Abstract

The implementation of Integrity Zone initiatives in higher education emphasizes transparency, accountability, and service quality as key principles of good governance. However, the standardization of student complaint-handling systems within the Integrity Zone framework remains underexplored. This study investigates students’ needs for a standardized complaint-handling system in the Department of English Language and Literature, Faculty of Languages and Arts, Universitas Negeri Medan, Indonesia. Using a descriptive needs analysis approach as the preliminary stage of an ADDIE-based Research and Development (R&D) project, data were collected from 135 students, consisting of 81 English Education students and 54 English Literature students. The instrument included ten Likert-scale items and four open-ended questions. Quantitative findings revealed a substantial gap between existing complaint-handling practices and students’ expectations. The overall perception of the current system was moderate (M = 2.62, SD = 0.94). Low ratings were found for Information Transparency and Accessibility (M = 2.22, SD = 1.07), Procedural Certainty and Complaint Categorization (M = 2.29, SD = 1.00), and Complaint Resolution Effectiveness (M = 2.26, SD = 0.95). The lowest score was recorded for Safety and Procedural Protection (M = 1.97, SD = 0.98), indicating concerns regarding confidentiality and fear of academic retaliation. Conversely, students expressed very strong support for a standardized complaint-handling system (M = 4.38, SD = 0.70). Qualitative findings identified four key needs: anonymity protection, complaint tracking, procedural safeguards, and a web-based reporting platform. The findings provide an empirical foundation for developing an Integrity Zone-based SOP and digital complaint-management system to strengthen accountability, institutional trust, and service quality in higher education

Abstract

Patient loyalty is an important indicator of successful hospital services because it reflects the continuity of service utilization. This study aims to analyze the effect of service quality on outpatient patient loyalty, with hospital service performance and patient satisfaction as mediating variables at Siaga Al Munawwarah Hospital. This study employed a quantitative approach with a cross-sectional design. A total of 150 outpatients were selected using purposive sampling. Data were collected through questionnaires that had met the validity and reliability requirements and were subsequently analyzed using PLS-SEM with SmartPLS 4. The results showed that service quality contributed to improvements in hospital service performance (β = 0.821; p < 0.001), patient satisfaction (β = 0.800; p < 0.001), and patient loyalty (β = 0.228; p = 0.026). Patient satisfaction also increased patient loyalty (β = 0.450; p < 0.001), whereas hospital service performance did not demonstrate a significant direct contribution to patient loyalty (β = 0.136; p = 0.404). The mediation analysis indicated that patient satisfaction served as a partial mediator (VAF = 51.43%), while hospital service performance did not function as a mediator (VAF = 16.00%). The research model demonstrated a relatively good explanatory capability, with R² values of 0.674 for hospital service performance, 0.640 for patient satisfaction, and 0.596 for patient loyalty. Thus, improving patient loyalty can be more effectively achieved by enhancing service quality in ways that increase patient satisfaction. Therefore, hospitals should prioritize improving service quality oriented toward patients’ needs and expectations as a strategy to strengthen patient loyalty

Abstract

Regional legislative websites serve as a key channel for information transparency and public participation, yet their usefulness largely depends on perceived content quality. This study seeks to identify which dimension most strongly determines user satisfaction with the North Toraja DPRD website by applying the WebQual 4.0 framework. The influence of three constructs on user satisfaction was examined: information quality, usability, and service interaction quality. Respondents comprised 58 individuals who had visited the website, recruited purposively and measured through a 1–5 Likert-scale questionnaire. Data were analyzed using multiple linear regression after the instrument was established as valid (all items r > 0.2586) and reliable (Cronbach's alpha between 0.801 and 0.885). The regression model accounted for 85.3% of the variance in user satisfaction (R² = 0.8525; F(3,54) = 104.03; p < 0.001). All predictors were significant, with information quality emerging as the strongest driver (β = 0.577; p < 0.001), followed by service interaction quality (β = 0.273; p = 0.021) and usability (β = 0.268; p = 0.035). A comparison of standardized coefficients showed that the contribution of information quality (0.535) exceeded more than double that of service interaction quality (0.237) and usability (0.207). Content is therefore the central axis of user satisfaction, suggesting that management should prioritize information timeliness and accuracy while improving access stability and navigation. The moderately high inter-predictor correlation (0.79–0.83) is reported transparently so that results are interpreted with caution. This research adds to the limited application of WebQual 4.0 to regional legislative websites.

Abstract

Statistical data is a strategic asset for national development; its security and integrity are prerequisites for public trust. This study evaluates perceived capability of data security governance at a regional statistical agency using the COBIT 2019 framework across APO12 (Manage Risk), APO13 (Manage Security), and DSS05 (Manage Security Services). A census survey of 17 employees involved in information system management was conducted using a 45-item, 5-point Likert questionnaire (15 items per domain). The final measurement model retained 32 valid items (APO12 15, APO13 6, DSS05 11). All constructs showed high reliability (Cronbach's alpha 0.912–0.961; composite reliability 0.938–0.967) and adequate convergent validity (AVE 0.665–0.728). However, discriminant validity was not fully established: the HTMT value between APO12 and APO13 (0.908) exceeded the 0.90 threshold, and the Fornell-Larcker criterion was also violated for that pair. Response distribution was highly homogeneous (69.7% of all responses were scored 4 "Agree"; no score-1 responses; average per-respondent standard deviation of only 0.29), indicating a tendency toward acquiescence response style. All measured capability levels were rated Largely Achieved with achievement scores between 75.7% and 82.4%, yielding capability level L5 for APO12 and DSS05 and L3 for APO13, with no gap against the target level 3 (Defined). Owing to the perception-based instrument and small sample size, these results cannot be interpreted as actual maturity. The study recommends evidence-based capability assessment (documents, interviews, and observation), a more discriminative instrument, and further testing with a larger sample

Abstract

Abstrak: The objective of this study is to analyze the effect of Human Resources Quality and Infrastructure on Employee Performance in the Regional Government of Maybrat Regency, with Work Discipline as a Moderating Variable. (A Study on Civil Servants of the Maybrat Regency Government). The research method used is quantitative. The population comprises all Civil Servants in Maybrat Regency, Southwest Papua Province, totaling 3,754 employees. The sample size was determined using the Slovin formula, resulting in a calculated figure of 120, which was rounded down to 60 employees. Based on the data, samples were selected using proportionate stratified random sampling. The researcher utilized Partial Least Square (P LS) for data analysis with SmartPLS version 4 software. The results indicate that better performance appraisal can drive improved employee performance. Surprisingly, a stronger Work Discipline is unable to drive employee performance improvements. Similarly, stronger Human Resources Quality fails to boost employee performance. Conversely, better Human Resources Quality is able to drive improved employee performance. Work Discipline cannot moderate the relationship between performance appraisal and employee performance. Infrastructure cannot moderate the relationship between Human Resources Quality and employee performance. Furthermore, Work Discipline is unable to moderate the relationship between Human Resources Quality and employee performance.

Abstract

Low-carbon steel has good ductility and formability; however, its relatively low surface hardness and strength limit its application in components requiring improved mechanical performance. One method that can be used to enhance these properties is pack carburizing. This study aims to analyze the effect of varying compositions of buffalo bone charcoal (BBC) and BaCO₃ on the tensile characteristics of low-carbon steel subjected to pack carburizing. The experiment was conducted using three carburizing media compositions: 60% BBC + 40% BaCO₃, 70% BBC + 30% BaCO₃, and 80% BBC + 20% BaCO₃, with a particle size of mesh 20 at temperatures of 850°C and 950°C. The pack carburizing process was carried out with a holding time of 2 hours, followed by normalizing cooling in air. The mechanical characteristics were evaluated based on ultimate tensile strength, elongation, and reduction in cross-sectional area. The results showed that at 850°C, the highest tensile strength was obtained with the composition of 70% BBC + 30% BaCO₃, reaching 1.566,08 MPa. At 950°C, the highest tensile strength was obtained with 80% BBC + 20% BaCO₃, reaching 1.858,93 MPa. Increasing the carburizing temperature from 850°C to 950°C increased the tensile strength for all compositions, with the greatest increase of 62.22% occurring in the 80% BBC + 20% BaCO₃ composition. This condition also exhibited greater deformation based on the elongation and reduction in cross-sectional area. The results indicate that the combination of carburizing media composition and process temperature plays an important role in determining the tensile characteristics of low-carbon steel. Among the investigated conditions, the composition of 80% BBC + 20% BaCO₃ at 950°C produced the best tensile response.

Abstract

Background: The symptoms experienced by individuals with Gout Arthritis include severe pain in the toes, impaired function at the base of the big toe, the occurrence of hyperuricaemia, and the accumulation of uric acid crystals in the fluids and tissues. Continuous increases in uric acid levels will result in the deposition of monosodium urate crystals accumulating in the blood, and if not managed promptly, it will adversely affect the joints and other organs. The accumulation of crystals in the joints can trigger pain and swelling in various body joints, leading to deformities in the joints. Furthermore, high levels of uric acid can cause nephrolithiasis. Objective: To determine the effectiveness of warm cinnamon compresses and lemongrass compresses on pain in patients with gout arthritis. Method: The study employed a quasi-experimental design with a pretest–posttest design with a control group. The sample consisted of 76 respondents divided into two groups, namely 38 respondents in the warm cinnamon compress group and 38 respondents in the warm lemongrass compress group. The warm compress intervention was administered for two consecutive days. The research instruments used included the Numeric Rating Scale (NRS), observation sheets, and a respondent characteristics questionnaire. Results: Data analysis using the Wilcoxon Signed Rank Test with α ≤ 0.05 showed a p-value of 0.000, indicating a reduction and change in pain scale in both groups, and the Mann-Whitney test revealed that warm cinnamon compresses were more effective than warm lemongrass compresses in reducing pain from gout arthritis

Abstract

Lead (Pb) exposure from air pollution and cigarette smoke can increase the risk of health problems in online motorcycle taxi drivers. This study aimed to determine the relationship between working period and blood lead (Pb) levels in smoking online motorcycle taxi drivers at Banyuraden Base. This study used a cross-sectional design with 20 respondents, and blood Pb levels were examined using the Atomic Absorption Spectrophotometry (AAS) method. The results showed that most respondents (75%) had abnormal blood Pb levels. Data were analyzed using the Spearman correlation test. The results showed that all respondents (100%) had a working period of ≥ 1 year. Blood lead (Pb) levels had a minimum value of 0 and a maximum value of 686 µg/dL, with an average of 87.8. Most respondents (75%) had abnormal blood Pb levels. The Spearman correlation test showed a p-value of 0.034 (p < 0.05), indicating a significant relationship between working period and blood lead (Pb) levels. The longer the working period of online motorcycle taxi drivers, the higher the blood lead (Pb) levels tended to be.

Abstract

This study aimed to evaluate the effectiveness of the Scientific Academic Writing Bridging Program for students participating in the partnership between the Government of Puncak Regency and Universitas Internasional Papua in improving their academic writing skills prior to entering regular university courses. The study employed a mixed-methods approach with a sequential explanatory design. The participants consisted of 28 students enrolled in the Bridging Program. Quantitative data were collected through pre-test and post-test scores, while qualitative data were obtained from classroom observations, documentation, reflective notes, and students' writing portfolios. Data were analyzed using descriptive statistics, Normalized Gain (N-Gain), comparative tests based on data distribution, and thematic analysis. The findings revealed that the students' mean score increased from 38.86 in the pre-test to 62.96 in the post-test, indicating that the Bridging Program effectively improved their basic academic writing skills. Qualitative findings also demonstrated improvements in idea development, text organization, and the use of academic language. The program's success was supported by structured instruction, continuous writing practice, constructive lecturer feedback, and active student participation. Overall, the Bridging Program serves as an effective strategy for strengthening the academic readiness of students from Indonesia's disadvantaged, frontier, and outermost (3T) regions before entering higher education.

Abstract

This study aims to analyze the effects of transformational leadership, work culture, and work discipline on the performance of State Civil Apparatus (ASN), with job satisfaction as a moderating variable in the Maybrat Regency Government. The study employed a quantitative approach with an explanatory research design. The study population consisted of 237 ASN, while the sample comprised 70 respondents selected using proportionate stratified random sampling. Data were collected through questionnaires using a five-point Likert scale. Data analysis was conducted using Partial Least Squares-Structural Equation Modeling (PLS-SEM) with the assistance of SmartPLS 4 software. The results showed that transformational leadership, work culture, work discipline, and job satisfaction had positive and significant effects on ASN performance. Furthermore, job satisfaction was found to strengthen the effects of transformational leadership and work discipline on ASN performance. However, job satisfaction did not moderate the effect of work culture on ASN performance. The findings indicate that improving leadership quality, strengthening work culture, implementing work discipline, and enhancing job satisfaction contribute to improved ASN performance. This study provides empirical contributions to the development of public-sector human resource management research, particularly regarding the role of job satisfaction as a moderating variable in the relationship between organizational factors and ASN performance within local government institutions
