Abstract

In the digital era like today, social media is developing very rapidly and has become a platform that can be used for various communication purposes and goals, including evaluating public policies. Through it, public participation in national life becomes more widespread and intensive. Public policy evaluation helps ensure that the policies implemented truly meet the needs of the community. This study aims to explore how social media can be used as a tool for evaluating public policies. With a qualitative approach and documentation study, this study. formulates the results, namely that social media has a significant role as a tool for evaluating public policies. Through platforms such as Twitter, Facebook, and Instagram, the public can express opinions, criticisms, and suggestions regarding the policies implemented. Data shows that 60% of social media users actively participate in discussions on policy issues, which reflects high involvement. Social media not only functions as a communication channel, but also as a valuable source of data for policy makers to understand public perceptions and assess the impact of policies that have been implemented. The importance of social media in public policy evaluation lies in its ability to provide fast and direct feedback from the public, as well as expand the reach of public participation in the decision-making process.Keywords: social media, evaluation tools, public policy

Abstract

This research explores the critical role of good governance in fostering sustainable development in Undisan Tourism Village, Bangli Regency, Bali, focusing on how transparency, accountability, participation, and inclusiveness influence tourism management and community growth. Conducted using a qualitative approach, the research involved in-depth interviews with village leaders, tourism operators, and community members, alongside document analysis and field observations to ensure data validity. The study found that participatory governance and cultural value integration bolster economic resilience and cultural sustainability, though challenges like resource constraints, weak stakeholder coordination, and bureaucratic inefficiencies hinder effective governance implementation. The study's focus on Undisan Village presents a limitation, as the findings may not fully apply to other regions with different cultural, economic, or governance contexts, restricting the broader applicability of its conclusions to similar tourism village settings.This study offers valuable insights for policymakers, local authorities, and researchers in sustainable tourism and governance. Abstract

The Open Unemployment Rate (OUR) in East Java in 2025 was recorded at 3.71%, with 4.36% of the unemployed being university graduates. In Surabaya City, the unemployment rate reached 4.84%, of which 4.62% consisted of educated unemployed individuals. This condition indicates a persistent gap between the competencies of higher education graduates and labor market demands, as well as weaknesses in the transition mechanism from education to employment. To address this issue, the Ministry of Manpower launched the National Internship Program (MagangHub). This study aims to analyze the implementation of the MagangHub Program in enhancing the work readiness of fresh graduates in Surabaya City using Richard E. Matland’s policy implementation theory, which encompasses the dimensions of policy accuracy, implementer accuracy, target accuracy, and environmental accuracy. This research employed a descriptive qualitative approach, with data collected through interviews and document analysis. The findings indicate that the implementation of the MagangHub Program has been relatively effective. The program is considered appropriate in addressing the issue of skill mismatch, supported by a structured mentoring system, targeted at recent graduates as a group requiring work experience, and implemented within a conducive working environment. The program has also proven effective in improving participants’ hard skills, soft skills, and overall work readiness. However, the study identified an implementation gap between the program’s objective of supporting workforce absorption and the realities of its implementation in practice. Regulatory and institutional limitations, particularly within government agencies, have prevented internship experiences from being directly transformed into more certain employment opportunities. Therefore, while the MagangHub Program has successfully enhanced participants’ employability, it has not yet fully achieved employment outcomes in the form of sustainable workforce absorption.Keywords: Educated Unemployment, Fresh Graduates, Maganghub, Policy Implementation, Work Readiness.

Abstract

Inclusive public services in Gresik Regency still face challenges because several accessibility facilities for people with disabilities at the Public Service Mall (MPP) are not yet functioning optimally, indicating a gap between the standards of excellent service and their implementation in the field. This study aims to evaluate the availability of facilities and infrastructure supporting services for people with disabilities at the Public Service Mall in Gresik Regency. This study used a qualitative method with an evaluative approach. Data were obtained through interviews with the Gresik Regency Public Service Mall, including officials managing public service facilities and infrastructure, employees providing services to people with disabilities, and people with disabilities as service users. The data analysis was based on the CIPP evaluation model by Daniel Stufflebeam (1966), which encompasses context, input, process, and product aspects. The results indicate that the Gresik Regency MPP has provided accessibility facilities and special services for people with disabilities, although implementation has not been fully optimized because the needs of each type of disability have not been fully accommodated.Keywords: Facilities and Infrastructure, Public Services, People with Disabilities.

Abstract

This research is motivated by the suboptimal management of the Situ Wangi tourist attraction in Winduraja Village, Kawali District, Ciamis Regency, in increasing tourist visits. This study aims to determine how tourist attraction management increases tourist visits to the Situ Wangi tourist attraction in Winduraja Village, Kawali District, Ciamis Regency. This study used a qualitative descriptive research method. Data collection techniques were conducted through observation, interviews, and documentation. Informants in this study consisted of the Tourism Office, Tourism Technical Implementation Unit (UPTD), tourism managers, village government, the community, and tourists. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. This study uses George R. Terry's management function theory, which includes planning, organizing, actuating, and controlling. The results show that the management of the Situ Wangi tourist attraction has been implemented through the functions of planning, organizing, implementing, and monitoring, but its implementation has not been fully optimized. In terms of planning, the management has developed a tourism development program, but there are still limitations in the development of facilities and promotional strategies. In terms of organization, cooperation between relevant parties has been established, but coordination and collaboration still need to be improved. In terms of implementation, tourism promotion through digital media has not been optimal, and some supporting tourism facilities remain inadequate. In terms of supervision, monitoring has been carried out by the management, but increased oversight of tourism facilities and services is still needed. Therefore, increased cooperation between managers, strengthening digital promotion, and improving facilities and infrastructure are needed to optimize Situ Wangi tourism management and increase tourist visits.Keywords: Management, Tourist Attraction, Tourism, Tourist Visits.

Abstract

This study aims to analyze the implementation of the Agricultural Road Maintenance Program in Soko Village, Tikung District, Lamongan Regency using George C. Edwards III's theory. The method used is descriptive qualitative with data obtained through in-depth interviews, observation, and documentation. The results show that the program has been running but has not been optimal. The disposition variable is the main strength, reflected in the commitment of implementers and the participation of farmer mutual cooperation. Conversely, the resource variable is the biggest obstacle due to the reduction of Village Funds by Rp266 billion in Lamongan Regency in 2026 and the limited technical capacity of implementers. The program budget of Rp1,072,413,352 for 17 activities in 9 hamlets is not sufficient for comprehensive maintenance needs. In terms of communication, the reporting mechanism is still informal and socialization to farmers is not evenly distributed. The bureaucratic structure has not been strengthened with formal SOPs and technical support from district agencies. This program has had positive impacts in the form of easier land access, efficient distribution of agricultural products, and increased safety for road users. Recommendations include diversifying funding sources, formalizing standard operating procedures (SOPs), and strengthening coordination with the Lamongan Regency Agriculture and Public Works and Public Housing Offices.Keywords: Agricultural Roads, Edwards III, Policy Implementation, Village Funds, Lamongan.

Abstract

This research is motivated by observations that uncovered a problem: the suboptimal role of the village government in improving the accessibility of the Citumang tourist attraction in Bojong Village, Parigi District, Pangandaran Regency. Problems persist in the modernization dimension, particularly in improving physical infrastructure. This is evident in the limited number of toilets, which directly impacts the emergence of significantly long queues, particularly during peak holiday periods, potentially reducing visitor comfort and satisfaction. The problem formulation in this study is "How is the Role of the Village Government in Improving the Accessibility of Citumang Tourist Attractions in Bojong Village, Parigi District, Pangandaran Regency?" The purpose of this study is to determine the role played by the village government in responding to the main problems and aims to analyze effective solutions to overcome the indicators of these problems. The theory used is Siagian (2018: 142-150) the role of the government consists of 4 dimensions, namely stabilizer, innovator, modernizer, pioneer, and implementer itself. The research design used is descriptive qualitative research method. The primary data source is 6 people who were interviewed. Data collection techniques in this study are literature studies, field studies (observation, interviews, and documentation). Data analysis/processing techniques in the study are data reduction, data presentation, and drawing conclusions. Based on the results of the study, problems are still found in 1 modernizer dimension in the indicator of improving physical infrastructure conditions, namely, the obstacles from the aspect of facilities and infrastructure that are currently available have not been able to keep up with the surge in visitor volume. Efforts that must be made include building additional toilets in Strategic points with a high radius of traffic, implementing a more intensive periodic duty system for cleaning staff during long holidays to ensure facilities remain adequate, as well as providing orderly waiting areas to improve order.Keywords: Accessibility, Role, Tourist Attractions, Village Government.

Abstract

This study aims to analyze the competency quality of Kader Surabaya Hebat (KSH) in Gayungan Village, Surabaya City, in supporting community health services through family integrated health post (Posyandu) activities. The competencies of the cadres were assessed using the competency theory of Hutapea and Nurianna, which consists of three dimensions: knowledge, skills, and attitudes. These dimensions were operationalized into five basic competency aspects of Posyandu cadres based on the guidelines of the Indonesian Ministry of Health. This research employed a descriptive qualitative approach, with data collected through in-depth interviews, non-participant observation, and documentation. Data were analyzed using the interactive model of Miles, Huberman, and Saldana. The findings indicate that the overall competency of KSH cadres is relatively good, with the strongest performance found in services for adults and older adults, as well as Posyandu management. The most notable weakness was identified in services targeting school-age children and adolescents. The study also found a digital competency gap among senior cadres and a continued reliance on health professionals for delivering independent health education. The research recommends expanding training opportunities, strengthening digital literacy, and developing more systematic adolescent Posyandu programs.Keywords: Competency, Gayungan Village, Health Services, Kader Surabaya Hebat, ,Posyandu.

Abstract

his study examines the effectiveness of village asset management in Ciakar Village, Cipaku District, Ciamis Regency. This village has strategic assets of great value, such as the Ciakar Multipurpose Reservoir established in 2019 using the state budget of Rp. 12,500,000,000, and Murbey Nature Tourism with an asset area of 176,400 m2, but the two land assets have not provided economic benefits for the community and Village Original Income (PADes). The purpose of this study is to find out and analyze in more depth about: The Effectiveness of Village Asset Management based on the concept of asset management according to Siregar, (2004), namely: asset inventory, legal audit, asset valuation, asset optimization, asset supervision and control. This study uses a descriptive qualitative method with a case study approach. Data were collected through interviews through purposive sampling and snowball sampling techniques, observation, and documentation. The data analysis technique refers to the Miles and Huberman model which consists of data reduction, data presentation, and conclusion drawn. The results of the study show that the effectiveness of village asset management in Ciakar Village, Cipaku District, Ciamis Regency has not been effective in the five dimensions studied. Asset inventory is still carried out unsystematically with data that is not up-to-date, legal audits have not been carried out seriously, it is proven that there is no legal basis for some assets, asset valuations have not been carried out regularly and standardized so that the economic value of assets is not measurable, asset optimization has not been achieved due to the lack of institutional cooperation and potential-based planning on assets, and asset supervision and control are still administrative without physical evaluation. routine and adequate community participation. The researcher recommends a comprehensive overhaul of the asset management system, including updating inventory data, completing asset legality, periodic asset assessments, preparing strategic plans, and strengthening a transparent and participatory supervisory system.Keywords: Effectiveness, Village Asset Management, Asset Management, Ciakar Village

Abstract

he government has created a program focused on improving children's nutrition. Namely, the Free Nutritious Meal Program, which is based on Presidential Regulation Number 83 of 2024, which regulates the fulfillment of national nutrition needs. This study was conducted to analyze in depth the implementation of the Free Nutritious Meal Program in schools in Surabaya City, which includes the planning, implementation, and evaluation stages, involving various stakeholders such as the government, schools, and service providers. The method used in this study is a qualitative method through a descriptive approach. The results of this Free Nutritious Meal Program study have shown that this program improves student learning concentration. This study uses Edward III's theory, so it can be seen that the communication and resource aspects have fully supported this MBG program, however, it is still very unfortunate because there are still problems with the disposition and bureaucratic structure.
