Abstract

Self-confidence refers to an individual’s sense of trust and belief in their own abilities, which plays a crucial role in students’ academic engagement, emotional well-being, and personal development. In the educational context, self-confidence influences students’ willingness to participate in classroom activities, express opinions, take academic risks, and cope with learning challenges. This study aims to examine the level of self-confidence among twelfth-grade students at SMA Negeri 1 Panawangan. The population of the study comprised 270 students, from which 162 students were selected as research samples using a random sampling technique to ensure representativeness. The study employed a descriptive quantitative research design to provide an objective overview of students’ self-confidence levels. Data were collected through a structured questionnaire designed to measure various aspects of self-confidence, including belief in personal abilities, optimism, independence, and emotional control. The collected data were analyzed using descriptive statistical techniques to determine the distribution of self-confidence levels among students. The findings indicate that the majority of twelfth-grade students at SMA Negeri 1 Panawangan fall into the moderate category of self-confidence, accounting for 49% or 79 students. This result suggests that, although students generally possess an adequate level of self-confidence, there remains considerable room for improvement. The findings highlight the importance of supportive educational environments and targeted interventions to strengthen students’ self-confidence as a foundation for academic success and future readiness.

Abstract

The affirmation of village and urban village boundaries is a crucial aspect in ensuring orderly governmental administration and minimizing territorial conflicts. Tuban Regency, with its extensive and complex geographical conditions, requires coordinated and regulation-based boundary management. This study aims to analyze the role of the Regional Administration Division of the Tuban Regency Regional Secretariat in managing village and urban village boundaries. The research employs a descriptive qualitative method, with data collected through observation, interviews, and documentation. Data were analyzed inductively using triangulation techniques to ensure validity. The findings reveal that the Regional Administration plays a strategic role as a facilitator, regulator, and catalyst, as proposed by Gede Diva. As a facilitator, it mediates and coordinates boundary affirmation processes among neighboring villages and urban villages. As a regulator, it applies Minister of Home Affairs Regulation Number 45 of 2016 as the primary legal framework. Meanwhile, its role as a catalyst is reflected through cross-sector collaboration and community involvement, particularly in the implementation of the Gemapatas program. Overall, the Regional Administration significantly contributes to legal certainty, administrative order, and the support of sustainable regional development.

Abstract

Rapid urbanization has increased the quantity and quality of green open spaces (GOS) in urban areas, impacting the quality of life of residents. The purpose of this study is to evaluate the benefits of adaptive governance in optimizing the function of GOS. This is done by comparing policy implementation in several major cities in Indonesia. This study investigates GOS management practices in several cities—Surabaya, Bandung, and Semarang—which have different social, ecological, and institutional characteristics. This was done using a comparative case study approach. Data were collected through field observations, in-depth interviews with key stakeholders (local governments, community groups, and environmental NGOs), and analysis of policy documents and secondary data from 2015 to 2020. The research findings indicate that adaptive governance relies heavily on three key factors: (1) the level of multi-stakeholder participation in the planning and maintenance of green open spaces; (2) the flexibility of regional policies to adapt to changing community needs and environmental conditions; and (3) ongoing monitoring and evaluation mechanisms. Semarang demonstrates adaptation to environmental risks, Bandung develops a thematic public space policy, and Surabaya excels in integrating community participation. This study helps develop a comparative framework for adaptive green open space governance. This framework can be used by other regional governments to create more responsive, collaborative, and sustainable policies to improve the quality of life for urban communities in Indonesia.

Abstract

Digital transformation within campus-based civic organizations has become increasingly urgent as manual recruitment methods are no longer efficient nor capable of reaching diverse prospective members. This study aims to examine the implementation of e-recruitment, its effectiveness, and the managerial challenges that arise within digitalized cadre formation processes. The theoretical framework draws on Digital Management Theory, E-Recruitment Theory, and Organizational Capability Theory. Using a qualitative case study approach, data were collected through in-depth interviews, observations, and document analysis. The findings indicate that e-recruitment enhances operational efficiency, expands inclusivity, and reduces selection bias, although technical issues, digital literacy gaps, and data security concerns remain. These results highlight that successful e-recruitment depends on technological readiness and adaptive organizational strategies. The study contributes empirical insights into the digitalization of non-formal organizations and provides practical recommendations for strengthening recruitment systems in higher education settings.

Abstract

This study aims to analyze the implementation of competency-based job training programs as a community empowerment effort at the Tulungagung Regency Manpower and Transmigration Office. The research focused on two types of programs: Competency-Based Job Training for Tobacco Excise Revenue Sharing Funds and Job Training Programs to Expand Employment Opportunities. The study used a descriptive qualitative approach with primary data sources obtained through direct observation during internships and a review of internal agency documents. Data analysis was conducted using Human Capital Theory to view job training as a process of improving skills, knowledge, productivity, job readiness, job opportunities, and adaptability to the job market. The results showed that both training programs contributed positively to improving participant competency, particularly in the aspects of job skills and job readiness. However, the impact of the training tended to be strong in the implementation and short-term phases, while post-training sustainability still faced limitations, particularly in terms of workforce absorption and independent business development. The DBHCT-based program was more oriented towards specific competencies in the service sector, while the job expansion program was more inclusive and functioned as a strengthening of the community's basic economy. These findings indicate that job training plays a strategic role in regional human resource development, but requires continued support to achieve a sustainable impact.

Abstract

This study aims to analyze the quality of emergency complaint services through the 112 Call Center in Sidoarjo Regency. This service serves as the primary channel for the public to report emergencies related to safety, security, and order. The study used a descriptive qualitative approach through document study and observation. Callers were categorized into four types: normal, information, ghost, and prank. Analysis of service quality using the five dimensions of Zeithaml, Parasuraman, and Berry, namely physical evidence, reliability, responsiveness, assurance, and empathy, showed that the infrastructure was adequate, officers were professional and responsive, and showed empathy towards callers. However, there is still misuse of services and low public understanding of the function of emergency services. Improving service quality through call screening mechanisms, human resource training, and public education is needed to make services more effective and targeted. The results of the study confirm that the 112 Call Center plays a strategic role in supporting effective, responsive, and safety-focused public services.

Abstract

This study examines the implementation of the Village Fund Policy in Surabaya City in encouraging increased community empowerment activities through physical development. Using a qualitative descriptive research method, this study analyzes the implementation of the Village Fund starting from the planning stage, implementation, mentoring, and evaluation of development activities at the village level. The results show that the utilization of the Village Fund is focused on the development of environmental infrastructure such as drainage channels, paving neighborhood roads, neighborhood association halls, and other social facilities that provide direct benefits to the community. Although the implementation still faces challenges such as work delays due to weather factors, inconsistencies in physical progress, and suboptimal work quality, the Village Fund continues to have a positive impact on community empowerment. This study concludes that the successful implementation of the Village Fund in community empowerment is highly dependent on strengthened planning, effective mentoring, and increased supervision so that development can proceed sustainably and on target.

Abstract

This study seeks to understand how competency-based human resource planning can meaningfully contribute to narrowing the performance gap within local government bureaucracies. Grounded in initial observations of misalignment between ideal and actual employee competencies, the research examines in depth the processes of competency mapping, the range of internal and external barriers encountered, and the ways these dynamics ultimately shape organizational effectiveness. The qualitative approach is employed not merely as a methodological choice, but because interviews, observations, and document analysis capture operational nuances that quantitative data often miss. The findings indicate that when competencies are placed at the core of HR planning, employee placement becomes more objective, organizational accountability strengthens, and the bureaucracy becomes more capable of adapting to the increasing complexity of public service demands. However, it is worth noting that the process is far from seamless. The clarity of competency standards, the reliability of HR information systems, and the adaptability of organizational culture emerge as critical determinants of success. Taken together, the study underscores that competency-based HR planning is not simply a technical procedure but a strategic imperative for local governments aiming to reduce performance gaps and enhance the quality of public sector governance.
