Abstract

This study aims to analyze the Effectiveness of the E-Government-Based E-Performance Program Application in the Resources Section of the Sidoarjo Police. This study uses a descriptive qualitative method with a case study approach. The existence of the E-Kinerja application can increase work transparency and personnel welfare by getting benefits according to performance results. The data sources used are secondary data and primary data obtained through interviews, observations and documentation. There are six variables to measure program effectiveness, namely 1) Program Understanding 2) Right on Target 3) On Time 4) Achievement of Goals 5) Real Change 6) Availability of Facilities and Infrastructure. The research results show that the Effectiveness of the E-Performance Program Application in the Resources Section (Bagsumda) of the Sidoarjo Police is said to be Effective, there are seven sub-indicators that are already running well, namely Performance Achievement, Program Realization to be achieved by an institution, Performance Transparency, Improvement Performance, Work Achievement, Employee Welfare, and Applications. However, there are indicators that have not gone well, namely, the time used to fill out the E-Kinerja, there are still personnel who are late filling out the Work Diary and the available Internet is still slow

Abstract

The aim of the study was to analyze the quality of service at the Semolowaru Village Office, Surabaya City in the SKM perspective according to PermenPAN & RB No. 14 of 2017 which has 9 service elements, which uses a type of quantitative descriptive research and the type of data collection uses observation, questionnaires, and documentation, while the data analysis technique uses SKM calculations in accordance with PermenPAN & RB No. 14 of 2017. The research method uses qualitative methods. Data analysis in this study used quantitative methods to produce descriptive data to describe the actual situation, which did not use statistical calculations but by reading tables, graphs or figures. Research methods are research procedures and techniques Based on the results of the analysis, it can be seen that service quality in the SKM perspective at the Semolowaru Village Office, Surabaya City, obtained an SKM conversion result of 78.03. The performance of the Semolowaru Village Office, Surabaya City, is in the service quality "B" with "Good" service performance, but 2 out of 9 elements get a bad score, including: Complaint Handling, Suggestions and Feedback get a score of 62.2675 and the Completion Time element gets a score of 75 ,4625. This happened because there was still a discrepancy between reality and expectations in the field which were stated by several applicants during interviews.

Abstract

Poverty is a concrete problem in society which is generally and systemically caused by the lack of availability of jobs, low levels of education, and individuals who do not have the competence and skills to earn money. Social phenomenon is the emergence of beggars so that they become a public problem as happened in Malang City. According to data from the Central Bureau of Statistics for the City of Malang in the period 2016 to 2018, there were 378 beggars spread throughout the city of Malang. The implementation of the beggar control policy was carried out by the Malang City government through the Malang City Regional Regulation Number 9 of 2013 concerning Handling Street Children, the Homeless, and Beggars. Qualitative descriptive methods in this study were used to understand and describe the background along with problem-solving efforts, obstacles, and supporting factors for controlling beggars in the city of Malang. So the results of this study indicate that the existence of beggars in the city of Malang is caused by the application and content of the Malang City regulations regarding control of beggars whose character is persuasive and does not cause a deterrent effect. Then the supporting factors are that the Malang City government has succeeded in implementing regional regulations and innovation program policies because of the synergy between agencies, namely the Malang City Social Service, the Malang City Civil Service Police Unit, the Mutiara Insani Social Welfare Institute and the Ministry of Social Affairs of the Republic of Indonesia.

Abstract

This study is intended to analyze the role of government to improve people's welfare in the era of globalization. The discourse of globalization gave rise to radical groups who thought the government did not need to intervene in development because it was carried out by the private sector and skeptics who stated that precisely because of its many negative impacts globalization became an important entry point for the role of the state. Using the skeptical concept, public policy becomes a means of government, especially regional governments in the era of regional autonomy to play their role, as was done in Jambi Province. This study uses a qualitative approach by analyzing public policies of the Jambi Province Government and community welfare data. After the data is collected, it is analyzed using qualitative data analysis. The study results show that local governments play an important role in exploiting opportunities and preventing the negative impacts of globalization. Through a series of innovative and solutive policies, the Jambi Province Government seeks to improve the welfare of the community by utilizing the local potential it has. The development of vocational schools based on competition and local excellence, accelerated construction of rubber asphalt factories, accelerated development of the Merangin Geopark area, establishment of smallholder mining areas, Batanghari river Clean and land restoration is under threat are among the programs carried out by the Jambi Province Government.

Abstract

Penelitian bertujuan untuk menguraikan mengenai keefektifan dari penerapan Perwali Probolinggo Nomor 107 Tahun 2021 dalam rangka peningkatan pelayanan publik berbasis online. Pada penelitian ini menggunakan metode kualitatif secara deskriptif. Fokus penelitian mengacu pada penerapan Perwali Probolinggo Nomor 107 Tahun 2021 dalam rangka peningkatan pelayanan publik berbasis online di Kelurahan Triwung Lor Kota Probolinggo. Teori yang digunakan dalam penelitian yaitu Konsep layanan publik digital mengarah kepada prinsip efektis dan efisien (Cabrilo et al., 2014). Sumber data diperoleh dari data primer dan sekunder. Dalam teknik pengumpulan data pada saat penelitian dilakukan dengan cara melakukan observasi pada instansi terkait, setelah itu dilakukan wawancara mendalam mengenai penelitian serta adanya dokumentasi sebagai akhir penelitian. Dalam penelitian ini penulis dapat menyimpulkan bahwa hasil dari penelitian penerapan Perwali Probolinggo Nomor 107 Tahun 2021 telah berhasil diterapkan atau telah efektif sehingga dapat membantu permasalahan dalam mengurangi terjadinya deskriminasi dan ketidakpastian mengenai waktu pelayanan yang di butuhkan oleh pemohon. Faktor pendukung dalam penelitian ini terdiri dari hakikat kerja sama yang merupakan semua pihak dikatakan assembling produktif dan ketersediaan sumber daya manusia yang memiliki kemampuan, komitmen untuk mengelola pelaksanaannya. Sementara faktor penghambat terdiri dari faktor internal terkait dengan hambatan yang sering terjadi didalam instansi dan faktor eksternal adalah sebuah hambatan yang berasal dari luar instansi.

Abstract

Pada awal tahun 2020, virus corona menjadi masalah kesehatan dunia. bahkan juga pada kondisi dan ekonomi. Pandemi ini menyebabkan anjloknya aktivitas perekonomian domestik, yang tidak menutup kemungkinan akan menurunkan kesejahteraan masyarakat. Oleh sebab itu, Pemerintah telah merancang berbagai kebijakan baru dalam rangka menekan penyebaran dan penanganan virus ini. Salah satunya dengan diterbitkannya Undang-Undang Nomor 2 Tahun 2020 tentang Penetapan Peraturan Pemerintah Pengganti Undang-Undang Nomor 1 Tahun 2020 tentang Kebijakan Keuangan Negara dan Stabilitas Sistem Keuangan untuk Penanganan Pandemi Corona Virus Disease (Covid 19) dan Dalam Rangka Menghadapi Ancaman yang Membahayakan Perekonomian Nasional dan Stabilitas Sistem Keuangan Menjadi Undang-Undang. Selain itu dalam rangka melindungi masyarakat miskin, pemerintah memperluas Jaring Pengaman Sosial (JPS) termasuk yang tertuang dalam Peraturan Menteri Desa PDTT Nomor 6 Tahun 2020 tentang Perubahan Peraturan Menteri Desa PDTT Nomor 11 Tahun 2019 tentang Prioritas Penggunaan Dana Desa yang diantaranya terkait penyediaan Bantuan Langsung Tunai yang bersumber dari Dana Desa (BLT- Dana Desa). Tujuan Penelitian ini adalah (1) Untuk mengetahui faktor penghambat dan pendukung program Bantuan Langsung Tunai Dana Desa bagi masyarakat miskin terkena dampak covid 19 di Desa Krucil Kecamatan Krucil Kabupaten Probolinggo, (2) Untuk mengetahui Efektivitas program Bantuan Langsung Tunai Dana Desa pada masyarakat miskin yang terkena dampak covid 19 di Desa Krucil Kecamatan Krucil Kabupaten Probolinggo.

Abstract

The success of a cooperative business cannot be separated from management in managing a business, the quality of management in a cooperative must have good human resource capabilities. management is the core of a cooperative body, to achieve the objectives of the cooperative good management is needed so that the success of the cooperative is realized. Harmony Women's Cooperative is one of the cooperatives that in its implementation must have good management in order to successfully achieve its goals. However, due to Covid-19 there is a decrease in managerial activities in the Cooperative. This research uses descriptive with a qualitative approach. The results of this study are from five management functions 4 of which are planning, organizing, directing and supervising have been running well but for coordination and communication are very weak such as the lack of active cooperative members. So it can be concluded that the management function in the Harmony Women's Cooperative is quite good, only needs to be improved for the coordination and communication functions.

Abstract

Public Relations cannot be separated from involvement in Government Institutions. Public relations within the government has a very strategic function in an effort to improve the image of the government. The purpose of this study is to describe the role of the Surabaya City Government public relations in developing the Proud Image of Surabaya and its success in the community. The research approach is qualitative research. Data collection techniques using interviews, observation and documentation. And data analysis techniques are data collection, data reduction, data presentation and verification or drawing conclusions so that the data collected is good enough to be used as material for scientific work.The results showed that the role of Communicator public relations through Electronic Media on Websites, and Social Media through Twitter, Facebook, Instagram, Youtube and Podcast, Print Media through Press Release and Gapura Magazine, and Oral Media through Press Conference and Press Interview. Relationship fostering good relations or cooperation with internal parties by establishing relations between sub-sections in public relations and establishing relationships between Regional Apparatus Organizations, and fostering good relations or cooperation with External parties by establishing relations with the media and establishing relations with the public. Back up Management supports the management of the Surabaya City Government and disseminates the activities and programs of the Surabaya City Government. Good Image Maker Minimize negative issues of the Surabaya City Government, Publish Positive News about the Surabaya City Government, and Reputation or awards. And the success of public relations in building the image of Proud of Surabaya in the community in the Knowledge or Understanding of the community towards Proud of Surabaya and Participation or community involvement in maintaining Proud of Surabaya. The suggestion is that public relations should continue to maintain its good performance and continue to improve its performance as a Communicator, Relationship, Back up Management and Good Image Maker and improve the quality of communication by socializing Proud Surabaya through Regional Apparatus Organizations in programs or activities in the Government.

Abstract

Government innovations are needed by the community over time, one of which is the Complete Certificate Land Registration Program Innovation in Surabaya. In this case the process of implementing land registration which is a series of activities implemented by the government on an ongoing, regular and continuous basis and includes a collection, processing of manuscripts and also presenting and maintaining physical data and also juridical data in the form of maps and lists, relating to the field of -Plots of land and apartment units, including the provision of evidence as a right to land parcels that already have authority and have ownership rights to apartment units and certain other rights that burden them. The benefits in this case that are sustainable in discussions regarding the implementation of land registration can provide legal certainty and legal protection to rights holders over a parcel of land, an apartment and other rights that are registered so that they can easily have evidence against the public that it owns a land certificate which is the holder of the rights in question and provides a relief to other parties so that they can apply for land registration on their own rights

Abstract

Policies related to urban village budgets that began to be implemented in 2019 throughout Indonesia can be categorized as new policies. To implement urban village facilities and infrastructure development activities and community empowerment in urban villages with the urban village budget, the Probolinggo City Government established a policy through Mayor Regulation Number 173 of 2019 concerning Guidelines for Village Budget Management within the Probolinggo City Government. Sukabumi Village, Mayangan District is one of the villages in Probolinggo City that has received village budget allocations. The use of the urban village budget has entered its fifth year of implementation, but there are still infrastructure development activities that have not been carried out repeatedly and other problems that need to be explored and found solutions. This study aims to analyze the implementation of urban village budget management policies and map and analyze what factors are supporting and inhibiting the implementation of village budget management policies based on Probolinggo Mayor Regulation Number 173 of 2019 concerning Guidelines for Village Budget Management in the Probolinggo City Government Environment in Sukabumi Village. The type of research used in this research is descriptive with a qualitative approach with primary data sources through determining informants using purposive sampling and secondary data obtained by observation and documentation methods.
