Abstract

Regional development planning faces a debate between the 'pro-growth' paradigm (GDP-focused) and the 'post-growth' paradigm (holistic well-being and ecological limits). The 'pro-growth' approach is criticized for causing environmental degradation and social inequality. This study aims to identify the characteristics, analyze the implications, and develop a conceptual framework integrating both paradigms. Using a Systematic Literature Review (SLR) method, 59 articles from Scopus, Web of Science, and ScienceDirect were thematically analyzed. Findings show that 'pro-growth' leads to environmental degradation and inequality , while 'post-growth'öfocusing on justice and local resilienceöfaces implementation challenges like political resistance and the need to redefine prosperity. The study concludes that regional prosperity must transcend GDP. Its primary contribution is a new conceptual framework bridging both paradigms to achieve holistic, resilient, and sustainable regional prosperity. Abstract

The 2025 Infrastructure Service Satisfaction Index (IKLI) measurement for Banyumas Regency shows that the IKLI achievement is at 3.56 or 71.02 points with a category B (Good), which reflects public satisfaction with infrastructure services is quite good but not evenly distributed. The dimension with the highest achievement is Public Service (3.93), while Public Space (3.18) is the lowest, indicating disparities between dimensions. The results of the Gap Analysis identified the greatest mismatch between expectations and reality in the Public Space dimension. The IPA and PGCV analysis placed Public Space, Transportation, Irrigation, and Housing as the top priority (Quadrant I). In conclusion, policy interventions need to be focused on these priority sectors while maintaining the quality of the Public Service dimension that has been good.

Abstract

Digital transformation in public administration requires local government agencies to manage knowledge systematically as part of efforts to achieve smart governance. However, knowledge management at the Transportation Agency of Bogor Regency still faces several challenges, including knowledge gaps among human resources, the lack of integrated knowledge storage, and limited cross-departmental knowledge utilization. This study aims to develop and implement a web-based Knowledge Management System (KMS) as an effort to digitalize transportation knowledge management. The research method employed is the Knowledge Management System Life Cycle (KMSLC), which consists of knowledge identification, knowledge acquisition, system design, implementation, and evaluation stages. The system was developed using the PHP programming language with the Laravel framework and MySQL as the database management system. The results show that the developed KMS supports centralized knowledge storage and knowledge sharing across departments, facilitates the transformation of tacit knowledge into explicit knowledge, and improves organizational knowledge accessibility. The implementation of this KMS has been proven to reduce knowledge gaps among human resources and enhance work effectiveness. Therefore, the application of a web-based KMS can serve as a supporting instrument for smart governance through strengthening organizational capacity, information integration, and improving knowledge-based decision-making within the Transportation Agency of Bogor Regency.

Abstract

The implementation of e-government at the village level is crucial for enhancing public service transparency and accountability. This study aims to evaluate the implementation of e-government in Soreang Village, Takalar Regency, by analyzing the availability and up-to-dateness of public information content on the village's official website. Using a descriptive qualitative approach, data were collected through digital observation (web-tracing), documentation studies of Permendesa No. 13 of 2025 and Permen Komdigi No. 5 of 2025, and structured interviews with the website administrator. The results indicate that the website meets 77.8% of the mandatory menu requirements, with weaknesses in the absence of APBDes realization reports and interactive public assistance features. Content updates are uneven; dynamic content such as news is regularly updated, while static content such as demographic data and organizational structure lags. This study concludes that e-government implementation in Soreang Village is still at the publish-oriented stage, focusing on one-way information publication rather than interactive service. Challenges include limited human resource capacity and bureaucratic data fragmentation. Holistic interventions are recommended, including continuous technical training, integrated information systems, and multi-level collaboration to achieve adaptive and accountable digital governance.

Abstract

This study aims to analyze the utilization of WhatsApp and QR Code in disaster mitigation communication and to formulate a five-layer synergy model between local governments and communities based on digital technology. The method employed is a Systematic Literature Review (SLR) guided by the PRISMA 2020 framework. Literature searches were conducted across four academic databases namely Google Scholar, Scopus, ScienceDirect, and SINTA between 16–22 April 2025, covering publications from 2020 to 2025. From 200 identified articles, 8 duplicates were removed and 192 articles entered the screening phase. Subsequently, 138 articles were excluded through title and abstract screening, yielding 54 articles for full-text assessment, of which 35 were excluded, resulting in 19 articles that met all inclusion criteria and were analyzed using narrative and thematic synthesis. Three principal findings emerged. First, there is an accelerative upward trend in scientific publications on messaging-platform use in disaster mitigation, peaking at seven articles in 2025. Second, WhatsApp has proven effective as a real-time disaster communication platform that supports community-based preparedness education and integration with IoT-based early warning systems. Third, a significant research gap exists regarding the role of QR Code in disaster communication systems, although QR Code adoption has been documented in adjacent sectors. Based on the synthesis, a five-layer synergy model is formulated, encompassing: (1) contextual root causes, (2) digital synergy platforms, (3) synergy mechanisms, (4) key challenges, and (5) policy recommendations. The novelty of this study lies in the formulation of the five-layer synergy model that integrates real-time communication channels based on WhatsApp, rapid information access based on QR Code, institutional governance of local governments, and community participation within a single disaster mitigation communication framework. This model transcends technocentric approaches by positioning institutional governance and community participation as key determinants of effectiveness, offering a replicable policy framework for local governments in disaster-prone areas.

Abstract

This study examines the dynamics of local elite power in the governance of social forestry in Nagari Paru, Sijunjung Regency, West Sumatra. Despite having obtained a Social Forestry Decree (SK) since 2014 and having a tradition of jungle prohibition as a form of local wisdom in forest conservation, its implementation has not been effective. This study aims to analyze how local elite power, particularly the dominant role of the Village Head (Wali Nagari), influences the governance of the forest management institution (LPHN) and community participation. The method used is descriptive qualitative with data collection techniques through in-depth interviews, observation, and documentation as well as data validation using source triangulation. The results show that the power structure in Nagari Paru is centralized. The dominant role of the village head has a strong influence on the governance of the Village Forest Management Institution (LPHN) and the level of community participation in the social forestry program in Nagari Paru.
