Abstract

Studi tentang relasi Islam dan politik berusaha untuk memahami peran agama dalam politik dan peran politik dalam agama, terutama dalam konteks negara bangsa. Implementasi relasi Islam dan negara terbagi dalam paradigma. Ketiga paradigma tersebut meliputi relasi integralistik, sekuleristik dan simbiotik. Dalam pelaksanaannya, ketiga paradigma ini dijalankan secara berbeda oleh banyak negara muslim. Hasil tinjauan terhadap berbagai literatur studi Islam dan politik di berbagai negara menunjukkan adanya keberbagaian varian dalam setiap paradigma. Perbedaan tersebut disebabkan oleh faktor sejarah, dampak kolonialisme, sistem politik, budaya dan konfigurasi politik di negara-negara tersebut. Tidak mudah bagi negara berpenduduk muslim untuk menetapkan satu varian secara murni karena faktor-faktor tersebut. Bentuk implementasi setiap paradigma menunjukkan bahwa relasi Islam dan negara terus akan berkembang sesuai dengan perkembangan dinamika politik. Negara muslim sekuler bisa membuka ruang bagi munculnya peran agama karena desakan warganya yang semakin religius. Demikian juga negara Islam bisa membatasi aktivitas Islam politik jika mengarah pada radikalisme.

Abstract

This research examines policies for handling the COVID-19 pandemic in Indonesia based on Presidential Decree Number 14 of 2021 concerning procurement and implementation of vaccinations. This policy has been implemented in every province in Indonesia, but has not run as smoothly as it should, as happened in North Aceh District. According to the results of the author's search, the progress of vaccination is still low and has not reached the specified target of 70% by December 31, 2021. Researchers use qualitative research methods that are descriptive in the form of written or spoken words; what is observed are people and their behavior; the researcher is the key instrument; the data source is natural background; the data analysis is carried out inductively; and the results emphasize meaning rather than generalization. The results of the study show that the implementation of vaccinations in North Aceh District during 2021 has not reached the target due to information problems among the people of North Aceh District. The form of the problem is the distrust of the people of North Aceh towards the contents of the vaccine. So that there is still poor communication between the Implementer or the North Aceh District COVID-19 Task Force team and the people of North Aceh District, socialization should not be carried out so slowly; events circulating more quickly in this community are a sign of negligence. The structure should be well-planned, and it should form the socialization team through the media so that the true news about this vaccine is read by the public first rather than the hoax news that propagates this vaccine.

Abstract

Currently, educational institutions are a means for socialization and political education. Young people in the community can join and join existing organizations. This makes it easier for young people to show their political participation. Joining an organization helps young people to become leaders, speakers, and activists. Through a qualitative approach, an in-depth interview was conducted with one of the youth organizations of the Indonesian National Youth Committee (KNPI) in Medan City to find out the political participation carried out by youth people in the election of mayor and deputy mayor through the Medan City KNPI organization. The results of this study show that the political participation shown by the Medan City KNPI Members in the provincial government election in 2020 is by determining one pair of candidates they will support. The form of political participation carried out by the Medan City KNPI to the candidate pairs they have chosen is by forming volunteers among the youth, building communication and socialization to young people groups to support the candidate pairs they have chosen, escorting the votes of the candidate pairs from each polling station and participating in escorting the results of the votes to the Medan KPU office.

Abstract

Time Series from 2000 to 2021 on the variables Economic Growth and Labor Force Growth on the Unemployment Rate in Indonesia. The analytical method used is Multiple Linear Regression. The results of the research show that economic growth (X1), Labor Force Growth (X2), are constant, so the unemployment rate (Y) is -88.33%. The economic growth variable (X1) has a value of 0.01, which means that if economic growth (X1) increases by 1%, the unemployment rate (Y) will decrease by 0.01% assuming that labor force growth is constant. the labor force growth variable (X2) has a value of 1.41. This means that if labor force growth (X2) increases by 1%, the unemployment rate (Y) will decrease by 1.41% assuming constant economic growth.

Abstract

This study aims to analyze the effectiveness of the performance of members of the Legislative Body of the Bireuen Regency People's Representative Council (DPRK) in completing Regional Regulations (Qanun). The study was conducted at the Bireuen DPRK Office using a descriptive qualitative approach, which aims to provide an in-depth picture of the problems faced in the legislative process. The results of the study indicate that the effectiveness of the performance of members of the Bireuen DPRK Legislative Body is influenced by several factors, including limited human resources (HR), incompatibility of worker characteristics, and obstacles in communication with related agencies, such as the Ministry of Law and Human Rights. Interviews with various informants such as the Legislative Body Coordinator, Secretary, and Bireuen Regency Secretariat revealed that the lack of competent HR and delays in the Qanun ratification process were the main obstacles in achieving the target of completing the Qanun. In addition, the important role of communication between legislative members and the central government also influenced the effectiveness of completing the Qanun. This study suggests the need to increase HR capacity through training and recruitment of new, more competent members so that the legislative process can be more effective and in accordance with the targets that have been set.

Abstract

PDAM Ie Beusare Rata Lhokseumawe City has not yet carried out an optimal evaluation of the Lhokseumawe City Government's policy in providing capital participation to regional drinking water companies (PDAM). This can be seen from human resources and budgets which are still not optimal. This thesis discusses the Evaluation of Lhokseumawe City Government Policy in Providing Capital Investment to Regional Drinking Water Companies (PDAM) using Dun's theory with indicators of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy. The type of research used is descriptive qualitative with data collection techniques in the form of interviews, documentation and observation. The sampling technique was carried out using purposive sampling. Data sources use primary data, secondary data. Data analysis techniques using data reduction, data presentation, and drawing conclusions. The results of the research show that the Lhokseumawe City Government's policy evaluation in providing capital participation to regional drinking water companies (PDAM) is still not optimal. This is caused by inadequate human resources and a budget that is not in accordance with the Lhokseumawe City Government Policy in Providing Capital Participation to Regional Drinking Water Companies (PDAM). Recommendations for PDAM Ie Beusare Rata, Lhokseumawe City must improve quality human resources so that performance in providing services to the people of Lhokseumawe City will be more optimal.

Abstract

Community participation is the most important thing in infrastructure maintenance. Without community participation, the development built by the government will not last long if it is not properly cared for by the community. Community participation in infrastructure maintenance in Aceh Utara using the theory according to Cohen and Uphoff cited by Joyce and Joorie (2021) namely Participation in Decision Making, Participation in Implementation, Participation in Utilization, and Participation in Evaluation. The type of research used is qualitative descriptive with data collection techniques in the form of interviews, documentation and observations. The sampling technique was carried out by purposive sampling. The data source uses primary data, secondary data. Data analysis techniques with data reduction, data presentation, and conclusion drawn. The results of the study show that community participation in infrastructure maintenance in Aceh Utara is still not optimal, which can be seen from Participation in Decision Making is still relatively low. Participation in Implementation There is still a low level of awareness and community involvement. Participation in Utilization There is still a low awareness in maintaining, caring for and maintaining every development result made by the government and Participation in Evaluation often criticizes the government, but the government does not respond to criticism from the community. The factors that cause the lack of community participation in infrastructure maintenance in Aceh Utara are economic factors that make people reluctant to participate and from environmental factors that lack a sense of concern in infrastructure maintenance. It is recommended to the Public Works and Spatial Determination Office of North Aceh Regency to further increase public awareness and concern in carrying out infrastructure maintenance, such as providing socialization and guidance for the gampong community regarding the importance of infrastructure maintenance.

Abstract

The abuse of narcotics, psychotropics, and other addictive substances (NARCOTIC) is a serious problem that threatens Indonesia's young generation. Narcotics can cause physical, psychological, and social damage that harms individuals and society. This study aims to understand the definition of narcotics, their types, factors that cause abuse, negative impacts caused, and preventive efforts that can be made to overcome this problem. The results of the study show that individual and environmental factors play a major role in increasing the risk of drug abuse. Therefore, joint efforts are needed between families, communities, and the government to prevent narcotics abuse. Education, strict supervision, and stricter law enforcement need to be improved to protect Indonesia's young generation from the dangers of narcotics.

Abstract

The Bener Meriah Regency Government issued Regent Regulation Number 14 of 2019 concerning Additional Employee Income (TPP) which is expected to improve employee performance, especially from the discipline aspect, even though TPP has been given, the level of employee discipline is still quite low so that researchers want to look at external aspects such as community culture towards employee discipline. This research is a descriptive qualitative research carried out at the Personnel Agency, Education and Training of Bener Meriah Regency considering its main duties and functions as a personnel coaching agency so that it is appropriate to be able to apply proper discipline in accordance with the regulations that have been stipulated in Government Regulation Number 53 of 2010 concerning Employee Discipline. The results of the study show that the provision of TPP is still not able to improve employee discipline as expected because there is no TPP payment system that is integrated between discipline, performance and the amount of TPP received by employees. In addition, community culture has a considerable role in disciplinary violations within the Office of the Personnel, Education and Training Agency of Bener Meriah Regency.

Abstract

This study examines education administration services using the Basic Education Data (Dapodik) application whose services have not been able to carry out the Computer-Based National Assessment simultaneously on September 19-22, 2023. The purpose of the research is to analyze the service standards of the Computer-Based National Assessment (ANBK) using the Application of Basic Education Data (Dapodik) in Junior High Schools (SMP) in North Aceh district related to facilities and infrastructure. The obstacles analyzed in the implementation of this Assessment are related to internal and external interactions. The theoretical perspective used is the theory of public service standards (Alfianto, 2020). Barriers to public servants (Atep, 2021). The research method used is descriptive qualitative research, with data collection techniques through observation, interviews, and documentation. The results of the study related to facilities show that education administration services using Basic Education Data in the simultaneous Computer-Based National Assessment (ANBK) service are not optimal because the facilities owned by schools with passenger status are still using semi-online servers. Regarding obstacles related to internal and external employee interaction, serious things have not been found that can hinder the service of the Computer-Based National Academies in North Aceh.
