Abstract

Pengembangan kompetensi merupakan kebutuhan bagi setiap individu, baik di instansi pemerintah maupuan swasta. Penelitian ini bertujuan untuk menganalisa kebutuhan pengembangan kompetensi pegawai saat ini, dimana terdapat perubahan pola hidup akibat adanya COVID-19. Metode penelitian yang digunakan adalah analisa kualitatif menggunakan data sekunder dan didukung dengan literatur review. Hasil penelitian menunjukkan bahwa Kompetensi “Mengelola Perubahan” serta “Pengembangan Diri dan Orang Lain” merupakan 2 (dua) kompetensi utama yang paling banyak diminati untuk tahun 2020. Hal ini sejalan dengan adanya kebutuhan untuk mengelola perubahan dan pengembangan diri dan orang lain sebagai bentuk penyesuaian kebutuhan pengembangan diri yang paling utama di masa pandemi, di mana kita harus menjalani pola hidup new normal karena adanya COVID-19.

Abstract

ABSTRAKSudah menjadi suatu keniscayaan bahwa kemasan atau packaging memiliki peranan sentral dalam peningkatan daya saing untuk produk olahan pangan. Kemasan tidak dapat lagi dipandang sebagai sebuah keinginan, namun sudah menjadi sebuah kebutuhan terhadap produk. Para industriawan makanan olahan harus memikirkan secara menyeluruh mulai dari bahan baku dan penolong kemudian proses produksi serta kemasannya menjadi rangkaian hulu hilir yang tidak terpisahkan. Demikian juga produk olahan pangan IKM juga harus memperhatikan hal yang sama..Tujuan penulisan ini untuk membuktikan bahwa kemasan sudah menjadi kebutuhan IKM makanan olahan di Jawa Timur. Penelitian ini bersifat kualitatif deskriptif dengan mengambil data sekunder dari UPT mamin dan kemasan milik Dinas Perindag Provinsi Jawa Timur. UPT ini sudah berdiri sejak tahun 2009 dan memiliki fungsi utama memberikan pelayanan pada IKM mamin khususnya pembuatan kemasan. Hasil analisa berdasarkan data yang ada para IKM yang memanfaatkan jasa UPT mamin dan kemasan untuk membuat kemasan mengalami trend yang meningkat. Sehingga kesimpulan dari penelitian ini adalah bahwa IKM sudah memiliki kesadaran untuk memperbaiki kemasan produknya karena mampu meningkatkan nilai jual atau daya saing. Khusus untuk tahun 2020 kinerja mengalami penurunan, hal ini sebagai dampak adanya pandemic covid 19 yang melanda seluruh dunia. Pandemi Covid 19 sudah memberikan dampak negative pada seluruh sendi-sendi perekonomian tidak terkecuali IKM. Dari hasil penelitian ini kiranya perlu memberikan dorongan kepada UPT mamin dan kemasan agar terus meningkatkan ketrampilan SDM dan sarana prasaran untuk memberikan pelayanan kepada IKM dalam hal peningkatan kualitas kemasan. Abstract

Ministry of Finance implemented Ministry of Finance Corporate University strategy in developing employee competencies because the direction of employee competency development in 2020-2024 RPJM is world class government, one of which is through the ASN Corporate University management unit. Learning in Ministry of Finance Corporate University strategy must linked and matched by applying 70-20-10 learning model. Therefore, this study will evaluate second batch of 2019 Official Manuscripts Training organized by Yogyakarta Financial Education and Training Center because urgency and role to realize this strategy. The evaluation method used Kirkpatrick level-1 and level-2 models. The results of the evaluation of the mean learning outcomes of the participants were 85.26 with a good predicate, evaluation of training implementation with a score of 92, the mean result of the teacher evaluation was 4.73 or very good. This training is carried out classically so that the scope of participants is limited and has not implemented the Ministry of Finance's Corporate University learning model 10-20-70. In addition, training has not been able to meet the applicable and impactful characteristics. For this reason, it is suggested to apply the 10-20-70 learning model in order to expand the scope of participants and support organizational performance.

Abstract

The education and training for the establishment of Forest Ecosystem Controllers that has been carried out in 2019 is not yet known for its efficiency, effectiveness, and impact on alumni performance in the field. This paper aims to describe the effectiveness of the training implementation and the impact of the training on the alumni's performance. Quantitative approach involving a population of 34 alumni is used for this study. Kirkpatrick's evaluation model was applied to determine the reaction, outcome, behavior, and impact of the training. Performance is assessed using a 360-degree method involving alumni, immediate supervisors, and alumni colleagues. The reaction to the training was rated "very good" by the trainees from various aspects of the assessment except for the laundry facilities and the front desk. The lessons learned by the participants during the training were very successful with the "satisfactory" graduation criteria achieved by 31 out of 34 participants. In general, training can significantly change behavior at work expressed by alumni, direct supervisors and co-workers. Training is explicitly stated to be able to provide results or have a real impact on the performance of individuals and organizations in the workplace. Meanwhile, alumni still feel less confident in carrying out professional development activities. The note from this research is that front desk services for training participants can be combined with the duties of security personnel at the security post. It is necessary to make separate details of work assignments in the field of Climate Change Control to be clearer. It is necessary to re-examine the provision of technical field subjects to be distinguished according to the field of work. It is necessary to increase the activities of scientific meetings to encourage alumni to carry out professional development activities.

Abstract

Writing of scientific papers is main task of widyaiswara beside educational activities that must do to develop their profession. According to the regulations, the writing of scientific papers credit number must also be fulfilled by widyaiswara for the preferment to promotion. Widyaiswara often neglects the writing of scientific papers, and even often becomes an obstacle to promotion. Research on the widyaiswara’s writing of scientific papers has never been carried out at BDLHK Kadipaten, even though the description of scientific papers writing needs to be known to develop the widyaiswara profession. This study aims to determine the description of scientific papers writing of widyaiswara BDLHK Kadipaten which includes submitting writing scientific papers in Dupak, obtaining scientific papers credit numbers, and writing scientific papers of widyaiswara. This research is a descriptive study with quantitative and qualitative methods. Data obtained from questionnaires and documentation studies, then analyzed by descriptive statistics. The results showed that in applying for scientific papers in Dupak, 53.33% of widyaiswara submitted their submission of scientific papers not being assessed and 59.19% of widyaiswara submitted scientific papers in each Dupak assessment period; widyaiswara's credit number from scientific papers shows that the average acquisition above 4/individual/year is 46.67%, there are 20% widyaiswara who have occupied their position for more than 4 years, and 46.67% stated that their promotion is delayed due to lack of credit score for scientific papers; the writing of scientific papers is still relatively lacking in international scientific papers (journals, proceedings, papers in scientific meetings), books, journal papers, papers in national scientific meetings, and proceedings paper. Based on these results, it shows that the writing of scientific papers by Widyaiswara BDLHK Kadipaten still needs to be improved to develop their profession. With this research, it is hoped that it will encourage widyaiswara to improve their ability and motivation in writing of scientific papers and will further increase the support of BDLHK Kadipaten institution to develop the profession of widyaiswara, especially in writing of scientific papers so as to increase widyaiswara’s competences and further improve performance of the institution.

Abstract

The world's Muslim population has exceeded two billion people, the terms and conditions of halal meat for the Muslim community are of great importance both ethically and economically. Since 1976, the Indonesian Ulema Council (ajelis Ulama Indonesi, MUI) has legalized the method of stunning pre-slaughter of halal animals through an MUI Fatwa dated 24 Shawwal 1396 H / October 18, 1976. with the doctrines of the Prophet Muhammad SAW and meet the requirements of the provisions of the Shari'a and the law is legal and halal (lawful), and therefore, it is hoped that the Muslims will not doubt it. However, it has not been explained in the fatwa regarding the various methods and existing stunning equipment that meet the halal requirements for the halal slaughter of various halal animals. This has sparked debate among Muslims as well as animal welfare activists. A very important and critical operation at the abattoir is the transformation of a halal animal into a healthy piece of halal meat for human consumption through a ritual process of halal slaughter. This article does not discuss the debate about halal slaughter without stunning being inhumane or slaughter with stunning being controversial from an Islamic point of view. This article discusses the slaughter, stunning and welfare of animals by considering the requirements of Islamic law and animal welfare laws. From the point of view of animal welfare standards, a number of issues have been raised regarding halal slaughter without stunning, in particular, regarding the stress-required laying method and unconscious latency. This paper discusses various methods of halal pre-slaughter stunning stunning various halal animals that have been permitted by Islamic authorities.

Abstract

Distance learning by utilizing information technology has now become a necessity. This has been accelerated by the outbreak of the Covid 19 pandemic. The purpose of this study was to explore the readiness of learning facilitators in training for ASN in the face of changing the learning paradigm from traditional face-to-face to e-learning. This study used a qualitative approach. The data mining technique used was interviews with several Widyaiswaras from young, middle, and major positions. In addition, data mining is also carried out from relevant secondary sources. The results showed that not all Widyaiswara were ready to face the paradigm shift from conventional training to e-learning. Widyaiswara really needs the development of competencies related to digital literacy. The Widyaiswara Guiding Agency, namely the State Administration Institute, is expected to provide facilitation for widyaiswara and also encourage government training institutions to equip widyaiswara so that they are competent in the use of learning technology.

Abstract

Food and drug control, which is currently dominated by the supervision of processed food products in Indonesia, is still not optimal, so it is necessary to strengthen various aspects of implementation. In the 2020-2024 mid-term development plan, certification of Human Resources of food and drug control is set as a national priority program in strengthening food and drug control with a target of 4,400 certified by 2024, divided into 2,160 Pharma and Food Supervisors (PFM) and 2,240 Food Safety Extension Officers (PKP) and District Food Inspectors (DFI). In 2020, only 123 alumni of PKP and DFI training achieved than 320 people that targeted. This study aims to analyze the strategy for achieving PKP and DFI training targets in 2024 with a dynamic system modeling approach by evaluating the relationship between variables that influence the training system through behavioral analysis generated from the model building. From the four simulations carried out, it was found that all simulations did not impact training achievement but had an impact on the needs of the training facilitators. The simulation by increasing the facilitator's capacity so that one class is enough to be taught by four people from previously taught by eight people shows no impact on the need for additional facilitators at the Indonesian FDA. Furthermore, the simulation by changing the number of participants per class from 20 to 30 people shows the need for additional facilitators compared to the other simulations, namely four additional facilitators until 2024. The results from the system dynamics modeling of training are expected to be input for determining the PKP and DFI training system to achieve the target by the end of 2024.

Abstract

This study discusses the Government's considerations in maintaining foreign loans as a complement to State Securities (SBN) to finance the deficit in the State Revenue and Expenditure Budget (APBN). There are three considerations to maintain the foreign loan procurement policy in financing the APBN deficit. First, the cost is relatively cheap. Second, the benefits in supporting the transfer of technology. Third, investment lever (/multiplier effect). This study concludes that the procurement of foreign loans has not fulfilled one of the considerations, namely cheap financing. The slow implementation of projects in the field resulted in most of the slow disbursements being extended. As a result, the Government must increase the cost of the commitment. The classic problem of delays in foreign loan projects has been around for a long time and is expected to continue. The delay was contributed by factors in the planning stage; effectiveness of loans, budgeting, auctions, disbursement, and implementation in the field. The non-implementation of the three line of defense model is one of the contributors to the failure of risk mitigation of foreign loan projects. There is a perception that increasing debt to combat the Covid-19 pandemic is normal. The momentum of the Covid-19 pandemic has become a challenge to change the old paradigm. That the cost of foreign loans, is relatively expensive, especially if it is late.

Abstract

Abstract Viewed from the point of view of the implementation of learning supervision by the principal, it contains important elements, including; competencies and main tasks of principal functions, increasing teacher competence, and improving the quality of learning for supervised teachers. The objectives of this study include: 1) getting an overview of the series of activities for the implementation of teacher learning supervision by school principals at public elementary schools in Central Java, 2) revealing the effect on improving the quality of learning for teachers who have been supervised through 6 indicators. This case study on the implementation of learning supervision by the principal involved 11 teachers and 10 principals. Data collection assisted by the form-office 365 application, virtual interviews using the Zoom application, WhatsApp, and direct telephone contacts. The author's data analysis is domain analysis (Spradley and Hubberman) and assisted by form-office 365. Results of research and discussion: Answers to the formulation of the problem 1 learning supervision by the principal has been intensively implemented in the school that is the research location, meaning that principals and teachers have carried out maximum performance and responsibility to maintain the quality of learning. The answer to the formulation of problem 2 is to assist teachers in developing learning media, improving the preparation of lesson plans, and developing pedagogical competencies as well as changing children's behavior to be better and more prepared to face learning. Based on the conclusions of the research above, an extract of the substantive theory was obtained, which is a crystallization of the research results: "Although it is not fully implemented properly in accordance with applicable regulations and is considered a routine activity by teachers, supervision carried out by school principals provides benefits to teachers, especially in solving problems that occur in the classroom.
