Abstract

This study aims to analyze the implementation of SRIKANDI in the administration of inmate release at the Class I Detention Center in Surabaya, with a focus on the registry subsection as the unit that determines the timeliness of an individual’s right to freedom. The analytical framework was developed using the concept of e-government (Fang, 2002), with four elements of good governance selected from the UNDP framework (1997) namely, effectiveness, efficiency, transparency, and accountability and the design reality gap perspective (Heeks, 2002) was used to explain implementation barriers. This study employs a descriptive-analytical qualitative approach using a case study strategy. The research informants were registry officers at the Surabaya Class I State Detention Center. Data were collected through participatory observation during a three-month internship, semi-structured interviews, and document analysis, and were then analyzed using the interactive model by Miles, Huberman, and Saldaña (2014), which includes data condensation, data presentation, and drawing conclusions. The results of the study indicate that SRIKANDI reduces the processing time for release documents from an average of one to two days to one to two hours, provides a more structured mechanism for verifying prison terms, and strengthens accountability through a digital audit trail. However, these benefits have not been fully realized due to server and network disruptions, workloads resulting from overcrowding that are not offset by staff digital competencies, variations in usage across units, and the lack of integration between SRIKANDI and the Correctional Database System (SDP). The success of e-government in the correctional system is ultimately determined by the institution’s ability to bridge the gap between system design and operational reality, not by technological sophistication alone.

Abstract

Digital transformation in the public sector is inevitable in the era of Industrial Revolution 4.0, including in Indonesia’s correctional environment. This study aims to analyze the implementation of digital transformation in detainee expiration checking through fingerprint technology integrated into the Correctional Database System (Sistem Database Pemasyarakatan/SDP) at the Class I State Detention Center (Rutan) in Surabaya, and to identify its implications for the efficiency, effectiveness, transparency, and accountability of correctional administration. The study employs a qualitative approach with a descriptive-analytical design, conducted through three months of participatory observation at the Registration Unit of Rutan Class I Surabaya, supported by a review of SINTA- and Scopus-indexed academic literature and relevant government regulations. The findings reveal that SDP has significantly contributed to improving the efficiency of detainee expiration checking through automated early warnings and real-time data retrieval for detainees. The integration of fingerprint technology strengthens the accuracy of detainee identification and reduces the risk of identity errors that may affect individuals’ right to liberty. However, implementation continues to face challenges including unstable network infrastructure, the coexistence of manual and digital systems, limited digital competency among some officers, and data inconsistencies between SDP and physical documents. This study recommends strengthening technological infrastructure, providing continuous officer training, standardizing digital-based standard operating procedures, and comprehensively optimizing the biometric features of SDP to realize accountable and human rights-based correctional governance

Abstract

The digitalization of public services represents a government effort to enhance service effectiveness, efficiency, transparency, and accessibility. The Class I State Detention Center in Surabaya has implemented a digital-based visitation service via the RUSABAYA application; however, its execution still faces technical challenges and issues regarding user ability to access the service. This study aims to analyze the quality of the digital visitation service based on the five SERVQUAL dimensions—tangibles, reliability, responsiveness, assurance, and empathy—and to identify obstacles affecting service delivery. A descriptive qualitative approach was employed, utilizing data collection techniques such as interviews, observation, and documentation review. Informants were selected purposively, and data analysis followed the Miles and Huberman interactive model, comprising data reduction, data display, and conclusion drawing. The results indicate that digital facilities—specifically the RUSABAYA application and the queuing system—have supported service modernization. However, the reliability dimension faces challenges due to unstable internet connectivity, resulting in slowdowns and access disruptions. Regarding responsiveness, staff provide assistances and address user issues, while the assurance dimension is reflected in identity verification and procedural certainty. The empathy dimension is evident in the support provided to users facing difficulties, including the elderly. The findings demonstrate that digital service quality depends not only on application availability but also on infrastructure reliability, staff capacity, and user proficiency. Consequently, there is a need to strengthen network connectivity, refine the system, and enhance user outreach and support.

Abstract

Official guest services at the reception desk constitute a form of administrative service serving as the initial point of interaction between the correctional institution and external parties. This study aims to analyze the implementation of official guest services at the reception desk of the Class I State Detention Center in Surabaya, based on George C. Edwards III’s policy implementation perspective. A descriptive qualitative approach was employed, with data collected through observation, interviews, and documentation. Informants were selected purposively based on their involvement in the official guest service process. Data analysis involved data reduction, data presentation, and conclusion drawing, utilizing source and technique triangulation to ensure data validity. The results indicate that the service implementation follows a workflow understood by the staff—ranging from guest reception, identity verification, and registration to confirmation with relevant units and direction to the destination room. Regarding communication, service coordination is taking place, though internal information regarding the presence of officials or staff is not always systematically available. In terms of resources, a shortage of staff specifically assigned as receptionists means that service delivery still relies on support personnel, including interns. Regarding disposition, the staff demonstrate a positive service attitude. Meanwhile, regarding bureaucratic structure, a practical division of roles has been established, yet it lacks support from easily accessible written Standard Operating Procedures (SOPs). These findings highlight the need to strengthen coordination, organize human resources, and standardize service procedures.

Abstract

The yard utilization program is one of the government’s strategies to support food security while empowering communities based on local potential. Wonorejo Village, Sumbergempol District, Tulungagung Regency, has considerable yard land potential; however, it has not been optimally utilized by the community. This study aims to analyze the strategy of the Food Security Agency in community empowerment through the Yard Utilization Program in Wonorejo Village. This study employed a qualitative method with a descriptive approach. Data collection techniques were conducted through interviews, observations, and documentation. The research informants consisted of community members, officials from the Food Security Agency, and village officials involved in the program implementation. Data analysis used the Miles and Huberman interactive model, including data collection, data presentation, and conclusion drawing. The results showed that the community empowerment strategy was carried out through the identification and mapping of local community assets, active community participation in program planning, collaboration with local policymakers, and the improvement of technical skills and community knowledge through training and mentoring activities. The program had a positive impact on strengthening household food security, reducing household food expenditures, improving family nutritional quality, and strengthening community social solidarity. In addition, the Asset-Based Community Development (ABCD) approach demonstrated that the utilization of local assets was able to enhance community independence in managing local resources sustainably.

Abstract

Civil Servant competency is an important factor influencing the implementation of duties and organizational performance. In the Land Arrangement and Empowerment Division (P2) of the Regional Office of the National Land Agency of East Java Province, employees are required to possess adequate technical competencies because their responsibilities involve land arrangement, agrarian reform, mapping, spatial data processing, and various other technical activities. However, recent performance records indicate a decline in the division’s performance achievement, highlighting the need for further analysis of employee competencies. This study aims to analyze the technical competencies of Civil Servants in the Land Arrangement and Empowerment Division (P2) based on Sanghi’s (2007) competency framework, which consists of motives, traits, self-concept, knowledge, and skills. This research employed a qualitative method with a case study approach. Informants were selected using purposive sampling and consisted of seven individuals, namely the Head of the Land Arrangement and Empowerment Division, the Head of the Personnel Affairs Subdivision, and five Civil Servants working in the division. Data were collected through interviews, observations, and documentation and analyzed using Creswell’s model. The findings indicate that the competency level of Civil Servants in the division is fairly good. Employees demonstrate strong commitment, responsibility, discipline, teamwork, and professionalism. They also possess adequate knowledge of land regulations and technical procedures. Nevertheless, competencies related to data analysis, spatial data processing, digital technology utilization, and technical report preparation still require improvement.

Abstract

The development of a world-class civil service (ASN) is one of the key priorities on the path to Indonesia Emas 2045. However, based on observations in the field, the process has not been as smooth as anticipated. Digital competencies remain uneven across generations, the merit-based system is not yet fully operational, and the bureaucratic culture tends to be slow to adapt. This conceptual study attempts to develop a capacity-building strategy grounded in public sector strategic management to create a world-class civil service. The method employed was a systematic literature review of academic articles, policy documents, and statistical data from 2019 to 2025. The author ultimately formulated a five-pillar strategic framework: (1) transformative leadership and merit-based governance, (2) integrated talent management, (3) acceleration of digital competencies through a corporate university, (4) a public value-based performance management system, and (5) cultural transformation toward a global mindset. This framework is offered as a complement to previous studies, which typically highlight only a single dimension. In it, we integrate Bryson’s strategic management, Moore’s public value, and Grindle’s capacity building. Its novelty lies in how the 2025 Thematic Reform Policy and Law No. 20 of 2023 on Civil Servants are translated into a framework that can be effectively implemented. The practical implications of this study are directed toward the Ministry of Administrative Reform and Bureaucratic Reform (PANRB), the Civil Service Commission (BKN), and the National Administration Agency, which will develop a roadmap for a world-class civil service.
