Abstract

Promoting gender equality is a major part of the development strategy in order to empower the community. Education has a role to play in providing an opportunity to rectify gender inequality. Gender mainstreaming in education is intended to ensure that policies, programs and educational activities provide opportunities and benefits the same for girls and boys. Education is very important for the empowerment of women. Education allows girls and boys participate in social life, economy, and politics. Achieve equality in learning opportunities and achievement of learning outcomes for men and women is a major challenge.

Abstract

Establishment of the ASEAN Community will make every ASEAN countries will be involved in the global market . Education is a sector that is very important and strategic to improve the development of human resources in the face of the global market . In the ASEAN Community will occur free labor market in 2015 . Indonesia faced in education reform to produce competitive human resources at the regional level . The role of a strong state is needed to make Indonesia to compete in the ASEAN Community .

Abstract

Responding to one of the regional autonomy issues of balance funds, financial regulations on this area EAM remains the division of proportion not to giving broad authority so that a greater emphasis on the results of natural resources (SDA) is considered more profitable rich areas (SDA) and unfavorable non-producing areas of natural resources While the general allocation fund resources, although based on a formula that is more objective and transparent, but tend to be more emphasis on equity and less attention to the side of justice. The success of the governments financial problems mengatasai actual area is an important step in moving the wheels of government in the region, but its impact would be potentially to the demands of the financial division more precise, demands federalisasi, up to the threat of disintegration when the central government assessed maintain financial balance in regional centers unfair because it does not take into account the contribution of the region to the central revenue. From some thought it was revealed that in order to anticipate the negative impact of the above then any design other than the financial balance needs to be designed more carefully and take into account regional equity fund balance policy should also always bersendikan central element of the potential capacity of the reception area (assessing the local contribution to revenue centers) as well as guarantee the autonomy regional and local accountability.

Abstract

Child protection up to now given special attention and became a very important issue. The basic point is addressed in the context of child protection not only to create a system of rules but to a proper service and can be accepted by children. This issue has been progressing, not only in the interests of protecting, but also promote the welfare of children and ensure the best for the childs needs. Fulfillment of child welfare protection approach of the various aspects that have been cultivated spotty. Admittedly, that although the child protection policy and child welfare policy has to accommodate a variety of interests, but the implementation is still not bring maximum results.

Abstract

At least, there are four demands in public administration reform. Firstly, institutionalization of government agencies; secondly, quality enhancement of human resources; thirdly, quality enhancement of public services; and fourthly, regional autonomy issues. Related to institutionalization of government agencies, mainly to nonstructural government agencies, the procurement of vice minister position and also the overlapping supervisory duties affected to inefficiencies in human resources, cost, facilities and infrastructures, and so forth. In the context of quality enhancement of human resources, there is a gap between the competency of graduates which are not compatible with the market demands. The problems of quality enhancement of public services are quite the same. Another important issue which is urgent to be solved by the government, regarding to regional autonomy issues, is high-costed local election which can affect to the abuse of authority or the abuse of district head position by the elected candidates.

Abstract

Licensing is the main thing about broadcasting arrangements. In a series of recycling processes broadcast regulation, licensing becomes stages of decision of the state (through KPIs and the Commission) to provide an assessment (evaluation) is a broadcasting institution deserves to be given or appropriate to continue the lease rights on frequency. Regional Indonesian Broadcasting Commission or KPID is an independent state institution in Indonesia established in each province serving as a regulator of broadcasting in every province in Indonesia. KPID is an institution capable of controlling the media, especially concerning Broadcasting Permit. Broadcasting Broadcasting Permit (IPP) is a right granted by KPID to broadcasters to conduct broadcasting. To this day there are seven local private television broadcasters in Banten (1.Untirta TV; 2. Baraya TV; 3. CTV Banten; 4. TV3 Tangerang; 5. CCNC; 6. Carlita TV; 7. CTV Network) which already Broadcasting to obtain broadcasting licenses. The results of the study said that in the level of requirements that must be met by local private television broadcasters to obtain IPP, KPID has performed its duties optimally. KPID is always proactive towards local private television broadcasting institutions especially in guiding to complete the necessary conditions so that local TV in Banten Province can meet the requirements required to manage IPP. However, in the implementation of its role related to the phases of acquisition of IPP, KPID has not played an optimal role in performing its duties and functions. This is because in broadcasting there are still violations by local private TV in broadcasting concerning the content of the cameras. Moreover, in making decisions, KPID local government interference in the form menyiarakan television broadcast which is consistent with the request of local governments, which should KPID can not be intervened by any party considering the Broadcasting Commission is an independent institution. So it can be concluded KPID in general can not perform their duties and functions well.

Abstract

This study attempts to elaborate and to explore the educational background of caregivers in the Social Orphanage Children (PSAA) which belongs to the social Islamic organizations (CSOs) in the Province of Jakarta. The study which was conducted in Jakarta applied a survey method. There are 35 (thirty five) respondents from nine (9) PSAA who participated in this research. The study found that caregivers do not fully follow the principle of professionalism in the work. It can be identified by the education of the caregiver that the majority of caregivers only graduated from senior high school which is amounted to 71.43%. The low level of caregiverseducation resulted to their understanding on child protection which is very limited. Caregivers do not have a good knowledge and understanding of the norms, regulations, policies and programs on child protection. The low level education of caregivers should be supported by the human resources development programs. In fact, only 28.57% of caregivers had received training related to child care and only 2.86% of caregivers who have an educational background in social work or social welfare. Lack of knowledge and understanding of the caregiver to the child protection aspects potentially cause the child to be in one cycle of misguided, thus inhibiting the development of the child.

Abstract

Decentralization of the government has brought wide implication of political reform. Democracy and decentralization expected to become the gateway to achieve Indonesian prosperity of society in all aspect. Through decentralization, bureaucracy is expected to be able to develop more humanistic mindset and culture so that policy formulation becomes more aware for society prosperity. Bureaucratic reform also becomes the right moment to conduct the reconstruction of culture pattern in organizational system. Reconstruction of the bureaucracy culture will touch the basic dimension which is reformation of public service delivery has affected the improvement of social prosperity in all aspectDecentralization of the government hasbrought wide implication of political reform.Democracy and decentralization expected tobecome the gateway to achieve Indonesianprosperity of society in all aspect.
