Abstract

This study aims to analyze and describe the accountability of village fund usage in physical development in Lamokato Village. This study uses a qualitative approach with a descriptive research type, which aims to analyze or describe the accountability of village fund usage in physical development. The research location is in Lamokato Village, Kolaka District, Kolaka Regency. Data collection was carried out through observation and in-depth interviews with village officials and related parties. The allocation of village funds during the research period showed an increase and policy adjustment, namely IDR 795,614,000 in 2023, IDR 809,541,800 in 2024, and IDR 808,447,000 in 2025, which after the efficiency policy became IDR 775,198,000, with an additional budget of IDR 100,000,000 specifically allocated for drainage construction through the support of Bappeda. The results of the study show that legal accountability and honesty have been well implemented through compliance with administrative procedures, the preparation of comprehensive accountability reports, and the absence of legal violations. Managerial accountability is also functioning well, as evidenced by the preparation of structured planning documents such as the RKA and RAB, as well as the existence of a tiered monitoring mechanism. Program accountability shows that physical development has been tailored to community needs through development planning deliberations, although its effectiveness has not been felt evenly. Policy and financial accountability have basically been implemented in accordance with regulations, but still face obstacles in the form of budget constraints, low participation by some residents, and uneven transparency of information to the community. Therefore, it is necessary to strengthen community participation, public communication, and information disclosure in order to achieve more comprehensive accountability

Abstract

Hadith is the second primary source of Islamic teachings after the Qur’an, playing a crucial role in explaining and complementing its guidance. This study discusses the history of the codification of Hadith from the time of Prophet Muhammad (peace be upon him), through the periods of the Companions and the Followers (Tabi’in). During the Prophet’s lifetime, Hadiths were not officially written down due to the concern that they might be mixed with the Qur’an, although some Companions, such as Abdullah ibn Amr ibn al-‘Ash, possessed personal written records known as as-Sahifah. After the Prophet’s passing, the Companions exercised great caution in transmitting Hadiths to preserve their authenticity. In the era of the Tabi’in, the collection and documentation of Hadiths began to develop both through memorization and writing, spreading across various regions of the Islamic world. The official codification of Hadith was initiated during the caliphate of Umar ibn Abdul Aziz, who commissioned Ibn Shihab az-Zuhri to systematically compile Hadiths. This effort marked a significant milestone in the history of Hadith compilation, which continued during the generation of the Followers of the Followers (Tabi’ al-Tabi’in) with the emergence of major works such as al-Muwaththa’ by Imam Malik. This study emphasizes that the codification of Hadith was a gradual and systematic process aimed at preserving the authenticity and continuity of the Prophet’s teachings across generations.

Abstract

Public performance accountability has become a strategic requirement in modern governance, along with the increasing need for transparency and results-oriented governance. The Government Agency Performance Accountability System (SAKIP) was designed to ensure performance measurability, but its implementation at the regional level still faces substantial challenges. This study aims to analyze SAKIP performance oversight and accountability in the Tasikmalaya City Government using a strategic management approach. The theoretical study focuses on the concepts of public accountability, New Public Management, and strategic management. The research method employed a qualitative, descriptive-analytical approach through documentation studies, in-depth interviews, and observations, with interactive data analysis. The results indicate that SAKIP oversight is supported by adequate regulations and evaluation mechanisms, but it still tends to be administrative and does not fully meet the stated objectives. The discussion emphasizes the need for strengthening human resource capacity, consistent follow-up on recommendations, and integrating performance information systems so that SAKIP can function as a strategic instrument for improving local government performance

Abstract

Population administration services are a basic human right that must be fulfilled fairly and inclusively by the state. However, the elderly and people with disabilities often face barriers in obtaining e-KTP services due to limited mobility and geographic distance. This study aims to analyze the implementation of the Jemput Bola Program e-KTP services as an effort to improve population administration services for the elderly and people with disabilities in Bangkalan Regency. This program provides direct services to the homes of the elderly and people with disabilities without having to come to the Dispendukcapil office or sub-district office. This study uses a qualitative method with a descriptive approach. Data collection techniques were carried out through interviews, observation, and documentation, and their validity was tested through data triangulation. The research analysis uses George C. Edwards III's policy implementation theory which includes four main dimensions, namely communication, resources, disposition, and bureaucratic structure. The results of the study show that of the four dimensions, some of them have not been implemented optimally, such as the dimensions of communication, resources, and bureaucratic structure. The researcher's recommendations for this program include increasing the socialization of the Jemput Bola program more evenly and inclusively, increasing the number of implementing officers, and implementing the results of the monthly evaluation in a concrete and sustainable manner.

Abstract

Spiritual well-being is an important aspect in the development of students, especially in the Islamic Education environment. In adolescence, students are in the phase of finding their identity, forming values, and strengthening attitudes and behaviors. This study aims to determine the spiritual welfare of Nurul Huda Balaraja Islamic Junior High School students with a population of 180 students and sampling using random sampling techniques totaling 124 respondents. The approach used in this study is a quantitative approach with a descriptive method. The data collection technique uses a questionnaire. The results of this study revealed that the students of Nurul Huda Balaraja Islamic Junior High School have a high category of spiritual well-being with a total percentage of 71% or 88 students.

Abstract

Financial management within the DPRD secretariat places verification officers in a strategic and challenging position. They are required to maintain compliance with regulations and Standard Operating Procedures (SOPs) as instruments of public accountability. On the other hand, they face operational pressure from the Council's Apparatus (AKD), which demands accelerated budget disbursement to support the implementation of institutional functions. This tension often gives rise to the perception that the finance unit is a performance impediment, even though actual work practices demonstrate a high level of prudence. This study aims to analyze the work dynamics of Document Verification Subdivision Staff in financial management at the Sidoarjo Regency DPRD Secretariat, with an emphasis on administrative discretion practices, structural limitations, and role expectations of the officers. The study used a qualitative approach with a case study design. Data were collected through in-depth interviews, direct observation, and documentation studies, and analyzed thematically using the Street-Level Bureaucracy framework. The results indicate that administrative discretion among officers emerges as a rational response to regulatory ambiguity, time pressure, and demands for organizational efficiency. This study concludes that financial verification practices are a compromise between the normative design of policies and the actual capacity of the apparatus. Therefore, they need to be understood as a dynamic aspect of governance, not simply a matter of procedural compliance.

Abstract

The low level of public knowledge regarding the functions, roles, and procedures of the Consumer Dispute Resolution Agency (BPSK) often leads to suboptimal utilization of non-litigation dispute resolution channels; at this point, the need for educational interventions is quite urgent, especially for MSMEs that deal directly with the dynamics of consumer complaints on a daily basis. Departing from this context, this study is directed at assessing the effectiveness of the consumer dispute resolution socialization and consultation activities held by BPSK Bandung City on October 30, 2025, at the Bandung City Chamber of Commerce and Industry (KADIN). The theoretical framework combines the perspectives of public policy implementation, consumer protection literacy, and access to justice—a combination that, interestingly, allows the analysis not only to stop at "implemented activities" but also on their practical meaning for the ability of target actors to access available mechanisms. Methodologically, this study uses a qualitative approach with a case study design; data are collected through document analysis, semi-structured interviews, and limited observations, using Miles Huberman Saldaña's purposive sampling and interactive analysis techniques. The results indicate that the program proceeded in an orderly manner and fostered a more operational understanding of the complaint process, the BPSK's authority, and referrals for out-of-court dispute resolution. It is noteworthy that the multi-stakeholder format and consultation space strengthened the credibility of the message and built perceptions of justice at the initial access stage; however, evidence of long-term change still requires further testing. Therefore, the most plausible implication is the need for a more measurable impact evaluation to more robustly demonstrate program achievements.

Abstract

Indonesian Qur’anic exegesis has developed within a highly plural linguistic landscape, making script choice (Latin, Jawi, Pegon, Lontara) a practical and intellectual issue rather than a mere technicality. This study aims to map the socio-intellectual bases of Indonesian mufassirs and to explain how those bases shape linguistic expression and interpretive orientation. Drawing on the notion of “basis mufassir” and the view of script as epistemic infrastructure for transmitting authority and accessibility, the research employs a qualitative, descriptive library approach. Primary data are selected tafsir texts and paratexts (prefaces, glosses, layout), supported by secondary scholarship on pesantren literacy and regional traditions; analysis uses comparative document and content analysis. Findings show patterned alignments: Latin supports academic-contextual exposition and wider public circulation; Jawi sustains Malay-Islamic scholarly networks; Pegon anchors pesantren pedagogy and localized moral discourse; Lontara embeds Qur’anic meaning within Bugis-Makassar cultural literacy. The plurality of scripts enriches reception while maintaining revelatory unity.

Abstract

Massive digital transformation demands the readiness of Human Resources (HR) to possess high digital literacy and flexibility to balance technology integration in company operations. A competency gap (skill gap) frequently emerges between the skills employees currently possess and industry needs, making intervention through training programs a crucial strategy. This study aims to identify, review, and synthesize previous literature to determine the extent of the influence and effectiveness of training programs on improving employee performance in the digital era. The method used in this research is a literature review to synthesize recent academic findings. Based on the literature synthesis, training in the digital era is not only effective in improving technical mastery (hard skills) but is also proven to be crucial in building employees' psychological capacity (such as resilience and self-efficacy) to reduce work-related stress caused by rapid technological changes. In conclusion, targeted training programs are empirically capable of overcoming the shortening half-life of learned skills and are highly needed to boost employee productivity and operational work quality

Abstract

The month of Ramadan, a religious and cultural event in Indonesia, is closely linked to the tradition of buying new clothes to celebrate Eid al-Fitr. This tradition has evolved into a socio-economic phenomenon that drives increased public consumption and trade activity each year. This condition makes Tanah Abang Market one of the centers of economic activity, experiencing a significant surge in demand. The urgency of this research lies in the importance of understanding how traders are able to survive and compete amidst the high intensity of competition during the Ramadan period. Without the right strategy, traders risk losing competitiveness despite increasing market opportunities. Therefore, this study aims to analyze the sales strategies used by traders to increase consumer purchasing power and sales volume. This study uses a descriptive qualitative approach with a literature study method. Data were collected from various literature sources, such as academic books, scientific journal articles, previous research, and official publications from relevant institutions such as the Central Bureau of Statistics. The data obtained were analyzed using qualitative analysis techniques through a process of classification, interpretation, and critical analysis to identify relevant patterns and strategies. The results show that traders implement strategies such as following fashion trends, creating innovative product designs, offering discounts, and utilizing reseller networks to expand distribution. This strategy has proven to be able to increase sales, expand market reach, and strengthen consumer loyalty as well as optimize existing capital to maintain competitiveness in traditional markets.
