Abstract

The debate between the Indonesian Minister of Finance and Commission XI of the House of Representatives (DPR RI) regarding the issue of Indonesian citizens who are compelled to work abroad has drawn significant public attention and generated dynamic coverage across various national media outlets. This study aims to analyze how the media frame this polemic by employing Robert Entman’s framing model, which consists of four elements: problem definition, causal interpretation, moral evaluation, and treatment recommendation. The research adopts a qualitative approach with a media discourse analysis design. Data were collected through documentation of news articles published by several national online media during the period in which the polemic unfolded. Samples were selected purposively based on the relevance of the news content and were subsequently analyzed using Entman’s framing indicators. To maintain data credibility, source triangulation and intercoder consistency checks were conducted. The findings reveal a contestation of framing among media outlets: some emphasize domestic structural issues such as economic inequality and limited job opportunities, while others reinforce the government’s narrative regarding global economic prospects and efforts to enhance the competitiveness of Indonesian workers. These findings highlight the role of media as a site of meaning contestation that shapes public perceptions of labor migration issues. The study underscores the importance of understanding framing dynamics to critically interpret media narratives, particularly those related to employment and migration.

Abstract

The term ummah is one of the key concepts in the Qur’an, encompassing a wide range of meanings and a broad semantic scope that shapes the identity, social structure, and religious orientation of the Muslim community. This study aims to analyze the meaning of ummah through semantic and thematic approaches by examining all Qur’anic verses containing this term and its derivatives. The research employs a qualitative method based on library research, with the Qur’an as the primary source and Arabic lexicons alongside other supporting literature as secondary sources. The findings reveal that the Qur’anic concept of ummah can be classified into four main semantic categories: community, leadership, religion, and time. Additionally, seven lexemes derived from the same root as ummah were identified umam (communities), imām (leader), aimmah (leaders), umm (mother), ummahāt (mothers), ummī (unlettered), and amāma (in front of) with a total frequency of 116 occurrences throughout the Qur’an. Furthermore, the study highlights six ideal characteristics of the ummah according to the Qur’an: muslimah (submissive), wasata (moderate), wahidah (united), qāimah (upright), muqtaṣidah (balanced), and qānitah (devout). This research contributes to the development of Qur’anic semantic studies and expands contemporary Islamic scholarship’s understanding of the dynamic conceptualization of ummah within the Qur’anic worldview.

Abstract

Patient adherence to medication regimens is a crucial determinant of therapeutic success. Poor adherence remains one of the major causes of treatment failure, particularly in long-term therapies that require consistent and repeated drug administration. One effective pharmaceutical strategy to enhance patient compliance is the development of sustained-release drug delivery systems. These systems are designed to release active pharmaceutical ingredients gradually over an extended period, thereby maintaining therapeutic drug concentrations in the bloodstream while reducing dosing frequency. This systematic review aims to analyze recent innovations in sustained-release tablet formulations developed over the past decade and to evaluate their contribution to improving patient adherence. Literature searches were conducted across major scientific databases, including PubMed, ScienceDirect, and Google Scholar, covering publications from 2015 to 2025. The search employed the following keywords: “sustained release tablet,” “controlled release formulation,” “patient compliance,” and “pharmaceutical innovation.” A total of 32 articles met the inclusion criteria after rigorous screening and evaluation. The analysis revealed substantial advancements in formulation technology, particularly through the application of both natural and synthetic polymers such as hydroxypropyl methylcellulose (HPMC), carbopol, and chitosan. Furthermore, the integration of modern technologies—including 3D printing, matrix systems, and osmotic pump mechanisms—has significantly enhanced drug release efficiency, prolonged therapeutic duration, and minimized dosing frequency. Overall, sustained-release tablet formulations play a pivotal role in improving patient adherence, especially in chronic treatments, and continue to evolve alongside modern pharmaceutical innovations.

Abstract

Blood glucose reduction in patients with type 2 diabetes mellitus (T2DM) varies considerably among individuals, largely due to genetic factors that influence responses to antidiabetic drug therapy. This interindividual variability affects both the effectiveness and safety of commonly prescribed oral antidiabetic agents. Therefore, understanding the genetic determinants of treatment response is essential for optimizing glycemic control in patients with T2DM. This systematic review aims to identify genetic polymorphisms associated with variations in blood glucose reduction, particularly in patients receiving metformin, sulfonylureas, and other oral antidiabetic drugs. A comprehensive literature search was conducted using the PubMed, Scopus, and Google Scholar databases. A total of 880 articles were initially identified, of which 760 articles passed the preliminary screening based on title and abstract relevance. Following full-text screening using predefined inclusion and exclusion criteria, five studies were deemed eligible and included in the final analysis. The findings indicate that several genes play a major role in determining glycemic response to oral antidiabetic therapy, including SLC22A1 (OCT1), SLC22A2 (OCT2), SLC47A1 (MATE1), CYP2C9, KCNJ11, ABCC8, and TCF7L2. Genetic variations in these genes influence drug pharmacokinetics and pharmacodynamics, thereby contributing to differences in therapeutic effectiveness and glycemic outcomes among patients.

Abstract

The blue economy concept emphasizes a balance between economic growth, marine environmental conservation, and improving the welfare of coastal communities. Nunkurus Village has great potential to be developed as a model for blue economy-based salt pond management. There are several problems that need to be addressed, such as technological limitations and institutional aspects that are not yet functioning optimally. Research is needed to examine strategies for optimizing salt pond management in Nunkurus Village within the framework of sustainable blue economy development. This research is important because it uses a blue economy approach to optimize salt ponds in Nunkurus Village, Kupang Regency, East Nusa Tenggara. The results of this research indicate that the adoption of technology in Nunkurus Village's salt ponds is still low, weak coastal spatial planning, and a lack of preparedness for climate change cause the ponds to operate inefficiently and be vulnerable to weather disruptions. Salt ponds in Nunkurus Village can only produce 70–80 tons of salt per hectare per year with NaCl content ranging from 90–93 percent, resulting in consistently low selling prices. The optimization strategies that can be implemented are (1) increasing technology adoption and (2) enhancing human resource professionalism and institutional capacity.

Abstract

Meaningful participation has emerged as a central normative requirement in modern constitutional democracies, emphasizing that public involvement in lawmaking must extend beyond procedural formality to exert substantive influence on both legislative processes and outcomes. This study aims to examine the conceptual foundations, normative framework, and practical implementation of meaningful participation in the formation of laws in Indonesia. Employing a juridical-normative research design reinforced by empirical case analysis, the study analyzes statutory regulations, constitutional principles, and landmark decisions of the Constitutional Court, particularly those addressing legislative openness and public participation. The research further incorporates policy analysis and limited empirical observations to assess how participatory mechanisms function in practice. The findings demonstrate that although Indonesian positive law formally recognizes public participation, its implementation remains largely procedural and symbolic. Significant gaps persist between normative standards and legislative practices, including restricted access to draft laws, inadequate deliberation periods, limited representativeness of affected groups, and the absence of institutionalized feedback mechanisms. The study confirms that meaningful participation, as articulated in legal doctrine and Constitutional Court jurisprudence, consists of three core elements: the right to be heard, the right to have opinions genuinely considered, and the right to receive reasoned explanations. However, structural weaknesses, political dominance, and technical limitations continue to undermine these standards. To address these challenges, the study proposes an operational framework for meaningful participation encompassing access and inclusiveness, transparency of information, substantive influence, deliberative quality, and accountability through feedback mechanisms.

Abstract

In Indonesia, such standards are formally regulated under Law Number 17 of 2003 on State Finance, which functions as the foundational legal framework for the administration of public finances at both central and regional levels. This study aims to examine and analyze the general principles of state and regional financial management as normatively formulated in Law No. 17 of 2003, as well as to assess their implementation from a legal perspective. The research adopts a normative juridical method, employing statutory and conceptual approaches to interpret legal norms and doctrines relevant to state finance law. The analysis relies exclusively on secondary legal materials, including legislation, scholarly writings, and academic studies on public financial governance. The findings indicate that Law No. 17 of 2003 establishes a coherent and comprehensive normative structure consistent with the principles of good financial governance, particularly accountability and transparency. However, the implementation of these principles remains inconsistent, especially at the regional level. The main legal obstacles identified include regulatory overlap, weak synchronization between central and regional regulations, and deficiencies in internal control mechanisms. These issues result in a formalistic application of legal norms, where compliance is largely procedural rather than substantive. Consequently, strengthening regulatory harmonization and legal coherence between central and regional frameworks is essential to ensure the effective realization of the principles mandated by Law No. 17 of 2003.

Abstract

This study aims to analyze the transformation of theological authority in the digital era, with a specific focus on Generation Z living within a postmodern socio-cultural context in Indonesia. The research explicitly seeks to (1) identify shifts in the sources of theological authority, (2) examine the forms of digital religious expression adopted by Generation Z, and (3) assess the implications of these shifts for contemporary theological discourse. Employing a qualitative phenomenological approach, the study explores lived religious experiences as they manifest in digital spaces. Data are collected through an extensive literature review and systematic observation of digital faith practices, including online prayer communities, spiritual podcasts, and religious content disseminated through social media platforms. The analytical framework is grounded in the theoretical perspectives of MacGregor, Drilling, and Schindler, which are then contextualized and critically compared with empirical phenomena found in local Indonesian digital spiritual communities. The scope of the study is limited to non-institutional, digitally mediated religious practices among Generation Z, emphasizing how meaning-making processes occur outside formal religious structures. The findings reveal that Generation Z does not disengage from religious belief; rather, they reinterpret faith through more personal, reflective, and dialogical modes of engagement. Authority is increasingly derived from narrative authenticity, peer interaction, and experiential resonance instead of solely from traditional religious institutions. This study contributes theoretically by enriching discussions on theological authority in postmodern digital contexts and practically by offering insights for religious institutions and educators to engage Generation Z more effectively.

Abstract

This study examines the legal robustness of the Sale and Purchase Binding Agreement (Perjanjian Pengikatan Jual Beli/PPJB) in property transactions, with particular emphasis on circumstances where the developer is declared bankrupt. Employing a normative legal research design, the study relies on secondary legal materials and qualitative analysis to assess applicable legal doctrines, statutory frameworks, and judicial principles governing PPJB. The analysis demonstrates that PPJB functions as a preliminary contractual instrument between developers and purchasers, typically concluded prior to project completion and frequently executed in notarial form to strengthen its evidentiary value. Two principal categories of PPJB are identified, namely fully paid and partially paid agreements. The findings indicate that a fully paid PPJB executed before a notary prior to the declaration of bankruptcy provides a strong legal position for buyers and enables the agreement to be excluded from the bankruptcy estate. In contrast, a partially paid PPJB, particularly one not formalized through a notarial deed and where the buyer has not yet obtained effective control over the property, offers limited legal protection and places the buyer in a weaker position within bankruptcy proceedings. This study contributes to the development of legal scholarship by clarifying the differential legal consequences of PPJB classifications in bankruptcy contexts and reinforcing the role of notarial instruments in enhancing contractual certainty. Practically, the findings provide guidance for purchasers, legal practitioners, and policymakers by emphasizing the importance of notarial execution and payment completion as preventive legal strategies to mitigate risks arising from developer insolvency.
