Abstract

Merdeka Belajar-Kampus Berdeka (MBKM) policy, as a government effort to prepare students to face the world of work and technological advances. One of them is the Teaching Campus Program as an effort to provide opportunities for students to learn outside the classroom by becoming teacher partners in the learning process in primary and secondary education units, hereinafter referred to as assignment schools. To see how the implementation of the Teaching Campus Program, the researcher used a qualitative descriptive method. The results of the research that The implementation of the MBKM-Campus Teaching Program at Pawyatan Daha University has gone quite well. Between the Teaching Campus Program run by UPD, the Program Implementation by the Leaders and Persons in Charge of the Faculty/Prodi and the Program Target, namely UPD students themselves, have achieved compatibility so that these aspects support each other in implementing the Teaching Campus Program, even though there are a few obstacles in each aspect.

Abstract

Law of the Republic of Indonesia number 14 of 2008 concerning Public Information Disclosure indicates that state administration must be carried out in an open or transparent manner. The Administration of government must be able to create public trust in the government, one of which is by meeting the information needs of the community. The City Government of Probolinggo has committed to carrying out the mandate of the Law on Public Information Disclosure by making a policy of establishing a public information and Documentation Management Officer (PPID) consisting of Main PPID and Supporting PPID. Even though they have carried out their duties accordance with the mandate of the law, the Probolinggo City PPID is still experiencing several obstacles, one of which is the existence of information disputes submitted by information applicants. Therefore it is necessary to carry out research related to the performance of the Probolinggo City PPID in implementing Public Information Disclosure and examining the constraints faced. In this study using a qualitative descriptive approach. The results of this study indicate that the performance of PPID Probolinggo City in implementing Public Information Disclosure has been good. However, there are still a number of obstacles encountered, namely the lack of competent human resources in their fields and the lack of orderly administration in the preparation of DIP and the determination of exempted information that has not been completed with a consequential test document.

Abstract

Abstract Good governance has now become a standard or paradigm that needs to be applied in governance because good governance is based on principles such as participation, transparency, accountability and efficiency. One of the principles of good governance is transparency, where transparency can be interpreted as an openness of government in managing public resources. Nagari Revenue and Expenditure Budget (APBNag) is a village regulation that makes sources of revenue and allocation of village expenditure within one year. Nagari Cubadak is one of the villages that has a good reputation or report card in terms of transparency in managing the APBNag. This is then the background of this research. This study aims to analyze the implementation of the principle of transparency of the Cubadak APBNag in Tanah Datar Regency for 2020-2022. The approach in this study uses a qualitative approach with data collection techniques using interview and observation methods. The types of data used are primary data and secondary data. Based on the results of the study, the researcher draws the conclusion that the Cubadak Nagari Government has carried out consistent transparency of APBNag management for the last 3 years well. The application of the principle of transparency is also in accordance with the indicators of transparency according to Krina, namely the provision of clear information, easy access to information, establishing a complaint mechanism, and increasing the flow of information through cooperation with the mass media and non-governmental organizations. Abstract

In an effort to protect the human rights of every human being to be able to breathe fresh and clean air or be free from cigarette smoke, as well as in an effort to improve the health of the people of Probolinggo City while still respecting the rights of smokers, the Probolinggo City Government has issued Probolinggo City Regional Regulation (Perda) No. . .12 of 2012 concerning No-Smoking and Limited Smoking Areas and Probolinggo Mayor (Perwali) Regulation No. 118 of 2021 concerning Implementation Guidelines for Probolinggo City Regional Regulation no. 12 of 2012 concerning No-Smoking and Limited Smoking Areas. After this regulation has been in effect for 11 years, it turns out that there are still many violations of non-smoking areas and restricted smoking areas. This research aims to determine the implementation of Regional Regulations regarding No-Smoking and Limited-Smoking Areas in Probolinggo City and identify obstacles in implementing these Regional Regulations. The research method used in this research is a qualitative descriptive method. Interviews and observations were carried out in the No-Smoking Area (SMA Negeri 1 Probolinggo) and the Limited-Smoking Area (Mayangan Subdistrict, Mayangan District, Probolinggo City). The informants in this research were the Probolinggo City Health Service and the Probolinggo City Civil Service Police Unit.The results of the research show that the implementation of regional regulations in non-smoking areas has gone well, while in restricted smoking areas it has not gone well.

Abstract

This study address to the effectiveness of plant quarantine services at Service Unit I at the Surabaya Agricultural Quarantine Center, as well as factors that influence and efforts to improve its effectiveness. The following research method is descriptive qualitative. The research subjects being the leadership, service staff and service users of the Surabaya Agricultural Quarantine Center. Sources of information were determined using purposive sampling techniques, data collection techniques through interviews, documentation and literature studies, and data analysis techniques with data collection, data condensation, data presentation, and conclusion drawing. The results showed that: (1) The effectiveness of plant quarantine services tangibles, reliability, responsiveness, assurance, empathy runs quite effectively and efficiently so that service users feel satisfied with the service. (2) Factors that influence, namely awareness factors, regulatory factors, organizational factors, facilities and infrastructure factors, income factors and employee skills factors, carry out their responsibilities to serve the community well, sufficiently apply the rules that have been enacted, communication between leaders and employees goes well enough. (3) Efforts to improve with training and Competency Based Training (CBT) are expected to be able to develop expertise or skills specifically and have the aim of achieving work results based on performance targets that have been set.

Abstract

Pemenuhan kuota 30% pada penempatan perempuan dalam ranah politik pada lembaga Dewan Perwakilan Rakyat Daerah (DPRD) yang terjadi di Kabupaten Sumenep sampai pada saat ini masih belum mencapai sesuai keinginan. Padahal kebijakan kuota 30% hadir sebagai upaya dalam meningkatkan keterwakilan perempuan di lembaga legislatif DPRD yang telah diperkuatkan dengan dikeluarkannya Peraturan Undang-Undang No. 07 Tahun 2017 pada pasal 245 tentang keterwakilan perempuan. Penelitian ini merupakan penelitian deskriptif kualitatif yang dalam proses pengumpulan data menggunakan teknik wawancara, observasi serta dokumentasi. Adapun informan penelitian ini adalah Ketua Komisi Pemilihan Umum (KPU) Kabupaten Sumenep, anggota perempuan DPRD Kabupaten Sumenep, salah satu anggota caleg perempuan yang gagal dalam Pemilu tahun 2019 dan anggota partai yang ada di Kabupaten Sumenep.Hasil penelitian menunjukkan bahwa implementasi kebijakan kuota 30% sebagai persyaratan dalam pemilu Sumenep masih belum sepenuhnya dikatakan berhasil, yaitu dilihat dari perwakilan perempuan yang sudah duduk di lembaga legislatif yang hanya terdapat 3 orang saja. Hal tersebut dipicu dari permasalahan kurang memadainya sumberdaya yang ada terkait dengan keberanian, kepercayaan, budaya patriarki dan keterampilan dalam ikut berpartisipasi dalam ranah politik.

Abstract

Poverty is a multidimensional problem related to the inability to access economic, sociocultural, political, and participation in society. Poverty is also one of the problems faced by people in urban areas, until now the problem of poverty has not been resolved. The government has tried to overcome this problem through the Urban Poverty Reduction Program (PPKP), with one of its programs through the Urban Labor Intensive Program (PKP). This research uses qualitative research with a descriptive approach, using public policy evaluation dimension criteria to evaluate the implementation of the Viaduct by the Gubeng Labor-Intensive House Program according to William Dunn. This study aims to evaluate and determine the supporting and inhibiting factors for implementing the Labor Intensive program through Viaducy by Gubeng in Gubeng District, Surabaya City. The efficiency of the evaluation of the Viaduct by Gubeng Labor-Intensive House Program cannot be said to be efficient because the Surabaya City Government's efforts to finance the Viaduct by Gubeng until it can stand as it is now have not completely alleviated poverty in Gubeng District. Suggestions can be given that can later improve or improve the activities of the Viaduct by Gubeng Labor Intensive Policy Program: 1. It is necessary to implement a work package program whose training is more specific to Labor-Intensive programs such as one of them is Viaduct by Gubeng 2. The Surabaya City Government must focus more on the talents and interests of the people of Gubeng District.

Abstract

The Surabaya City Dukcapil Office has introduced the Digital Population Identity (DPI), an online tool that aims to enhance population administration services by making them more streamlined and efficient. This research aims to assess the utilisation of the DPI Application in promoting efficient population administration in the Bulak Banteng Subdistrict. The research employed a descriptive method with a qualitative approach. The research findings indicate that citizen engagement in utilising the DPI application is manifested through the perceived advantages experienced by residents, such as convenience, time-saving, and the ability to register from anywhere, eliminating the need to visit the office. Consequently, individuals only need to visit Bulak Banteng Subdistrict to collect their prepared documents. Nevertheless, not all individuals opt for services solely through the DPI programme, as there are still inhabitants who remain unaware of the availability of services facilitated by the DPI application. Individuals exhibit a greater level of ease when the service is delivered directly to their workplace, as there is a presumption that utilising the programme will be more challenging. Therefore, this study concludes that the Surabaya City Dukcapil Department's innovation of providing services through the DPI application offers convenience to the community, particularly millennials. However, the implementation of the introduction is suboptimal, and there are instances where the application service is inaccessible to the community, thereby impacting people's willingness to use the DPI application.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan fleksibilitas pengaturan lokasi kerja (WFHdan WFO) dalam meningkatkan kinerja serta faktor – faktor yang mempengaruhi kinerja ASNDinas Kependudukan dan Pencatatan Sipil Kabupaten Gresik di Masa Pandemi Covid-19. Jenispenelitian ini adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan datamenggunaakanwawancara dan dokumentasi.Hasil penelitian menunjukkan Sistem kerja WFO dan WFH dilaksanakan ada perbedaansarana prasarana yang disediakan. Tidak semua sarana prasarana ketikaWFO ada ketika WFH.Seperti contohnya tidak semuanya disediakan laptop maupun printer untuk mencetak berkas.Fleksibilitas sistem WFH dan WFO dalam meningkatkan kinerja ASN dapat ditentukan dariseberapa kondusif situasi untuk dapat melakukan pekerjaan dari rumah. Bekerja dari rumah atauWFH sendiri akan memberi kenyamanan dan produktivitas yang berbeda tergantung pada jenispekerjaan, ketersediaan teknologi, kondisi psikologis dan preferensi individual.Faktor – faktor yang mendukung maupun yang menghambat kinerja ASN yaitu: faktorpersonal atau individual, faktor kepemimpinan, faktor tim, faktor sistem, dan faktor kontekstual(situasional). Berdasarkan data hasil penelitian menunjukkan bahwa faktor yang mendukungkinerja ASN Dispenduk Capil Gresik dalam menerapkan WFH dan WFO faktor kepemimpinandan faktor tim. Sedangkan yang sedikit menjadi penghambat ialah faktor individual, faktorsistemdan faktor kontekstual. Sistem WFH yang diterapkan secara mendadak tidak serta mertadapat dilaksanakan dengan mudah oleh para pegawai.

Abstract

The aim of this study is concluding whether the realization of public investment and private investment has reduced the number of poverties in Nickel Producing Provinces in Indonesia. By using 4 cross-province data from 2013 to 2022. This paper examines the relationship between the foreign direct investment realization, domestic direct investment realization, public investment and the number of poverty. By using Regression Analysis we found that domestic direct investment has significant effect on poverty reduction. Meanwhile foreign direct investment Realization and public investment realisation has no significant effect on poverty reduction in South Sulawesi, Central Sulawesi, Southeast Sulawesi and North Maluku
