Abstract

Adaptive learning technologies have been increasingly adopted in mathematics education to provide personalized instruction and improve student achievement. However, inconsistent empirical evidence regarding their effectiveness and limited understanding of factors influencing success have created uncertainty for educational practitioners and policymakers. This meta-analysis systematically examined 89 peer-reviewed studies comprising approximately 45,000 students to determine the overall effectiveness of adaptive learning technologies and identify key moderating variables. Using random-effects meta-analytic models with Hedges' g as the effect size measure, results revealed a moderate overall effect size of 0.67 (95% CI: 0.58–0.76), indicating significant positive effects on mathematics achievement. Implementation fidelity emerged as a critical moderator, with high-fidelity implementations producing effect sizes of 0.89 compared to 0.38 for low-fidelity implementations. Socioeconomic status also significantly moderated effectiveness, with larger effects observed in lower-SES contexts (g = 0.82) compared to high-SES contexts (g = 0.54), suggesting adaptive technologies may promote educational equity. Secondary analyses revealed that intelligent tutoring systems produced larger effects than assessment-only systems, and effects increased substantially with longer intervention duration. These findings indicate that well-implemented adaptive learning technologies represent effective interventions for improving mathematics achievement, particularly for disadvantaged students, though success depends critically on implementation quality, instructional design, and attention to contextual factors.

Abstract

This study examines the role of laboratories and simulators in achieving competency outcomes among graduates of the Diploma IV program at the Politeknik Ilmu Pelayaran Makassar (PIP Makassar). As a vocational institution under the Ministry of Transportation, PIP Makassar implements 60-70% practical learning to prepare skilled maritime professionals. However, preliminary evaluations indicate challenges in students' technical skill mastery and workplace adaptation despite high graduate employment rates. Using an exploratory sequential mixed-methods design, this research involved 295 student respondents and lecturers/instructors as key informants. Data were collected through questionnaires, interviews, observations, and documentation of practical exam scores. The findings reveal that student competency achievement falls predominantly in the medium (41.69%) and high (35.25%) categories. Simple regression analysis demonstrates a significant positive relationship between laboratory and simulator utilization and graduate competency ( ; Beta = 0.620; Sig. = 0.001), indicating that increased facility use enhances competency outcomes. However, obstacles persist, including limited practice time, insufficient equipment modernization, suboptimal instructor guidance, inconsistent teaching methods, and gaps between theoretical knowledge and practical application. Key recommendations include extending practice hours, modernizing facilities, integrating real-world case scenarios, restructuring the curriculum to increase practical portions, providing continuous instructor training, and implementing competency-based assessment systems with clear feedback mechanisms. This study contributes to maritime vocational education by providing evidence-based strategies for optimizing laboratory and simulator utilization to meet international maritime standards and industry demands.

Abstract

This research aims to develop and evaluate interactive media-based teaching materials to enhance conceptual understanding of measurement among students at Makassar Maritime Polytechnic. Conventional teaching methods, relying on textbooks and lectures, have proven ineffective in fostering the visual and spatial intuition necessary for maritime applications. Employing a modified 4D development model (Define, Design, Develop), the research created teaching materials using Flipbook PDF Professional, integrating text, images, videos, animations, and interactive quizzes in HTML5 format. Validation by experts yielded high scores: material validity at 91.11% and media validity at 95.45%, both categorized as "very valid." Practicality tests confirmed the materials were user-friendly and engaging. Effectiveness was demonstrated through a significant improvement in the experimental class, which achieved an average N-Gain of 0.672 (67.20%), classified as medium to high, compared to 0.192 (19.20%) in the control class. Statistical analysis revealed that 21.87% of experimental students reached "very high" understanding, with none in low categories. The findings conclusively show that the developed interactive teaching materials are valid, practical, and significantly more effective than conventional methods in improving conceptual understanding of measurement for maritime education.

Abstract

This study examines the gap between the recognized urgency of developing student self-regulated learning (SRL) and insufficient classroom implementation, often due to limited structured teacher collaboration. The research aims to analyze the multilevel relationship between teacher engagement in Professional Learning Communities (PLCs) and student SRL, mediated by SRL-supportive instructional practices and moderated by individual student characteristics and school organizational climate. A quantitative cross-sectional correlational design with stratified random sampling was conducted across 45 urban–suburban schools, involving 2,100 students (grades 4–11) and 280 teachers. Instruments included the Professional Learning Community Assessment-Revised (PLCA-R), the Self-Regulation Rating Scale (SRRS), and a 25-item teacher instructional practices inventory measuring explicit SRL strategy instruction, metacognitive modeling, contingent process-based feedback, and autonomy support. Data were analyzed using Multilevel Structural Equation Modeling (Mplus 8.0) employing robust maximum likelihood estimation. Results show significant direct effects of teacher PLC participation on student SRL, with meaningful mediation via SRL-focused instructional practices, and strong cross-level amplification from supportive school climates. Findings confirm that targeted, high-fidelity PLC engagement supports students’ metacognitive and motivational self-regulation when reinforced by enabling organizational conditions.

Abstract

Batik Ciprat Langitan Sambung Roso is a form of handicraft produced by persons with disabilities. This batik is distinguished by its unique production process and motifs rich in symbolic meaning. This study aims to: (1) describe the history of Batik Ciprat Langitan Sambung Roso in Simbatan Village; (2) examine the production process of Batik Ciprat Langitan Sambung Roso in Simbatan Village; and (3) identify the values embodied in Batik Ciprat Langitan that can be utilized as sources for history learning. The research employed a descriptive qualitative method. Data analysis was conducted using qualitative data analysis techniques that emphasize the quality and authenticity of data obtained from the research site. The analysis consisted of two stages, namely content analysis and interactive analysis. Content analysis was applied to document and archival data, while interactive analysis was used for interview and observation data through three analytical components: (a) data reduction, (b) data presentation, and (c) verification/conclusion. The findings indicate that Batik Ciprat Langitan Sambung Roso, which was established in 2015 with facilitation from the Ministry of Social Affairs, has continued to develop and demonstrates that persons with disabilities are able to fully participate and contribute to society. Batik Ciprat Langitan Sambung Roso, developed by artisans with disabilities in Simbatan Village, contains various values that are highly relevant as sources for history learning. These values include aesthetic, economic, social, cultural, and educational values. The values embodied in Batik Ciprat Langitan can be utilized as a source of local history learning for Grade X students at SMAN 1 Kawedanan.

Abstract

Transnational environmental crimes, including illegal wildlife trade, hazardous waste smuggling, illegal logging, and illicit timber trade, pose significant challenges for Indonesia as an archipelagic country strategically positioned within global trade routes. Following China’s 2017 ban on waste imports, Indonesia experienced a substantial surge in illegal waste shipments, leading to severe environmental, public health, and social consequences. As the primary border enforcement authority, the Directorate General of Customs and Excise plays a critical role in addressing these challenges, yet its effectiveness is constrained by structural and operational limitations. This study aims to examine enforcement gaps within Indonesia’s customs system in combating transnational environmental crime and to propose a comprehensive policy framework for the implementation of green customs. The research adopts a policy-based qualitative approach through a systematic review of peer-reviewed literature, international best practices, and global regulatory frameworks such as the Basel Convention and CITES. The findings reveal persistent challenges, including fragmented inter-agency coordination, limited detection technologies, underdeveloped intelligence systems, and insufficient human resource capacity. Based on these findings, the study proposes a phased green customs implementation framework emphasizing institutional reform, risk-based technological integration, capacity building, and enhanced ASEAN regional cooperation. The proposed framework is expected to strengthen border control effectiveness, reduce environmental harm, and support sustainable and secure international trade governance in Indonesia.

Abstract

Legalization of Apostille, hereinafter referred to as Apostille, is the act of certifying the signature of an official, the ratification of a stamp, and/or the official seal in the requested document based on verification. Based on Presidential Regulation Number 2 of 2021 dated January 4, 2021, concerning the Ratification of the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, and the Regulation of the Minister of Law and Human Rights Number 6 of 2022 dated January 21, 2022, concerning Apostille Legalization Services in Public Documents, this regulation emphasizes changes in the legalization process. The convention simplifies the legalization procedure by certifying document signatures in member states through Apostille documents issued by the Competent Authority. In Indonesia, the Competent Authority appointed is the Ministry of Law and Human Rights of the Republic of Indonesia, specifically the Directorate General of General Legal Administration. The Apostille Convention was motivated by the previously multi-layered legalization process at various levels, which typically took more than 14 working days and involved additional costs at each stage. This study aims to determine the implementation of the Apostille service policy in Indonesia and the factors influencing its implementation. The research employs a qualitative descriptive method, collecting primary data through interviews and secondary data through literature studies and documentation. The findings conclude that the implementation of the Apostille service in Indonesia has been successfully carried out, as evidenced by a total of 154,891 applicants since the Apostille Service was officially launched on June 14, 2022. However, the Apostille service still faces several obstacles in practice. More intensive socialization efforts and stronger support from relevant stakeholders are needed to ensure the continued success of this Apostille service.

Abstract

Background: Smart City initiatives in developing countries often emerge as important responses to the challenges of urbanization, but often fail due to communication barriers specifically, policies that are not understood or engaged by the public. This study argues that a key barrier lies in the communication gap between policymakers and the public, with a focus on the Smart City initiative in Palembang. The study aims to investigate how the lack of clear policy communication and limited public engagement hinder these initiatives. Methods: This study analyzed policy documents using a qualitative approach, emphasizing the communication gap. Results: The main findings are that problems in communication flow, clarity, and consistency, particularly in vertical communication within government, and the lack of government digital outreach at the sub-district level, prevent effective public feedback and social adoption of smart technologies. Conclusions: This study highlights that a core challenge hindering Smart City projects in the developing country context is inadequate communication, which hinders public understanding and policy feedback. This study serves as a foundation for city governments, policymakers, and public administration professionals to develop more inclusive communication strategies, promote digital literacy, and foster responsive governance.

Abstract

Educational administration is the backbone of effective school management. In Pangkajene and Kepulauan (Pangkep) Regency, geographical challenges and the availability of human resources often pose obstacles to meeting administrative standards at the elementary school (SD) level. This study aims to analyze the feasibility of educational administration in elementary schools in Pangkep Regency, covering curriculum administration, student affairs, personnel, facilities and infrastructure, and public relations. This study uses a qualitative descriptive approach with survey techniques. The research subjects included school principals, school administrators, and teachers at 10 sample elementary schools representing mainland and island areas in Pangkep. Data collection was conducted through observation, in-depth interviews, and documentation studies using standard school accreditation instruments. The results of the study show that, in general, the administrative feasibility of education in Pangkep District elementary schools is in the "Sufficiently Feasible" category, with an average achievement rate of 65%. There is a significant disparity between schools in the city center and those in the islands/coastal areas. Specific findings show that: (1) Student affairs and curriculum administration are relatively good; (2) Infrastructure and personnel administration are still weak, especially in relation to data digitization; and (3) The lack of competent administrative staff often results in administrative burdens being shifted to teachers. It can be concluded that administrative management in Pangkep Regency elementary schools still requires systematic improvement, particularly in terms of equal distribution of digital administrative support infrastructure and competency training for school operators.

Abstract

Character education in vocational high schools faces significant challenges as educational institutions are expected to produce graduates who are not only technically proficient but also morally grounded, spiritually aware, and professionally responsible. This study aims to analyze and describe the integration of the Hidden Curriculum of Islamic Religious Education (PAI) in implementing the five pillars of Panca Waluya (Cageur, Bageur, Bener, Pinter, and Singer) as an effort to shape the character of students at SMK Budi Tresna Sumber Cirebon. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and document analysis. The results of the study indicate that the hidden curriculum is implemented through structured habituation programs such as Dhuha Prayer, Tadarus Al-Qur'an, and the 5S industrial culture (Seiri, Seiton, Seiso, Seiketsu, Shitsuke) which effectively internalize spiritual values into work-ready professional characters. The main supporting factors include the role models (Uswah Hasanah) of educators, a conducive school environment ecosystem, and the positive influence of peers. However, this study also identified obstacles in the form of a lack of internal motivation of students, psychological challenges during puberty, as well as the influence of the external environment and lack of parental support that break the continuity of character at home. This study concludes that strengthening the synergy between schools and families and transforming external compliance into internal spiritual awareness is the key to the success of sustainable character education.
