Abstract

Libraries have strategic functions such as centers for information, science, research, recreation, preservation, and other services and even as a means of realizing the SDGs, so the existence of libraries needs to be carefully considered. The aim of this research is to determine the urgency of the evening hours policy in regional libraries in increasing the accessibility of library service users. The method used in this research is descriptive qualitative method with a library science approach, namely library research. Based on research, it is known that several regional libraries managed by local governments implement evening hours policies or increase service opening hours until the evening for some of the services provided. The Balai Layanan Perpustakaan DPAD DIY as a regional library is expected to be able to carry out a study to replicate the implementation of the evening hours policy in order to increase the accessibility of library service users.

Abstract

In terms of national development, especially in the trade aspect, physical development is very necessary, one of which is the development and maintenance of markets. This is because many job opportunities are opening up in the informal sector. So it can reduce the unemployment rate in an area. In efforts to develop or maintain markets, a law is needed that regulates market management. The Jambangan people's market is one of the markets assisted by the Surabaya City Cooperatives, SMEs and Trade Department, although the market is relatively new, several problems have arisen from several aspects. So this research aims to look at the implementation of people's market management policies at the Jambangan people's market using policy implementation theory according to Charles O. Jones. The research uses descriptive research methods with a qualitative approach. The results of this research are that the Department of Cooperatives, SMEs and Trade of the City of Surabaya has not been optimal in managing the vase public market, seen from the fact that there are still problems in terms of the quality of facilities as well as supervision or guidance that is not evenly distributed and optimal.

Abstract

Rukun Tetangga (RT) is the lowest level service unit as an extension of the government that is obliged to provide accountability. The literature on neighborhood accountability is minimal and only a few reviews have been conducted to study the relevant subject. The main objective of this research is to highlight the development of neighborhood accountability through financial statements by conducting a bibliometric review of literature derived from the Google Schoolar database. The results showed that there were 500 published articles related to financial statements. Of the 500 published articles with the keywords "financial statements of neighborhood", only 16 articles were relevant. Research on the topic of financial information system development has been done quite a lot, but research on the topic of financial report development and financial transparency is rarely done.

Abstract

MSN Approach dalam implementasi kebijakan ini menghasilkan output bahwa pendekatan Sistem (Sistem Approach) menyoroti pentingnya sistem dalam implementasi kebijakan. Sistem regulasi yang mendukung, penghormatan terhadap nilai-nilai budaya lokal, dan restrukturisasi organisasi menjadi kunci untuk memperkuat pelaksanaan PTSL. Maka dari itu implementasi kebijakan ini di Kabupaten Bengkalis sudah berjalan dengan baik dibandingkan sebelum adanya kebijakan ini yaitu pada tahun 2017

Abstract

The Smart City concept offers solutions for local governments to address urban issues. However, implementing the Smart City vision in various cities encounters challenges. In Tanjungpinang City, the Smart City implementation is fragmented and not well-integrated into governance. This research explores the strategy and capacity of the Tanjungpinang City Local Government in realizing Smart City. A descriptive qualitative method is used to understand Smart City policy innovation in Tanjungpinang. The findings indicate the need for regulations focusing on Smart City and stakeholder collaboration. The government must adopt strategies to enhance capacity in Smart City policy innovation, including strengthening stakeholder coordination, increasing community participation, continuous monitoring and evaluation, and providing adequate budget. With proper strategies and capacity building, Tanjungpinang's Smart City is expected to develop optimally, offering tangible benefits to the community, and establishing itself as a smart, advanced, and cultured city.

Abstract

Technological advancement is the development of tools or working methods as an improvement in shortening the time to meet needs at any time. In the era of globalization like now, technological advancement is getting more and more rapid. This is due to various factors, such as increasing competition between countries, the need to improve the quality of life, or a series of equally aimed at seeking the truth in this sophisticated era. Research Methods The research used in writing this article is normative legal research and principles used in the discipline of law). Virtual office is a concept where a business or individual can run their operations remotely without the need to have a physical office space permanently. In Indonesia, regulations related to the use of virtual offices are not specifically regulated in one regulation.

Abstract

Public transportation in Surabaya faces various challenges, including severe congestion due to the dominance of private vehicles, inadequate facilities, insufficient routes, and issues with cleanliness, comfort, and safety. Collaboration between the government and the private sector through the Public Private Partnership (PPP) concept is considered a potential solution to build the necessary infrastructure, address government budget constraints, and improve the quality of public transportation. Further research on public transportation regulations in Surabaya is needed to enhance services and attract more users. This study focuses on the PPP model, which consists of 1. Project preparation, 2. Forms of cooperation, 3. Cooperative relationships. The research employs a descriptive method with a qualitative approach. The results of the study indicate that efforts to integrate transportation modes such as Suroboyo Bus and Wira Wiri Suroboyo show progress but are not yet sufficient to meet the needs of residents.

Abstract

The perpetrators of theft in Bengkalis Regency did not commit theft above Rp. 2,500,000.00 so that detention could not be carried out. The purpose of this research is to analyze how Law Enforcement Against Theft Offenders in the Legal Area of the Pinggir Police Sector of Bengkalis Regency is seen from sociological law. Based on the results of the study, it is known that Law Enforcement has not gone well because there are still criminal acts of theft, because the perpetrators of theft know that there is a minimum theft limit of Rp. 2,500,000 (two million five hundred thousand rupiah), while the stolen gold and money items range from Rp. 1,000,000 (one million rupiah) to Rp. 2,000,000 (two million rupiah). Obstacles in Law Enforcement Against Theft Perpetrators are the minimum number of police officer personnel, lack of facilities and infrastructure, and lack of public awareness of legal knowledge. Efforts to overcome these obstacles that the need for adjustment of the rule of law with the times, the need for the number of police officer personnel, the need for facilities and infrastructure, and the need for public awareness of legal knowledge.

Abstract

This research aims to find out how the policy on planting patterns and rice field harvesting schedules is implemented simultaneously with the philosophy of "Tabu Beusaree Hasee Meulimpah" in preventing crop failure in Nagan Raya Regency. Based on initial observations, there are still villages that have not implemented a simultaneous rice planting pattern and several villages have experienced crop failure. The method used in this research is a qualitative method with a descriptive approach. The theory used is Edward III's implementation theory. Based on the research results, policy implementation has been implemented in accordance with the provisions but is not yet optimal. The main obstacle is resources. From the policy implementation sector, the Department of Agriculture still lacks extension officers, limited budget, supporting facilities such as irrigation are not yet able to supply water simultaneously for the needs of farmers at once in each sub-district. In general, this policy cannot be implemented simultaneously in Nagan Raya Regency because it is constrained by water distribution factors. Even though there are obstacles in implementation, rice productivity results in Nagan Raya Regency are experiencing a surplus.

Abstract

One of the trading facilities in Sidoarjo Regency is the market, whether it is a traditional, semi-modern or modern market. In accordance with Sidoarjo District Regulation No. 1/2018 on the structuring, management and empowerment of people's markets, the Sidoarjo District Government is obliged to organize, foster and empower street vendors while structuring traditional markets that are under pressure from competition with modern markets. Recently, there has been a relocation of street vendors on the west side of the Larangan Market, which is 20 meters away from the previous location and is still part of the Larangan Market. This relocation is expected to have a more positive impact than the previous condition. Based on this case, researchers are interested in examining the impact of street vendor relocation in Pasar Larangan. This study aims to describe the impact of the relocation of PKL arrangement in the Sidoarjo Regency Larangan Market. This research uses a qualitative method descriptive approach with data collection through observation, interviews, documentation. The results showed that: (1) Individual impacts have a positive effect, including sturdy stalls, appropriate parking, centralized visitor crowds, neat stall arrangements, open air circulation, and access roads that are not muddy when it rains. For buyers, parking is more organized, the market is not shabby, sellers are more organized, and the drive-thru system makes shopping more efficient. (2) The organizational impact is positive on HPP Larangan by achieving the objectives of Disperindag to improve the face of the market and the welfare of traders. (3) Community impact is positively affected by the disappearance of the unpleasant smell of garbage due to routine garbage control. (4) The impact of social institutions and systems has a positive impact with the achievement of people's market empowerment in accordance with Sidoarjo Regency Regulation No. 1/2018.
