Abstract

This study examines the academic and financial implications of not having a local Higher Education Institution (HEI) in the Municipality of Ocampo, Camarines Sur, Philippines. Using a descriptive–correlational design, data were gathered through a structured survey from 63 students enrolled in tertiary institutions outside the municipality. Findings indicate that most respondents perceived the lack of a nearby HEI as influencing their academic choices, limiting access to educational opportunities, and increasing emotional and logistical challenges. Students also reported considerable financial burdens, including transportation, food, accommodation, and other education-related expenses. Spearman's rank correlation analysis revealed a statistically significant relationship between students’ negative perceptions and their financial difficulties (p = 0.01632, n = 63), indicating that greater perceived disadvantage is associated with higher financial strain. These results highlight the intersection of geographic and economic barriers that constrain rural students’ participation in higher education and underscore the need for localized higher education initiatives and targeted financial support programs to promote equitable access.

Abstract

This article investigates the structural paradox characterizing Cambodia-U.S. relations in the post-Cold War period, in which the persistence of political and security friction coexists with functional cooperation. The study identifies policy areas in which China’s emergence as an unconditional patron creates tension with the U.S., and analyzes mechanisms through which Chinese support enables Cambodia to evade U.S. normative pressure on democracy and human rights. Using an analytic eclecticism approach that combines structural realism and liberal institutionalism, the study conducts a qualitative content analysis of semi-structured interviews with 13 elite informants, including Cambodian government officials, U.S. diplomats, and analysts. The findings demonstrate that China’s multidimensional assistance (economic, military, and diplomatic) has significantly undermined Western normative leverage, forcing Cambodia to pursue a dual-track strategy that focuses conflict in the high-politics domain (security, governance) and maintains cooperation in the low-politics domain (trade, development assistance, public health). This pattern generates a state of managed contradiction, which compartmentalizes the coexistence of political hostility and functional cooperation without progressing towards normative convergence or bilateral breakdown. The study makes an empirical contribution by tracing how patron diversification reshapes small-state agencies and by showing that alternative patronage enables states to resist normative pressure while preserving selective cooperation in an era of great-power competition.

Abstract

This study aims to analyze budget realization in order to assess the effectiveness and efficiency of expenditure management at the Financial Affairs Unit (Bidkeu) of the Central Java Regional Police for the 2024 fiscal year, based on the Value for Money principle. A quantitative approach was employed, with the unit of analysis comprising the Bidkeu work unit, including Subbag Renmin, Subbidal Verif, and Subbidal Bia and Apk, focusing on personnel expenditure, goods expenditure, and capital expenditure. Primary data were collected through direct observation during a four-month internship, short interviews with relevant staff, and supported by financial documents such as the Budget Realization Report (LRA) and the Budget Implementation Document (DIPA). Data analysis was conducted using descriptive quantitative methods by calculating effectiveness and efficiency ratios in accordance with the criteria set out in Ministry of Home Affairs Regulation No. 690.900.327 of 1996. The findings indicate that overall budget management demonstrates a very high level of effectiveness, as budget realization exceeded the established targets, although efficiency remains at a moderately efficient level due to incomplete budget absorption. Variations were found across expenditure types, while efficiency analysis revealed opportunities for improved cost control. Overall, the results confirm that the implementation of the Value for Money principle supports the strengthening of Good Governance in public financial management.

Abstract

Regional financial management institutions operate under high administrative pressure, strict regulatory standards, and demanding accountability requirements, which may influence employees' psychological conditions and performance outcomes. However, limited empirical research has simultaneously examined the roles of job demands and job resources in shaping employee performance through work engagement within local government institutions. This study aims to analyze the role of work engagement in mediating the relationship between job demands, job resources, and employee performance at the Regional Financial and Asset Management Agency (BPKAD) of Bontang City. This research employed a quantitative, survey-based approach. Data were collected from 45 employees selected through purposive sampling based on their involvement in financial and asset management functions. The data were analyzed using Structural Equation Modeling with the Partial Least Squares (SEM-PLS) technique to test both direct and mediating relationships among variables. The findings reveal that job demands negatively affect work engagement and employee performance, whereas job resources positively influence both. Work engagement also has a significant positive effect on employee performance and serves as a mediating variable in the relationships between job demands and performance, as well as between job resources and performance. These results confirm the central role of work engagement as a psychological mechanism that translates work conditions into performance outcomes in public sector financial institutions. The study highlights the importance of balancing job demands with adequate organizational resources to sustain employee engagement and enhance performance in regional government settings

Abstract

Employee performance remains a critical determinant of organizational sustainability, yet inconsistencies persist regarding how human resource quality and work facilities contribute to performance outcomes, particularly when mediated by motivation. This study aims to examine the direct and indirect effects of human resource quality and work facilities on employee performance, with motivation positioned as an intervening variable. A quantitative approach was employed using primary data collected through structured questionnaires distributed to 120 respondents selected through purposive sampling. The data were analyzed using Structural Equation Modeling (SEM) to simultaneously assess the relationships among variables. The findings indicate that human resource quality has a positive and significant effect on employee motivation, while work facilities do not significantly influence motivation. Furthermore, human resource quality shows a positive but insignificant direct effect on employee performance. In contrast, work facilities demonstrate a positive and significant direct effect on performance. Motivation also exerts a positive and significant effect on employee performance, confirming its mediating role in strengthening the relationship between human resource quality and performance. These results highlight the importance of enhancing employee competencies, strengthening motivational factors, and ensuring adequate work facilities to improve organizational performance.

Abstract

Zakat has increasingly been recognized as a strategic Islamic economic instrument for poverty alleviation and social welfare development. However, the effectiveness of zakat in improving the economic conditions of mustahik remains inconsistent due to complex interactions among institutional, psychological, and economic factors. Despite extensive studies on zakat distribution and poverty reduction, few have examined the structural relationships among these factors using a comprehensive quantitative approach. Therefore, this study aims to analyze the determinants of successful zakat utilization in alleviating poverty. This study employs a quantitative approach using Structural Equation Modeling (SEM) to examine the relationships among key variables influencing zakat program effectiveness. The sample consists of 258 mustahik who participated in productive zakat programs in West Java, Indonesia. Data were collected via structured questionnaires using a five-point Likert scale and analyzed with AMOS. The results indicate that the proposed model demonstrates an acceptable level of goodness-of-fit, with values of CMIN/DF = 2.551, CFI = 0.902, TLI = 0.887, and RMSEA = 0.078. The findings reveal that organizational support significantly influences education, motivation, entrepreneurship, and economic empowerment, while education and motivation significantly contribute to economic empowerment. Furthermore, economic empowerment directly contributes to poverty alleviation, suggesting that productive zakat programs can generate sustainable welfare improvements when supported by robust institutional mechanisms. These findings suggest that zakat institutions should strengthen capacity-building programs, entrepreneurial mentoring, and integrated empowerment strategies to enhance the long-term effectiveness of zakat in alleviating poverty.

Abstract

Schools play a critical role in enabling students to discover, develop, and express their creative potential. However, instructional practices that explicitly promote students’ creative thinking skills in mathematics learning remain limited. Therefore, this study aims to examine and describe the creative thinking processes of junior high school students in solving mathematical reasoning problems. This study employed a qualitative case study design involving 35 eighth-grade students. A mathematical reasoning test was administered to identify students’ levels of creative thinking. Based on the results, four students representing different categories of creative thinking (imitative, routine, creative, and very creative) were purposively selected as research subjects. Data were collected through students’ written work, in-depth interviews, and document analysis. The findings indicate that each category demonstrates distinctive characteristics in terms of problem-solving strategies, flexibility of ideas, and originality in constructing solutions. Students in the higher creative categories tended to generate multiple strategies and more original solution processes. These findings emphasize the importance of designing mathematics learning activities that encourage exploration of diverse strategies, idea generation, and reflective thinking.

Abstract

This study aims to identify the influence of mathematical understanding and mathematical connection skills on students' mathematical representation skills. This study is motivated by the low level of students' mathematical representation skills, which is thought to be influenced by limited conceptual understanding and by difficulties connecting mathematical ideas. This study uses a quantitative, correlational design with a sample of class X-1 students at SMA Negeri 1 Arjawinangun. A total of 30 students were selected through cluster random sampling. Data were collected using a validated essay test to measure mathematical understanding, mathematical connection, and mathematical representation skills, and analyzed using multiple linear regression after meeting the classical assumption tests, including normality, multicollinearity, and heteroscedasticity. The results show that mathematical understanding and mathematical connection skills have a positive and significant influence on students' mathematical representation skills, both partially and simultaneously, where mathematical understanding (β = 0.484, p < 0.05) and mathematical connection (β = 0.298, p < 0.05) significantly contribute to the dependent variable. Furthermore, the two variables simultaneously explained 99.6% of the variance in students' mathematical representation skills (R² = 0.996), indicating a very strong predictive relationship. This finding highlights the importance of strengthening students' conceptual understanding and their ability to connect mathematical ideas to improve mathematical representation skills.

Abstract

This study investigates the role of mathematics teachers in junior high schools in promoting students' numeracy through the design and delivery of classroom instruction. The qualitative multiple-case study design was used to gather information on ten mathematics teachers, selected through purposive sampling based on teaching experience and willingness to participate, in the form of lesson plans, observations in classrooms, semi-structured interviews, and analysis of students’ work, which were analyzed using a numeracy framework consisting of representation, conceptual understanding, procedural fluency, and reasoning, guiding thematic content analysis and cross-case comparison. The results show that educators have progressively incorporated real-life contexts and diagnostic tests in their instructional planning. Nevertheless, the combination of the various representations and the systematic development of mathematical reasoning is underdeveloped. These trends indicate that the primary problem with numeracy learning is not the accessibility of numeracy-related tasks, but rather the representation, reasoning, and coherence of instructional design. Based on this, the research indicates the need for professional development initiatives that specifically assist teachers in crafting exploratory, discourse-based numeracy assignments that are consonant with Minimum Competency Assessment (AKM) requirements and classroom contexts.

Abstract

Social justice constitutes a fundamental principle embedded in the Fifth Precept of Pancasila and the Preamble to the 1945 Constitution of the Republic of Indonesia, positioning it as both a legal ideal and a guiding orientation for national development. This study examines the conceptual position of social justice as the objective of Indonesia's development law and evaluates the extent to which this principle is reflected in the National Medium-Term Development Plan (RPJMN) 20252029. Employing a normative juridical method with conceptual and statutory approaches, this research analyzes the integration of social-justice values into development policies articulated in the RPJMN. The findings reveal that, conceptually, social justice is affirmed as a central objective of Indonesia's development law, consistent with Mochtar Kusumaatmadja's Development Law Theory. The RPJMN 20252029 demonstrates partial incorporation of social-justice principles through its eight national priorities, particularly those emphasizing equitable development outcomes, the eradication of extreme poverty, and the development of distributive infrastructure. Nonetheless, key challenges remain in regulatory harmonization and evaluation mechanisms, which have not fully employed social-justice benchmarks. This study contributes to the existing scholarship by proposing the adoption of a social justice impact assessment as a mandatory component in development planning documents and advocating for strengthened inter-institutional coordination in implementing distributive justice-oriented development policies.
