Abstract

The rapid development of information technology has transformed educational services, including guidance and counseling practices in vocational schools. However, the process of collecting, managing, and analyzing student data is still often conducted manually, resulting in inefficiency and less accurate needs assessment. Therefore, a cloud-based solution is required to support a more systematic and data-driven approach. This research aims to determine the level of need for a student database, develop a cloud computing-based student database application utilizing Google Workspace for Education, and evaluate its practicality, validity, and effectiveness in assessing guidance and counseling service needs. This research employed a R&D approach to design and test a prototype application. The data were collected through needs assessment, expert validation, and user trials involving guidance and counseling teachers and students in vocational schools. The results indicate that guidance and counseling teachers strongly need a cloud computing-based database system to facilitate student needs assessment. The developed prototype is capable of managing student data digitally, including personal data, assessment results, and profiles of guidance and counseling needs. Furthermore, the application meets the criteria of validity and practicality, and is proven effective in improving the efficiency of data collection and analysis, as well as supporting the development of data-based counseling service programs. In conclusion, the cloud computing-based student database application utilizing Google Workspace for Education is a practical, valid, and effective solution for optimizing the assessment of guidance and counseling service needs.

Abstract

This research discusses the dynamics of internal communication in a non-formal organization at Coffee Shop Otaku in Kuningan Regency. The main issue studied is internal communication within an organization that has a simple structure, consisting of an owner, a general manager, and staff. The purpose of this study is to identify patterns of internal communication, as well as factors that support and hinder smooth communication at Coffee Shop Otaku. The method used was descriptive qualitative with data collection techniques through in-depth interviews and observations, conducted on four informants consisting of three key informants, namely the organizational structure levels at Otaku, and one supporting informant, namely Otaku's regular customers. The results show that the communication pattern is effective, with the most dominant being a two-way vertical communication pattern, where the general manager acts as the center of the communication network. Factors that support smooth communication include a family-like culture, openness in communication, and a focus on clear objectives. However, there are several obstacles, such as unclear division of tasks and responsibilities due to the lack of a complete structure. The conclusion of this study states that although a non-formal structure can still function effectively in the early stages of organizational development, formalization of the organizational structure is still necessary to support further growth.

Abstract

Despite Cirebon City Regional Regulation No. 13 of 2019, which regulates public order and public safety, beggars still exist in public spaces in Cirebon City, particularly around the traffic lights of Kanggraksan, Rajawali, and Jabang Bayi. This indicates a discrepancy between policy formulation and implementation in the field. This study aims to examine the efforts and strategies used to implement the begging policy in Cirebon City and identify factors that influence its success. This study was conducted using a qualitative approach and case studies. By involving the Social Service, Public Order Agency (Satpol PP), beggars, and the surrounding community, data were collected through field observations, interviews, and documents. Data were analyzed descriptively, referring to George C. Edwards III's 1980 policy implementation model, which includes communication, resources, implementer attitudes, and bureaucratic structure. The study shows that policy implementation has not been fully implemented, primarily due to a lack of resources, poor communication of the policy to the public, and a lack of ongoing policy evaluation. Policy implementers, on the other hand, demonstrated a supportive attitude and sufficient commitment. This study shows that stronger, integrated, and sustainable implementation policies that focus on social empowerment are needed to address begging in Cirebon City.

Abstract

This study examines the legal position of digital contracts within the Indonesian civil law system, the regulatory framework governing electronic documents and electronic signatures, the evidentiary challenges encountered in court proceedings, and potential solutions to address these challenges. Employing a qualitative descriptive methodology through documentation and literature review, this research analyzes relevant statutory instruments, legal journals, and scholarly sources pertaining to electronic contracts and civil procedure law. The findings reveal that digital contracts in Indonesia are legally recognized under Law Number 11 of 2008 on Information and Electronic Transactions (ITE Law), as amended by Law Number 19 of 2016, along with Government Regulation Number 71 of 2019. These regulations affirm that electronic documents and electronic signatures carry legal evidentiary weight, provided they satisfy prescribed validity requirements. Despite this normative recognition, the evidentiary process in court remains fraught with significant challenges, including concerns over the authenticity and integrity of electronic documents, difficulties in verifying the identities of contracting parties, limited technological literacy among law enforcement officials, inadequate judicial infrastructure for digital evidence examination, and jurisdictional complexities in cross-border digital transactions. To address these challenges, this study recommends continuous regulatory updates, the adoption of advanced security technologies such as encryption and certified digital signatures, capacity-building programs for legal practitioners, strengthened digital forensic systems, and enhanced public awareness regarding safe digital transaction practices. These combined efforts are expected to improve legal certainty and protection for parties engaged in electronic transactions within the Indonesian legal system.

Abstract

The Nagari Simpang Kapuak Forest is one of the forests in West Sumatra with an area of 4,611.07 ha, of which it is not yet known how much carbon reserves are absorbed in this area. The purpose of this study is to determine the Flora Diversity and Carbon Reserve Potential in the Nagari Simpang Kapuak forest. This research was conducted using a field survey method. The level of vegetation taken in the forest is stakes, poles and trees with the research stage identifying the names of the types of vegetation of stakes, poles and trees, measuring the diameter at chest height (dbh). Calculation of carbon reserves using allometric equations. The results of the study showed that 17 species were found dominated by Syzygium chloranthum (Myrtaceae family). The total carbon stock in forest stand vegetation is 114,772.1449 tons C/ha., Pire-level vegetation has a total carbon reserve of 8,486.2687 tons/ha. The pole level is 25,506.9894 tons C/ha. Trees are 80,778.8867 tons/ha. Carbon stocks in the Nagari Simpang Kapuak Forest, Mungka District, Fifty Cities Regency are included in the high category according to Bappenas (National Development Planning Agency).

Abstract

This research is motivated by the transition of the tax invoice issuance policy from the e-Faktur application to the Coretax system as part of the digital reform of tax administration in Indonesia. These changes not only have an impact on the technical aspect, but also on the administrative process, user experience, and quality of tax services. This study aims to analyze the implementation of Coretax and its influence on the quality of tax services at the Jayapura Pratama Tax Service Office. The method used is a qualitative approach with a case study design through data collection in the form of questionnaires and in-depth interviews. The results show that the implementation of Coretax takes place in an adaptive and non-linear manner, where the perception of system usefulness appears earlier than the ease of use. In the early stages, various technical obstacles and increased administrative burdens were found that affected the taxpayer experience. Nevertheless, the quality of tax services was maintained thanks to institutional support, although it was greatly influenced by the stability of the system. In conclusion, the success of Coretax's implementation is determined by the readiness of the system, user capacity, and organizational support in facing the digital policy transition period.
