Abstract

Flooding is an urban problem that is not solely related to the capacity of drainage systems and rivers, but is also associated with spatial planning, changes in land use, institutional capacity, community participation, and policy consistency over the long term. Bontang City faces these challenges in the context of an industrial and coastal city characterized by local flooding, upstream flooding, and tidal flooding. This study aims to analyze the formulation and implementation of flood management policies in Bontang City from a sustainability perspective. The study employs a qualitative approach through document analysis of local regulations, development planning documents, technical planning documents, and relevant scientific literature. Policy formulation is analyzed based on the development of problem identification, objectives, instruments, actors, and policy orientation, while implementation is analyzed through policy standards and objectives, resources, interagency communication, characteristics of implementing organizations, implementers’ dispositions, and the social and political environment. The analysis shows that flood management policies in Bontang City have undergone institutional strengthening, from the preparation of academic papers and policy drafts to the enactment of Bontang City Regional Regulation Number 7 of 2024 on Flood Disaster Mitigation. Empirically, the flood-affected area in 2024 was recorded at 106.85 hectares, representing a 79.74% decrease compared with 2020. This decline indicates progress in policy implementation, particularly through river normalization, drainage development and rehabilitation, and the construction of flood control infrastructure. However, the policy orientation needs to be further strengthened so that it does not remain limited to a structural approach. Sustainable flood management requires integration of gray infrastructure, area conservation, risk-based spatial planning, long-term financing, cross-sectoral coordination, and community participation. This study emphasizes that the existence of regulations does not necessarily indicate the achievement of sustainable flood governance; policy effectiveness is largely determined by the government’s ability to integrate policy formulation with implementation capacity and collaborative governance

Abstract

Abstrak: The School Field Introduction Program (Pengenalan Lapangan Persekolahan/PLP) is an essential component of teacher education that develops pre-service teachers' competencies through authentic teaching experiences; however, many students encounter challenges during its implementation. This study aimed to identify the challenges experienced by English Language Education students during PLP and to describe the coping strategies they employed to overcome them. Using a descriptive qualitative approach, data were collected from five sixth-semester students of the English Education Study Program at Universitas PGRI Kalimantan through semi-structured interviews and lesson plan document analysis, then analyzed through data condensation, data display, and conclusion drawing (Miles, Huberman, & Saldaña, 2020). The findings revealed three major challenges: lack of self-confidence in classroom teaching, difficulties in preparing and adapting lesson plans to actual classroom conditions, and limited guidance from mentor teachers. To address these challenges, participants employed problem-focused strategies, including thorough preparation, utilizing instructional media, and adapting instruction to classroom situations, as well as emotion-focused strategies, including building mental readiness, ice-breaking activities, and peer discussions. The findings confirm the role of PLP in strengthening pre-service teachers' professional competence, independence, and adaptability, and highlight the need to improve preparation and mentoring systems in teacher education

Abstract

The development of digital technology has transformed the way tourists obtain information and shape their expectations before undertaking a trip. Tourist experiences are not only formed while visitors are at the destination but also begin before the visit and continue after the trip has ended. As one of Indonesia's leading historical tourism destinations, the National Monument (Monas) still faces challenges in delivering visitor experiences that meet tourists' expectations. Therefore, this study aims to explore tourists' experiences at the National Monument, Jakarta, by adopting the visitor journey approach, which consists of the pre-visit, during visit, and post-visit stages. This study employed a qualitative approach using purposive sampling to select participants. The informants consisted of 30 tourists who had visited or were visiting the National Monument. Data were collected through semi-structured interviews, observations, and documentation, and were analyzed using the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. The findings reveal that tourists' experiences at the National Monument are formed throughout the three stages of the visitor journey. During the pre-visit stage, experiences begin with information searching and trip planning. During the during visit stage, tourists gain positive experiences through the destination's attractions, facilities, and overall atmosphere, although several challenges remain, such as long queues and limited supporting facilities. In the post-visit stage, most tourists expressed their intention to revisit the destination and share their experiences through social media or online review platforms.

Abstract

Abstrak: Food security at the household level is an important indicator of community welfare, influenced not only by physical food availability but also by consumption patterns and public perceptions of food fulfillment and nutrition. This study aims to analyze the influence of food consumption patterns, perceptions of food fulfillment, and nutritional perceptions on household food security in Kotawaringin Barat Regency. Using a quantitative approach with multiple linear regression analysis involving 100 respondents, the results show that all three independent variables simultaneously have a positive and significant effect on household food security (F = 67.602, p = 0.000), explaining 67.9% of its variation. Partially, food consumption patterns (B = 0.342, p = 0.000), perceptions of food fulfillment (B = 0.287, p = 0.000), and nutritional perceptions (B = 0.415, p = 0.000) each have a positive and significant influence, with nutritional perception emerging as the most dominant factor. It is concluded that household food security in Kotawaringin Barat is shaped by a combination of healthy consumption habits, confidence in food fulfillment, and awareness of nutritional importance, suggesting that improving nutritional understanding should be prioritized in efforts to strengthen household food security.

Abstract

Protection of Indonesian Migrant Workers (PMI) is a cross-sectoral governance issue because the placement and protection process involves aspects of employment, population administration, health, immigration, security, social security, and administrative services. This complexity requires the government to develop service delivery mechanisms that are not fragmented across institutions. One of the instruments developed for this purpose is the One-Stop Integrated Service for Indonesian Migrant Workers (LTSA-PMI), which conceptually reflects a whole-of-government approach by integrating various government institutions within a single service mechanism. This study aims to analyze the implementation of the whole-of-government approach in the delivery of LTSA-PMI services in Samarinda City and to identify factors that support and hinder service integration. The study employs a qualitative approach with a case study design. Data were obtained through analysis of policy documents, regulations, local government documents, and relevant scientific literature, and may be strengthened through interviews with LTSA-PMI service providers. The analysis focuses on the dimensions of institutional integration, coordination, distribution of authority, information exchange, resources, and user-oriented service delivery. The analysis shows that, institutionally, LTSA-PMI has considerable potential as an instrument for implementing whole-of-government principles because it brings together various government organizations within an integrated service process for the placement and protection of Indonesian migrant workers. However, institutional integration does not automatically result in substantive integration. Challenges such as sectoral ego, differences in authority, resource capacity, information interoperability, and dependence on inter-agency coordination can affect the quality of implementation. Therefore, the implementation of whole-of-government in LTSA-PMI needs to move beyond merely consolidating service counters toward the integration of processes, data, authority, and inter-agency accountability. This study emphasizes that the success of LTSA-PMI as a whole-of-government model is largely determined by the government's ability to establish sustainable coordination that is responsive to the needs of Indonesian migrant workers.

Abstract

The implementation of Corporate Social Responsibility (CSR) in areas characterized by industrial activities and natural resource extraction is not only related to corporate social responsibility but is also an integral part of regional development governance. East Kutai Regency has a strong economic structure based on mining, plantations, and industrial activities, making private-sector involvement strategically important in supporting community development, particularly in rural areas. This study aims to analyze the synergy between village governments and the private sector in developing sustainable economy-based CSR programs in East Kutai Regency. The study employs a qualitative approach with a case study design and a collaborative governance perspective. Data were obtained through the analysis of regulations, local government documents, CSR program documents, and relevant scientific literature. The analysis focuses on program alignment, role distribution, coordination, community participation, economic empowerment, and program sustainability. The findings indicate that East Kutai Regency has relatively substantial CSR resources. In one village development program document, CSR realization from several companies was recorded at approximately IDR 68.35 billion. At the implementation level, there are practices of synergy between corporate and village government resources, including village facility development, community enterprise development, and economic empowerment programs. For example, the Prolekta Program of PT Pertamina EP Sangatta generated five new business subunits through the development of stingless-bee farming and educational tourism, while the MSME mentoring program of PT Indexim Coalindo helped supported products enter markets in Belgium and Singapore. These findings indicate that CSR has the potential to evolve from social assistance toward productive economic empowerment. However, the scale of resources and number of programs do not automatically guarantee sustainability. Challenges remain in program synchronization, community capacity, mentoring, communication, and the risk of dependence on companies. This study emphasizes that village governments should be positioned as actors that identify community needs and participate in joint planning, while companies should act as development partners that provide resources and expertise. Thus, the success of CSR is determined not by the amount of funding distributed, but by the ability of government, companies, and communities to synergize in transforming these resources into sustainable economic capacity.

Abstract

Is is a research of The Implementation of Eclectic Method in Teaching Speaking at Global Learning Center. Postgraduate Program University of Palangka Raya, 2026. This study was focused on the implementation of eclectic method at one of the non-formal educations in Palangka Raya, namely Global Learning Center (GLC). The English instructors used eclectic methods to maximize the teaching and learning process in order to achieve the learning objectives and to solve the problems. The eclectic method in Global Learning Center is successful because of several indicators: (1) the number of students, (2) students’ score in GLC, and (3) English centers’ reputation. The case study employed for this study because the implementation of eclectic method is still new and there is no research about it yet in Palangka Raya. This study intended to examine how the English instructors of Global Learning Center implemented the eclectic method in teaching speaking and also to investigate the challenges of implementing it.To obtain the objective, the researcher used descriptive case study. The descriptive case study used to provide rich descriptive details of the: (i) the implementation of eclectic method for teaching speaking by English instructors in Global Learning Center, (ii) the challenges of implementing eclectic method. The data were collected through observation, interview, and documentation.The result of data analysis of the implementation of eclectic method revealed that the learning activities at Global Learning Center has been followed the eclectic method’s stages. The first stage ‘Lead-In’ in eclectic method was found in English instructors’ first stage ‘Pre-Activity’. The second stage ‘Set the Task’, third stage ‘Monitor the Task’, and fourth stage ‘Task Feedback’ were found in English instructors’ second stage ‘Main- Activity’, and the fifth stage ‘Task-Related Follow Up’ was found in the English instructors’ third or last stage ‘post-activity’. Then, there were also found several teaching methods combined together in the teaching process as the characteristics of eclectic method. Based on the observation result, some of the teaching methods were found as follows (1) Direct method, (2) Audiolingual method, (3) Community Language Teaching (CLL), and (4) Communicative Language Teaching (CLT). Following that, based on the interview data, there were four challenges when implementing the eclectic method, they were (1) managing the time effectively, (2) designing an adequate lesson plan using eclectic method, (3) classroom management in students’ gap and diversity, (4) encouraging students’ resistance to speak. To solve the challenges, there were also four solutions, they were categorized as (1) setting clear rules in class, (2) planning a structured lesson plan, (3) providing propositional and fun material, (4) giving a preparation time.

Abstract

Pending claims in the National Health Insurance (Jaminan Kesehatan Nasional/JKN) program administered by BPJS Kesehatan remain one of the challenges in hospital claims management, as they can cause delays in the reimbursement process for healthcare services and affect hospital financial management. The occurrence of pending claims indicates challenges in administrative procedures, the accuracy of service documentation, and coordination among the units involved in the claim submission process. This study aims to analyze administrative and service-related factors associated with pending outpatient claims submitted to BPJS Kesehatan as an effort to improve hospital claims management. This study employed a descriptive quantitative method with a retrospective approach using secondary data consisting of 2,158 outpatient BPJS Kesehatan claim records. Data were analyzed using frequency distributions and percentages based on INA-CBG codes, claim submission amounts, and the reasons for pending claims. The results showed that pending claims occurred due to various administrative and service-related issues, including repeated claims for chronic medications, hemodialysis services, internal consultations, and discrepancies in the claim verification process. The findings indicate that claim administration processes, the accuracy of service documentation, and inter-unit coordination are important aspects that need to be addressed in managing BPJS Kesehatan claims in hospitals. Therefore, strengthening internal verification systems, improving service documentation standards, and optimizing coordination between service and administrative units are necessary to reduce the occurrence of pending claims and improve hospital management performance.

Abstract

The enactment of Law Number 20 of 2025 concerning the Criminal Procedure Code (KUHAP) brings significant changes to the regulation and authority of pretrial proceedings in Indonesia. This study aims to analyze the authority of Indonesian courts in adjudicating pretrial applications and the implementation of limitations on pretrial proceedings under Law Number 20 of 2025. This study uses a juridical-empirical approach with a descriptive research design. Data were obtained through document studies, interviews, and literature studies using primary and secondary legal materials. The findings show that the new KUHAP expands the objects and subjects of pretrial proceedings, including the examination of coercive measures, termination of investigations or prosecutions, compensation and rehabilitation, unrelated seizures, undue delay, and suspension or postponement of detention. The study also identifies limitations on repeated pretrial applications concerning the same coercive measure and restrictions on appeals against pretrial decisions. These provisions strengthen legal certainty, procedural efficiency, and the protection of human rights in the Indonesian criminal justice system

Abstract

Effective waste management is vital for sustainable development, yet its success in remote regions depends largely on the political will of local governments. This study analyzes the government’s political commitment (political will) in waste management in Long Bagun District, Mahakam Ulu Regency, Indonesia. Using a descriptive qualitative approach, data were obtained from document analysis, including the 2024 Waste Management Balance Report (SIPSN) and Mahakam Ulu Regent Regulation Number 30 of 2019 on the Regional Policy and Strategy (Jakstrada) for Waste Management. Findings indicate that although regulatory frameworks are in place, implementation has not fully demonstrated strong political will. Indicators such as policy clarity, institutional capacity, resource allocation, political leadership, and program sustainability remain weak. These limitations highlight a gap between policy formulation and practice, aggravated by challenges typical of 3T (disadvantaged, frontier, and outermost) areas, including limited infrastructure, human resources, and community engagement.The study recommends strengthening institutional structures, increasing budget allocations, and enhancing community participation to translate policy into tangible and sustainable waste management outcomes. Addressing these factors will enable local governments to bridge the gap between regulation and reality, fostering environmental sustainability in remote regions such as Long Bagun
