Abstract

The performance of government agency employees serves as the foundational base that must be established, maintained, and developed within government institutions to ensure a positive impact on both the quality and quantity of government operations. Challenges such as the limited availability of competent human resources, the misalignment between employee placements and their competencies, and a lack of employee discipline have been identified. The purpose of this research is to understand the current performance, the obstacles encountered, and the strategies employed to enhance employee performance. This study utilizes a qualitative descriptive approach. The results indicate that the performance of employees at the Environmental and Sanitation Department of Badung Regency is good in terms of responsiveness and responsibility indicators, but it is not yet fully optimal in terms of productivity and service quality indicators. The obstacles faced in improving employee performance include a lack of employee interest and opportunities to attend technical training aligned with their competencies, limited rotation across departments, minimal communication between leadership and staff, insufficient competent human resources, and inadequate facilities and infrastructure. The strategies for improving employee performance include supporting the implementation of activities as planned, facilitating employee competency development, fostering better communication, allocating budgets for the fulfillment of inadequate facilities and infrastructure, and proposing the recruitment of employees with specialized expertise in waste management.

Abstract

This study aims to explain nonverbal communication during online learning, nonverbal communication that can support verbal communication. Online learning is indeed not uncommon anymore, performance as a good communication is necessary so that it becomes effective communication in learning at the Informatics Engineering Study Program, University of Yudharta Pasuruan. This study applies Harold Lasswell's Theory (Who Says What In Which Channel to Whom With What Effect). Qualitative descriptive research method and type of research Case study. The subjects studied in this study were lecturers who taught. Data were collected through observation, interviews and documentation. The data that has been collected is analyzed with MDAP, source triangulation analysis, data presentation and conclusions. The research was conducted at the Informatics Engineering study program, Yudharta University, Pasuruan. This research was conducted from January to February 2022. The results of the study stated that the phenomena of nonverbal communication that occurred were facial expressions in the form of a smile, Giving gazes to participants as a form of eye gaze to participants, Hand gestures (movement of describing items, counting movements and greeting movements) which is done when explaining to help participants understand the material from the resource persons, Appearance (virtual background and clothing) to increase interest and increase the focus of participants. All of this has the effect of strengthening learning communication with the effects obtained by participants, including: increasing student enthusiasm for learning, bringing pleasure in lectures, making it easier to understand the material, and appearance as a figure to be imitated

Abstract

Policy implementation is an action carried out by individuals, officials or government or private groups directed at achieving the goals outlined in policy decisions. This research examines how policy implementation is said to be good from the perspective of A Model of the Policy Implementation according to Van Metter and Van Horn (1975). This research uses qualitative research methods. Data collection methods were carried out using observation, interviews, documentation studies, and technical triguation according to Yulianto Kadji (2014). And the data analysis techniques of Miles Huberman and Saldana (2014), namely data collection, data condensation, presenting data, drawing conclusions and verification. The results of the research show that the resources, characteristics and attitudes of implementers as well as aspects of the social and political environment have been implemented well and correctly, with standards, community resources and communication between organizations that need to be studied in more depth in their implementation in Sumber Suko Village, with supporting factors such as human and material resources. , implementing characteristics, as well as the social, economic and political environment. Meanwhile, the inhibiting factors are policy standards, community resources and time which still need to be developed and communication between organizations or agencies which is still very lacking so it needs to be developed again.

Abstract

Sumber Suko Village, Kejayan District, Pasuruan Regency has extensive village assets for the village head to manage in support of government. However, the management of these assets is not yet optimal, as can be seen from the large number of village physical assets that are in disrepair. The main problem in this management is asset planning and monitoring that has not been optimal. This research aims to measure the performance of village heads in managing village physical assets using qualitative methods with observation, interviews and documentation, as well as data analysis by Miles & Huberman. George R. Terry's performance management theory approach—including planning, organization, implementation, and monitoring—is used as an analytical framework. The research results show that the performance of village heads is inadequate, as evidenced by the large number of assets that are stalled, lost or damaged due to weak planning and supervision.

Abstract

This research aims to assess the extent to which the implementation of local government policies increases sustainable tourism development in the Ciamis Regency. The research method used is qualitative descriptive research. Data collection techniques include field studies (interviews and observations), documentation studies, and library research. The interactive descriptive method is the data analysis methodology employed. Qualitative model which includes data reduction, data presentation and drawing conclusions. Based on research findings and discussions, it appears that the implementation of sustainable tourism development policies in Ciamis Regency has not been optimal. This is explained by the dimensions and indicators of policy implementation: communication, resources, disposition, and bureaucratic structure. It was also explained that the dimensions and indicators of sustainable tourism development in Ciamis Regency have not been implemented optimally, as seen from factors such as participation, stakeholder involvement, local ownership, sustainable use of resources, adaptation to community goals, carrying capacity, supervision—and evaluation, accountability, training, and promotion. Efforts required include fostering commitment, collaboration, synergy, innovation, continuous evaluation by various stakeholders, and tourism policies that cannot be separated from the tourism pentahelix consisting of government, community, academics, community, business world, and media. Also provides opportunities for tourist villages to form tourism awareness groups (Pokdarwis), provide training in sustainable tourism, hotel management, improve business skills, vocational and professional skills, pay attention to local communities in tourist areas to get jobs, preserve local wisdom and culture, collaborate in cultural tourism, improving tourism services, improving tourism infrastructure, promoting tourism, and implementing other tourism support, all within a short, medium, and long term framework.

Abstract

The participation of voters with disabilities in elections is one of the important aspects in realizing an inclusive democracy. This study aims to investigate the influence of political awareness on the level of participation of voters with disabilities in elections in Indonesia. Using qualitative methods and literature study techniques, this study analyzes various relevant sources, including scientific articles, policy reports, and previous studies. The results of the analysis show that high political awareness contributes significantly to the participation of voters with disabilities. Voters who are aware of their political rights tend to be more active in exercising their right to vote, even though they are still faced with various challenges such as physical accessibility and limited information. Therefore, this study recommends the need for greater efforts to increase political awareness through inclusive education and the provision of disability-friendly information. The results of this study are expected to contribute to the development of more inclusive election policies in Indonesia.

Abstract

Humans as social creatures cannot be separated from their interactions with each other. In interacting, humans use language as a communication tool. Language is a very important element in human life. The function of language as a communication tool is realized in the process of interaction between humans in social life.  Language development is very dynamic.  Therefore, new languages ​​and new terms related to language may emerge. An example is the emergence of taboo languages. Taboo language is a group of words that are very sensitive to certain groups so that their use or pronunciation is avoided. Saying these taboo words can provoke other people's anger. Languages ​​emerge from specific cultural areas. Jember is one of the areas where Pandhalungan culture is believed to exist. This research was conducted with the aim of analyzing the form of Tabu language used by the Pandhalungan community in the Sukorambi sub-district area, Jember. Apart from that, this research also analyzes the form of euphemization carried out by the Pandhalungan community in the Sukorambi sub-district area, Jember. Based on the data collected, the forms of taboo language used by the Pandhalungan people include the names of certain animals, supernatural creatures, physical disorders and mental disorders. The form of euphemization carried out is changing the way of pronunciation and changing taboo words to other acceptable words

Abstract

This research discusses the implementation of communication in the General Sector of the PUPR Department of Denpasar City in the Clean River Program and the obstacles faced. The research was conducted using a qualitative approach through interviews. The results show that communication involves planning the placement of human resources according to the organizational structure, the use of information technology, and the active participation of human resources, although their abilities still need to be improved. Internal obstacles include complicated bureaucracy, inadequate officer skills, and unplanned employee transfers. External obstacles include technological limitations, use of technical language, and low public understanding of the importance of clean rivers.  To overcome these obstacles, it is recommended that training and technical guidance be carried out for employees, optimizing the use of technology, transparency of information, and simplifying bureaucratic communication. This is expected to increase the effectiveness of organizational communication and the smooth running of program services.

Abstract

People with disabilities in Padang City often face discrimination and have difficulty accessing public facilities such as pedestrian paths and public transportation, including Trans Padang. Even though there has been progress in public policy, its implementation is still less than optimal. Advocacy by organizations like PPDI is important to ensure their rights are fulfilled. This research analyzes accessibility policy advocacy in Padang using descriptive qualitative methods. Data was collected through interviews and documentation studies, tested by data triangulation. The results show that advocacy is going well but is hampered by the completeness of the files. The response from the relevant agencies was positive. Supporting factors include community involvement, effective communication, policy understanding, commitment, policy maker support, collaborative approach, and media involvement. Inhibiting factors include data collection, lack of resources, and public indifference.

Abstract

Smoking behavior is a habit that has been going on for a long time in various cultures, especially in Indonesian society. This smoking behavior was previously considered an activity only carried out by men, but over time this trend has begun to develop among women. This research was conducted with the aim of exploring the meaning of smoking behavior for the life of a female smoker. The research method used is a qualitative phenomenological approach to understand the subjective experiences of female smokers. There were two female informants who were the subjects of this research. The research results show that smoking has a complex meaning in women's lives, often interpreted as a coping mechanism for dealing with stress and emotional conflict, both in romantic relationships and in the family environment. Even though smoking provides a sense of calm, this behavior has negative impacts on physical and psychological health, including the risk of heart disease, cancer, coughing, shortness of breath, insomnia and anxiety. It is hoped that this research can be used to design more effective preventive interventions.
