Abstract

The issue with the formation of the Kandang Makmur sub-district is that the conditions for political, territorial, and administrative aspects, such as the length of the design process and the discussion of regional expansion, are such that they are not met. The expansion of the Kandang Makmur District underwent a long process and involved many parties. According to David Easton, in the discussion process to analyze problems using political system theory in public policy formulation, which consists of input, withinput, and output, Researchers choose to use a qualitative approach because a qualitative approach is believed to be able to assist researchers in interpreting and describing the phenomena that occur. The sub-district expansion process in Kandang Makmur is full of political elements. The political element is the efforts of Mayor Suaidi Yahya and the Aceh Party to control the legislature and the expansion agenda of the Kandang Makmur sub-district. This is in accordance with the concept that in the policy-making process there is the use of interests and power in order to form a policy. So in the formulation process, there was a tug-of-war between the executive and the legislature. It is hoped that the Lhokseumawe DPRK, as the legislature, rationalizes the expansion policy of Kandang Makmur District by providing alternative policies to the executive, which is the party proposing the expansion policy of Kandang Makmur District. so that the next researcher can continue the discussion related to the implementation of the Qanun for regional expansion in Kandang Makmur District

Abstract

The Lhoksukon sub-district office is a government agency that provides services to the community. Good service must be supported by professional, responsible, and competent employees, able to understand and carry out their main duties and functions in accordance with the given field. - Move in and take care of letters of recommendation. The reason is that some people who take care of incoming and outgoing letters of recommendation complain that they have to wait a few days to get a letter at the Lhokukon sub-district office. The approach used by the author in this study uses a descriptive qualitative research approach. The first step in optimizing public services at the Lhoksukon District Office is to utilize technology, namely the use of social media as a forum for managing incoming and outgoing letters and letters of recommendation. This is intended so that the services provided by the apparatus are maximized and can reduce management time to be faster, moreover the costs needed by the community will be more efficient, one of which is the cost of looting transportation between villages and community homes to the Lhoksukon Sub-District Office, North Aceh Regency. Barriers to the implementation of public services in Lhoksukon District, among others, residents do not understand population administration, lack of village employees, low Human Resources (HR), lack of adequate facilities and infrastructure, lack of electronic devices, because of public service standards.

Abstract

This research examines the policy of job rotation in Southeast Aceh District (during the Raidin Pinin administration for the 2017-2022 period). The main questions to be answered in this study are the Position Rotation Policy during the 2017-2022 Raidin Pinim Government Period and secondly, Is there an element of political interest in position rotation that occurs in Southeast Aceh District, the theoretical perspective used in this research is structural. This perspective places the power relations of agents with duality structures, namely strata, and mutual influence. the research method used in this research is descriptive qualitative data collection through three stages including observation, interviews, and documentation, the first finding in this study shows that the position rotation that occurred in Southeast Aceh District during the Raidin Pinim government was not necessarily an effort to pay attention to public services but there is an element of political interest. Second, the position rotation carried out by the Southeast Aceh district government cannot be separated from political interests, but the form of political interest that the authors found in the field are personal interest to gain profit, position rotation in a government needs to be carried out because position rotations can also be positive. especially can improve one's performance and can overcome one's boredom at work. The suggestion that the author wants to convey to the Southeast Aceh District government is if the mutation rotation in Southeast Aceh is carried out once every six months or once every three months this is not very good, because this can hamper the opportunity for someone to show their performance.

Abstract

Implementasi Program Kartu Prakerja Dalam Mengatasi Pengangguran Di Kabupaten Mandailing Natal. Tujuan dari penelitian ini untuk mengetahui kendala yang dihadapi dalam implementasi Program Kartu Prakerja dalam menurunkan angka pengangguran di Kabupaten Mandailing Natal serta mendeskripsikan dampak Program Kartu Prakerja terhadap pengangguran di Kabupaten Mandailing Natal. Adapun masalah yang timbul yaitu implementasi dari program Prakerja ini tidak efektif menyelesaikan permasalahan pengangguran khususnya di Kabupaten Mandailing Natal. Dalam menjelaskan hasil penelitian disesuaikan dengan teori dari George Edward wilson yaitu Komunikasi, Sumber daya, Disposisi. Penelitian ini menggunakan metode penelitian kualitatif dengan tipe deskriptif analisis. Hasil penelitian menunjukkan pertama komunikasi ialah kurangnya sosialisasi dan pendampingan kepada peserta program Kartu Prakerja di Kabupaten Mandailing Natal. Kedua Sumber daya, segi sumberdaya manusia yang ditugaskan untuk mengawal program Kartu Prakerja ini untuk mencapai tujuannya di Kabupaten Mandailing Natal belum memiliki kompetensi dan keterampilan sesuai apa yang dibutuhkan program ini. Ketiga disposisi atau sikap pelaksana, kurangnya komitmen dari pelaksana program Kartu Prakerja di Kabupaten Mandailing Natal yaitu dinas ketenagakerjaan Kabupaten Mandailing Natal untuk menjalankan peran yang telah ditetapkan dalam Perpres Nomor 36 tahun 2020 tentang pengembangan kompetensi kerja melalui program Kartu Prakerja. Dampak Program Kartu Prakerja terhadap pengangguran di Kabupaten Mandailing Natal yaitu metode pelatihan yang kurang efektif untuk meningkatkan kompetensi kerja peserta program dan sertifikat pelatihan yang didapat dari program ini belum cukup membantu peserta program untuk diterima kerja pada saat melamar pekerjaan.

Abstract

The nutritional development of the Indonesian people is not getting better. Many nutritional problems occur and cannot be overcome. Stunting (short toddlers) illustrates the existence of chronic nutritional problems.  In general, this research aims to analysis some researches about stunting as one indicator that shows the problem in children growth and analyze national  policies on food and nutrition in Indonesia. The methode that is used in this article is literature review that collected some stunting researches and food and nutrition policies that made by the Indoensian government.  Nutritional status is influenced by the household's ability to provide adequate food, child care patterns, knowledge of nutrition and maternal health, access to health services, and other socio-cultural factors. National policies on food and nutrition in Indonesia are also developing in accordance with the development of nutrition science and problems.  The principle 4 sehat 5 sempurna which began in  1952 and was updated with the program that is called Guidelines for Balanced Nutrition.  Various programs to address food and nutrition problems have been made but nutrition problems have not been successfully resolved.  Based on the principle of food sovereignty, there needs to be community empowerment based on knowledge and local food resources. Efforts to handle malnourished and habituation of healthy and nutritious food must be carried out in food consumption according to local knowledge so that it is easily applied by the community.  Further research is important to analyse local knowledge and stakeholders that involve in food fullfillment in family and community.

Abstract

Studi ini mengkaji pengembangan Kawasan Minapolitan Aceh Timur, Pemerintah Kabupaten Aceh Timur telah menyusun 2 (dua) dokumen pendukung yaitu RZWP3K (Rencana Zonasi Wilayah Pengembangan Pesisir dan Pulau-pulau Kecil) dan Master Plan Minapolitan Aceh Timur (Peraturan Bupati Aceh Timur Nomor 9 Tahun 2022). Kebijakan Minapolitan merupakan salah satu intervensi yang dilakukan Pemerintah dalam meningkatkan produktifitas kelautan dan perikanan melalui program Kementrian Kelautan dan Perikanan (KKP).Penelitian ini menggunakan pendekatan kualitatif dengan metode pendekatan deskriptif yaitu pendekatan yang digunakan untuk meneliti pada kondisi objek yang alamiah. Hasil penelitian menyampaikan bahwa kelembagaan kawasan minapolitan di dalam kolaborasi bahwa Dinas Perikanan dan Kelautan sebagai leading sektor, sebagai pendukung BPBAP dalam melaksanakan riset, sebagai anggota kolaborasi dan Kelompok Pembudidaya Ikan (Pokdakan), serta dukungan masyarakat Desa Matang Rayeuk berada di lingkungan kawasan minapolitan belum berjalan dengan baik. Diantara 7 Kecamatan yang mempunyai tambak terintegrasi Hanya di kawasan Desa Matang Rayeuk yang sudah melakukan pengembangan klaster tambak udang vaname seharusnya sesuai dengan ketetapan yang berlaku kawasan minapolitan yang taerintegrasi tambak bias dikembangkan menjadi klaster tambak berkelanjutan namun anggaran belum memadai. Pemerintah harus lebih banyak mensosialisasikan tentang program klaster ini kepada masyarakat setempat agar masyarakat lebih yakin untuk memberikan surat tanah dan memenuhi kebutuhan lahan tambak untuk program klaster ini, dan bias memenuhi sarana dan prasaran yang dibutuhkan seperti instalasi pengolahan air limbah (IPAL) dan tandon air.

Abstract

Electricity supply situation in Nigeria can be best described as a total failure. It is highly insufficient and unavailable in some places regardless of the huge demand for its service. Successive administrations have voted huge amount of money to the power sector; yet, power outage is a commonplace in the country. It is on this background that this study examined the leading cause of the challenges in the Nigerian power sector over the years. To achieve this specific objective, the study finds it necessary to adopt historical research design and relied extensively on secondary sources of data through the survey of textbooks, journal publications, dailies and internet sources to gather relevant materials for the study. The study finds out that in spite of the policy reforms and funds allocated to the power sector by successive administrations in Nigeria, the sector is yet to be applauded for increase in power supply. In the face of the unending challenge of power outage in Nigeria, this study suggests among others that: the government should allocate sufficient funds to the sector and ensure that funds are utilised for the purposes of which they are allocated, experts in the area should be allowed to manage the sector, technical equipments should be adequately managed and replaced when necessary.

Abstract

This study examines passport application services at the Immigration Office, Class II TPI Lhokseumawe. It is known that the use of the M-Paspor application is still experiencing various problems, especially in the passport application service process, which has changed from manual to using the online system, and problem solving by the Immigration Office. The research focuses on online passport services and problem solving by the TPI Lhokseumawe Class II Immigration Office regarding online passport application services. The theory used to analyze the problem is public service theory. The research method uses a qualitative approach. Data collection techniques include observation, interviews, and documentation. The results showed that the passport application service process at the Immigration Office Class II TPI Lhokseumawe uses two methods, namely walk-in passport services and online through the M-Paspor application. The walk-in passport application process is limited to a quota of 50 per day and is given only to priority people such as senior citizens over 60 years old, infants, breastfeeding mothers, and pregnant women. Whereas passport applications online, namely using the M-Paspor application on mobile phones, have referred to the Minimum Service Standards, including clear service procedures by providing Standard Operating Procedures, fast turnaround times because they have registered in advance through the M-Paspor application, service fees referring to Government Regulation Number 28 of 2019, service products in the form of passports that can be submitted online at this time, complete facilities and infrastructure, as well as maximum competence of service providers. There are problems with the online passport application service at the Immigration Office Class II TPI Lhokseumawe, including the public's understanding of using the M-Paspor application, problematic internet networks, and the M-Passport application system, which is frequently updated. Problem solving is carried out through the stages of reporting complaints from the public, which are followed up through identifying problems by the leadership, giving dispositions to the responsible section, and making decisions to resolve problems related to the service of passport applications by the community.

Abstract

Understanding the potential uses of artificial intelligence (AI) in the human resource management (HRM) field is the aim of this research, which draws from a number of previous studies. This paper investigates the application of artificial intelligence in the field of HRM based on the core concepts of HRM theory. The literature review for this study employs the narrative methodology. We have deliberately decided not to use a methodical approach for the review of literature because it requires specific research questions that we believe are outside the scope of this study. The study concludes that, human resource techniques and staff relationship management remain in the phase of experimentation, AI has a significant and positive impact on four aspects of HRM theory: hiring, training and development of staff, managing staff productivity, and staff salary evaluation. Even though AI is widely used, there are still issues with data identification, impartial data creation, and staff happiness that need to be taken into consideration. This demonstrated how various AI applications are used in HR; government agencies, for instance, use the Oracle programme for hiring. Additionally, the study has supported a few noteworthy gaps in the literature that allow for a wide range of additional research. We think filling in the gaps will steer the field in the right direction when it comes to implementing AI in the field of human resources management.

Abstract

This research examines the circulation of narcotics in Aceh, which is increasingly very worrying. Narcotics in Aceh are now a real threat that must be considered by all components of society. The location of Aceh Province, which is in the Malacca Strait, makes Aceh a strategic area. so this is a serious threat to Aceh Province, especially related to smuggling and illicit narcotics. This study aims to find out how collaborative governance is used in carrying out the implementation of Aceh Qanun Number 8 of 2018 concerning the facilitation of the prevention of narcotics abuse in North Aceh. In this study, we used qualitative research methods with a descriptive approach to gain a comprehensive understanding. The results of the research show that the dynamics of collaboration in preventing narcotics abuse in the North Aceh district are not good enough because there is no collaboration, so the socialization function that should be carried out together is not working and there is no joint discussion between parties to start a collaboration plan, so the goals of cooperation mandated in the qanun are not achieved. The process of promoting collaboration was null because there was no collaboration, so several parties urged the North Aceh district government to immediately take steps to realize this collaboration
