Abstract

Budaya digital telah mengubah total gaya hidup dan ideologi masyarakat, menciptakan ketergantungan yang sangat dahsyat dan haus akan informasi. Fenomena cyberspace tentu berakibat pada penyempitan ruang, waktu, dan jarak sehingga saling terkoneksi satu sama lain. Banyaknya masyarakat yang aktif di dunia maya (cyberspace) seharusnya dapat dijadikan sebagai wadah untuk menyampaikan pandangan, kritik dan sebagai ruang diskusi publik. Tujuan dari penulisan artikel ini adalah untuk mengetahui peranan cyberspace sebagai pembentuk komunikasi politik serta fungsi dan proses komunikasi politik yang telah memasuki era digital. Metode penelitian yang digunakan dalam penulisan artikel ini adalah studi pustaka dengan pendekatan deskriptif kualitatif melalui literatur-literatur yang relevan dengan tema yang dibahas. Dari hasil tinjauan pustaka dapat disimpulkan bahwa penggunaan media sosial dengan teknologi internet telah meninggalkan metode komunikasi politik yang konvensional, namun media konvensional tidak dapat diabaikan dalam proses komunikasi politik, karena memiliki kelebihan yang tidak dimiliki oleh media online (internet). Perubahan komunikasi politik di internet tentu akan membawa manfaat yang tidak terduga. Komunikasi politik di era digital menjadi fenomena baru yang tidak muncul pada era sebelumnya. Dari hasil tersebut diharapkan artikel ini dapat memberi wawasan yang lebih luas dan pemahaman baru terhadap perkembangan konsep dan praktik komunikasi politik di era digital.

Abstract

The tourism industry will become a lading sector driving the Indonesian economy, if it is managed, programmed and planned carefully and comprehensively. Central Bengkulu has many profitable opportunities that can be mined as a commodity if given the right strategic management as a tourist area. The aims of this research are, 1) To understand and analyze the tourism conditions in Central Bengkulu Regency using internal and external organizational debates in Central Bengkulu, 2) To understand and analyze the strategy for developing a tourist village in Central Bengkulu Regency in terms of external and internal environmental aspects. The research method used, descriptive research, using data collection methods, semi-structured interviews, structured interviews with the active participation of researchers. Information sources who became informants consisted of 10 people from the community and 5 people from the government in the tourism sector. The results of the research show that from the evaluation of the strategic environment, the strengths and weaknesses of the company's internal environment as well as the opportunities and risks of the company's external environment are identified. Improving the quality and quantity of human resources through a stable political situation obtains the highest score which means it has the highest strategic level.

Abstract

Civil Servant Work Discipline is defined as a form of employee attitude in respecting, appreciating, complying with and obeying existing regulations, both written and unwritten and being able to carry them out and not avoiding accepting sanctions if they violate their duties and authorities that was given to him. Enforcing discipline is important for an agency, because discipline contains rules that must be obeyed by employees. To achieve good results in accordance with the goals that have been set, it is necessary to have good work discipline from employees. This study aims to find out how Preventive Discipline and Corrective Discipline and Efforts to improve the work discipline of Civil Servants at the Office of Communication and Information Technology of Maluku Province with a total of five informants. The type of research used is qualitative research with a phenomonology approach by obtaining data from interviews, observations, and direct documentation in the field. The results of this study indicate that it can be said to be quite good because in the preventive and corrective disciplinary processes the types of sanctions that have been issued are verbal warnings only because the types of violations that occur are categorized as minor violations while efforts to increase discipline are strengthening good behavior starting from the leadership of the Communications Service and Informatics of Maluku Province.

Abstract

Didalam Peraturan Menteri Kesehatan Pertanggung jawaban hukum administrasi dalam melakukan pertolongan persalinan diluar fasilitas Kesehatan tersebut menjelaskan tidak berarti adanya larangan bagi bidan atau tenaga kesehatan lainnya untuk membantu persalinan di luar fasilitas kesehatan. Bidan Justru dapat membantu persalinan di luar fasilitas kesehatan yang sulit di jangkau oleh warga. Dalam Peraturan Menteri Kesehatan Republik Indonesia nomor 28 tahun 2017 Tentang Izin Penyelenggaraan Praktik Bidan Pasal 46 ayat 5 Sanksi administatif meliputi : 1) Teguran lisan, 2) Teguran tertulis, 3) Pencabutan SIPB untuk sementara paling lama 1 (satu) tahun, atau, 4) Pencabutan SIPB selamanya. Berkaitan dengan hal itu, sanksi administratif dimaksudkan agar bidan senantiasa bertindak secara professional dan sesuai dengan prosedur yang berlaku. Berdasarkan latar belakang diatas maka penulis tertarik untuk meneliti Pertanggung Jawaban Hukum Administrasi Dalam Melakukan Pertolongan Persalinan Di Luar Fasilitas Pelayanan Kesehatan Dihubungkan Dengan Permenkes No 97 Tahun 2014, Rumusan masalah dalam penelitian ini adalah Bagaimana Pertanggung Jawaban Hukum Administrasi Dalam Melakukan Persalinan Di Luar Fasilitas Pelayanan Kesehatan Dihubungkan Dengan Permenkes No. 97 Tahun 2014 dan Bagaimana Pengawasan Ikatan Bidan Indonesia (IBI) Bagi Bidan Yang Melakukan Pertolongan Persalinan Di Luar Fasilitas Pelayanan Kesehatan, Dalam penelitian ini penulis menggunakan jenis penelitian yuridis normatif atau penelitian hukum normatif, Teknik pengumpulan data dalam penelitian ini yaitu  Studi kepustakaan (library reasearch). Kesimpulan yang didapat dalam penelitian ini adalah 1. Pertanggung Jawaban hukum administrasi bidan yang melakukan pertolongan persalinan di luar fasilitas pelayanan kesehatan dihubungkan dengan Permenkes No. 97 Tahun 2014. Dalam Peraturan Pasal 14 tersebut, persalinan harus dilakukan di fasilitas pelayanan kesehatan, tetapi bidan dapat melakukan pertolongan diluar fasilitas pelayanan kesehatan jika fasilitas pelayanan kesehatan sulit dijangkau oleh masyarakat, akan tetapi apabila bidan tidak  menjalankan sesuai ketentuan penyelenggaraan praktik bidan, berarti tidak hanya melanggar kode etik tetapi juga dapat dikenai sanksi administratif, dengan demikian berlaku sanksi adminitratif, berupa teguran lisan, teguran tertulis, pencabutan SIPB untuk sementara paling lama 1 (satu tahun), atau pencabutan SIPB selamanya. Pengawasan dan pembinaan Ikatan Bidan Indonesia bagi bidan dengan cara melakukan pertemuan dengan para pengurus cabang, ketua ranting. Pada kenyataannya, walaupun dilapangan pengawasan sudah dijalankan tetapi belum maksimal karena, terdapat beberapa kendala seperti keterbatasan waktu dan SDM pengurus Ikatan Bidan Indonesia baik pusat maupun cabang atau ranting.Kata Kunci : Pertanggungjawaban, Hukum Administrasi, Persalinan

Abstract

The aim of this research is to find out the effectiveness of licensing services on the performance of the Bengkulu City Investment and One Stop Licensing Service. The population used in this study is the licensing applicant from the Bengkulu City Investment and One-Stop Service Office. The sampling technique uses descriptive qualitative based on predetermined criteria. Data collection techniques in this case are observation, documentation and questionnaires. The results of this study conclude that the effectiveness of licensing services on performance at the Bengkulu City Investment and One Stop Service Service is that the Effectiveness of Licensing Services at the Bengkulu City Investment and One Stop Service Service is still less than 82% or accept H0.

Abstract

Tujuan dari penelitian ini adalah untuk melihat sistem pemeliharaan E-Government dengan menggunakan website musirawaskab.go.id dalam komunikasi, informasi dan statistik Kantor Negara di Kabupaten Musi Rawas. Penelitian ini merupakan penelitian kualitatif deskriptif melalui observasi, wawancara dan dokumentasi kemudian dianalisis dalam tahap reduksi data, tampilan data dan penarikan kesimpulan. Berdasarkan hasil penelitian ini, sistem pemeliharaan e-government belum tercapai sesuai dengan peraturan bupati nomor 68 tahun 2016 dilihat dari perencanaan, pengorganisasian, penggerakkan, dan pengendalian. Kendala yang dihadapi dari sub aspek seperti kurangnya sumber daya manusia untuk memelihara sistem atau website yang membuat tampilan website tidak interaktif dan up to date dalam memberikan berita atau informasi. Selain itu, tidak ada prosedur operasional standar untuk menjadi panduan untuk memelihara sistem yang efektif.

Abstract

This study aims to determine the performance of post-certification professional teachers. It was an evaluation research study using Scriven's goal-free evaluation model. The sample was selected from a population of 548 teachers receiving professional incentives in Sleman Regency, consisting of 55 teachers (5 kindergarten students, 28 elementary school students, 13 junior high school students, 7 high school students, and 7 vocational high school students), school principals, and staff of the Sleman District Education Office. Data were collected through questionnaires, interviews, FGDs, documents, and assessment sheets, and were analyzed using quantitative and qualitative descriptive techniques. The results showed that the performance of post-certification professional teachers was largely unsatisfactory, as shown by 17 indicators, 7 indicators were good and 10 other indicators were quite good.

Abstract

This study aims to identify the quality of community services at the Lurah Office in Seluma District, Seluma Regency, Bengkulu Province, and explain the factors that influence the quality of community services at the Lurah Office in Seluma District, Seluma Regency, Bengkulu Province. This research is descriptive research with a qualitative approach. The determination of subjects in the study was carried out by purposive sampling and snowball sampling methods. There were 12 (twelve) research subjects, namely Talang Saling Village Head, Dusun Baru Village Head, Pasar Tais Village Head, and 3 (three) people who use public services from each Lurah Office. From the analysis using the tangible dimension, the reliability dimension, the responsiveness dimension, the assurance dimension, the empathy dimension, and the factors that influence the quality of public services, it can be explained that the tangible dimension ( tangible) At the Lurah Office in Seluma District it has not implemented well regarding the comfort of the place, ease of service, discipline of officers, ease of access and use of assistive devices. Dimensions of Reliability (reliability), the Lurah Office in Seluma District is still lacking regarding unclear service standards, the ability of officers is still lacking, and there is no expertise possessed by service officers. Responsiveness dimension (response/response), At the Lurah Office in Seluma District, the service process is not smooth and timely, so service users do not feel comfortable. Assurance dimension (guarantee), the Lurah Office in Seluma District does not have timely guarantees for service users but there is no cost for bureaucracy in services. The Empathy Dimension, Officers at the Lurah Office in Seluma District serve the community in a friendly and polite manner, but officers still prioritize their interests over the interests of service users. Two factors influence the quality of public services, namely internal factors and external factors. The internal factors are inadequate infrastructure, lack of service personnel, and lack of tools. While external factors, namely service patterns and procedures for providing services that have not been maximized.

Abstract

This research was conducted using quantitative methods through a questionnaire distributed to 42 respondents as a sample number that has been determined for the population of employees in the District Office of Ilir Timur I Palembang City which amounted to 42 employees. This study uses data analysis by testing the Validity and Reliability through SPSS and determine the value of correlation and multiple linear regression using the help of SPSS version 20. The results of this study show that intrinsic motivation and extrinsic motivation simultaneously (together) have a significant effect on the employee performance of Ilir Timur I District Office, Palembang. It is known in the test results that the value of F is calculated as 280,560> F table is 3.24 with sig 0.000 <0.005. The results of the t test show that extrinsic motivation (X2) is more influential than the intrinsic motivation seen from the value of T X2 is greater than T X1. (23,399> 0.556).  Based on the calculation of the multiple linear regression equation of intrinsic motivation and extrinsic motivation on employee performance, namely Y = -2,545 + 0.027X1 + 1,076X2, this states that if the variables of intrinsic motivation and extrinsic motivation are considered constant or 0 (zero), thenemployee performance will increase by -2,545. As well as hypothesis testing with an R Square result of 0.935 (93.5%) both variables affecting employee performance have a very strong influence, and the remaining 6.5% are influenced by other factors that are not thorough.This indicates that intrinsic motivation and extrinsic motivation affect employee performance. Where if the intrinsic motivation and extrinsic motivation are high then it will improve the performance of the employee optimally and the goals of the agency will be achieved

Abstract

This research principally aimed to describe the existence of veterans in showing their own self-identities. It was identified in accordance with intercultural communication study. The research was designed as a qualitative study applying deductive data analysis technique. The used method of the research was also descriptive. Furthermore, the data were obtained by conducting interviews, observation, documentation, and intensive literary reviews. The data relating with the identity of veterans in Central Bengkulu Regency were discussed in a comprehensive way from several identity categories which consist of cultural, social, and personal identities. The results showed that the veterans’ presences in Central Bengkulu Regency was established by 3 (three) identities. First, cultural identity of the veterans was obviously reflected in the language acquisition to communicate with other people from different backgrounds. Some languages commonly used were Lembak, Rejang, and Serawai. The second one was about social identity. In this case, the veterans higly never restricted themselves from associating and interacting with other people of community where they lived. The last one was about personal identity. Here, the veterans often showed themselves by using uniforms and full military attributes. In addition, Government of Central Bengkulu Regency remained helping establish the presence of veterans by inviting them to routinely state agendas every year.
