Abstract

This study examines the disparity in marriage dispensation decisions in cases of pregnancy outside marriage at the Pangkalan Bun Religious Court. The research examines the ambiguity of the phrase “very urgent reasons” in Indonesian marriage law, which affords broad judicial discretion and may lead to inconsistent decisions. The objective of this study is to analyze how judges interpret and apply this provision in deciding marriage dispensation cases involving pregnancy. This research employs a qualitative normative approach by analyzing 32 court decisions issued by the Pangkalan Bun Religious Court, complemented by interviews with judges. The data were analyzed using thematic coding to identify recurring patterns in judicial reasoning. The findings reveal two dominant orientations in judicial considerations. The first orientation emphasizes protecting the unborn child's lineage and legal status, which often leads to approval of dispensation requests. The second orientation focuses on long-term child protection, considering factors such as psychological maturity, economic readiness, and the sustainability of future family life, resulting in the rejection of some petitions despite pregnancy. The disparity in decisions reflects the open-ended nature of the legal norm and demonstrates the dynamics of judicial ijtihad in balancing legal certainty and public interest. This study recommends the development of clearer interpretative parameters to promote consistency while ensuring stronger child protection in marriage dispensation practices.

Abstract

This study aims to analyze the form and representation of cultural values in the Salonreng Dance performed in the Lammang traditional ceremony in Kale Lantang Village, Takalar Regency. This research employs a qualitative method with an ethnochoreological approach to examine the textual and contextual aspects of the dance. Field research was conducted from January to March 2026 in Kale Lantang Village. The study involved five informants: one Salonreng dancer, one Pinati (traditional leader) of the Lammang ceremony, and three community leaders with knowledge of the tradition. Data were collected through observation, interviews, and documentation. The results show that the Salonreng Dance has a form of presentation supported by elements of movement, floor patterns, musical accompaniment, makeup, costumes, properties, and performance space, as well as a structured performance closely related to the ritual sequence of the Lammang ceremony, including Anggalle Bulo, Ammone Berasa, Attunu, Anggerang Bungasa, and Appasorong. In this procession, the dance serves as a symbolic medium for expressing gratitude, honoring ancestors, and praying for safety and blessings from God. The dance also reflects the community's educational, social, cultural, and religious values. In conclusion, the Salonreng Dance serves not only as an aesthetic expression but also as a medium for preserving cultural values and strengthening the cultural identity of the Kale Lantang community

Abstract

This study investigates the effectiveness of Value Added Tax (VAT) rate increases in Indonesia by analyzing VAT revenue buoyancy and examining the key factors that influence its performance. Employing a quantitative research approach, the study utilizes secondary time-series data from 2019 to 2024, sourced from the Directorate General of Taxes, Statistics Indonesia, and the Ministry of Finance of the Republic of Indonesia. A regression-based analysis is conducted to measure the responsiveness of VAT revenue to economic growth, taxpayer compliance, inflation, and tax administrative policies. Tax buoyancy serves as the primary indicator for evaluating the effectiveness of the 2022 VAT rate increase policy. The findings demonstrate that the VAT rate increase has proven effective in the short to medium term, with buoyancy values consistently exceeding one since policy implementation, indicating that VAT revenue growth has outpaced economic growth. Nevertheless, the sustainability of this effectiveness depends not only on rate adjustments but also on structural factors, including taxpayer compliance, administrative reforms, and the broadening of the VAT base. The planned selective increase of the VAT rate to 12 percent in 2025 reflects the government’s cautious approach to balancing revenue generation with fairness considerations, although its impact on VAT buoyancy is expected to be moderate. Empirical results further highlight the critical role of taxpayer compliance in ensuring the success of VAT policy. The introduction of the Coretax system by the Directorate General of Taxes is identified as a strategic step to strengthen administration and enhance compliance. Despite the regression analysis showing multicollinearity among some variables, the overall direction of the relationships remains consistent. The study concludes that VAT revenue performance is shaped by the interplay of tax rates, compliance levels, and structural reforms, and it recommends future research with expanded datasets and refined analytical techniques to provide deeper insights into the long-term effectiveness of VAT policies.

Abstract

The lack of leadership research in the public sector has left a gap in the literature. Sub-national administrations in Cambodia struggle with leadership in governance; even after reforms in 1993, the nation still lacks sound governance and the corresponding socioeconomic development. The fundamental purpose of this qualitative case study was to investigate an ethical leadership paradigm and determine whether it may inspire and sustain good governance in district administrations in Cambodia. The design of a case study aids in understanding complex social phenomena, particularly the nature of the case under consideration, and in producing knowledge about an individual, a group, and an organization. The theoretical frameworks for this study included utilitarian, deontological, and virtue ethics theories. The research focused on how Cambodian district administration officials worked to promote and sustain good governance through ethical leadership. Face-to-face interviews with open-ended questions were conducted with 25 district administration officials (DAOs), carefully selected from the target district administration. The data were analyzed by identifying themes through constant comparison, including honesty, concern for people, citizen engagement, accountability, transparency, and the rule of law. The results showed Honesty, concern for people, ethics infrastructure, ethics training, public involvement, access to information, openness, responsibility, rule of law, competency, and autonomy were among the main themes. Most participants said leaders were dishonest (88%) and indifferent about the general good (80%). All DAOs ranked ethics infrastructure, information availability, transparency, accountability, and the rule of law as top priorities (100%). Competency was rated well (88%). Ethics training (32%) and autonomy (16%) were less commonly mentioned, but they were nevertheless acknowledged as significant enabling characteristics. Ethical leadership has the potential to improve good governance in Cambodia’s district administration system and throughout the administrative hierarchy.

Abstract

Ecotourism has become a key approach to promoting sustainable tourism and environmental conservation, yet the psychological mechanisms driving tourists’ participation remain insufficiently understood. This study addresses this gap by examining how environmental beliefs influence ecotourism intention through the mediating roles of ecodestination image and perceived value among tourists in West Java. A quantitative research design was employed using survey data collected from 280 tourists who had previously visited natural destinations in the region. Data were gathered from an online questionnaire using a bipolar 1–10 scale and analyzed using Structural Equation Modeling (SEM) with the Partial Least Squares (PLS) approach via SmartPLS 3.0. The findings reveal that environmental beliefs significantly influence ecotourism intention both directly and indirectly through ecodestination image. Ecodestination image emerges as a key mediating mechanism, linking internal environmental values to behavioral intention and significantly enhancing perceived value. In contrast, perceived value does not significantly predict ecotourism intention, indicating that environmentally driven psychological factors and destination-related perceptions are more influential than utilitarian evaluations in shaping sustainable travel behavior. These results highlight the critical role of destination-specific perceptions, integrating environmental belief perspectives with tourism marketing constructs. In practice, the study suggests that destination managers should prioritize strengthening the environmental image through sustainability communication and environmental education initiatives. Such strategies can enhance tourists’ pro-environmental attitudes, encourage responsible travel behavior, and support the long-term development of sustainable tourism.

Abstract

The Indonesian clay and ceramic building materials industry is highly energy-intensive, yet firm-level evidence on energy efficiency during the 2010–2015 period remains limited. This study aims to measure energy efficiency and identify its key determinants within the sector. Energy efficiency is estimated using the Slack-Based Measure Data Envelopment Analysis (SBM-DEA), and a Tobit regression model is applied to examine firm-level determinants using data from the BPS Large and Medium Industry Survey (IBS). The results show an average efficiency score of 0.60, indicating a potential 40% improvement. Subsector disparities are evident, with sanitary ware and porcelain industries outperforming brick and tile industries. Tobit results show that business scale, firm status, and production composition have positive and significant effects on efficiency, while export orientation has a negative effect. These findings indicate that inefficiency is primarily driven by structural and firm-specific factors rather than technological constraints, implying that improving energy efficiency requires structural transformation alongside technological upgrading.

Abstract

Poverty remains a persistent development challenge in East Nusa Tenggara, Indonesia, where structural constraints continue to hinder inclusive economic growth. This study investigates the impact of government expenditure (education, health, and infrastructure) and macroeconomic factors (labor absorption and economic growth) on poverty levels across 22 districts and cities in the province. Utilizing dynamic panel data covering the period 2014–2023, the analysis employs the System Generalized Method of Moments (System GMM) estimator to address endogeneity and capture poverty persistence. The empirical findings reveal strong evidence of poverty persistence, indicating a poverty trap in the region. Government expenditure in health and infrastructure significantly reduces poverty, demonstrating that targeted fiscal allocations effectively enhance productivity and lower transaction costs. In contrast, education expenditure shows a positive short-term relationship with poverty, implying a time lag before educational investments translate into tangible income improvements. Furthermore, while labor absorption significantly contributes to poverty reduction, regional economic growth has an insignificant impact, reflecting that the economic expansion in the province has not been fully inclusive. Overall, the results highlight the critical need for sustained, targeted fiscal interventions and inclusive macroeconomic policies to break the structural poverty cycle in East Nusa Tenggara.

Abstract

The mastery of English vocabulary among visually impaired students is significantly hindered by a heavy reliance on audio-based assistive technology, which often fails to reinforce structural spelling and orthographic understanding. This reliance creates a persistent literacy gap that affects their overall language proficiency. This study aims to develop a multisensory Scrabble Braille learning media and to evaluate its feasibility, practicality, and effectiveness in enhancing vocabulary acquisition for secondary students. Following the Research and Development (R&D) approach with the ADDIE model, the research was conducted at SMK N 8 Surakarta and MAN 2 Sleman, involving six visually impaired participants. Data were collected through expert validation, pretests, posttests, and user questionnaires. Results indicate that the media is highly feasible, with material and media validation scores reaching 97.5% and 93.75%, respectively. Practicality tests conducted by teachers and students yielded "Very Good" ratings, highlighting ease of use and increased motivation. Furthermore, the media proved effective as average student scores rose significantly from 4.83 to 8.33. This innovation provides an inclusive, dual-access solution that bridges the literacy gap between visually impaired and sighted learners while fostering independent learning.

Abstract

This study examines the effectiveness of the Theoretical Model of Intelligence Integration in improving students’ self-directed learning in 21st-century mathematics education. The research addresses the problem that many students remain dependent on teacher guidance and have limited ability to regulate their own learning processes. Therefore, this study aims to evaluate whether integrating intellectual, emotional, and spiritual intelligence can strengthen students’ self-directed learning in mathematics. A quantitative approach using a true experimental posttest-only control group design was applied, involving 120 eighth-grade students divided equally into experimental and control groups through cluster random sampling. The experimental group received instruction based on the integration of multiple intelligences through stages of contextual problem orientation, self-awareness reflection, strategic problem solving, collaborative discussion, and reflective evaluation, while the control group received conventional instruction. Data were collected using a validated self-directed learning questionnaire measuring awareness, learning strategies, learning activities, evaluation, and interpersonal skills. Hypothesis testing used descriptive statistics, regression, and correlation analysis. The results show a substantial difference between groups and a strong regression effect (R² = 0.823), indicating that the model significantly improves students’ learning autonomy and provides a holistic framework for strengthening self-regulation in mathematics learning.

Abstract

This study investigates how cognitive load influences learning outcomes by considering the role of academic boredom, while also examining the effectiveness of worked example-based instruction in reducing both cognitive load and academic boredom in mathematics learning. The research employed a quasi-experimental design involving experimental and control groups with a total of 120 participants (n = 120). Data were collected using questionnaires measuring cognitive load and academic boredom, along with tests assessing learning outcomes. The relationships among variables, both direct and indirect, were examined using Partial Least Squares Structural Equation Modelling (PLS-SEM). The results show that an increase in cognitive load tends to be associated with higher levels of academic boredom and a decline in learning outcomes. Academic boredom negatively predicts learning outcomes and acts as a mediating variable between cognitive load and achievement. Worked example-based instruction demonstrates a stronger ability to regulate cognitive and emotional processes compared with traditional instructional approaches. These results underscore the need to maintain an appropriate balance between cognitive demands and students’ emotional engagement in mathematics learning. The study offers a contribution by combining cognitive and affective aspects within a unified analytical perspective and presents practical recommendations for developing instructional strategies that foster cognitive-emotional balance.
