Abstract

Smart city telah menjadi tren di seluruh dunia. Ini telah berkembang dari peningkatan infrastruktur dan layanan di seluruh kota. Meskipun demikian, sebagian besar kota menghadapi kesulitan untuk mewujudkan tujuan cerdas mereka. Namun, ada masalah utama dalam menerapkan konsep smart city yaitu perlu adanya perencanaan yang matang serta didukung oleh ASN yang dalam penerapan konsep smart city. Penelitian ini menggunakan metode penelitian kualitatif dengan metode analisis deskriptif. Pendekatan kualitatif dipilih karena penelitian ini berusaha untuk menggambarkan pandangan, persepsi peneliti secara menyeluruh serta berupaya untuk mengungkapkan secara mendalam mengenai Penguatan Kapasitas Kelembagaan dalam Kesiapan ASN terhadap Konsep Smart City di Tanjungpinang. Tujuan penelitian ini untuk mengetahui penguatan kapasitas kelembagaan dalam kesiapan Aparatur Sipil Negara terhadap konsep Smart City di Kota Tanjungpinang guna mematangkan dan mempersiapkan sumber daya Aparatur Sipil Negara yang berkualitas

Abstract

The 2024 general election in Indonesia has become a global concern due to the potential vulnerabilities that could occur. Bawaslu Bekasi Regency as an organization that plays an important role in the election process, must have an effective strategy and culture in dealing with this vulnerability index. This study aims to determine the strategy and organizational culture of the Bekasi Regency Bawaslu in responding to the 2024 election vulnerability index. The results showed that Bawaslu Bekasi Regency has developed a solid strategy and culture in dealing with the vulnerability index, including improving the quality of human resources, improving communication with the community, and improving security and order. These results show that the Bekasi Regency Bawaslu is ready to face the 2024 election vulnerability index with an effective strategy and culture.

Abstract

BPJS Kesehatan is a national health insurance program in Indonesia managed by the Social Security Administering Agency. The elimination of classes in BPJS Kesehatan is one of the major reform steps in the health insurance system in Indonesia. This study aims to see the perspective of the Policy of Equalizing Social Status of Society through the Elimination of Classes in BPJS Kesehatan. This study uses a normative legal approach method, namely a method that reviews and discusses research objects by emphasizing legal aspects. The data obtained in this study will be analyzed using qualitative analysis methods. Comprehensive and participatory policies will be more effective in achieving the goal of equality. Overall, the policy of eliminating classes in BPJS Kesehatan has the potential to advance the principles of social justice and equal access to health services

Abstract

Stunting Stunting is a malnutrition that results in impaired growth and development of the child. As a form of stunting prevention efforts, UPT Puskesmas Rappang introduced the Pulmonary Botting program. This study aims to determine the effectiveness of such programs. The study used a quantitative approach with a Cross-Sectional study design. Data were collected through questionnaires/questionnaires and analyzed using the Chi-Square test to determine the relationship between each indicator and stunting prevention efforts. The results of the analysis showed that the effectiveness of the program goal indicator with P-Value 0.016 0.05 and Program Monitoring with P-Value 0.108 0.05 meaning there was no significant relationship. These findings suggest that the effectiveness of the Lung Botting program in stunting prevention is strongly influenced by the successful socialization of the program and the clarity of the program goals set. This study is expected to provide benefits in improving program effectiveness, in particular by focusing on strengthening program monitoring indicators and target accuracy, so that programs can be more targeted and better supervised to achieve optimal results in stunting prevention.

Abstract

Tata kelola PMI di Kota Metro saat ini belum terorganisir dan belum mendapatkan perhatian khusus dari stakeholders yang terlibat baik pihak pemerintah, masyarakat dan swasta. Secara khusus tata kekola PMI menghadapi beberapa permasalahan diantaranya belum adanya data akurat tentang PMI dan purna PMI, rendahnya kemampuan CPMI karena kurangnya persiapan yang dilakukan dan masih adanya PMI non Prosedural. Rumit dan kompleksnya permasalahan PMI membutuhkan tata kelola yang baik dan daya dukung yang optimal dari seluruh stakehorders. Pengembangan model collaborative governance yang adaptif dengan kemajuan teknologi dalam hal pengelolaan PMI dapat menjadi solusi terkait rumitnya permasalahan tata kelola PMI. Metode penelitian yang digunakan adalah penelitan lapangan yang dilakukan dengan mengumpulkan sebanyak-banyaknya data dilapangan melalui metode wawancara, observasi dan dokumentasi. Analisis data dilakukan menggunakan metode analisis data Miles & Huberman. Hasil penelitian menunjukkan bahwa faktor yang paling mempengaruhi tata kelola PMI di Kota Metro adalah komunikasi antar stakeholders yang terputus sama sekali.

Abstract

The blue economy concept is increasingly important in facing challenges in coastal areas, especially in underdeveloped areas such as North Rupat District, Riau Province. This research aims to analyze the role of dynamic policies in maximizing the potential of the blue economy and identify the inhibiting factors experienced. The method used is a qualitative approach with in-depth interviews. The research results show that responsive and flexible policies are needed to overcome various existing limitations, besides that the involvement of local communities in planning and managing marine resources is crucial for the success of the blue economy. Even though there is great potential in the fisheries and tourism sectors, challenges in infrastructure and technology are still the main obstacles in this regard.

Abstract

Presiden RI telah meluncurkan core values (nilai-nilai dasar) ASN BerAKHLAK. Nilai-nilai dasar BerAKHLAK menjadi dasar penguatan budaya kerja di instansi pemerintah untuk mendukung pencapaian kinerja individu dan tujuan instansi. Meskipun budaya kerja ini sudah disosialisasikan dan diinternalisasi kepada seluruh instansi, namun pemahaman dan penerapannya belum berdampak nyata pada pencapaian kinerja individu dan tujuan instansi. Jurnal ini bertujuan menganalisis berbagai hambatan dan mengidentifikasi cara yang efektif menerapkan budaya kerja BerAKHLAK yang berdampak pada pencapaian kinerja individu dan tujuan instansi. Melalui studi kasus di Perwakilan BKKBN Provinsi Kepulauan Riau, dilakukan analisis terhadap faktor penghambat dan faktor pendukung penguatan budaya organisasi. Temuan menunjukkan bahwa faktor penghambat dan faktor pendukung penguatan budaya organisasi telah dinilai dalam pembangunan zona integritas khususnya pada area perubahan manajemen perubahan. Semakin tinggi pemenuhan nilai pada area perubahan manajemen perubahan, maka faktor penghambat penguatan budaya organisasi dapat dihilangkan dan faktor pendukung penguatan budaya organisasi nyata diimplementasikan. Dengan begitu, penguatan budaya kerja BerAKHLAK dapat diwujudkan melalui pembangunan Zona Integritas.

Abstract

The accountability system for political party funding is a very crucial indicator in measuring the strength of integrity and transparency of a political party. Political parties play a vital role in the implementation of the political system in Indonesia and become a buffer between the needs (aspirations) of the people and the government. It cannot be argued that political parties in carrying out their duties and functions need financial assistance or funding to maintain the existence of the party and also to make it easier for political parties to accelerate activities oriented towards public services. The source of funding to political parties has been strictly guaranteed by the state through various laws and regulations, so that the logical consequence of each rule is the existence of an element of accountability, in this case after a political party has obtained funding rights from the state or the private sector, then the political party is obliged to enforce an accountability system in the form of an integrity and transparent funding report as a form of openness to the public. On that basis, this study aims to analyze the funding arrangements given to political parties by examining the accountability system for funding guided by the established regulations and identifying challenges related to the accountability system of political party funding and providing recommendations on the challenges faced. The method is in the form of qualitative studies using descriptive analysis, which involves regulatory analysis, in-depth interviews, data and documents that have relevance to the research topic.

Abstract

This research aims to determine the implementation of the program for handling slum areas in Malang Regency, based on seven criteria in PUPR Ministerial Regulation No.14/PRT/M/2018, namely building conditions, environmental roads, drinking water supply, environmental drainage, waste water management, waste management, and fire protection. Using qualitative case study methods, data was obtained through interviews, literature study and documentation. The research results show that this program has succeeded in reducing slum areas by 64.83% from a total of 3,223.29 hectares, with the remaining 1,133.76 hectares still needing to be addressed. The strategies implemented include infrastructure development, community empowerment, and collaboration between the government, private sector and society. The implementation of this program has had a significant impact on reducing slum areas and improving the quality of life of the community. Sustainability of environmentally based policies and approaches is needed to comprehensively resolve the remaining challenges and create livable settlements.
