Abstract

The Makassar–Parepare Railway National Strategic Project (PSN) is a strategic initiative mandated by the central government under Presidential Regulation No. 109 of 2020. The project aims to promote equitable development and enhance transportation infrastructure, particularly across the island of Sulawesi. Additionally, this railway development marks the initial phase in connecting regions within Sulawesi. The project was inaugurated in 2023 by President Joko Widodo; however, only a portion of the route stretching from Mandai to Garongkong Port has been made operational, while several other segments remain under construction. These conditions necessitate an evaluation of how government policy has been implemented. Using an on-going evaluation approach, this paper discusses literature-based assessments related to the policy implementation of the project. The study employs a qualitative descriptive method with a library research approach. The findings reveal several key issues, including challenges in the land acquisition process, insufficient coordination among actors, a development model that remains distant from public accessibility, and evaluation dimensions shaped by social and environmental factors.

Abstract

This study aims to examine the role of self-efficacy among employees of the Bengkalis Regency Education Office. A quantitative descriptive research design was employed, involving 150 employees as research subjects selected through a non-probability sampling technique using a census approach. Data were collected using a self-efficacy scale developed based on Bandura’s theory, consisting of 30 items. The data were analyzed using descriptive quantitative analysis. The findings reveal that the overall level of self-efficacy among employees falls within the moderate category, with a percentage of 66.7%. Male employees demonstrate a high level of self-efficacy (73.1%), while female employees show a moderate level (82.5%). In terms of age, the highest number of employees with self-efficacy is found in the 40–50 age group, which is categorized as moderate, totaling 90 employees. These results indicate that self-efficacy plays a crucial role in shaping employee confidence and performance in public sector organizations. Future studies are recommended to incorporate additional variables to examine broader relationships and causal effects. Moreover, further research is encouraged to expand the research setting and explore employee self-efficacy more deeply across different institutional contexts

Abstract

The research was conduducted due to the low political participation of Generation Z in the 2024 Regional Electins in Bojonegoro Regency, despite this group being the largest voter base. This study aims to analyze the strategy of the Bojonegoro General Elections Comminisiion (KPU) in increasing Generation Z participation in the 2024 Regional Elections. The research used a qualitative method with e case a study approach. Informants were selected through purposive sampling and included KPU Commisioners, university student, and students who participated in outhreach activites. Data were colleted trough interviews, observations, literature studies, and documention., then analyzed using SWOT analysis techniques. The results indicate that the Bojonegoro KPU’s strategy involes institutional synergy, social media optimization, and collaboration with educational institutions. This strategy is effective in increasing Generation Z involvement as voters and adhoc election organizers. The use of digital techology approach are key factor in fostering political awareness among the younger generation.

Abstract

Studi ini bertujuan untuk menganalisis kualitas pelayanan publik dalam pengolahan Nomor Unik Pendidik dan Tenaga Pendidikan (NUPTK) di Dinas Pendidikan Kabupaten Bengkalis berdasarkan Indeks Kepuasan Masyarakat (KSA), sekaligus mengidentifikasi faktor-faktor yang mempengaruhi kepuasan dan merumuskan rekomendasi perbaikan pelayanan. Studi ini menggunakan desain deskriptif kualitatif. Data diperoleh melalui observasi, wawancara, dan dokumentasi dengan informan yang dipilih secara purposif. Analisis data dilakukan menggunakan model interaktif Miles dan Huberman melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa layanan NUPTK masih menghadapi kendala utama seperti proses verifikasi dokumen yang panjang, kurangnya transparansi informasi, ketergantungan pada operator sekolah, infrastruktur teknologi yang terbatas, alasan penolakan yang tidak jelas, saluran pengaduan yang tidak responsif, jumlah dan kompetensi sumber daya manusia yang terbatas, dan ketidakpastian mengenai biaya layanan. Kondisi-kondisi ini menciptakan kesenjangan antara harapan dan persepsi masyarakat. Kontribusi Studi ini memberikan kontribusi praktis bagi Dinas Pendidikan dalam mengevaluasi kualitas layanan NUPTK berdasarkan elemen IKM dan memperkaya literatur administrasi publik yang berkaitan dengan kualitas layanan administrasi pendidikan.

Abstract

Abstract The loss of endangered wildlife poses a serious threat to biodiversity conservation, particularly in Aceh, which hosts the Leuser Ecosystem as a vital habitat for the Sumatran elephant (Elephas maximus sumatranus), Sumatran tiger (Panthera tigris sumatrae), and Sumatran orangutan (Pongo abelii). Tangse Subdistrict, Pidie Regency, has come under increasing pressure due to the proliferation of illegal mining activities (unlicensed mining/PETI), which cause habitat degradation and heighten the risk of wildlife poaching. In this context, the Aceh Natural Resources Conservation Agency (BKSDA Aceh) plays a crucial role in preventing the loss of endangered species through monitoring and control efforts. This study aims to examine the strategies employed by BKSDA Aceh to prevent the loss of endangered wildlife in the PETI-affected areas of Tangse, as well as to identify the challenges encountered in their implementation. Abstract

Purpose: The digital transformation of the modern workforce has blurred the traditional distinctions between academic and vocational skill requirements. This study aims to compare the Digital Productivity Readiness of University (Academic track) and Polytechnic (Vocational track) graduates to determine if a significant competency gap exists in the era of AI and ubiquitous computing. Design/methodology/approach: A comparative quantitative study was conducted using the Digital Productivity Readiness Inventory (DPRI), which assesses competence across Spreadsheet, Document Management, Digital Communication, and AI Adaptability dimensions. A total of 77 valid respondents (43 University students/alumni and 34 Polytechnic students/alumni) were selected using stratified random sampling. Data were analyzed using the Mann-Whitney U Test due to the unequal sample sizes and non-parametric distribution of the data. Findings: The instrument demonstrated high reliability (α=0.961). The hypothesis testing revealed no significant difference in digital readiness between the two groups (U=691.500, p=0.689). Descriptive analysis indicated that both University (µ=73.95) and Polytechnic (µ=75.47) graduates possess a "High Competence" level. These findings challenge the assumption that vocational graduates are inherently more "work-ready" in terms of digital tool operation. Practical implications: The results suggest that basic digital literacy has become a generic life skill acquired through independent learning rather than formal curriculum alone. Consequently, employers should prioritize skill-based assessment over institutional background during recruitment. Furthermore, higher education institutions must pivot from teaching basic operational skills to fostering Advanced Digital Fluency and complex problem-solving to maintain graduate competitiveness. Originality/value: This study provides empirical evidence debunking the "Vocational-Academic Gap" myth in the context of office productivity, highlighting the role of technological ubiquity in equalizing graduate competencies.

Abstract

Patient satisfaction is an important indicator in efforts to improve the quality of health services in health care facilities. Low patient satisfaction rates will impact the development of Community Health Centers. The level of patient satisfaction at Maiwa Community Health Center is not fully optimal even though it has provided services according to applicable standards. This study will be conducted at Maiwa Community Health Center with the aim of analyzing the relationship between service quality, human resource competency and service quality with patient satisfaction at Maiwa Community Health Center. This study uses a quantitative approach using a cross-sectional design with a total population of 99 inpatients and a sampling technique of simple random sampling using the Slovin formula to obtain 79 samples. Data were collected through questionnaires, observations, and interviews, then analyzed using the Chi-square test to see the relationship between variables. The results of the study indicate that there is a relationship between service quality, human resources and service quality with patient satisfaction at Maiwa Community Health Center. Service quality has a significant relationship with patient satisfaction, with a p-value of 0.034 (<0.05). Human Resources also showed a significant relationship, with a p-value of 0.000 (<0.05). Similarly, Service Quality obtained a p-value of 0.022 (<0.05).

Abstract

Immunization Immunization is important for preventing infectious diseases and reducing child morbidity and mortality. In 2022, the coverage of complete basic immunization in Sidrap Regency was 68.3%, still below the national target of 95%. This study aimed to analyze the influence of mothers’ knowledge, vaccine availability, health workers’ competence, and access to health services on the success of basic immunization at UPT Puskesmas Rappang. This study used a quantitative approach with a cross-sectional design. The population consisted of 318 infants, with a sample of 177 respondents determined using the Slovin formula. Data were collected through questionnaires and documentation, then analyzed using logistic regression. The results showed that all variables had a significant effect on the success of basic immunization, both simultaneously and partially. The most dominant variable was the accessibility of health facilities. Therefore, the success of basic immunization is influenced by mothers’ knowledge, service quality, and ease of access to health services.

Abstract

Participation of BPJS Health participants in screening activities remains low, particularly at UPT Puskesmas Rappang, which only reached 12.7% of 21,615 participants in 2025. This low coverage indicates the presence of factors influencing community participation in early disease detection programs. This study aimed to analyze the relationship between knowledge, attitudes, and health worker support with participation in screening activities. This study used a quantitative approach with a cross-sectional design. Sampling was conducted using accidental sampling. Data were collected through questionnaires, observation, and documentation, and analyzed using chi-square tests. The results showed that attitude (p=0.01) and health worker support (p=0.01) had significant relationships with participation, while knowledge (p=0.40) was not significantly related. This indicates that knowledge alone is insufficient to drive behavior without supportive attitudes and external encouragement. In conclusion, participation is more influenced by attitudes and health worker support rather than knowledge. Therefore, behavior-based health education and strengthening the role of health workers are essential to improve community participation in screening programs.

Abstract

Penelitian ini mengkaji hubungan antara kinerja aparatur dan kualitas pelayanan publik di Kelurahan Ponrangae, Kecamatan Pitu Riawa, Kabupaten Sidenreng Rappang. Sebanyak 67 sampel dari 200 populasi warga yang mengurus surat pengantar E-KTP dipilih secara acak sebagai responden. Metode yang digunakan bersifat deskriptif kuantitatif, dengan Pengumpulan data dilakukan melalui teknik observasi langsung, pengisian kuesioner, serta telaah literatur. Data yang diperoleh kemudian dianalisis menggunakan uji validitas dan reliabilitas, serta diterapkan analisis regresi linier sederhana dengan bantuan perangkat lunak SPSS versi 26.0.Hasil penelitian menunjukkan bahwa kinerja aparatur mendapat penilaian Baik dari 61,8% responden, sementara kualitas pelayanan juga dinilai Baik oleh 63%. Namun, faktor-faktor yang memengaruhi kinerja yaitu individu, kepemimpinan, tim, dan sistem—secara keseluruhan hanya memperoleh nilai 44,4%, sehingga dikategorikan Kurang Baik.
