Penelitian ini mengaji tentang pengaruh perencanaan penugasan terhadap kualitas hasil pemeriksaan di inspektorat Kabupaten Bener Meriah. Tujuan penelitian adalah adalah untuk mengetahui pengaruh perencanaan penugasan Audit terhadap kualitas hasil pemeriksaan pada Inspektorat Kabupaten Bener Meriah dan bagaimana proses penempatan personil Aparatur Pengawasan Intern Pemerintah di Inspektorat Kabupaten Bener Meriah. Perspektif teori yang digunakan adalah teori manajemen sumber daya manusia dan pengujian secara simultan dan parsial. Penelitian ini menggunakan metode kuantitatif, teknik pengumpulan data dilakukan dengan kuesioner skala linkert kepada 40 responden Aparatur Pengawasan Intern Pemerintah (APIP). Analisis data dilakukan dengan menggunakan SPSS (Statistical Package for Social Science) versi 26. Berdasarkan hasil analisis linier berganda diperoleh bahwa masing-masing variabel bebas mempengaruhi variabel terikat yaitu kualitas hasil pemeriksaan. Nilai koefisien regresi sebesar 0,416 untuk variabel perencanaan penugasan audit. Nilai koefisien regresi ini menunjukkan bahwa perencanaan penugasan audit terhadap kualitas hasil audit tidak sama dengan nilai nol atau i (i = 1, 2, 3) 0. Dengan demikian, dapat dikatakan bahwa penugasan audit perencanaan secara bersama-sama mempengaruhi kualitas hasil audit. Pengujian secara individual (parsial) nilai koefisien regresi perencanaan penugasan audit adalah 0,001, lebih kecil atau di bawah taraf signifikan 0,05 sehingga perencanaan penugasan berpengaruh positif terhadap kualitas hasil audit. Hasil penelitian menunjukkan bahwa Perencanaan penugasan audit secara parsial berpengaruh terhadap terhadap kualitas hasil pemeriksaan.

Penelitian ini mengkaji tentang implementasi undang-undang nomor 5 tahun 2014 tentang aparatur sipil negara dan mengkhususkan penelitian pada netralitas ASN dalam pemilihan kepala daerah di Kabupaten Bener Meriah pada tahun 2017. Tujuan Penelitian adalah untuk menganalisis penyebab yang menjadikan ASN tidak netral dan tindak lanjut punishment yang dilakukan oleh BKPP kepada ASN yang melakukan pelanggaran netralitas. Perspektif teoritik yang digunakan adalah teori implementasi kebijakan publik, netralitas birokrasi dan pilkada. Metode Penelitian yang digunakan adalah metode penelitian kualitatif. Hasil penelitian menunjukkan bahwa pada tahun 2017 dilakukan pemilihan kepala daerah di Kabupaten Bener Meriah, dan ditemukan 21 orang ASN meklakukan pelanggaran netralitas. Penyebab yang menyebabkan ASN melakukan pelanggaran netralitas dalam penelitian ini dianalisis menggunakan indikator implementasi menurut Van Horn dan Van Meter diketahui komunikasi dilakukan dengan memberikan sosialisasi penjabaran mengenai aturan-aturan netralitas ASN pada ranah politik, serta sanksi-sanksi yang akan diberikan jika para ASN melanggarnya. Indikator sumber daya tidak ditemukan kesesuaian dengan permasalahan penelitian. Watak para pelaksana kebijakan diketahui masih belum memiliki komtimen yang kuat dalam menjalankan amanah UU ASN karena dalam memberikan sanksi kepada 21 orang ASN yang melanggar netralitas hanya sekedar memberikan teguran lisan saja, SOP sampai saat ini hanya masih Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara dan Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil. Fragmentasi sebagai pelaksana adalahBKPP, Kesbangpol dan Panwaslih.Lingkungan ekonomi, sosial dan politik memberi pengaruh paling signifikan dalam permasalahan netralitas ASN karena faktor hubungan primordial dan faktor mengejar jabatan di pemerintahan. Tindakan punishment kepada para ASN hanya diberikan melalui teguran lisan dan masuk dalam kategori ringan, sementara pelanggaran yang dilakukan oleh ASN masuk dalam kategori sedang hingga berat.

This study investigates the implementation of the Bener Meriah Regency Qanun Number 6 of 2018 concerning the Regional Medium-Term Development Plan in Bener Meriah Regency by BAPPEDA in 2019. The study's goal is to learn how the RPJMD Qanun is implemented and what challenges it faces. The theoretical perspectives used are public policy theory, policy implementation, regional development planning, supervision, politics, and bureaucratic processes. A qualitative research method was used. The results show that the RPJMD Qanun has been implemented for three years and is still not being implemented effectively and efficiently due to the development programs included in the regional medium-term development planning (RPJMD) list, experiencing changes in the stages of implementation, and the availability of the development implementation. budget in the SKPK provided Government of Bener Meriah. Obstacles to BAPPEDA Bener Meriah Regency's Role in RPJMD Implementation Qanun are caused by political obstacles in the form of political intervention by power holders, economic obstacles in the form of limited budget availability, and institutional weaknesses in the form of insufficient supervision and evaluation carried out by BAPPEDA to all SKPK related to the implementation of non-physical development programs that proved to be ineffective and underwent several changes that were not in accordance with development planning.

The Cureh Main Market is the main market in Bireun Regency which is the center of the sub-district markets that operate from morning to evening and even late at night, but this does not happen in the Cureh Main Market, as is the phenomenon that has occurred until now people prefer shopping at the Meunasah Capa Morning Market, namely markets around settlements near people's homes as well as modern markets or online ordering, if this problem is not handled quickly, the Cureh Main market cannot last long in Bireun district. This study uses a qualitative method, in which qualitative data analysis is carried out interactively and is carried out continuously until it is complete, so that the data is saturated. The research results obtained are: 1. Cureh Main Market Arrangement and Maintenance Policy Reviewing the Market Management Administration System using three elements of content of policy from Grindle's theory. 2. Obstacles that occur so that the Cureh Main Market is not yet functioning optimally are reviewed with internal and external constraints, namely a. Internal constraints are caused by factors related to strategic locations in selling as well as the importance of knowledge and skills, as well as market conditions that greatly affect customers with muddy market conditions and flooded roads making the location look dirty and garbage scattered following the puddles which makes customers reluctant to go to the market during the rainy season. b. External constraints are caused by factors that there is no solution to avoid conflicts, as well as the rapid competition that is currently emerging with many people shopping and ordering food and vegetables, which can now be ordered using an online application. There were issues with the open and Assessment Center-based process used to fill the Primary High Leadership Position (JPT) in Lhokseumawe City in 2018. Political interference was still very strong, and there were still likes and dislikes (and dislikes), so the selection of ASN for the Primary High Leadership Position did not follow the merit system based on competence, education, and experience (merit system). Descriptive and qualitative research methodologies are used in the study of the Primary High Leadership Position (JPT) selection analysis in the Lhokseumawe City Government. Many employees who find it challenging to participate in the position auction or open selection are among the obstacles that are experienced. been untested. Each apparatus only possesses a small amount of leadership spirit, which has an impact on how employees behave when they aren't competitive enough to compete in a succession of job auction selection processes before particular positions become open. The provision of additional resources, specifically the budget for facility and infrastructure upkeep, is necessary to assist the Lhokseumawe City Government's success in supplying human resources and infrastructure.

The rule or regulation of the Minister of PDTT No. 4 of 2015, which describes the management, formation, and dissolution of BUMD, goes into more depth about the implementation of village community empowerment. We may comprehend that BUMG is financed by villages, with village money used to carry out village capital participation. BUMG offers services aimed at boosting local businesses and economies in order to build a flourishing community welfare state. In order to provide a comprehensive and in-depth picture of the implementation of Lhokseumawe Mayor Regulation Number 31 of 2017 at BUMG Gampong Tumpok Teungoh, Lhokseumawe City in 2020-2021, a descriptive qualitative research methodology was utilized. The findings of the study and conversation on BUMG's contribution to community improvement. The findings of the research and discussion on BUMG's role in enhancing the community's economy have been realized, but they have not been successful, particularly in the implementation of BUMG reporting and the development of existing potential so that the economy of the Gampong community can improve social welfare, BUMG also contributes as a substitute for The Original Income. This study looks at how Panwaslih, North Aceh Regency, implemented its governance plans for hosting concurrent elections in 2019. The goal of this study is to examine the governance policy's implementation for the 2019 simultaneous elections, the role of the election supervisory body/Panwaslih in overseeing the elections in the North Aceh district in 2019, as well as the enabling and obstructive factors in the implementation of supervision. The research is descriptive qualitative, the methods for gathering data are observation, interviews, and documentation, and the methods for analyzing the data are data reduction, verification, and conclusion-making. The study's findings demonstrate that the Panwaslih in the Governance of the 2019 Simultaneous Elections has carried out the supervisory role with professionalism. All phases of the 2019 election will be supervised in compliance with Election Law Number 7 of 2017, which was passed in 2017. It is established that the Aceh Regency Panwaslih commits every election violation without showing any preference. All allegations of electoral fraud are investigated by Bawaslu in accordance with Bawaslu rules. Additionally, at the Panwaslih Accountability for the Execution of the 2019 Simultaneous Elections level It is demonstrable that the North Aceh Regency's 2019 General Elections were implemented without incident. Despite the fact that there were still infractions in the field, the Election Supervisors were able to effectively rectify them through preventative measures integrating community participation in supervision.

The Regional Secretariat of the Bener Meriah Regency in 2019 is the location of this study, which explores the efficacy of raising state public servants' performance using the merit system. The goal of the study is to comprehend how the spoil system can impede efforts to increase ASN performance as well as the efficacy of enhancing ASN performance through the merit system. Hani Handoko's theory of effectiveness, which uses outcome indicators (results) from the execution of programs/activities, is the theoretical framework that is applied. A qualitative research method was adopted for the study. The findings revealed that improving the performance of ASN through the Merit System at the Bener Meriah Secretariat in 2019 was still ineffective due to the low quality of the ASN serving in the Bener Meriah Secretariat due to the influence of the spoil system implementation due to the element of closeness or kinship with political officials in the area. Regency Bener Meriah The spoil system has a significant impact and hinders the effectiveness of improving the performance of ASN in the Bener Meriah Secretariat in 2019, because if the spoil system is still used in the placement and recruitment of ASN placed in the Setdakab, it will have an impact on the performance of other ASN, because the roles of ASN are different because ASN roles that are placed based on ability and competence qualifications will be defeated by ASN that is dominated by a spoil system because it is based on political power or through political intervention and power.

Shipping plays a crucial role in the efforts to achieve national objectives outlined in Pancasila and the Republic of Indonesia's 1945 Constitution. Naturally, the government plays a crucial role in ensuring that everything runs smoothly in an effort to realize this situation. through government agencies, specifically the Harbormaster Office and the Lhokseumawe Class IV Port Authority. This study aims to examine and demonstrate how the Inaportnet application's implementation of policies pertaining to shipping authorization management is carried out. The descriptive design of this study is combined with a qualitative research approach. A research approach known as qualitative research approaches the world as a whole through the lens of holistic, complex, dynamic, meaningful, and inductive reasoning. The Lhokseumawe Class IV Harbormaster and Port Authority Office has implemented the Policy for Issuing Sailing Approval Letters (SPB) in accordance with applicable regulations, but there are still a few obstacles in the way. The applicant's lack of comprehension of the procedures for issuing sailing approval letters (SPB) is one of the obstacles in issuing sailing approval letters (SPB) at Class IV Lhokseumawe Harbor Masters and Port Authority offices. This study examines the policy implementation of the Community Activity Restriction Program (PPKM) in the city of Banda Aceh in tackling the COVID-19 pandemic. The PPKM policy is a serious effort by the government to overcome the problem of the COVID-19 pandemic. However, in its implementation in Banda Aceh, it was realized that the policy had a number of deficiencies, so the results intended to be achieved did not work effectively. Thus, this study aims to describe the process of implementing the PPKM policy in the city of Banda Aceh and why the implementation did not work as effectively as expected. The research method used in this research is the descriptive-qualitative method. The research results show that the process of implementing the PPKM policy in Banda Aceh City cannot be separated from the implementation of the four indicators of policy implementation put forward by George Edward III, namely: communication, resources, executor's attitude, and bureaucratic structure. As for the obstacles to the implementation of the PPKM policy in Banda Aceh City, the Banda Aceh City Government is not committed to determining the Task Force Team, which makes the community respond ambiguously, as well as the attitude of officers towards a number of people who are not cooperative, so that conflicts are prone to occur between the community and officers
