Abstract

This study aims to describe and analyze the implementation of e-government services with the SAKTI program in Bujel Village in realizing excellent public services. This research focuses on Public Service Standards according to the Decree of the Minister of Administrative Reform No. 63 of 2003 which includes Service Procedures, Completion Time, Service Fees, Service Products, Facilities and Infrastructure, Competence of Service Providers. The research approach chosen in this research is descriptive qualitative research. The determination of the research location was based on the consideration that Bujel Village, Kediri City, was an active village in implementing e-Government compared to other villages in Bujel District, in addition to preliminary observations it was found that the SAKTI service experienced problems from the Dispenduk server so that various requests for certificate services could usually be made. online, while it can only be done by visiting the kelurahan office directly. The researchers determined the data sources in this study using a purposive sampling technique. The data collection technique used in this research is the method of interview, observation, and documentation. The data analysis technique used in this study is the data analysis technique of the Miles (2014) model which is also known as the interactive data analysis technique. Based on the results and discussion, the implementation of e-government services with the SAKTI program in the Bujel Village has been going well although there are still obstacles from the lack of socialization from the government, the SAKTI server error that makes the service process take a long time and the existing facilities and infrastructure at the Bujel Village Office be less than optimal, but it does not affect the quality of services provided. Services through the SAKTI program can still be done well. Keywords: Public Service, e-Government, Program Implementation

Abstract

Asta Tinggi as one of the heritage of the cultural heritage in Sumenep, is one of the popular religious tourism in the eyes of the local community. Asta Tinggi is the tomb building of the kings of Sumenep and his descendants. The problem in Asta Tinggi is the problem of facilities that are still inadequate to support the needs of tourists, so it takes the development of Asta Tinggi for the success of a tourist destination. This research uses qualitative descriptive methods. The results of this study refer to the focus of research with 3 indicators of success of tourism development according to Yoeti (2008: 96) namely (1) The presence of Attractions and Attractions, this has been done with the existence of tourist attractions carried out by Disparbudpora Kab Sumenep in attracting outside tourists to visit Asta Tinggi. (2) Accessibility, tourists who visit alone can take advantage of gojek to go to Asta Tinggi, and the Sumenep government has also provided 145 guides that are licensed. (3) The existence of facilities, building improvements and fulfillment of facilities that are still felt lacking. Therefore, the conclusion that the Development of Religious Tourism Cultural Heritage asta Tinggi with the promotion of tourism that can be through the Internet media to introduce tourist products, Accessibility is important to be developed as an ease of access for tourists. The advice that can be given is expected to be cooperation between the Sumenep Regency government and the management of Asta Tinggi.

Abstract

The purpose of this study was to determine the effect of the online SKCK service innovation on community satisfaction at the Gresik Police. The background of this research is the best practices shown by the Gresik Police in implementing the SKCK Online innovation. Best practice is manifested in the award given by KemenPAN-RB in the very good category received by the Gresik Police. In this study, the theory used is the theory of innovation by Muluk with innovation criteria based on the General Guidelines for State Administration Innovation (2015) and the theory of satisfaction by Lovelock and Wirtz by measuring public satisfaction based on the Regulation of the Minister of State Civil Service Empowerment Number 14 of 2017 concerning Guidelines for Preparing Satisfaction Surveys Public. This research uses quantitative research methods. Research location at Polres Gresik. The data collection technique was carried out by distributing questionnaires. The partial test (t test) and t test results indicate that there is a significant difference between t count and t table. The value of t count is 50.417 at the level of significance (Sig.) Of 0.000. This means that the t value is greater at the probability level of 0.05 (95%) to obtain a t table of 1.682. So it can be concluded from this study that there is an influence of online SKCK service innovation on public satisfaction at the Gresik Police.

Abstract

The movement movement of the people of Tanjung Selor and Tarakan is the availability of the role of the Tanjung Selor - Tarakan crossing transportation as a driver of economic growth. It is expected that the smooth movement of passengers and goods can take place effectively and efficiently. The problem in this research is how the standard of water transportation service crossing passengers to Tanjung Selor - Tarakan in Bulungan Regency and what are the supporting factors and obstacles to the standard of water transportation service to Tanjung Selor - Tarakan. The expected results with this research. The port and the Transportation Agency of the Bulungan Regency have attempted members crossing passenger fish services as well as possible. The absence of a service SOP at the port as a standard service standard, this also makes it difficult for the Transportation Agency of the Bulungan Regency to conduct an assessment of the performance of the officers and to determine the priority of improvement. The obstacles are the lack of government officials who provide services at the port, facilities and infrastructure, weather conditions of the regional financial budget

Abstract

The Banyuwangi district government is currently always faced with limitations and challenges, starting with matters of budget, human resources, authority, to time. These limitations and challenges then gave birth to two solutions, namely innovation and collaboration. "Innovation and collaboration of many parties make public services better." In this study, a qualitative paradigm research method was used because the researcher wanted to be able to describe and explore the implementation of innovative program policies in Banyuwangi Regency by collecting data through interviews, observation and communication. The results of this study indicate that (1) the form of implementation of public service malls in Banyuwangi Regency. (2) the implementation of public service malls as a new paradigm to anticipate service problems in Banyuwni Regency (3) The meaning and function of implementing public service malls in Banyuwangi Regency.

Abstract

Social media makes it easier for users to communicate with each other or share content in the form of photos, videos, text or sound just by using a monitor screen. Social media users in Indonesia have reached 210 million users, with the biggest users being young people or students. The use of the internet is not only as a medium of communication but can be used in the industrial sector, education, business, etc. It is undeniable that the development of the internet is very influential in changing human lifestyles. This study aims to determine and describe the impact of social media on the lifestyle of Tulungagung University students. The research method that researchers use is a type of qualitative descriptive research. The results of the study show that social media is media that allows its users to participate in social activities through the internet which is not limited by distance, space or time. Tulungagung University students use social media such as WhatsApp, Instagram, Tiktok and Facebook. Social media has become a necessity and even a lifestyle for Tulungagung University students

Abstract

An organization is a place for a group of people who work together in a rational and systematic manner that is guided or controlled to achieve certain goals using the resources available in it. One of the goals of organizing for students is to improve communication skills. This is because communication skills are very important in the world of work and daily activities. In every organization will have a goal that hopefully will be realized through each member in it. So also with BEM FISIP Bhayangkara University Surabaya. Therefore, good communication is needed to maintain solidarity and a sense of togetherness in each member so that the goals of the organization can be achieved. This research was conducted to analyze communication patterns to maintain the solidarity of each member applied to the organization. The research method used is descriptive qualitative using purposive sampling approach. The informants were nine people consisting of the chairman, deputy, KOMINFO division, MSDM division, MINBAT division, and academic division and three active members of BEM FISIP. The result is that there are several efforts made to maintain solidarity between members, namely through the form of activities by conducting face-to-face meetings such as Meetings, New Student Orientation Period, Organizational Training, Watching together, Sports, Social Services and through social media. So that every member of BEM FISIP Bhayangkara University Surabaya maintains solidarity in their organization

Abstract

Tujuan penelitian ini untuk melakukan evaluasi sejauh mana pelaksanaan kebijakan undang-undang nomor 36 tahun 2009 tentang kesehatan khususnya pada pencegahan stunting, untuk memetakan dan menganalisis faktor-faktor apa saja yang menjadi kendala pelaksanaan kebijakan undang-undang nomor 36 tahun 2009 tentang kesehatan khususnya pada pencegahan stunting. Digunakan Model CIPP, yaitu konteks, input, proses serta produk dikarenakan model ini lebih menyeluruh pada evaluasi dikarenakan evaluasi dilakukakan mulai awal proses sampai dengan akhir proses. Konteks evaluasi dilakkan uji apakah tujuan dirumuskan secara jelas dan spesifi, atau tidak. Input evaluasi dilakukan uji apakah input untuk mencapai tujuan sudah cukup memadai serta bagaimana kualitasnya. Proses evaluasi yang dikaitkan dengan bagaimana prosedur melaksanakan program, serta apakah didapat kelemahan-kelemahan dalam mendukung proses pekerjaan. Produk evaluasi yang dikaitkan dengan hasil yang dicapai dari suatu program/kebijakan, serta apakah program perlu dilanjutkan, dilanjutkan dengan revisi atau tidak dilanjutkan. Penelitian ini adalah penelitian kualitatif, berupa penelitian evaluasi dengan desain kualitatif-verivikatif, dengan varian kualitatif evaluatif, karena penelitian ini dilakukan untuk meneliti suatu program/kebijakan. .Dalam setiap tahap penelitian/pengambilan kesimpulan, dilakukan langkah-langkah berupa data reduksi, data display, serta data verivication. Berdasarkan evaluasi kontek, disimpulkan bahwa pelaksanaan program pencegahan stunting masih dirumuskan secara sederhana, sehingga belum dimengerti sepenuhnya dan belum difahami oleh aparat pembina sepenuhnya. Dari evaluasi input didapatkan kesimpulan aparat pembina belum sepenuhnya mengalokasikan dana, Prasarana dan sarana, serta sumber daya yang menukupi untuk melakukan pembinaan. Berdasarkan Evaluasi Output, belum diapai sasaran sepenuhnya.

Abstract

This study aims to find out whether there are gaps between expectations and reality that are felt by the community using the e-musrenbang service system, using the Importance Performance Analysis (IPA) method. The E-musrenbang system is one of the public policy innovations in the field of development planning carried out by the Surabaya City Development Planning Agency. Through e-musrenbang, citizens can check what activities have been proposed and the status of their approval. As an innovation, the quality of e-musrenbang services needs to be evaluated. The indicators used include six variables, namely the quality system, information quality, service quality, user, user satisfaction, and net benefits. Respondents in this study were users of e-musrenbang which included 25 RW heads, and officials in 4 sub-districts which were densest in 1 sub-district, namely Benowo sub-district in Surabaya city area. The results of descriptive statistical tests that compare the performance and expectations of respondents obtained results from 6 indicators, the highest level of expectations is found in the indicator of service quality, while the lowest expectation lies in the user indicator. This causes the indicator of "service quality" which consists of tangibles, responsiviness, security, acess, and understanding the customer is the most important factor for the user in the service of the E-Musrenbang system. Conversely, the indicator "user" especially "needs" is the least important. Overall the results of the comparison between service quality and community expectations of E-Musrenbang services in the city of Surabaya have gaps - 150.16.

Abstract

The Free Aceh Movement (GAM), declared by Hasan Tiro in 1976, was a form of disappointment caused by the central government's centralism. Not only that, Aceh also supported Indonesia's struggle against the Dutch to maintain independence. Aceh also contributed a considerable amount, even referred to as the capital region of the Republic of Indonesia by Soekarno. The purpose of this research is to find out the state of Aceh before the rebellion of the Free Aceh Movement, the factors that caused the rebellion of the Free Aceh Movement, the rebellion process of the Free Aceh Movement in 1976-2005, and the efforts of the Indonesian government in realising peace in Aceh. The method used is descriptive qualitative method where data is collected through literature study, interviews and documentation. The results showed that economic factors, culture and disappointment in Aceh were the causes of the rebellion. In the next development, the rebellion claimed many victims, especially civilians. In the process towards peace, state leaders have their own ways to achieve peace with the Free Aceh Movement. The peace agreement between the Government of Indonesia and the Free Aceh Movement occurred through negotiations in Helsinki, known as the Helsinki MoU.
