Abstract

Tujuan dari penelitian ini adalah untuk menngetahui pengaruh kompetensi dan motivasi terhadap kinerja penyuluh pertanian di Provinsi Jambi. Metode yang digunakan adalah metode survei dengan analisis linear berganda. Populasi dalam penelitian ini adalah penyuluh pertanian ASN Provinsi Jambi yang berjumlah 611 orang, dan dijadikan responden sebanyak 93 orang yang diambil secara acak. Hasil uji statistik menghasilkan nilai F hitung 71,074 > F tabel (0,05; 2; 90) 3,07 atau nilai sig (0,000) < α (0,05) dengan koefisien korelasi (R) 78,3 persen, koefisien determinasi (R2; R square) 61,2, persen dan koefisien determinasi yang disesuaikan (ajusted R2) sebesar 60,4 persen yang nyata pada α=0,05. Pengaruh partial variabel kompetensi dan variabel motivasi berpengaruh nyata dengan hasil ujit t masing-masing sebesar 11,923 dan 2,071 dan koefisien 0,267 dengan nilai signifikansi 0,000 dan 0,041 yang lebih kecil dari taraf signifikansi 0,05. Model yang diperoleh dari penelitian ini adalah Y = 0,267 + 0,743 X1 + 0,163 X2. Instansi pembina penyuluh pertanian dan instansi pelatihan pertanian perlu memperhatikan aspek kompetensi yang perlu ditingkatkan adalah kompetensi evaluasi dan pengemangan penyuluhan pertanian, sedangkan untuk motvasi yang perlu ditingkatkan adalah motivasi untuk kepemimpinan dan afiliasi.

Abstract

Abstract This article describes the empowerment of physically disabled people through vocational training. The main problems faced by disabled people are that they have very limited skills and are dependent on others. Moreover, they are commonly still in the productive age group, so they need to be guided, nurtured, empowered, and given ooprtunity to develop their potentials. The objectives were describing the implementation process of empowerment of the physically disabled through vocational training, finding supporting and inhibiting factors, and determining the institution’s solution. The informants were determined purposefully. The data collection was performed by interview. The data collected from documents related with empowerment and the collected data were analyzed qualitatively. The present article showed that empowerment is a process of developing the physically disable from a powerless state into powerful state. Services in the institution are limited because with changes in the society, regulations and policies from the Ministry of Social affairs, social services shifted from “charity-based” to citizen rights, from “institutional-based” to “family/community-based”. Similarly, the service model of social rehabilitation changed. However, it was undeniable that some service aspects still encountered obstacles which affected service performance, including to: a. the Institution, to be more focused on recruitment comprehensive data mapping should be performed first before socialization or registration of potential beneficiaries, so that quantitatively higher number of potential beneficiaries could be covered. Moreover, the quality and quantity of the recruitment should be improved and coverage in other areas where recruitment had never been performed should be increased. Meanwhile, empowerment for the physically disabled shouldn’t only be focused on improving knowledge and work skills, but also change of attitudes and behaviors of the beneficiaries. b. Assessors as the main assets of the institution didn’t have social work background and competency as assessor. The current systemic assessment ran well by assessing physiological, psychological, sociological and vocational aspects, but it should be supported by standard and equipment, and more professional assessors, before using work sample method if the assessors couldn’t reveal beneficiary’s capacity using the measurement. Abstract

Abstract It had identifed clearly in working of research methodology, there are alot of certain aspects, variables or elements in social science or humanity under dynamic, multipolarrecyprocal causality and in a complex condition. Therefore approching to qualitative or quantitative methodology require enrichment with empirical aproach, especially people involvement. The researhed need to run and to configure inclusiveness, This research aim to explore using of wellbeing methodology (WM) approach, to implemen social research, whit a case study named as ICB.. the research gap to be identified, are: 1) is it possible to design an instrument of measurement tool to measure ICB?; 2) is the toll possible to implemented, to measrue ICB?; 3) may the outcome to transform to material of public education?Based on teoritical dan conseptual explanation, data exploration, explanation and certain detail measurement of peeception, partiipation and acceptability of people, the answers are a proof. Yes, there are. the hyphoteses are solved in qualitative approach. Furtherfor, ther are 6 variables and 18 significancy hiphoteser to confogure scorring of perception, participation and acceptibility of people. With scale 9, and scor of significancy preference is, the data show that the scorring all bove. Meaning thtat all scor in significant condition. WM introduce a new perspective of approaching to capture closed reality of research object, in term of index of county brandinng (ICB). In certain conceptual, logic order and procedure, WM can be implemented widely, such as IDG/s issue.

Abstract

The importance of a knowledge of the participants' understanding of learning through their learning styles, will make it easier for a instructor to manage to learn. The research objective was to determine the tendency of learning style models possessed by the participants of the Supervisory Leadership Training from Dunn and Dunn’s learning style model concept, to basis for the delivery learning for Organizational Diagnostics lessons, at the KDOD Puslatbang, National Institute of Public Administration. This research is a descriptive study with a survey method in finding research data, with different data collection techniques, namely face-to-face and digital, because of the Covid-19 pandemic phenomenon. The results obtained are the learning tendency of Dunn and Dunn’s learning style model, namely the emotional learning stimulation dimension of 22% in Supervisory Leadership Training batch I, while Supervisory Leadership Training batch II of 35% and batch III of 40% is the environment, while the elements of the learning stimulus dimension from Supervisory Leadership Training batches I, II and III, there are differentiating findings, namely elements of temperature and auditory learning methods, in Supervisory Leadership Training batch I is to learn with normal temperatures and high auditory learning methods, while Supervisory Leadership Training batches II and III learn with cold temperatures and with high auditory way of learning. The difference in the implementation of the execution is the effect of the learning style model of the participant, so the need for coordination between instructor and organizers to recognize participants effectively.

Abstract

Abstract The limited quality of human resources owned and the lack of instruments used and the lack of support from employees in access to performance appraisals will create obstacles in the objective and optimal performance appraisal. The phenomenon that occurs in the Regional Finance Board of Pontianak City, namely the performance appraisal approach that is often used by management to see performance is still traditional. Another phenomenon that occurs is the lack of attention from management in appreciating quality employees. For this reason, it is necessary to conduct a study regarding how the effect of total quality management on the performance of the Pontianak City Financial Agency. This study aims to determine the effect of Total Quality Management (TQM) on the performance of the Regional Finance Board of Pontianak City. The research is descriptive research and associative research or causal design. Qualitative data processing was done by tabulating, while quantitatively analyzed for discussion using Multiple Linear Regression. Based on the coefficient of determination, it can be concluded that the magnitude of the influence of self-potential quality, process quality and performance quality on the ups and downs or variations in the performance of employees of the Pontianak City Regional Finance Agency is 47.10%. Simultaneously it can be concluded that the variables of self-potential quality, process quality and performance quality simultaneously have a significant effect on the respondent's performance. Partially the variables of self-potential quality and performance quality in this study have a significant effect on the respondent's performance, so that Ho is rejected and Ha is accepted. Partially the process quality variable in this study has no significant effect on the respondent's performance. Keywords: Quality, Total, Management, Performance

Abstract

This research aims to find first, to find out the strengthening of the values ​​of State Defense Basic Training for Prospective Civil Servants, the second role of handling the 2019 corona virus pandemic, and third to find out the effect of strengthening the values ​​of State Defense Basic Training for Candidates for Civil Servants on the handling of the corona virus pandemic 2019. The research method used in this research is quantitative method. The sample used in the study was 40 people for the Basic Training Alumni of Ternate City Civil Servant Candidates. The data collection technique used in the research was literature study and questionnaire distribution. The data analysis technique was carried out by using the simple regression method. The results showed that, first, in general, the learning process for agenda one Basic Training for Civil Servant Candidates for Ternate City has been running well or has succeeded in equipping the participants to form attitudes and behaviors in carrying out their job duties. Second, most of the alumni have taken part or participated in donating energy, thoughts and funds voluntarily in dealing with the 2019 corona virus pandemic. Meanwhile, the third overall value of the effect of Strengthening State Defense Values ​​on Handling the 2019 Corona Virus Pandemic is 43.1%, in other words there are 56.9% influenced by other variables.

Abstract

Bureaucratic reform appears to be the central agenda for good governance. One crucial strategy to achive it is implementing whole of government. Several provinces and regencies in Indonesia had tried to implement the policy. Jogjakarta, Denpasar, Surabaya, and Pontianak are good references for the program. This study reports best practices of the implementation of whole of government through a sysytematic review. The result of the review shows that the key success for the program implementation covers strict approach by regulation, the availabilibity of sufficient fund to run the program and strong collaboration and integration of all relevant sectors in order to achieve the vision of the government. Recommendation on how similar study should be conducted in the future also suggested at the end of the review.

Abstract

COVID-19 pandemic happening in Indonesia is causing the Enforcement of Restrictions on Public Activities (Pemberlakuan Pembatasan Kegiatan Masyarakat, or PPKM). The effect of this rule enforcement changes many aspects of lives, including training activities. Starting then, training activities that were held classically (face-to-face) cannot be held. Pusbindiklat LIPI as the administrator of the researcher functional position has made changes in its internal organization to keep giving training services. One of the changes done is the fully e-learning based training for functional position (Pelatihan Pembentukan Jabatan Fungsional Peneliti, or PPJFP). This training is held online by making use of information and communication technology (ICT). This far, the use of ICT in training has not been evaluated. This research is aimed at the evaluation of ICT use in the fully e-learning based PPJFP with SAMR model (substitution, augmentation, modification, redefinition). The research method used is a qualitative method with a case-study approach. The data collection is done through observation towards the implementation and the investigation of the system being used in the fully e-learning based PPJFP. The result of the study shows that the use of ICT in the three learning stages of this training has reached the modification stage. The utilization of ICT in the synchronous and asynchronous learning can be improved in the redefinition stage.

Abstract

Bureaucratic reform is one of the Government of Republic Indonesia programs to overcome problems related to overlapping tasks and functions between government agencies, civil servant professionalism, integration of public services, also performance and budget accountability. In its implementation, bureaucratic agents of change are needed. However, contribution and roles of bureaucratic agents of change have not been evaluated with measurable indicators. Therefore, a research needs to evaluate the contribution and roles of bureaucratic agents of change in supporting BPOM’s bureaucratic reform programs. The research method conducted through a survey to get an overview of employee perceptions of the implementation of bureaucratic reform and organizational culture. This issue is program's target for bureaucratic agents of change at BPOM in 2020. The result of the research obtained show that BPOM bureaucratic agents of change descriptively or through inferential statistical tests with the paired t-test contributes significantly to bureaucratic reform and the implementation of organizational culture at BPOM. The results are expected to provide policy input in increasing the role and contribution of bureaucratic agents of change in supporting the implementation of bureaucratic reforms at BPOM and in Indonesia.

Abstract

Improving the Ability to Implement Scientific-Based Learning Through the Results Supervision Rectification of Learning Mathematics and Science Teachers at SMA Negeri 3 Barru”. This study aims to find out how much the ability to carry out scientific-based learning through the result rectification learning supervision of mathematics and science teachers of SMA Negeri 3 Barru. The type of research used is school action research (School Action Researt). The population of this study were all mathematics and science teachers at SMA Negeri 3 Barru consisting of 5 mathematics teachers, 2 biology teachers, 2 physics teachers and 2 chemistry teachers. The sample was the mathematics and science teacher at SMA Negeri 3 Barru as a saturated sample consisting of 4 boys and 5 girls. This research was conducted in the even semester of the 2019/2020 academic year. This research was conducted in 6 meetings. Data were collected by using observation sheets with learning supervision observation instruments ranging from pre-observation, observational observation of learning implementation to the implementation of feedback for each teacher after being supervised. The data were analyzed using qualitative and quantitative descriptive analysis. The results of the research as a whole show that: (1) There is an increase in the ability of mathematics and science teachers in carrying out scientific-based learning as evidenced by the results of supervising learning through pre-observation, namely the preparation of teaching and learning activities, there is an increase based on the results of initial observations there is an average score (76.06% ) in the good category, in the first cycle there was an increase in the average score (82.61%) in the good category, in the second cycle there was an increase (88.17%) in the very good category. Based on these results, the authors concluded that after the supervision activities rectification results of Learning Supervision can provide a significant contribution to the improvement of the ability to carry out learning based on scientific mathematics teachers SMA and Negeri 3 Barru..
