Jurnal Politik is a nationally accredited journal published by the Department of Political Science, Faculty of Social and Political Sciences, University of Indonesia. It was previously known as Politea: Jurnal Ilmu Politik, which was started in 2007 and then changed into Jurnal Studi Politik, which was running between 2011 until 2013 and re-published in August 2015. Jurnal Politik serves as a medium to disseminate scientific papers and various studies on contemporary politics. This journal aims to publish any kinds of popular scientific papers or research discussing either political phenomena or social and political thought. Publishing articles in this journal is the part of contributing to the development of political science. Jurnal Politik is published twice a year: in February and August. The Editorial Board of Jurnal Politik invites experts, scholars, practitioners, students, and intellectuals to submit their writings. Editors will select every manuscript submitted to Jurnal Politik using the blind reviewer mechanism from peer reviewers asked by editors. Reviewers of this journal come from national and international universities and academic institutions.

Abstract

Born as a Eurosceptic party in 2013, the Alternative für Deutschland (AfD) Party shifted its agenda to anti-refugee and anti-Islamic issues after the 2015 refugee crisis in Europe. This shift is evident in the discourse of traditional campaign posters distributed during the 2017 federal election in Germany. This article aims to map and conduct a critical discourse analysis of the refugee crisis issues constructed by the AfD Party through traditional campaign posters. The author argues that the AfD Party's anti-refugee and anti-Islam discourse is significantly influenced by factors such as interests, ideology, and social, economic, and political conditions. This research identifies four main driving factors for the AfD Party discourse: firstly, opposition to the European Union's refugee quota policy and Angela Merkel's Open Door Policy; secondly, distinctions between German identity and Islamic culture; then, concerns about increasing crime rates and the demographic crisis. Apart from prioritizing nativism, the AfD Party also constructs that refugees and Islam (they) are not part of Germany. The AfD party acts as a savior to overcome the German people's (us) concerns about foreign threats to German identity and traditions by raising public awareness and blaming the German government for its failure to handle this problem.

Abstract

This research delves into the challenges and dynamics of women’s political participation in Jakarta, Indonesia. Despite legal frameworks advocating gender equality, like the 30% representation quota, women members of Parliament (MPs) in Jakarta’s politics face significant hurdles, predominantly rooted in a deeply entrenched patriarchal culture. Utilising a qualitative methodology, the study involved comprehensive interviews with female members of Jakarta’s DPRD. The findings reveal a complex interplay of educational background, political motivations, party dynamics, and societal perceptions influencing women’s political careers. The underrepresentation of women in parliament hinders effective gender-centric policy formulation, underscoring the need for enhanced descriptive and substantive representation. This study contributes to a deeper understanding of the barriers women face in politics, emphasising the need for targeted strategies to dismantle these barriers and promote gender equality in political representation in Jakarta and in wider scope Indonesian politics.

Abstract

The victory of the Bharatiya Janata Party (BJP) in the 2014 and 2019 elections with Narendra Modi as prime minister of India is a crucial momentum for the revival of Hindu nationalism in India. Allegations of the politicisation of religion were growing under Modi's leadership with various controversial policies, one of which was the Citizenship (Amendment) Act (CAA) that was passed in 2019. This policy accelerates the granting of citizenship status to Hindu, Sikh, Buddhist, Jain, Parsi, and Christians, immigrants from Afghanistan, Bangladesh, and Pakistan. This paper discusses how the BJP's politicisation of religious identity impacts policy outcomes within the context of the CAA. We argue that the BJP's alignment with the Sangh Parivar and the utilisation of religious identity as a political tool has led to the prioritisation of Hindu interests in policies, disproportionately affecting minority communities, particularly Muslims. The study highlights how the BJP strategically used the CAA, triggering counter-mobilisation from the Muslim community, which, coupled with the government's response, intensified communal tensions. The BJP's success in leveraging its popularity to advance its agenda, including implementing the CAA, exacerbated perceived threats among Hindu voters and fueled political mobilisation. The paper emphasises that in a democratic context like India, political parties aligning with religious identities can secure support and provoke conflicts.

Abstract

As a new democracy, Tunisia is quite vulnerable to democratic erosion. The implementation of democracy in the country was quite effective during the leadership of Beji Caid Essebsi, resulting in a high democracy index driven by various policies that supported the implementation of this system. However, Tunisia’s quality of democracy significantly declined since President Kais Saied took power in 2019. The dissolution of Parliament, the prime minister's dismissal, the introduction of freedom of expression for council members, and unilateral electoral reforms aimed at consolidating his power are some cases of proof. This pattern raises questions about the recurring nature of democracy after presidential changes. Therefore, this research highlights the importance of studying the leadership traits and political beliefs of incumbent leaders in shaping the direction of democracy. This research aims to extrapolate the leadership characteristics of the two presidents, assessing their ideological orientation to determine their attitudes toward democracy and its impact. This study implements a combination of Leaders Trait Analysis (LTA) as part of a quantitative approach and Process Tracing techniques as a qualitative part by revealing public appearances (interviews and speeches) and combining them with historical events as empirical evidence that will show a comprehensive leader's personality to explain the cognitive and dispositional attributes that encompass various tendencies toward democratization.

Abstract

The China-Pakistan Economic Corridor (CPEC), an important component of China's Belt and Road Initiative (BRI), has been a landmark project since its inception in 2015. The project aims to develop a modern Silk Road that increases China's economic reach by capitalizing on Pakistan's strategic geographic position. However, this cooperation has raised concerns about Pakistan's growing dependence on China, posing a risk to the country's long-term stability. Artiel examines the implications of Pakistan's dependence on China within the framework of Dependency Theory, particularly in the continuation of the second phase of CPEC cooperation. By analyzing a wide range of literature and official documents, including statements by the Prime Minister of Pakistan, data from relevant agencies, and information from the official CPEC website, the research reveals the complex dynamics of this relationship. The findings reveal that while Pakistan views its proximity to China as a way to achieve economic stability and safeguard national interests, these benefits also come with significant drawbacks. The research highlights the potential negative impacts of Chinese influence, including concerns regarding debt dependency and the broader implications of CPEC on Pakistan's sovereignty. The analysis founds that Pakistan's engagement with China, despite its economic motivations, may exacerbate the very vulnerabilities it seeks to address, raising questions about the long-term sustainability of this partnership.

Abstract

This study analyzes the implementation of gender mainstreaming policies within the Garuda troops using the Feminist Policy Analysis (FPA) approach in the context of Indonesia's commitment to gender equality in peacekeeping operations. Gender mainstreaming policies are expected to ensure equal access, participation, control, and benefits for both women and men within the defense system, as well as minimize gender discrimination. The method used in this research involves policy analysis as regulated in Presidential Instruction No. 9/2000, with a focus on its application in Peacekeeping Missions (IPM). Data were collected through interviews with relevant officials from the Ministry of Defense and the Ministry of Foreign Affairs, as well as through a review of relevant policy documents. The results of the study indicate that although some steps have been taken and policies have been implemented, these efforts are still insufficient in promoting gender mainstreaming by involving more women in IPM. The FPA analysis reveals that existing policies are ineffective in increasing women's participation and tend to place them in supportive roles. These policies still exhibit unconscious gender biases and do not provide specific incentives to enhance women's involvement in more significant roles. The conclusion of this research is that the implementation of gender mainstreaming policies in Indonesia still requires significant improvements.

Abstract

This article explores the phenomenon of quasi-civilianisation, or the inclusion of former or active-duty military officers in civilian administrative positions, in maritime security governance in Indonesia. To what extent is the maritime sector quasi-civilianised? Second, what are the pathways to quasi-civilianisation in the maritime sector? This paper finds that quasi-civilians tend to be concentrated in paramilitary agencies and to a lesser extent, in limited functional roles within the civilian administration. Quasi-civilians are desirable for these positions due to their expertise and ability to mediate between military and civilian counterparts. Moreover, the appointment of quasi-civilians has generally complied with prevailing regulations preserving civilian control. This paper represents an exploratory attempt at advancing the discussion of quasi-civilianisation by exploring the phenomenon in the maritime sector in post-authoritarian Indonesia.

Abstract

Iran has been in disarray following the United States exit from the JCPOA in 2018. It is due to the increasing number of sanctions reimposed by the West, which harms the Iranian economy. With the current economic downturn, Iran, under President Ebrahim Raisi's leadership, has made efforts to become completely independent from the West by establishing the Look East Policy as its foreign policy. This research analyses why Ebrahim Raisi's administration favoured the Look East Policy as Iranian foreign policy. Data collection techniques used in this study are library research, using secondary data from books, journal articles, official websites, and news articles. Data analysis uses qualitative techniques based on the Foreign Policy Analysis Theory by Richard Snyder. The research findings indicate that the Look East Policy under the Raisi administration reduced Western influence in Iran's domestic economic development and diversified Iran's existing international relations with the Eastern hemisphere with a strengthening intention.

Abstract

This study examines the Ubah Bareng volunteer movement, a youth-driven initiative supporting Anies Baswedan-Muhaimin Iskandar (AMIN) in the 2024 Indonesia Presidential Election. While existing research on volunteer movements in electoral campigns often focuses on their role as secondary forces under political party control, this study offers new ground by exploring Ubah Bareng’s position as a primary driver in AMIN’s national campaign. By applying Pippa Norris’s (2000) campaign communication strategy theory, this research investigates how Ubah Bareng collaborates with the official campaign team (Timnas) and political parties to effectively mobilize young voters. Through a qualitative methodology, including in-depth interviews and literature review, the findings reveal that Ubah Bareng’s involvement in the official campaign is closely linked to its relationship with Anies Baswedan, Timnas, and political parties. Thus, Ubah Bareng serves as a platform that integrates volunteers, political parties, and Timnas in designing campaign programs. This relation allows Ubah Bareng to operates independently from the official campaign structure while playing pivotal role in designing and executing campaign strategies. This study further identifies Ubah Bareng’s mixed use of pre-modern and post-modern campaign as its main strategy while its hub model represents a new phenomenon that can prevent fragmentation within electoral volunteer movements. Therefore, this study contributes to the broader understanding of volunteer movements in Indonesian politics, offering insights into their evolving role as central actors in electoral campaign strategy.
