Abstract

Service of purchasing permit for diesel oil and oil for fishermen is one of the important aspects that support fisheries and marine activities in Indonesia. Diesel oil and oil are used by fishermen to operate boats and fishing gear, which are basic needs for the continuity of their business. This service process generally involves several steps and administrative requirements that must be met. Here is an explanation of this permit service The diesel and oil purchase permit service aims to ensure that fishermen have proper access to fuel and lubricants at reasonable prices and according to their needs Related Parties The Badung Regency Fisheries Service, which is managed by the UPTD Kedonganan Fish Marketing Place, South Kuta District, is usually responsible for issuing permits or recommendations for fishermen who want to buy diesel at subsidized prices or certain prices. Fishermen's Registration Permit Application Process Flow: Fishermen must be registered in the system as legitimate fishermen, usually by showing proof of ownership or a fishery business license (SIUP). The central and regional governments have an important role in regulating and supervising the distribution of fuel to fishermen. Guidance for fishermen regarding the permit application procedure and an understanding of their rights and obligations is also carried out periodically. This aims to improve the efficiency of resource use and prevent misuse of the subsidy program Reasons for Choosing This Topic Some areas or fishing ports that are far from fuel distribution centers often experience supply shortages. This causes fuel shortages in the area, even though fishermen already have official permits and some fishermen feel that the fuel quota given does not match their operational needs, especially if the fishing season is not supportive. This makes fishermen lack fuel when they need to go to sea The research method used in this study is to use a qualitative method using a descriptive approach. Data collection techniques use observation, interviews, and documentation. The technique for determining informants used is by using a purposive sampling technique which obtains informants in the form of Heads of UPTD Fish Marketing Places, Fishermen, and other related parties The expected outcome is that improvements are needed in the bureaucratic system, increased fuel distribution to remote areas, and increased supervision to prevent misuse of fuel subsidies.Keywords: Badung Regency Fisheries Service, Fishermen, UPTD TPI Kedonganan

Abstract

Public interest in using insurance products is still relatively low due to several influencing factors, particularly trust and promotion. BRI Insurance, as one of the insurance companies in Indonesia, needs to understand these factors in order to increase public interest in using insurance products. This study aims to analyze the influence of trust and promotion on the interest in using insurance products at BRI Insurance. The research method used is a literature review of relevant scientific journals published in the last five years. The results of the study indicate that trust and promotion have a positive influence on public interest in using insurance products. Trust increases consumer confidence in the company, while promotion helps enhance public knowledge and awareness of insurance products.

Abstract

Taxes are a key source of revenue for both national and local governments, serving an important function in supporting development and enhancing public welfare. Motor vehicle tax is one of the potential contributors to local revenue; however, taxpayer compliance in Tasikmalaya Regency remains low, as reflected in the high number of vehicles that have not renewed their registration and the limited use of digital payment services. This situation may hinder the region’s revenue performance. Therefore, this study examines the influence of employee competence on the effectiveness of motor vehicle tax management at the Tasikmalaya Regency Regional Revenue Management Center. Using a quantitative approach with two variables—employee competence (X) and management effectiveness (Y)—the study applies simple linear regression analysis. The findings show that employee competence significantly affects tax management effectiveness, contributing 86.6% with a regression coefficient of 1,094. The hypothesis testing yields a t-value of 10.486 and a significance level of 0.000, which is below the 0.005 threshold. These results highlight the essential role of employee competence in improving motor vehicle tax management. In conclusion, employee competence is identified as a key factor in enhancing the effectiveness of motor vehicle tax management in Tasikmalaya Regency.

Abstract

The policy on restructuring non-civil servant personnel as regulated in Law Number 20 of 2023 on State Civil Apparatus (ASN) has significant implications for public sector human resource governance at the local level. A case study in South Tangerang reveals that approximately 1,800 honorary workers were laid off and faced income uncertainty due to the absence of legal budgeting frameworks, failure in PPPK selection, and administrative constraints. This situation potentially disrupts public service delivery, particularly in the health sector. This study aims to analyze the governance of non-permanent employee restructuring from a public administration perspective and its impact on public services. The research employs a qualitative descriptive approach using a case study method, based on policy document analysis and empirical observation. The analytical framework draws upon Good Governance, New Public Service, and Public Value theories. The findings indicate that policy implementation has not fully met Good Governance principles, particularly in transparency, accountability, and regulatory effectiveness. Consequently, public service disruption and declining public trust have emerged. The study recommends adaptive transition policies, strengthened intergovernmental coordination, and protection mechanisms for affected workers.

Abstract

Public service is a vital component of governance, ensuring that the basic needs of the community are met effectively and with high quality. This study aims to analyze the quality of public service at the Cigalontang Community Health Center (UPTD), Tasikmalaya Regency, prompted by the gap between the services provided by the health center and the community’s expectations. The focus of this study is based on six dimensions of service quality according to Prof. Dr. Lijan Poltak Sinambela, namely transparency, accountability, conditionality, participation, equality of rights, and the balance of rights and obligations. The method used in this study is a qualitative approach with data collection techniques through observation, documentation study, and in-depth direct interviews with 14 informants consisting of service providers and recipients. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The research findings indicate that, in general, the quality of public services at the Cigalontang Community Health Center (UPTD Puskesmas) is quite good and in accordance with Standard Operating Procedures (SOPs), particularly regarding accountability, responsiveness, and the fulfillment of equal rights without discrimination. However, several challenges remain, such as a lack of transparency regarding service procedures, limited facilities and infrastructure—such as waiting rooms and parking spaces—as well as inconsistent staff attitudes in providing courteous service. The study’s conclusions indicate that while minimum service standards have been met, improvement efforts are still necessary, particularly in enhancing facilities and infrastructure and optimizing the dissemination of information to the public to maximize service satisfaction.

Abstract

The fundamental problem of this research background is the low participation and concern of parents towards nutritious food, as well as suboptimal service from the Community Health Center (Puskesmas) which often arrives late, thus reducing public trust and enthusiasm. The purpose of this study is to analyze the effectiveness of the PMT program in improving the nutritional status of toddlers and to identify supporting and inhibiting factors in its implementation. This study uses a qualitative approach with a case study method to explore the phenomenon studied in depth. This research model is focused on descriptive analysis to provide a systematic overview of the facts found. Primary data was obtained through data collection techniques in the form of interviews, direct field observations to see the real conditions at the research location, and relevant documentation studies. The collected data were then analyzed using qualitative data analysis methods which include data reduction stages, narrative data presentation, and drawing conclusions. The results of this study indicate that the PMT program at the Posyandu Ranoteta Village has not been running effectively. Based on the effectiveness of the program consists of five indicators, namely: program success, target success, satisfaction with the program, input and output levels, achievement of overall objectives. The five indicators have not been effective due to limited implementation, with activities occurring only once a month, a lack of variety in the PMT menu, and a lack of community participation in integrated health post (Posyandu) program activities. This is compounded by a lack of parental awareness of the importance of a nutritious PMT menu for improving toddler nutrition.Keywords: Program Effectiveness, PMT, Toddler Nutritional Status, Posyandu, Community Participation.

Abstract

Kawali Village in Kawali District, Ciamis Regency, has great potential as a tourism village based on history, culture, culinary, and the creative economy. The existence of the Astana Gede site as a legacy of the Sunda Galuh Kingdom, Kampung Nila, the Ki Bawong Cultural Studio, and creative economic activities in four hamlets are the main attractions of the tourism village. However, the management of this potential still faces various challenges, especially in the institutional aspects, human resources, and coordination between destination managers. This study aims to analyze the institutional conditions of Kawali Tourism Village and formulate strategies to strengthen institutional capacity to support integrated and sustainable tourism village management. The method used is a descriptive qualitative approach through field observations, coordination, and discussions with tourism managers, the village government, and the local community. The results show that tourism destination management is still partial, not yet integrated within a single tourism village management institution, and supported by limited human resource capacity and funding. This condition has an impact on less than optimal promotion, tourism services, and the development of integrated tourism packages. The discussion emphasized that institutional strengthening through the establishment of a tourism village management body, increasing human resource capacity, utilizing information technology, and strengthening cross-sectoral collaboration networks are key to the development of Kawali Tourism Village. In conclusion, strengthening institutional capacity is a crucial pillar in realizing an integrated, competitive, and sustainable Kawali Tourism Village. Therefore, a joint commitment between the village government, the community, and other stakeholders is required to support the optimal implementation of tourism village management. Abstract

The Free Nutritious Meal (MBG) program stands as a strategic policy breakthrough by the Indonesian Government, serving as a foundation for human resource development toward the Golden Indonesia 2045 vision. This study conducts a critical analysis of the MBG policy by adopting William N. Dunn’s evaluation framework, which encompasses six fundamental dimensions: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Through a literature review approach, the research identifies a contradictory policy performance. Regarding effectiveness, while the program has proven successful in stimulating student attendance and classroom concentration, these achievements are overshadowed by systemic failures in food safety, which triggered 211 mass poisoning incidents across various provinces. From an efficiency perspective, the MBG funding structure is considered problematic as it relies on significant budget reallocations from primary education and health sectors. Furthermore, in terms of adequacy and appropriateness, the program design is deemed to have not yet addressed the root causes of stunting because interventions are only conducted at school age, thereby missing the critical momentum of the first 1,000 Days of Life (HPK). Disparities in the equity criterion are also evident in the regressive distribution of benefits and the fact that 89% of operational kitchens lack hygiene and sanitation certification. Meanwhile, bureaucratic responsiveness is observed to be largely reactive, taking action only after public health crises emerge in the field. This study concludes that the MBG program is currently trapped in administrative and logistical achievements, necessitating an urgent and comprehensive policy evaluation.
