Abstract

This study analyzes strategies that can be implemented to increase interest in visiting See Hin Kiong Temple to empower the regional economy of Padang City. Padang is the capital of West Sumatra Province which has a rich culture, one of which is See Hin Kiong Temple as a religious and Chinese cultural tourism destination that is a form of acculturation in Padang City. The purpose of this study is to determine the characteristics of See Hin Kiong Temple such as tourist attractions, facilities and infrastructure, transportation, tourism promotion, tourism management and develop strategies to increase interest in tourist visits to support the economic empowerment of Padang City. The method used is a qualitative descriptive analytical approach with direct observation, interviews with managers, and relevant literature studies to identify attractions, facilities and infrastructure, and economic potential in the Temple. The results show that See Hin Kiong Temple has the potential as a cultural heritage that encourages economic growth in Padang with characteristics such as advantages and disadvantages. See Hin Kiong Temple has historical and cultural value, architectural uniqueness equipped with a museum, a strategic location and cultural status. However, the Temple requires special maintenance making it difficult to preserve the building. Currently, the Temple is also less attractive to visit by the younger generation. The proposed strategies include creating structured tour packages with historical guidebooks, empowering local community human resources through management education, collaborating with the government and businesses for additional facilities, and digital promotion via social media and annual events.

Abstract

Quadruple helix collaboration synergy is an essential pillar in the formulation of the Village Creativity and Innovation Policy Model. Based on the understanding that the government faces limited resources and scope of authority in policymaking, this study examines the roles of stakeholders in the quadruple helix collaboration between the Center for Village and Disadvantaged Region Competitiveness Development (BPI) of the Ministry of Villages, Development of Disadvantaged Regions (Kemendes PDT RI), Gadjah Mada University, Gedhe Nusantara University, and village communities in developing these policy recommendations. The method used in writing this journal article is a qualitative approach with descriptive methods to understand the conditions of a natural object. This study aims to examine the roles of stakeholders in the quadruple helix collaboration in developing policy recommendations, namely the Village Creativity and Innovation Policy Model. Data collection techniques were through observation and semi-formal interviews. The subject of this study is the role of the stakeholders involved, while the object of research is the quadruple helix collaboration, focusing on the roles and involvement of stakeholders.

Abstract

This study aims to analyze the strategic role of Sub-district Funds (Dana Kelurahan) in improving the quality of public services in Surabaya City through the perspectives of good governance and stewardship theory. Sub-district Funds serve as a crucial fiscal instrument for equitable infrastructure development and community empowerment at the local level. This study employs a qualitative method with a descriptive approach. Data collection was conducted through documentation studies and observations of budget realization and performance achievements across 154 sub-districts in Surabaya. The results indicate that the management of Sub-district Funds in Surabaya has been highly effective, with an average budget absorption realization reaching 94.24% in 2023. This high absorption positively correlates with improved physical environmental infrastructure and the success of economic empowerment programs, evidenced by a decrease in poverty and unemployment rates, as well as a Community Satisfaction Index (IKM) score of 95.82. In terms of governance, administrative accountability principles have been well met, although digital-based transparency still requires optimization to expand public participation access. This study concludes that Sub-district Funds function not only as financial support but also as a catalyst for community independence and increased public trust in the local government.

Abstract

This study aims to analyze the Indonesian capital market's reaction to the political demonstrations on August 29, 2025, as a form of non-electoral political risk that could potentially impact stock market performance. In the context of increasing financial market sensitivity to socio-political uncertainty, this study uses a quantitative explanatory approach with an event study method to test for abnormal returns (AR) and cumulative abnormal returns (CAR) on the Indonesian Stock Exchange (IDX) during the observation period. Secondary data were obtained from the daily closing prices of the IDX with an estimation window from July 1 to August 22, 2025, and a seven-day event window surrounding the event. The analysis results show that although no significant abnormal returns were found on the day of the event, there was a statistically significant negative cumulative abnormal return during the observation period, indicating that the political demonstrations exerted accumulative pressure on the stock market. These findings indicate that the Indonesian capital market reacts negatively to non-electoral political events, with an indirect and cumulative adjustment pattern, reflecting the characteristics of an emerging market with semi-strong efficiency. This research contributes to expanding the literature on political risk in emerging markets and provides practical implications for investors and policymakers to strengthen risk mitigation strategies and maintain market stability amidst domestic political uncertainty.

Abstract

The purpose of this study is to explore; 1) University Values-Based Quality Assurance System (integration of Islamic values ​​in the internal quality assurance system), 2) Quality Control and Quality Development Model in the value-based quality assurance system, 3) Implications of implementing a value-based quality assurance system to strengthen the quality of Islamic Higher Education at the Islamic University of Bandung (UNISBA). The research approach used in this study is qualitative with a case study type. Data collection techniques were carried out through semi-structured interviews and documentation. Data analysis techniques used the Miles and Huberman analysis technique, while the validity of the data was guaranteed through credibility testing with source and method triangulation techniques. The results of the study found that; 1) The integration of Islamic values ​​(spirit of Islam) in SPMI at UNISBA is institutionalized systemically through the establishment of 47 quality standards and the implementation of the PPEPP cycle, so that the values ​​of amanah, ihsan, and itqan function as an ethical and operational framework in internal quality assurance. 2) The value-based quality assurance model is implemented through the integration of Quality Control (standard control, internal quality audits, and performance monitoring) and Quality Development (OBE-based learning innovation, research strengthening, HR development, and internationalization) which complement each other and are oriented towards continuous quality improvement. 3) The implications of implementing a value-based quality assurance system are seen in strengthening governance and quality culture, improving academic and non-academic quality, and increasing institutional competitiveness as demonstrated by the achievement of superior accreditation, quality certification, and international accreditation progress.

Abstract

Intellectual property protection for public art installations presents a complex legal challenge when such works evolve into recognizable urban icons. This research aims to analyze the legal safeguards provided to creators of public artworks under the framework of Law Number 28 of 2014 and to evaluate the application of the principle of legal certainty in the "Urban Light" copyright dispute. Utilizing a normative legal research methodology with a focus on statutory and case approaches, this study examines the judicial reasoning within Decision No. 31/Pdt.Sus-Hak Cipta/2020/PN.Niaga.Jkt.Pst. The results demonstrate that public artworks are afforded automatic protection through the declarative principle, ensuring that their status as public symbols does not diminish the creator's exclusive moral and economic rights. Furthermore, the findings indicate that the Indonesian judiciary prioritized material truth by applying the "first to create" doctrine, which led to the cancellation of copyright registrations made in bad faith by unauthorized parties. The study concludes that achieving a reconciliation between legal certainty and substantive justice is vital for maintaining the integrity of the creative industry. These findings offer significant implications for the Directorate General of Intellectual Property in enhancing substantive verification protocols for works with established global reputations. Ultimately, this research serves as a crucial legal precedent for the protection of international artistic monuments within national jurisdictions against practices of plagiarism disguised as inspiration.

Abstract

This study aims to analyze the influence of job satisfaction and employee loyalty on the performance of general department employees at Pamanukan Medical Center Hospital. The background of the study is based on the importance of psychological factors and employee engagement in improving the effectiveness and quality of services, especially in the health sector which demands professionalism, accuracy, and high responsibility. The study used a quantitative approach with a survey method by distributing questionnaires to 68 active general department employees of the hospital. Data were analyzed using descriptive and inferential statistics, including validity and reliability tests, multiple linear regression, and t-tests and F-tests with the help of SPSS software version 22. The results of the study indicate that job satisfaction and employee loyalty have a positive and significant effect on performance, both partially and simultaneously, with a high level of contribution. This finding confirms that satisfaction and loyalty are key factors in shaping optimal employee performance in a public service-based work environment. Theoretically, this study strengthens the model of the relationship between affective and normative factors in employee performance, while practically providing implications for hospital management in designing policies oriented towards improving psychological well-being and employee engagement to support organizational productivity and sustainability.

Abstract

The crime of defamation can be divided into two forms: conventional and verbal. Conventional methods are usually implemented through direct statements or written media. This study aims to answer questions related to the Legal Review of Perpetrators of Criminal Acts of Defamation Through Social Media. First, the criminal liability of perpetrators of criminal acts of defamation through social media is based on Decision Number 415/Pid.Sus/2020/PN Tar. This study uses two types of data: primary legal materials and secondary legal materials. Primary legal materials include basic norms, basic rules, laws and regulations, and official documents or records. Secondary legal materials are obtained from literature such as books, legal journals, research results, and various other scientific works. The results of the study indicate, first, that criminal liability for perpetrators of defamation through social media in Decision Number 415/Pid.Sus/2020/PN Tar results in a two-month prison sentence with a six-month probation period, based on evidence and testimony presented at trial. Second, in issuing the verdict, the judge considered the Public Prosecutor's indictment, assessing both aggravating and mitigating factors for the defendant.

Abstract

Education is responsible for integrating, nurturing, and fostering the development of students' talents and creative abilities. This study examines the role of teachers in fostering children's creativity. This study aims to determine how Flash Cards can foster children's creativity in dance lessons, specifically the Tanggai dance from South Sumatra, in elementary schools. The method used in this study was a literature review through a systematic approach to data analysis. The results of this study indicate that teachers make changes to the learning process using Flash Cards to foster children's dance creativity. Using Wallas' theory, through the stages of preparation, incubation, illumination, and verification, children can become active and creative individuals. Flash Cards represent a teacher's innovation in transforming the learning process. This medium can foster children's creativity and active expression through movement, enabling them to be more active and creative, moving from viewing images to dance movements. It is hoped that the results of this study can serve as reference material or development for further research.

Abstract

The Environmental Impact Assessment (EIA) serves as a policy instrument to manage and mitigate environmental impacts arising from development activities. Beyond its technical dimension, the EIA process requires interaction and cooperation among multiple stakeholders within a collaborative governance framework. This study aims to examine the roles of government, private sector, and community actors in the implementation of collaborative governance in the EIA process in Margamulya Village, Pasirjambu District, Bandung Regency. This research adopts a qualitative approach using a case study design. Data were collected through in-depth interviews with relevant stakeholders, field observations, and document review. The findings reveal that the government performs regulatory, supervisory, and facilitative roles in the EIA process, while the private sector is responsible for fulfilling environmental obligations in accordance with applicable regulations. Meanwhile, the community plays a strategic role as directly affected stakeholders and as a channel for public aspirations and social control. However, collaborative practices among actors have not been fully optimized due to limited access to information, low community participation capacity, and weak coordination among stakeholders. This study highlights the need to strengthen collaborative governance mechanisms to improve the quality of the EIA process and to support sustainable development.
