal that Diskopukmtk plays a crucial role in enhancing MSME capacity through programs like interest-free loans, training to improve skills and knowledge of UMKM actors, and mentoring focused on business development and job creation. However, significant challenges include limited funding, insufficient human resources, weak marketing networks, and the negative impact of free markets. Despite these challenges, with strong regulatory and policy support from local governments, UMKM are expected to continue growing and improving their competitiveness. This research contributes to understanding the dynamics of UMKM empowerment in the post-pandemic era and highlights the importance of local government roles in supporting the sustainability of the UMKM sector.
