Abstract

The Eazy Passport Program is a public service innovation developed by the Directorate General of Immigration to improve the accessibility of immigration services through a proactive service mechanism. This study aims to analyze the effectiveness of the Eazy Passport Program in improving the accessibility of immigration services in Surabaya, specifically at the Juanda Surabaya Class I Special Immigration Office. The research method used is a descriptive qualitative approach with data collection techniques through observation, interviews, documentation, and literature studies. The research analysis uses Campbell's effectiveness theory which includes indicators of program success, target success, satisfaction with the program, input and output levels, and overall goal achievement. The results show that the Eazy Passport Program has been running effectively in increasing the ease of access to passport services for the public. This program is able to provide more practical, fast, and efficient services through a collective service system at the applicant's location. In addition, the program has succeeded in reducing queues at immigration offices, expanding service coverage, and increasing public satisfaction with the quality of services provided. Although there are still several technical obstacles, such as limited internet networks and mobile biometric devices, these obstacles do not reduce the overall effectiveness of the program. Thus, the Eazy Passport Program can be declared effective in increasing the accessibility of immigration services and supporting improvements in the quality of public services in the immigration sector. Abstract

This study aims to describe the implementation of Public Information Transparency by Kertasari Village, Ciamis District, Ciamis Regency, in improving good governance. This research was motivated by the suboptimal implementation of public information disclosure, as indicated by limited access to information, inadequate utilization of communication media, and low community participation in monitoring public information. The study employed a qualitative descriptive methodology, with data collected through observation, interviews, and documentation. The focus of the research consisted of four aspects: (1) information accessibility, (2) accountability, (3) community participation, and (4) communication effectiveness in the dissemination of public information. However, several challenges were identified, including limited technological infrastructure, low human resource capacity, and the lack of effective integration of information communication media. The results of the study indicate that the implementation of Public Information Transparency by Kertasari Village, Ciamis District, Ciamis Regency, has not yet been carried out optimally. Enhancing public information transparency requires strengthening facilities and infrastructure, improving the competence of government personnel, and optimizing information systems and communication media. These efforts are expected to improve access to information, increase community participation, and enhance accountability in local government administration at the village level. Abstract

Digital transformation in government governance requires comprehensive preparedness from public officials at the lowest administrative level, including urban villages (kelurahan). This article examines the extent to which capacity building has been enhanced to support the implementation of digital service and information systems in Maleber Urban Village, Ciamis District, Ciamis Regency. The study employed a descriptive qualitative approach, with data collected through in-depth interviews, observations, and documentation involving six informants consisting of village officials and local community members. The analysis was conducted using Grindle’s capacity building framework, which encompasses three dimensions: human resource development, organizational strengthening, and institutional reform. The findings indicate that these three dimensions have not yet been implemented optimally. Training for officials remains entirely dependent on initiatives from the regency government, no specific Standard Operating Procedures (SOPs) for digital services have been established, coordination among units is still informal, and monitoring and evaluation mechanisms for digital programs have not been systematically implemented. These findings highlight the need for structured interventions, including independent training programs at the village level, the development of digital service SOPs, the strengthening of technological infrastructure, and the establishment of sustainable performance evaluation mechanisms. Abstract

This research is motivated by the lack of optimal effectiveness of the management of the Information and Documentation System (SID) in Imbanagara Village, Ciamis District, Ciamis Regency. The problems found include the limitation of human resources in the field of information technology, lack of data updates, and the lack of optimal socialization of the Millennial Village application to the community. This study aims to determine the effectiveness of the management of the Information and Documentation System by the Government of Imbanagara Village, Ciamis District, Ciamis Regency. The research method used is a descriptive method with a qualitative approach. Data were obtained through observation, interviews, documentation studies, and literature studies. The research informants consisted of 6 people consisting of the Village Head, Chairman of BPD, Head of Service, Website Admin, and 2 community representatives. Data analysis techniques include data reduction, data triangulation, and conclusion drawn. The results of the study show that the effectiveness of the management of the Information and Documentation System in Imbanagara Village has not been optimal. Although various information service media, SOPs, and special operators are available, the use of services by the public is still low. The obstacles faced include limited infrastructure, quality of internet networks, low digital literacy of the community, and budget limitations. Efforts made by the village government include human resource training, routine evaluations, increased coordination with application developers, the use of digital communication media, and planning the gradual procurement of supporting facilities. Abstract

This study was motivated by the suboptimal effectiveness of the development of the Motekar Waste Bank management in Cigembor Village, Ciamis District, Ciamis Regency. The objective of this study was to examine the effectiveness of the development of the Motekar Waste Bank management in Cigembor Village, Ciamis District, Ciamis Regency. This study employed a qualitative research method involving seven informants. Data were collected through a literature review, field studies (observations and interviews), and documentation. The data were analyzed using qualitative data analysis techniques by processing the findings from interviews and observations to draw conclusions that addressed the research problems. The results indicate that the effectiveness of the development of the Motekar Waste Bank management has not yet been optimal. This is reflected in the low level of community participation, inadequate facilities and infrastructure, suboptimal management and institutional guidance, and the limited implementation of socialization and educational activities related to waste management. In addition, limited human resources and insufficient operational support have also hindered the development of the waste bank. Therefore, increasing community participation, strengthening institutional capacity, providing adequate supporting facilities, and enhancing continuous guidance and coordination are essential to improve the effectiveness of the Motekar Waste Bank management in supporting sustainable waste management and environmental conservation. Abstract

This study was motivated by the suboptimal formulation of the Village Government's strategy for preserving culture and local wisdom in Cintaratu Village, Parigi District, Pangandaran Regency. The objective of this study was to examine the formulation of the Village Government's strategy for preserving culture and local wisdom in Cintaratu Village, Parigi District, Pangandaran Regency. This study employed a qualitative research method involving six informants. Data were collected through a literature review, field studies (observations and interviews), and documentation. The data were analyzed using qualitative data analysis techniques by processing the findings from interviews and observations to draw conclusions that addressed the research problems. The findings indicate that the Village Government's strategy formulation for preserving culture and local wisdom has been implemented through the establishment of cultural preservation programs, the involvement of community members and traditional leaders, and the development of cultural activities aimed at safeguarding local values within the community. However, its implementation has not yet been fully optimal due to several constraints, including limited resources, the relatively low participation of some community members, and the declining interest of the younger generation in local culture. Therefore, stronger coordination, greater community participation, and the development of sustainable cultural preservation programs are needed to ensure that the culture and local wisdom of Cintaratu Village are preserved and passed on to future generations. Abstract

This research was motivated by the fact that the implementation of the Population Data Center (Rumah Data Kependudukan) program by the Kertabumi Village Government (Cijeungjing District, Ciamis Regency) has not yet been optimal. The study aims to examine the implementation of this program by the Kertabumi Village Government. A qualitative research method was employed, involving seven informants. Data collection techniques included literature reviews, fieldwork (observation and interviews), and documentation analysis. Qualitative data analysis techniques were used to process findings from interviews and observations, enabling conclusions to be drawn that address the research problem. The results indicate that, while the implementation of the Population Data Center program by the village government has generally proceeded well, it is not yet fully optimal due to several obstacles: suboptimal data integration, delays in updating population data, limited supporting facilities, and low community participation in reporting data changes. Furthermore, inconsistent coordination and varying levels of understanding among implementers have affected the program's effectiveness. Nevertheless, the village government continues to make various efforts such as improving coordination, conducting public outreach, performing periodic data verification, and strengthening the roles of RT/RW officials, community cadres, and field officers (PLKB) to optimize the program's implementation. Abstract

This study was motivated by the fact that the development of e-government at the Tasikmalaya City Health Office has not been implemented optimally. This is reflected in the insufficient availability of competent human resources, inadequate technological infrastructure, and ineffective dissemination of e-government services to the public. This study employed a qualitative descriptive research method involving six informants. Data were collected through interviews, observations, and documentation. The data were analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that, based on the analysis of e-government implementation at the Tasikmalaya City Health Office using Richardus Eko Indrajit's theory through the dimensions of Support, Capacity, and Value, the implementation of e-government has been carried out; however, it has not yet reached an optimal level. Abstract

This study is grounded in a relatively overlooked yet critical issue in religious education: the internalization of strong religious values does not automatically translate into actual ecological behavior. In the context of the global environmental crisis, this finding is both problematic and striking, as Islamic Religious Education (IRE) has long been assumed to foster comprehensive moral awareness. At the theoretical and policy levels, there remains a gap between the integration of spiritual values and the implementation of environmental education, indicating the need for a more holistic and contextual approach. This study aims to explore in depth the process of internalizing Islamic eco-theological values—tawhid, khalīfah, amanah, and mīzān—within Islamic Religious Education and their relationship to the development of students' ecological consciousness. Employing a qualitative multi-case study design, the research was conducted in three Islamic senior high schools (Madrasah Aliyah Negeri) in Cirebon Regency through in-depth interviews, participant observation, and document analysis. The data were analyzed thematically using the frameworks of transformative learning, social cognitive theory, and Islamic environmental ethics. The findings reveal that the internalization of eco-theological values is a complex and multidimensional process encompassing cognitive, affective, and conative dimensions that do not always develop in harmony. MAN 1 demonstrated the highest conceptual understanding (88%) but comparatively lower ecological behavior (68%); MAN 2 excelled in practical engagement (participation exceeding 80%) but exhibited lower consistency in ecological behavior (55%); while MAN 3 showed strong emotional attachment (74%) yet had not fully transformed this awareness into consistent action (62%). These findings highlight the existence of an attitude–behavior gap and confirm that effective value internalization does not depend on a single pedagogical approach but rather on the simultaneous integration of curriculum, experiential learning, and school culture. This study contributes by proposing an integrative-transformative pedagogical model grounded in Islamic eco-theology, employing cross-case analysis to generate analytical generalization, and positioning madrasah as a new locus within the global discourse on education for sustainable development. Nevertheless, limitations related to the local context, the non-longitudinal nature of the study, and the limited exploration of external influencing factors provide opportunities for broader and more in-depth future research. The study recommends educational policies that adaptively integrate cognitive, practical, and cultural dimensions to foster faith-based ecological citizenship. Abstract

This research is motivated by the fact that e-government implementation in Selamanik Village, Cipaku District, Ciamis Regency has not been running optimally. The purpose of this study is to determine the implementation of e-government policies in Selamanik Village, Cipaku District, Ciamis Regency. The method used in this study is a qualitative approach. Seven informants were recruited. Data collection techniques included literature review, fieldwork (observation and interviews), and documentation. The author used qualitative data analysis techniques through processing interview and observation data to draw conclusions that can answer the research questions. Based on the research results, it is known that: The implementation of the e-government policy in Selamanik Village, Cipaku District, Ciamis Regency has been carried out fairly well, but not yet fully optimal. This is evident in the village government's commitment to implementing e-government through digital public service delivery, community outreach, ongoing information delivery, service procedures and Standard Operating Procedures (SOPs), and the division of village officials' duties according to their respective core duties and functions. Therefore, the successful implementation of e-government policies in Selamanik Village requires ongoing efforts, including capacity building for village officials, strengthening information and communication technology infrastructure, and increasing community participation and digital literacy to optimally achieve the goals of e-government.Keywords: Implementation, Policy, E-Government
