Abstract

Pentingnya tanggung jawab Port State Control sangat memiliki peranan sangat besar karena keselamatan pelayaran adalah sudah menjadi tugasnya. Tindakan-tindakan yang di lakukannya adalah untuk meningkatkan pengawasan keamanan dan keselamatan terhadap hal-hal yang berhubungan dengan pelayaran. Tugas pengawasan yang di lakukan seorang Port State Control dalam rangka pengaturan sarana dan prasarana diatas kapal. Seorang Port State Control dalam tugasnya harus juga memastikan kesadaran untuk mentaati hukum dan ketentuan perundang-undangan yang berlaku. Port State Control (PSC) adalah badan pengawasan negara pelabuhan (Port State) untuk menegakkan ketentuan-ketentuan konvensi yang berlaku di bidang keselamatan pelayaran dan perlindungan lingkungan laut serta perlindungan dan kondisi kerja awak kapal di laut dan juga melakukan pemeriksaan (survey), verifikasi (Verifications) dan sertifikasi (certifications) pada kapal asing (Foreign Ship). Hal pertama yang harus dilakukan Port State Control kepada foreign ship adalah melakukan pengecekan pada kapal dengan memeriksa dokumen/sertifikat yang ditandatangani oleh Kapten kapal. Adakalanya suatu kondisi kapal yang dijumpai banyak kekurangan-kekurangan (Deficiencies) dan tidak memenuhi standar dari ketentuan IMO. Sehingga Port State Control (PSC) memiliki wewenang untuk melakukan penahanan (Detentions).

Abstract

Penelitian ini menganalisis efisiensi implementasi Inaportnet dalam penerbitan Surat Perstujuan Berlayar (SPB). Inaportnet, platform digital administrasi pelayaran, dirancang untuk mengatasi kendala operasional pelabuhan. Dengan pendekatan deskriptif kuantitatif, data diperoleh melalui wawancara dengan perwakilan keagenan kapal dan KSOP, serta kuesioner kepada 30 responden keagenan kapal. Hasil studi ini menunjukkan peningkatan signifikan efisiensi waktu dan proses penerbitan SPB pasca-implementasi Inaportnet di KSOP Kelas III Rangga Ilung. Hal ini dibuktikan melalui wawancara yang menunjukkan transisi dari proses manual yang tidak menentu menjadi digital dan stabil, serta uji Paired Sample T-test (thitung (7,87) > ttabel (2,05)), menolak H0. Kendala yang ditemukan meliputi kesalahan input data pengguna dan gangguan teknis sistem. Oleh karena itu, direkomendasikan pengembangan layanan, penyempurnaan infrastruktu, serta peningkatan kapasitas penggunadan petugas

Abstract

Kabupaten Donggala, Sulawesi Tengah adalah kabupaten terluas ke-7 dan populasi terpadat ke 4 di Sulawesi Tengah. Kabupaten Donggala memiliki beberapa pulau yang berpenghuni maupun tak berpenghuni, yang berpenghuni meliputi Pulau Maputi, Pulau Pangalasiang dan Pulau Toguan. Maka diperlukan alat transportasi (ambulance boat) yang diperlukan untuk memberikan fasilitas kesehatan kepada masyarakat yang berada di pulau - pulau tersebut. Dalam analisis teknis dan ekonomis ambulance boat ini akan menghasilkan desain kapal berbahan dasar fiberglass. Menggunakan analisis kondisi perairan dan owner requirement sebagai pedoman dalam menentukan dimensi kapal, yang dianalisis menggunakan pendekatan metode regresi linear. Pada tahap analisis desain rencana umum kapal menurut KEPMENKES No. 143 Th. 2021 dan pendekatan dimensi antropometri masyarakat Indonesia, analisa hambatan menggunakan software maxsurf resistance dan perhitungan dan rencana kontruksi kapal fiber menggunakan regulasi BKI FRP 2016, analisa kondisi stabilitas menggunakan software maxsurf stability. Rancangan anggaran biaya produksi kapal menggunakan pendekatan bill of quantity. Analisis teknis dan ekonomis digunakan sebagai refrensi untuk pengadaan sarana transportasi kesehatan diperairan Kabupatan Donggala atau perairan sejenis yang ada di Indonesia.

Abstract

In the piping fabrication process and to meet the client’s requirements and specifications, hydrotest testing is needed to test the strength of the welding/connection process and test for leaks in the product or production output. Each testing stage definitely has obstacles, one of the obstacles that occurs ih Hydrotest work is the unavailability on the market of the material needed for the Pre Commissioning Test-Hydro Test, namely End Cap, to overcome this obstacle the engineering team recommends a substitute solution for “End Cap” by using “End Plate”. The research carried out will identify the suitability of the analyzes mentioned above. The research method is experimental with quantitative methods. The results of the research show that the substitution of using an End Plate for an End Cap is considered to have sufficient strength value in terms of strength, shows that the substitution of using an End Plate for an End Cap is stated to have a greater convenience value than using an End Cap in terms of ease of obtaining material, shows that the substitution of using an End Plate for an End Cap is stated to have a greated to have a greater convenience value than using an End Cap in terms of ease of installation/fit up and is stated to have a smaller convenience value than using an End Cap in terms of ease in the welding/welding process.

Abstract

The number of work accidents in Indonesia continues to increase. Based on BPJS Employment data, the number of cases in 2019 was recorded at 182,835 cases. Furthermore, the number consistently increased, 221,740 in 2020 and 234,370 in 2021. Then in 2022, the number increased again to 297,725. The purpose of this research is to determine the implementation of identifying hazards in block fabrication work at PT. Karimun Sembawang Shipyard using the HIRARC method. The sample of this research was 68 people. Primary data was collected by means of field observation, distributing questionnaires, and documentation. Pay more attention to manual cutting when making blocks, there are several workers who cut close to oxygen hoses and LPG/Acetyline hoses, which causes the hoses to catch fire and can later cause a fire when making ship blocks.

Abstract

Vessel Traffic Services (VTS) is an expansion of the Coast Radio Station (SROP) function in the field of shipping telecommunications in the Navigation District. However, its presence makes the function of the Coast Radio Station (SROP) limited. This was observed by the author when carrying out land practices which were then researched in this scientific work. The purpose of this study is to identify whether the Vessel Traffic Services (VTS) function can affect the Shore Radio Station (SROP). There are 30 Vessel Traffic Services (VTS) installation operators and the Surabaya Coastal Radio Station (SROP) as population, sample and respondents. This study uses a quantitative approach to data collection methods in the form of observation field data, interviews, and questionnaires with simple regression analysis data analysis techniques. The results of the test show a significant effect because tcount> ttable or 4.1806 < 2.048 which indicates the alternative hypothesis (H1) is accepted and the null hypothesis (H0) is rejected. The direction of the positive t value corresponds to the calculated correlation coefficient (r ≈ 0.6199), indicating that the correlation is positive.

Abstract

The development of digital application-based learning media is becoming increasingly important in supporting the teaching and learning process, especially in Vocational High Schools (SMK) that emphasize practical and contextual competencies. This study aims to design the Fish Seeker application as an interactive learning medium in the field of freshwater fisheries (Agribusiness of Freshwater Fisheries – APAT) at SMK. The development model used is ADDIE (Analysis, Design, Development, Implementation, and Evaluation). In the Analysis stage, the needs of students and teachers for interesting and relevant learning media were identified. The analysis revealed a demand for media that could display various species of freshwater fish along with their scientific names and provide interactive learning experiences. During the Design stage, core features such as a freshwater fish gallery, digital learning modules, quizzes on fish species and scientific names, and a completion screen after each quiz were developed. The application was built in the Development stage using Java and XML for Android. Implementation involved testing the application with students and a brief training session for teachers. Evaluation was conducted formatively and summatively, showing that the Fish Seeker application enhances student interest and contextual understanding. The application is therefore considered suitable as a digital learning alternative in SMK. Future improvements could include AI integration for automatic fish identification and learning outcome tracking.

Abstract

Pelabuhan Tanjung Emas merupakan salah satu pelabuhan strategis di wilayah Jawa Tengah yang memiliki peran penting dalam mendukung sistem logistik nasional. Untuk mengarahkan pengembangannya secara terencana, Pemerintah Indonesia telah menetapkan Peraturan Menteri Perhubungan Nomor 18 Tahun 2013 tentang Rencana Induk Pelabuhan Tanjung Emas. Namun dalam pelaksanaannya, terdapat berbagai kendala yang mempengaruhi pencapaian target pembangunan infrastruktur pelabuhan seperti yang telah dirancang dalam rencana induk pelabuhan. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan analisis gap, didukung dengan teknik pengumpulan data melalui studi dokumen, observasi lapangan, dan wawancara mendalam. Hasil penelitian menunjukkan bahwa pelaksanaan rencana induk pelabuhan telah dilakukan namun belum sepenuhnya sesuai dengan tahapan yang direncanakan terutama pada tahap jangka pendek antara lain reklamasi lahan dan pembangunan breakwater sisi barat pelabuhan yang berdampak pada keterlambatan pelaksanaan tahapan jangka menengah dan jangka panjang. Berdasarkan hasil gap analysis, ditemukan bahwa terdapat deviasi signifikan pada Dermaga Pelabuhan Dalam I dan II. Dermaga Pelabuhan Dalam I mengalami deviasi panjang sebesar -231 meter dari perencanaan 517 meter menjadi aktual 288 meter. Sementara Dermaga Pelabuhan Dalam II mengalami deviasi sebesar -604,5 meter dari 834 meter menjadi 230 meter. Kendala utama yang teridentifikasi meliputi aspek teknis (perbedaan antara perencanaan dan pelaksanaan), administratif (hambatan perizinan dan tumpang tindih kewenangan), keterbatasan anggaran, dampak kondisi lingkungan seperti banjir rob dan penurunan tanah. Selain itu, kurangnya koordinasi antarlembaga yang belum terintegrasi secara strategis. Berdasarkan temuan tersebut, studi ini merekomendasikan perlunya review rencana induk pelabuhan secara berkala, memperkuat koordinasi lintas sektor, dan merumuskan strategi pengembangan yang adaptif dan berkelanjutan untuk mengoptimalkan fungsi Pelabuhan Tanjung Emas sebagai simpul logistik nasional.

Abstract

This study aims to analyze the influence of job satisfaction on turnover intention among merchant marine crews in Indonesia. As one of the world's largest suppliers of seafarers, Indonesia plays a crucial role in the global maritime industry. However, this profession faces unique challenges such as isolation, high workloads, and prolonged separation from family, which significantly impact job satisfaction and the intention to leave the job. This research employs a quantitative approach with a correlational design. Data were collected through an online survey distributed to active national merchant marine crews, using standardized instruments: the Minnesota Satisfaction Questionnaire (MSQ) to measure job satisfaction and the Turnover Intention Scale (TIS) to measure turnover intention. Data analysis was conducted using simple linear regression techniques. The analysis results indicate a significant negative relationship between job satisfaction and turnover intention. This finding suggests that higher levels of job satisfaction experienced by seafarers correspond to a lower tendency to leave their profession or company. The practical implication of this study is the importance for national shipping companies not only to meet the minimum compensation standards regulated by the government but also to invest in motivator factors such as a supportive social work environment, performance recognition, and clear career paths to enhance the retention of qualified crew members and ensure the operational sustainability of the national shipping industry. Abstract

LD ship is one of the new construction ships produced at PT. PAL Indonesia. The painting process is a process that needs to be considered in ship construction. Because the painting process is an important activity in protecting the steel surface from corrosion and increasing the life of the steel structure. However, in its implementation, there is often a discrepancy between the calculation of theoretical paint material requirements and the amount of material used actually. This study aims to analyze the comparison of the difference between the planned paint material requirements and the realization in the field, as well as to evaluate the technical and economic aspects of the construction of block 211 (P/S) and block 221 (P/S) ships (LD) at PT. PAL Indonesia. However, in practice, it is often found that the value of the planned material requirements in the system is not in line with the actual conditions in the field, especially regarding material requirements and costs. From the results of the case study, the results of the difference in painting material requirements between the estimate and the actual in the field are the types of Jotacote N10 paint, Alu Grey, a difference of 5 pails was obtained, and the types of Jotacote N10 paint, ALRT Red, Hardtop XP, Red (RAL 3001), Safeguard Universal Es, Plum, and Seamate NB, Light Red, each of which had a difference of 1 pail. The total man-hours were 684,255 JO with a total labor cost of Rp. 15,540,000 for 21 days.
